The 7th Framework Programme

• The 7th Framework Programme (FP7) is the largest funding instrument of the European Union to co-finance R&D in Europe.

• FP7 is running from 2007 to 2013 for a total budget of over 50 billion Euros.

• FP7 is also opened to a number of non EU countries, including Algeria, under similar conditions (% of funding, rules of participation, etc.)

joint research center called Euratom.

FP7 Cooperation• FP7 Cooperation has ten (10) research

thematics:▫ Health,▫ Food, agriculture and biotechnology,▫ Information and communication technologies – ICT,▫ Nanosciences, nanotechnologies and production – NMP,▫ Energy,▫ Environment (including climate change),▫ Transport (including aeronautics),▫ Socio-economic sciences and the humanities,▫ Security, and▫ Space

FP7 Cooperation• FP7 Cooperation is the most popular FP7 programme:

highest budget and number of participation.• Project are based on cooperative research between

several organisations from EU Member States and Associated countries (Turkey, Israel, Switzerland, Iceland, etc.)

• The programme is also opened to organisation from Third Countries, so called International Cooperation Partner Countries (ICPC):

▫ Their participation should be justified in terms of the enhanced contribution to the objectives of FP7

▫ EECA: Russia, Belarus, Ukraine, Georgia, etc.▫ MENA: Algeria, Tunisia, Egypt, Jordan, Palestine, etc.

FP7 Capacities• FP7 Capacities aims to stimulate the

capacity building of EU research organisations through different initiatives:▫ Research for the benefit of SMEs

▫ Regions of knowledge and support for regional research-driven clusters

▫ Research potential of convergence regions

▫ Science in society

▫ Support to the coherent development of research policies

▫ International cooperation

FP7 Capacities• Research for the benefit of SMEs▫ SMEs with low or without R&D capabilities subcontract research to the

RTD performers (research centres and universities). SMEs own project results and intellectual property rights.

▫ The programme is opened to Third Countries’ organisations for both position, RTD performer or SME/SME association.

• International cooperation (INCO)▫ The activities of international cooperation in the Capacities Programme

support actions to increase coherence in international research activities with and amongst the Member States that contribute to a better Europe-level coordination on aspects of international S&T cooperation.

▫ Activity 7.3: Supporting the coordination of national policies and activities of Member States and Associated States on international S&T cooperation

▫ Activity 7.6: Reinforcing cooperation with Europe's neighbours in the context of the ERA

▫ Activity 7.8: Strengthening joint European S&T centres in Third Countries

FP7 People• The FP7-People Programme is also known as

Marie Curie Actions. It is supporting the mobility of researchers according different schemes (individual participants or exchange between research organisations):

▫ Initial training

▫ Industry academia

FP7 People• Activity 3: Industry-Academia Partnerships and Pathways (IAPP°

▫ Exchange of staff between industry (focus on SMEs) and academic sector (universities, research centres). Participants are EU and international organisations.

• Activity 4.1: International Outgoing Fellowships for Career Development (IOF)

▫ Participants are one (1) individual European researcher and one (1) international research organisation. The scheme covers the researcher’s expenses (salary, mobility allowance, etc.) and the host organisation’s expenses incurred by the research.

• Activity 4.2: International Incoming Fellowships (IIF)

▫ Participants are one (1) individual international researcher and one (1) European research organisation. The scheme covers the researcher’s expenses (salary, mobility allowance, etc.) and the host organisation’s expenses incurred by the research. A return phase (1 year) to the country of origin is also covered.

• Activity 4.3: International Research Staff Exchange Scheme (IRSES)

▫ Exchange of staff between at least two (2) organisations located in a MS or AC and at least one (1) organisation located in an ICPC.

Getting informed• Algeria is part of the European Neighbourhood Policy (ENP)

programme, with the objective of avoiding the emergence of new dividing lines between the enlarged EU and its neighbours.▫ Harmonization of research priorities▫ Algerian research priorities tend to be the same as European ones,

at least in the thematics and the overall objectives.

• FP7 Programme as numerous R&D opportunities for Algerian organisations willing to participate. But it needs time to understand the programme, the research priorities, how to participate and with whom.
