How Does It Work?
• We started our journey with a small Pilot – AFSOC
– AFSOC leadership got involved; energized team
– Small enough to “brute force” the implementation
– Learned important lessons – DoD updated/streamlined the Learning
Management System
– Developed more effective communications tools
• Initiated a “large” command Pilot -- AETC
– AETC leadership stepped up to the plate
– Larger scale was tougher as we thought – more moving parts
– AFSOC test helped big time – cleaned up the process and lines of
responsibility
– New Implementation process developed – the “Texas Two-Step”
• Staff and “structure” first, then the rest

Pilots – Small and Big
• Built aggressive schedule to meet OUSD timeline including MAJCOMs, COCOMs, Guard and Reserve– Everyone implemented by 30 June 2014
• Implementation Strategy– Created repeatable process (“Checklist”)
– Designed 90 day pre-implementation window
• Get started early
• Clean Unit Manning Document means clean LMS accounts
• Develop organization hierarchy – LMS/approval structure
• Needed separate “Launch” to set up accounts
• Built “core curriculum” to help Users identify training history
• Built one-stop-shop Sharepoint site for info

Implementation
• FM Certification caused us to look at our training program with a microscope– Have to meet certification requirements
– Lots of good training
– Founds some gaps – and need to fill gaps
• Here’s how we did that…….
Training Opportunities
• The DoD FM Certification Program Substitution Policy states:– FM members may substitute similar courses to meet the course
requirements as long as the courses are pre-approved by the CFCM as adequate substitutes in terms of content and length and are included in
FM myLearn.– Requirements subject to the “Substitution Process”:
• Certification Level 1: All Modules of the DoD FM 101 Course
• Certification Level 2: Audit Readiness, Fiscal Law and Ethics Courses
• Certification Level 3: Audit Readiness, Fiscal Law, and Ethics Courses
• We allowed substitution of 8/12 DoD FM 101 Modules– Conducted analysis to determine if the content of Basic Financial
Management Officer Course and Enlisted Apprentice Course meet substitutability standards
– Reviewed the current Plans of Instruction (POIs) and Study-Guide materials for BFMOC and the Apprentice course
Exercised Substitution Policy
• Did an analysis of course training Gaps against FM Certification requirements– Discovered that we needed to stratify analysis to Officer, Enlisted and
Civilian for each Level
• Concluded we were solid for Level I
• Concluded we had minor Gaps in Level II
• Concluded our primary focus for course development needed to be Level III

Training Gap Analysis – Summary
• Implementation vs Launch
• Core Curriculum a big help to users! Saves time
• Single Sharepoint Site for tools and information
• Repeatable implementation and launch processes
• Duties checklist (CA, CCA, Users)
• Texas Two-Step – gradual implementation got the MAJCOM ready for the big launch to follow
• Need signed SOU – provide employees updated PDs
• UMD Clean-up was needed and IMPORTANT
• Organizational hierarchy development sets approval links

• BCA was forwarded to SPO to initiate system update
– Develop interoperability process to communicate certification data and information to DCPDS and MILPDS

Remember to get credit with college transcripts!
• Your FM Certification Component Administrator (CA) is the key POC– Ensures all people have accounts– Makes administrative updates as people move in and out of the
squadron– Makes updates to supervisors so approval chain is current– Gives updates on how people are progressing
• All must be certified by July 2016
• Use MAJCOM FM Certification POC– Great source of info
• Learn the requirements to earn certification– MAJCOM FM is approval authority
• Goal: submit complete packages for approval
– Takes time and experience – understand course and documentation
requirements
• Recognize success – Hand out certificates in CC Calls

Keys to Success
• FM Certification is a good program for the DoD FM team!– Improved standard of training – especially in Decision Support and Audit
Readiness– Better sharing of courses across the Services and Components– Lots more web-based training available so lack of TDY $s not as big a
barrier to training
• Majority of MAJCOMs launched – and soon all will be complete– Working through COCOM issues and our AFR/ANG team
– However, launching a command is just the start – goal is to get certified!
• DODI is on the street soon to be accompanied by the AFI– Will give you some more detailed implementation guidance
• Communication will be key – ask POCs if you have questions
