8.1 District Superintendent Report
Les Phillips
25TH January 2015
Dr Warwick, Dr Chambo delegates and friends, I greet you in the matchless name of our
Lord and Saviour Jesus Christ. It is indeed a privilege to report to the 21st District Assembly
of the Gauteng District.
This has been a turbulent year around the globe as well as in South Africa. The
deteriorating economic situation in the world, the fluctuation of the rand against world
currencies, the level of anger and violence in the country and zenophobic attacks. Recently
the issue of racism has reared it’s ugly head.
In all of these the church has been placed to be the salt of the earth and the light of the
world………. the function of both is to make a difference and impact the world for the better.
Our District is a microcosm of the country as a whole. We represent the diversity and the
variety of our rainbow nation. The question is how do we as a district become, act and
embody the oneness that would give effect to the prayer of our Master……..”Father make
them one as we are one”
Human nature resist differences and seek sameness. It is definitely easier if everybody
thinks like we do, act like do, look like we do. The church of Jesus Christ however demands
that we move beyond homogeneity (sameness)……..to oneness.
Lynne Bollinger speaks to the issue of moving beyond homogeneity in relation to
immigration. I do believe it as relevant to our situation. Extract from the article:
Homogeneity is an instinctive part of our human nature, of cultures and communities, and
kingdoms. It is the place that provides comfort and a sense of belonging. It is our people,
our food, our language, and our way of life; and when an ‘other’ disrupts our semblance of
what is right, we react. We protect, we shun, we put up walls, and we demand uniformity
11 | P a g e
because of our human nature.
Wesley’s vision is my own preferred future for the Church of the Nazarene, that we, as
members of one body, being found in holy communion with the Triune Godhead and with
each other, turn our eyes outward upon the faces of both friends and strangers and invite
them in to a place of belonging. However, my preferred future does not end there. I
envision the Church as people who have moved out of a place of comfort, away from their
human nature’s desire to remain in homogeneity into a place of diversity where we walk
alongside others, strangers even, on the path.
Extracts from “MOVING BEYOND HOMOGENEITY: IMMIGRATION, WESLEYAN HOSPITALITY AND A
PREFERRED FUTURE FOR THE CHURCH. Lynne Bollinger
Nazarene Theological Seminary, 2015 Tom Nees Social Justice Award
Friends we are, as someone aptly said “……. not truly Christian until our Christian belief
issues into Christian action.”
During the past year we hosted two workshops that started to address these issues.
We held a workshop on Anti Human Trafficking and one on Reconciliation.
Both of the events were great learning experiences……
Human Trafficking Workshop Human trafficking is a crime that strips people of their rights, ruins their dreams, and robs them of their dignity. It is a crime that shames us all. Human trafficking is a global problem and no country is immune. Millions of victims are entrapped and exploited every year in this modern form of slavery.
This workshop attracted lots of interest from various formation involved in this field of
work, including people form the NPA, Department of Justice, Social Development, NGO’s
etc. The speakers were Jamie Gates, M.Div., Ph.D., serves Point Loma Nazarene
University (U.S.A) and Diane Wilkinson, Network Coordinator for the National
Freedom Network - the national network in South Africa of counter-human trafficking
role players from Civil Society.

Reconciliation workshop Imagine two friends who have a fight or argument. The good relationship they once enjoyed is strained to the point of breaking. They cease speaking to each other; communication is deemed too awkward. The friends gradually become strangers. Such estrangement can only be reversed by reconciliation. To be reconciled is to be restored to friendship or harmony. When old friends resolve their differences and restore their relationship, reconciliation has occurred. Second Corinthians 5:18-19 declares, “All this is from God, who reconciled us to himself through Christ and gave us the ministry of reconciliation: that God was reconciling the world to himself in Christ, not counting men's sins against them. And he has committed to us the message of reconciliation.” The purpose of this workshop would be to open dialogue between difference race groups, gender and ages. That we can better understand the role and purpose that the church has in reconciliation. Looking at where South Africa was during Apartheid and where we are now, can we say that we have been reconciled?
At the reconciliation workshop we had myself and my predecessors, Rev Booyens & Rev
Mkhonde share the journey of Gauteng District under the various leadership. We have
come a long way but we have still far to go. Our memories must never become greater
than our dreams. The question that was posed: who are we first?….are we firstly so called
“Coloured”, Zulu, Sotho, Shangaan, Afrikaner etc or are we firstly Christian. The answer to
this questions will determine our actions and our behaviour. What we are first will
underpin our values and our resultant actions or lack thereof.
We have shown a slight growth in membership from 7887 to 8114. We thank the Lord for
this. We will have to consider how do we intentionally grow the church and give effect to
making Christlike Disciples in the nation.
Financially we had a stronger showing this year than the previous year. Churches
contributed with greater commitment. The money allocated for district budgets, excluding
money paid to NTC as well as money set aside for Compassion Ministries and Church
Growth has increased to 564 923.45. This was an increase of more than 16%. We have
also recorded a surplus of R 24 195.0 as opposed to a deficit last year of R 21 643.30. Thank
you to all the churches that have faithfully given. Our potential in giving is still however not
fully tapped. Let’s continue to trust the Lord in this regard.

“The call to leadership”
I want to thank the Auxillarry leadership for doing a sterling job and reigniting the various
areas of Ministry. May the Lord continue to strengthen you as you forge ahead in the new
year.
Various activities on the Zones and local churches have taken place across the district.
We met twice for District Pastors meetings. One of the key discussions was an engagement
on Evangelism.
We need to remind ourselves as to who we are and what we are about.
Making Chrislike Disciples in the nations is our mission
Our core values of “Christian, holiness and missional,”
At the 2013 General Assembly, the Board of General Superintendents unveiled seven
characteristics for the Church of the Nazarene:
1. Meaningful Worship
2. Theological Coherence
3. Passionate Evangelism
4. Intentional Discipleship
5. Church Development
6. Transformational Leadership
7. Purposeful Compassion
14 | P a g e
These seven characteristics should characterize every Church of the Nazarene and in large
part, should be reflected by Nazarenes everywhere. We urge church leaders to emphasize,
and all Nazarenes to embody, these characteristics as we go forward. Let us explore how,
over time, they might become realities for the global church.”
Over and above making sure that our stated character would receive continuous focus we will for
the new year:
Move intentionally towards a unified body. All our actions, programs, activities must be
measured against attaining this goal. All activities that does not seek to achieve that
goal must be placed under the microscope and adjustments made where necessary.
Intentional growth….spiritually, numerically and financially. We must set clear cut
goals, monitor them and exert ourselves to achieve them. Each church must set its
goals against these three areas. We propose stretch goals of 20 % in all of these areas.
Let each church quantify these goals and let us support one another to achieve this.
Intentionally Enablement and empowering the churches. We will set up a training and
development desk at the district offices. We have requested Dr Pat Thomas to facilitate
this. All developmental and training support that is required will be channelled through
this office and we will facilitate and direct churches how to best meet that need.
Intentional God Honouring activities. God deserves and the honour and the glory. We
need to evaluate our programs so that they become God Honouring.
Intentionally serving others. The marginalised the poor the vulnerable will find hope in
our churches. We will enable NTWANO HOLISTIC CARE CENTRE NPC to fulfil its
function. We did not activate it last year as planned. We will correct this and this
vehicle will facilitate our serving of others. We need to turn ”……. the words of
Christian truth into deeds of Christian love”

Matthew 9: 35- 38 Jesus went through all the towns and villages, teaching in their
synagogues, proclaiming the good news of the kingdom and healing every disease and
sickness.
When he saw the crowds, he had compassion on them, because they were harassed and
helpless, like sheep without a shepherd.
Then he said to the disciples, “the harvest is plentiful but the workers are few,
Ask the Lord of the harvest, therefore to send out workers into the harvest field.
Our Lord sets the example……..he broadened the horizon…..went through all the towns and villages….we must forge ahead.
The Lord proclaimed the good news of the kingdom….we have a story to tell. A life changing story and it is good news
Our Lord brings healing to the sick and the weary.
Let us live in awareness and sensitivities of people around us and let us be moved with compassion….moved to action………….and the Lord of the harvest will grant us the victory.
Respectfully submitted

8.3 SDMI Sunday school and Discipleship Ministry International
Greetings in the wonderful name of my Lord & Saviour Jesus Christ.
For Jesus loves me and I love Him too. I humble myself before Him and trust the Holy Spirit to guide me in all I do. My desire is to serve Him with passion and with all my strength.
This is my first report and my gratitude goes to Almighty God and the church for trusting me with this responsibility. I’m grateful to be a Nazarene. I’m thankful to my wife and children, my mentors Rev Mogorosi and the Mathebula Family. I wish to extend my appreciation to my predecessor Rozelle Erasmus for wonderful work done in the ministry.
As Discipleship Ministry we seek to carry out the Great Commission to children, youth & adults in preparation for a lifetime of making Christlike Disciples in the Nations. Our purpose is to teach the Word of God effectively – equipping believers for spiritual growth and services – locate and reach unchurched people for the church and Jesus Christ.
As the Gauteng District SDMI Chairperson, I have the responsibility to provide support and ensure functioning of the Discipleship Ministries to all age groups in the local church. Discipleship Ministries intentionally develop individual, small groups, Christian spiritual formation, making Christlike discipleship-training of leaders - biblical education - through our Sunday school classes.
My leadership has been positively influenced by our District Superintendent, Les Phillips and his wife. It has been awesome working with the District NMI President, Rev Dawie de Koker and District NYI President Ps. Lindley April. Most importantly, the support I have received from District Secretary sister Thandi Khumalo, has been amazing. All our achievement in the ministry were through the Gauteng SDMI Council 2015. This council is made up of spiritually gifted and men and women who are after God’s heart and who are willing to go an extra mile led by compassion.
Council members: Jonathan William (Eastern Zone SDMI Leader) – Mimi Schoeman (Roodepoort Zone SDMI Leader) – Rev S.Kanenungo (SOWETO Zone SDMI Leader) – Leornard Tshabalala(Western Zone SDMI Leader) Elaine Hamilton (Gauteng District Bible Quiz Master)

8.4 Report of the District NMI President Dr Chambo, Rev Philips, delegates to the assembly and friends
God's desire to draw all people to Himself, is our mission. Only when we lovingly, intentionally live out that mission, we are obedient to Christ. Nazarene Missions International (NMI) functions as a support system of the world evangelism enterprise of the Church of the Nazarene. NMI has four objectives in which every local church can participate:
Praying—Interceding for leaders and churches and for the Holy Spirit to draw all people to Christ Discipling—Involving and mentoring future missions leaders, especially youth and children, to make Christlike disciples for God's mission in the nations.
Giving—Devoting ourselves and our resources, especially the World Evangelism Fund, to extend Christ's kingdom. Educating—Informing people of the World's needs and enabling our church to meet those needs in Christ.
We promote these objectives, by a monthly NMI emphasis, which includes the following: • Work & Witness Teams. In 2015 we sent teams to the Botswana District, Zimbabwe and to the
North Central District in Limpopo. Our teams distributed food and clothing, completed a manse, built a children's play area, painted the interior of a church, did house visitations, and conducted a VBS for children and youth programs for teens. Naturally this went along with great fellowship and reaching out in love.
• Mission Corps (formerly Nazarenes in Volunteer Service). We didn’t have any of these in 2015. • JESUS Film Harvest Partners, which operates under the umbrella of the District. • One Heart—Many Hands projects, where local churches come together and do a upliftment and
outreach programme together. • Nazarene Disaster Relief, provide every member with the challenge to become personally
involved in some arena of world mission. Teens and college students should be encouraged to participate. Professionals are needed for short-term service (doctors, nurses, teachers, etc.). Persons with specialized skills (plumbers, electricians, computer programmers, etc.) are often needed. Everyone can serve through Work & Witness. Those who cannot physically go may participate through prayer and sponsorships.
• Alabaster—Twice a year (February and September), an offering is received for purchasing property, buildings, and/or building supplies.
• WEF (World Evangelism Fund). This should be a major point of action for every local church, as WEF funds the global missions operation of our church! Unfortunately not many churches on the Gauteng District have achieved the goal of paying 5.5% of their total Tithes and Offerings towards WEF… Easter and Thanksgiving Offerings, or annual Faith Promise is ways you can raise the funds towards paying your 5.5% goal.
21 | P a g e
• Mission Education! It has been said, “Praying for what you don’t know is like coming back from where you’ve never been.” We must be adequately informed to respond effectively. Informed people can and will pray more effectively and give more sacrificially. It is the responsibility of every local NMI President and council, to be informed about missions— mission areas, mission opportunities, mission strategies, mission stewardship, and those who serve as missionaries. This can best be accomplished by being an active learner through personal involvement (such as Work & Witness), personal encounters with missionaries (deputation services), regular mission education experiences, reading Holiness Today, subscribing to free e-mail newsletters from missionaries, Engage online mission magazine. Mission Connection is another GREAT online resource created specifically for local NMI leaders, but available to everyone. Resources are available – but being informed is a choice! Please attend your regular Zonal NMI events, as the Gauteng District NMI Council really wants to equip and train you to be effective – and have information to mobilize your local church. Some zones did conduct training sessions in 2015, but attendance was poor. We will again have training events in 2016, PLEASE BE THERE!
• LINKS (Loving Interested Nazarenes Knowing and Sharing. This practical, “hands-on” missions activity, connects every local church with designated missionaries for two-year cycles. It is the privilege and responsibility to provide remembrances on special occasions and other times throughout the year. Only one district is assigned to each LINKS missionary; therefore, it is important not to neglect LINKS care. Our LINKS families are the Ronald Millers (formerly from Madagcascar) and the Colin Elliots, now serving on the Asia Pacific Region. Karin Pretorius, serving in a Creative Access Coutry, is also from our district – although not officially our LINKS-missionary. Thanks to all churches that supported and encouraged our beloved missionaries!
• World Mission Broadcast (WMB) reaches the unreachable! With new technology, this ministry has expanded beyond radio to include television and Internet broadcasts. There are several countries in which Nazarene broadcasts are aired, but where no Nazarene churches have yet been established. World Mission Broadcast does not receive funds from the World Evangelism Fund; it is funded solely by WMB offerings. Every church is asked to participate in the annual WMB Offering.
• Support for our Theological Colleges, Bible Schools, Universities & Seminaries. This ministry is a “must” as we recognize the value of training pastors and workers in ministry. Thanks to awesome churches that have prayed, sent work-teams to NTC, and gave love-offerings to various students on our district – not forgetting the majority of our students in Extension Centres!
• Nazarene Compassionate Ministries—This ministry’s mission is to make a difference in our world by meeting physical, emotional, relational, intellectual and spiritual needs. Nazarene Compassionate Ministries (NCM) is recognized internationally and has many faces, many hands. Whether the need is disaster response or an everpresent scene of famine, disease, and nakedness, NCM is there because Nazarenes are involved personally and financially. Many churches have “soup-kitchens” or reach out to the homeless, to orphanages, old-age-homes or even AIDS-centres! One church on our District serve refreshments to people waiting in the long queues at a Provincial Hospital. Welldone!
• Prayer & Fasting… One of the core objectives of NMI! Missionaries depend on the prayer support of the church “at home.” One missionary said, “The greatest fear I have is that the church will forget to pray for me.” We must not only be pray-ers ourselves, we must teach others to pray. Fasting breaks down barriers and strongholds that thwart the growth of the Kingdom.
22 | P a g e
Throughout the year, a variety of prayer intitiatives are presented via NMI. Events such as “Nazarene World Week of Prayer,” Praying Through the 10/40 Window, and the International Day of Prayer for the Persecuted Church in November. We were a bit saddened by the low turn-out at our annual PRAYER RALLY, on the second Saturday in May – but great appreciation goes to those who did attend. Be aware of when the next prayer initiative will take place, please? Confirm with your Zonal NMI leader. A BIG shout-out to all our churches that have all-night prayer meetings, that includes prayer for our missionaries. Thanks to all who will be fasting in January. Keep on praying!
We are very excited and so proud of Stephen Philips, the son of our District Superintendent and a son of our district. He will start serving the Lord in a missionary capacity in January, in West Africa! Praise the LORD. I would like to urge each and every local church, to PLEASE consider supporting him financially on a monthly basis. He has to raise his own funds, and we should be the primary source of his support. Please also remember to pray for him daily, that he might walk in the full strength of our Lord, because of our prayers that shelter him from every attack.
I would lastly like to thank a wonderful, dedicated team of catalysts, that is mobilizing Local NMI Presidents, in order to mobilize Local Churches:

Nazarene Missions International is a vital ministry in the church. It should never be considered optional or unnecessary. Instead, NMI should be embraced and put to work, assisting churchmembers, children and youth, in responding to the Great Commission. An increasing amount of information is available online (www.nazarenemissions.org). This provides great opportunity for dissemination of the latest information and updates. Missions is exciting! NMI provides personal connection. Please be involved, be active and be visible regarding NMI!
IMPORTANT: Please make sure that I have your correct cellphone number, in order to send you a monthly sms, reminding you of the emphasis of the month. Send your details to: [email protected] or on my cell: 083 407 0130. Also “like” our NMI GAUTENG Facebook page for regular NMI news, requests and reminders.
In closing, I would like to urge you with the words of the honourable John Wesley: “Do all the good you can. By all the means you can. In all the ways you can. In all the places you can. At all the times you can. To all the people you can. As long as ever you can.”

8.5 Nazarene Youth International
Dear General Superintendent, Rev. Les Phillips, Pastors, Auxiliary Leaders, and friends
I greet each and every one of you in the most precious Name of our Lord and Saviour Jesus Christ.
Let me take this opportunity to thank you, Gauteng NYI, for placing your confidence in me and electing me the 2015 District NYI president. It’s an assignment I accepted with great humility and gratefulness. This Year I truly enjoyed interacting, connecting, and spending time with as many of you as was possible. Along with my team we sought to serve to the best of our ability in achieving the goals of NYI and making a Kingdom impact.
While I am on the subject I would like to take this opportunity to thank the NYI Zonal Leaders; Tebogo Moagi, Chantelle Phillips, Josephine Padayechee, Michael Mokotedi, and Mpho Khumalo. For the great work they have done this year, and the great service they have offered. Without whom we would not have seen they great work done on the District.
Our vision and focus for the year is Leadership Development, and we strived to ensure all local leaders are equipped to impact the communities they serve. We sought to provide every opportunity to train, and where possible, provide local leaders with resources they need to minister effectively. I continue to encourage all Local NYI Presidents to reach out to us, and let us know of anything that is happening at the local churches. The team looks forward to hear from you, and to come and visit and support all local functions.
The List of events that took place of the course of the past year is too long to mention. Even though there we only two District events that took place; there were many zonal, and even more local, events that took place on the District. We look forward to more District events in the near future and trust that there will be great turn outs from local churches.
I was unfortunately not able to attend all these events, however, the news we received, with great excitement, was that God was present and moved in all of our events. Following are some of what happened in NYI the past year, please forgive anything that I may have missed!
I was blessed enough to end 2014 and start 2015 with the Soweto Zone NYI at their Annual NYI Camp in Mpumalanga from the 28th December 2014 – 2 January 2015. I was the main speaker for the camp serving alongside 4 other youth pastors on our District.
On the 28th of February 2015 we had our first District NYI Leadership training in Doornkop Soweto. Stemming from an outcry by Local NYI Presidents at the 2014 District NYI Convention, the District leadership jumped into action to address the need for leadership development among youth leaders on our district.
24 | P a g e
Partnering with an organization called Youth Cooperation, we hosted the “The Call for Leadership” Workshop which was presented by Dr Carl Schultz, who has over 18 years’ experience in youth ministry and leadership development.
The event was attended by over 30 Youth Leaders on the District and we had great fun learning new ways to be more effective leaders in our local churches. Leaders left encouraged knowing they have tools with which they can equip more people in their local churches to be leaders. This sort of training is what we will continue to provide our leaders in the future with, our eyes are set on having it as an annual event.
After years of dreaming, praying and consulting, the Africa Region Nazarene Youth International Council decided that the time is right for the first ever Africa Region NYC!
Normally we would say "Nazarene Youth Conference," but for us as Africans, it is more than that. It is Nazarene Youth Connection, an event where youth will be connecting across country, racial, social and political boundaries.
The event will take place in Johannesburg, South Africa, from 14-18 December, 2016. The theme is CHOSEN 2 CHANGE, signifying the following:
• When we accept the call to follow Jesus Christ, we are called to change to be like him. • We are also chosen to change our environment, to add value to our world. • The number 2 signifies a call to minister alongside others, to work in partnership with
others.
This is a historical event from countries from all the fields on the Africa Region.
Please watch for more details at www.facebook.com/NYIAfrica or drop a note [email protected] if you need any other details.
Local Churches across the District were active with events happening early in the year. I was fortunate enough to have been invited to attend some of these events, from all night prayers to Valentine’s Day celebrations.
Among the churches I worshipped with were, Kagiso Church of the Nazarene for the “All White Night of Worship”, Geluksdal Church of the Nazarene for their Valentine’s Day Worship Service, Dlamini and Toekomsrus Church of the Nazarene for their all night prayers. During these services we got to see Jesus move in a mighty way and people lives impacted, it was truly a blessing spending time with these churches.
• On the 24th of April 2015 the Nazarene Worship Centre held a Youth Concert. • In addition to the Passover Celebration Services where they had NYI Works Ministry
workshops, Soweto Zone had their Annual Easter Monday picnic at the Florida Lake • NYI STANDING IN THE GAP STAY AWAKE was held on the 1st of May 2015 at Moletsane

8.9 Building and properties board
Dr. Greetings in the name of our Lord & Saviour Jesus Christ. Property of the church is tools to use to accomplish God's purpose & plan. Some of the challenges of property is historical. The committee endeavoured to identify the issues and to put plans in place to resolve these issues. We have co-opted Rev's Mkhonde & Smith as well as sis Ncala to assist the committee in deliberating on some of the property issues. We discussed and circulated the process of dealing with church property to the churches. We held various meetings with relevant officials to expedite the issue of transfer of properties. These included the relevant officials at Ekhuruleni around the challenges of Eden park property. The council will now take legal action. The wheels are however turning slowly. A decision has been taken to appoint legal counsel to deal with those occupying the land to come up with an agreement with the illegal tenants. Meetings were held with the Provincial housing department to deal with those whose property that is not registered in the churches name. Much progress has been made in this regard.
We are currently dealing with the property of the church in Crown Mines and discussions were held with the relevant institutions to resolve this matter. The committee wants to recommend that an endorsement be placed on all title deeds to give effect to manual paragraph Section 104 the endorsement would read ...... “Restrictions. The local church may not purchase or lease real estate, nor sell, mortgage, refinance, exchange, or in any other way encumber real property, or otherwise dispose of real estate unless approved by a two-thirds vote of the members present at an annual meeting, or at a special meeting duly called.
Furthermore written approval of the district superintendent and the District Church Properties Board is required.”
Let us continue to optimize the use of the properties God had entrusted to us. This year
the focuses would be finalize all outstanding property matters. The second objective would
be how do we assist one another to optimally utilize our resources.

8.10 CHURCH GROWTH AND EVANGELISM COMMITTEE All District Assembly Delegates, Officials and Visitors, I greet you in the name of our Lord & Saviour Jesus Christ. "There were daily added to the church such as should be saved". Christ, when defining His purpose said " I came to seek and to find those that were lost. Church growth & Evangelism takes place where the rubber hits the road......it thus take place at the local church. To this end the growth & evangelism committee is committed to create an enabling & support environment for churches to tap in and continue on the growth projectory. Reflecting on the past year we are encouraged by churches that intentionally evangelized their areas. These included focused prayer sessions & evangelistic campaigns. At our preachers meeting the committee presented the case for intentional church growth and evangelism. The discussion was robust and continued well after the meeting. We trust that the conversation would continue as we bring to life God commission. We deliberated on strategies to assist and energize the evangelism on the district. Setting up an email address to deal specifically with questions on evangelism. A tool box. Our projected plan for the new year:
Dedicated an amount of R120 000 to resource evangelism initiative.
Inviting all those that feel called by God to this area of ministry to form part of a
team that will be dedicated to Evangelism for the next year.
Identify three areas that we will focus in evangelizing the area.
Continue to develop the tool box.
Have one day session to continue the conversation on church growth and
evangelism as well as sharing best practices of churches.
We set as target to grow membership by 20% by god's grace.

8.13 Finance Report
Greetings in the wonderful name of our Lord Jesus Christ
I would like to thank the Lord and the church to give me this opportunity to serve as a
treasurer in the Gauteng District.
As we know that I started my service in 2015 financial year, the Lord has been great in all
aspects of my life as to how to run this race.
The finance department is one departments where one has to take full responsibility in
every aspect, and also be responsible. The Lord has been guiding us through every step of
the way.
I want to thank Mr David Vancoe for being there to help us when we were experiencing
difficulties with our banker. I wish also to thank our Ds. Rev Philips, the finance committee
who are always there in times of need.
Unfortunately some of our finance committee members are not always available for the
meetings as scheduled.
We are indeed happy that our 2015 financials have shown improvement on income received
and we have a surplus. We applaud all those churches who faithfully paid all their district
dues and encourage those who did not pay theirs do likewise.
We are anticipating an increase on funds budgeted for Church Growth and Evangelism for
the 2016 financial year.
May the Good Lord bless you all.

1st Report: District Superintendent
Report has been accepted by a show and clapping of hands
Concerns raised from the floor:
39 | P a g e
Why the DS has not visited the Nigel church during the past year? Letters written to the District office have not been acknowledged or responded to.
(Nigel) The local Pastor went on retirement. The Manual states that the DS becomes the Pastor
of the church. The DS did not attend to the church and did not appoint a pastor (Duduza)
Enquired about his rights as a lay pastor vs the rights of a license minister (Eesterus) Raised a concern that his call to meet with the DS was not responded to (Eesterus)
Notes sent to the Chair:
1. Large number of unassigned pastors while there are many churches without pastors 2. Geluksdal contacted the Zone Leader to address a problem. The Zone leader advised that
he was on Leave, and did not attend 3. When a pastor is assigned as a senior pastor, is he assigned part-time, meaning he only
needs to attend services twice per month? 4. The DS report refers to xenophobic attacks. What is the Church doing about this? 5. The District must call for a day of Prayer and fasting- there is nothing that God cannot do
Hendrik Voster from Via Kruis gave a vote of confidence, in that he and colleagues in his circle of support experience great support from the DS
Recommends that the way forward should include a clear defining of expectations from Pastors
We are heading for problems when we start comparing individuals. The current DS has a different type of leadership to the previous. He displays more of a prophetic leadership, and I believe this is what God wants for us at this time on our District. He is a great leader, and I support him. (Three Rivers)
Response from the DS: It is unfortunate that I have not provided you with a detailed list of activities that I have been involved in, I will do so, to alleviate the need for assumptions. The District has a particular structure, which includes the Zonal structure. The Zone leaders are an extension of the DS. So where I could not visit, the Zone leaders are in attendance
• Every church that has invited me, I responded with a visit. • Much of my activities this year, has been to attend to matters I consider to be of
greater priority i.e, crisis in churches. • Process was facilitated at Duduza church by the Zone leader. A Pastor has been
called by the church and has already taken up the pastoral responsibility. • Rev. Phillips requested that all further questions be sent to [email protected] .
These questions will be promptly responded to by the DAB.
Dr Chambo closed the question session, by saying that it is clear that expectations need to be clarified.

Question:
Can a person who is on the nominating committee also appear on the Ballot?
Response by the Chair: Yes
No further questions
Report adopted
3rd Report: District Secretaries report
Received by a show of hands
Questions from Delegates: 1. request that the secretary’s report indicate whether it is an Advisory Board
secretaries report or a District secretaries report. It is suggested that the report specify the focus areas of the meetings.
2. request that the dates of the meetings be noted 3. request that a summary be given of the matters that were discussed
Response from the District secretary 1. The Advisory Board Secretary is also the District Secretary 2. The report indicates that meetings were held bi-monthly 3. Matters discussed at the Advisory board are usually confidential. The rest of the
responsibilities of the District Secretary as per Section 216 are of a governance nature, and the report indicates as such
