Get it done Cnr R43 & Mussel Rd, Hermanus Crayfish season even shorter JANINE VAN DER RIET “I can’t see why they have to shorten the season, because the only people affected, are the law abiding citizens.” So said Liston Davidowitz, a businessman from Hermanus with a love for crayfishing in sea- son, after the total allowable catch and fishing days for the 2014 /15 season was recently an- nounced. For recreational fishermen, the season is reduced to 21 days, com- pared to 26 days previously. According to Shaheen Moolla, a lawyer specialising in fisheries law and management, the recrea- tional lobster fishery has had its quota slashed by 17% to 69 tons or 21 days of fishing. “There is little doubt that the economic impact of such a curtailment in the recreational fishery will be felt across the coastal Western Cape economy as recreational fishermen decide to not service their boats, purchase new wetsuits, gear and equip- ment, or confirm holidays in coastal villages from Paternoster to Arniston.” The reduced quotas could also have a negative impact on local tourism, according to Debbie Fouché, secretary of the Herma- nus Angling Club. Fouché said: “Although most of the club’s members are not direct- ly affected by the new restric- tions, it could have negative re- percussions for locals and holi- daymakers wanting to take their boats out to sea. It might not be worth all the effort anymore.” The 2014 /15 crayfish season’s total allowable catch (TAC) was recently announced by the De- partment of Agriculture, Forest- ry and Fisheries (DAFF). “The only aspect still up for dis- cussion is the spread of the fish- ing days,” Moolla said. “The proposed TAC only serves to confirm the parlous state of our lobster stocks and that the depart- ment’s compliance strategies, what ever they are, are not work- ing. “These compliance and man- agement failures are also clearly apparent in the abalone, line fish and other sectors where poaching and irresponsible fishing practic- es are rapidly on the increase.” ) Article continues on p. 3. Phase2ofCBDrevitalisation strategy tobe tackledTheOverstrandMunicipality (OM)hasre-cently appointed consultants to under-take a Phase 2 study for the CBD Revitali-sation.

Interested and affected parties are invitedto give input prior to a public meeting to bescheduled in the near future.The 2000 study (Phase 1), prepared byGapp,

Architects and Urban Designers, was com-pleted in 2002 and a total of 13 projects/inter-ventions were identified.Over the past 12 years, the OM and the pri-

vate sector have made considerable invest-ments in the CBD to implement the proposalsof the 2000 Revitalisation Framework.Projects completed by the OM in terms of

the 2002 study include theCBDrelief road, up-grade of the Cliff Top, redevelopment of Mar-ket Square, Gearing’s Point upgrade and de-velopment of the Station precinct.These projects were implemented by the

municipality between 2002 to 2012 at an esti-mated cost of R80 million.Theprivate sectorhasalsoheavily invested

into the CBD revitalisation strategy. This in-cludes constructionworkoncommercial, res-idential, parking and landscaping projects toan estimated value of R225 million.Other projects that are already in an ad-

vanced phase of planning or are close to ap-provalwith implementation set to start in thenear future, include the taxi rank, MitchellStreet precinct and Main Road’s traffic calm-

With buckets full of courage,Oumagrootjie Fransie Quassfulfilledher life longdreamaft-er mentioning many times dur-ing her 90 years of living, thatshe would love to do a para-chute jump.

In October, Fransie’s dreamcame true when she did a tandemparaglide flight, hovering overHermanus, and Onrus Manorwhere she lives.Fransie waswidowed at the age

of 69 and her adventurous spiritgrewwings since then, said one ofher daughters, Fransie Solms.“We, her five daughters, unani-

mously agreed that, since she isfit and in such good health, wewould actively encourage her to‘fly’.”Fransie and three of her daug-

ters, Hannalie Quass, Lanie vanReenen and Solms met paraglideinstructors Pete Wallenda and

Carolina Burd-Rocchinotti ofWallendAir at the top of RotaryDrive inHermanus on 23October.Having checked that the wind

conditions were ideal, Wallendafitted Fransie with her tandemsuit and they took off to the en-couraging sounds of her childrenand some of her grand- and greatgrandchildren cheering her on:“Go Ouma!”From the air she saw whales in

Mayordeliversdirectional speechOverstrand Mayor Nicolette Botha-Gu-thrie delivered her directional speech ata council meeting held on 29 October.

The speech focusedon the time schedule forthe review of the 2015/16 Integrated Develop-ment Plan (IDP) and the 2015/16 to 2017/18budget which was adopted by council on 27August 2014.

The schedule gives details on the activitiesand time-frames the municipality intends tofollow in order to execute the process for thethird review of the approved five year IDP(2012/17), as well as the budget preparationfor 2015/16 to 2017/18.

Themayorsaid: “Thebiggest considerationin the development of the five year IDP andthe subsequent annual reviews, is prioritiz-ing the “vast needs” of our communities andassessing the resources (budget) available toaddress them.”

In setting and guiding the strategic direc-tion for the 2015/16 IDP review and budgetprocess, the mayor held a strategic sessionwith mayoral committee members and topmanagement on 26 September.

They focused on the OM’s vision, missionand strategic goals, reflected on their per-formance in the past financial year and dis-cussed key considerations for the 2015/16 fi-nancial year.

The municipality’s five strategic objectivesremain unchanged and are:

) The provision of democratic, accounta-ble and ethical governance;

) The provision and maintenance of mu-nicipal services;

) The encouragement of structured com-munityparticipation in themattersof themu-nicipality;

) The creation and maintenance of a safeand healthy environment; and

) The promotion of tourism, economic andsocial development.

Themayorsaid:“Remainingoncoursewiththe annual delivery of the five year IDP, re-quires human and financial resources.”

To deliver on the priorities to be set in the2015/16 IDP review, the budget steering com-mittee will be mindful of the following:

) The findings of the INCA report on theOM’s long term financial sustainability.Their recommendation: curtail capital spend-ing for the next three years and identify andassess the critical capital projects fundedfrom loans.

) ESKOM’s proposed tariff increase of12.6% for 2015/16 and the dire implicationsthis will have on the municipality’s revenue.

) Thecurrenteconomicpressureonall res-idents in Overstrand to afford municipal ser-vices (tariff increases).

The mayor emphasised that exercisingstrict financial discipline and balancing“tough trade-offs”will once againbe requiredfor the 2015/16 budget compilation process.

“The strategic discussions will continueover the next few months in order for us totable a credible IDP review and budget at theend of March 2015.”

Mayor Botha-Guthrie urges all stakehold-ers toparticipate andengage inplatformscre-ated for the 2015/16 IDP review and budgetprocess.

Many residents andvisitors in the Over-strand were caughtoff-guard on Sundaywhen sudden powercuts hit the countryafter a coal silo at Es-kom’s Majuba powerstation in Mpuma-langa cracked on Sat-urday.

Most residentswerenotawareof lastminute warnings is-sued by Eskom lateSaturday evening,prior to the black-outs.

According to Es-kom’s website, pow-er outages werescheduled for thisweek, but onMondayEskom said sched-uled power cuts wereput on hold.

Microsoft SA has issued a press statementsaying it is once again warning local consum-ers tobecautiousofareoccurringphonescamby fraudsters claiming to be from Microsoft.

The scams have left the wallets of unsus-pecting consumers hundreds and, in some in-stances, thousandsof rands lighter,Microsoftsaid.

According to Microsoft, cybercriminalsand scammers make use of public phone di-rectories as information gathering sourceson consumers in an effort to convince clientsthat they can be trusted.

These callers claim to be from WindowsHelpdesk, Windows Service Centre, Micro-soft Tech Support, Microsoft Support, Win-dows Technical Department Support Group,or even Microsoft’s Research and Develop-ment Team.

Fromthispointonwards,Microsoft said thescam typically unfolds in the following man-ner:A cold caller, claiming to be a representa-tive of Microsoft, one of its brands or a thirdpartycontractedbyMicrosoft, tells thevictimthey are checking into a computer problem,infection or virus that has been detected by

Microsoft.“In reality, the scammer only tricked un-

suspecting consumers into believing thatthere is a problemand that paying a feewouldbe the best way to sort the issues out. Oftenthey will also push clients to purchase a oneyear computer maintenance subscription,”said Ashleigh Fenwick, Microsoft South Afri-ca’s PR and communications manager.

Beyond this tactic, cybercriminals also aimto trick consumers into installing malwareonto their PCs, with the aim of gathering sen-sitivedatasuchasonlinebanking logins,Mic-rosoft said.

Fenwick says that consumers should beaware that Microsoft will not cold call themwith regards to malfunctioning PCs or virus-es. They advise to not purchase software orservices over the telephone. If there is a feeassociated with the service, then hang up.Consumers should never authorise remotecontrol over a PC to a third party, unless theycanconfirmthatthepartyconcernedisalegit-imate representatives of a computer supportteamwithwhomtheyare alreadya customer.

T.A.S.T.E club celebrates20thanniversary

The Association for Supper Treat Es-capes (T.A.S.T.E.), started in October1994 by Anne and the late John Philip,celebrated its 20th anniversary with adelicious dinner provided by AngeliqueBrink at Sandbaai Country House lastweekend.

All inall, 30 present andpastmembersmetin the candle-lit dining area where Anne re-galed the group with the history of the club.The ideaof the clubwas tomeet once every

five or six weeks at a venue known for itsgood food and unusual ambience.The members always used to contribute

a small amount above the cost of the eveningwhich went towards feeding less privilegedpeople at the end of that year.

Those present at the anniversary weresurprised as names of restaurants whichhave closed down over time in Hermanuswere recalled and the dishes they served re-membered.In the initial years a different venue was

found for each treat, someofwhichwere fur-ther away in Stanford, Kleinmond and BotRiver. – ANNE PHILIP

Fifthhole­in­one forsprightly PatJAN­HENDRIK COETZER

Pat Etsebeth (85) from Kid-brookePlace, recently hit herfifth hole-in-one during a la-dies tournament at the Her-manus Golf Club. It was herthird time on the 24th holewith a length of 113 m.

Her first hole-in-one hap-penedsome30yearsagoinPries-ka, and since then she has man-aged to sink four in Hermanus;three on the 24th hole and oneon the 10th.“I was a bit surprisedwith the

hole-in-one because I actuallyhad a bit of a shaky start. Butthat 24th hole was really thehighlight of my day.”Pat says her parents were

keen golfers as well and her fa-ther played golf until the age of82.“I started playing golf at the

ageof24andhaveneverstopped.Nowadays I play twice a week,and although golf can becomeexpensive sometimes, it is notonly about the sport, but also anexcellent way to socialise withfriends.”Pat says the Hermanus golf

course is her favourite.“The course is absolutely

beautifulwith themostmagnifi-cent views. I’ve been truly bless-

ed to be able to play here for thepast 30 years now.”According to Pat, the best ad-

vice for playing good golf is topractice as much as you can.“Golf is a challenge and a

gameyouwillnevermaster.Youhave your good days and yourbad days.“But the key is to take your

mind off anything else whenplaying. The moment you thinkyou know how to hit the ball, isthe moment you make a mis-take. And then of course youhave to practice as much as youpossibly can.”Pat dreams of playing at St.

Andrews in Scotland as well asat Sun City.“At first I thought thatplaying

atSt.Andrewswould neverhap-pen for me, but after the recentannouncement that the club isnow open to women, my dreamis alive again.“Otherwise I’m looking for-

SANTA SHOEBOXPROJECT: Learners, teach­ers and workers from Her­manus Primary School par­ticipated in the Santa Shoe­box Project, contributing atotal of 120 boxes to chil­dren in need, just in time forChristmas. Led by one of theteachers, Julia Dayson, theproject was a big success.Dayson said she took an in­terest in the project and de­cided to challenge the restof the staff, secretaries andworkers at the school to atleast donate two boxeseach. Ducks out of waterA resident of McMillan House sculpted avery pretty water feature, not large, butapproximately a metre square. It is incor-porated into an existing flower bed whichhe created.Two yellow billed ducks had arrived at

the complex and it was decided to givethem a pretty pond instead of a small plas-tic basin of water to swim in.Thegentlemanwhobuilt thepondispar-

tiallysighted,however,he tends tohisgar-den vigorously and loves to be outside.After about a week or so, management

arrived from Cape Town and he was toldto fill it in immediately.The complex has resident guinea fowl

and francolin which abound, much to thedelight of the residents. There is a portionof undeveloped land which is their breed-ing ground.A couple of years ago the residentswere

forbidden to feed the smaller wild birdswith seed and so most removed their birdfeeders.Theyweretoldthatbirdshaveliceand ticks and that they would jump ontothem. Management were also worriedabout having Avian flu arrive at the com-

plex.Sowhat joydoretiredpeoplehave inone

of these places? (I do know that a retire-ment village in Onrus has a wonderfulduck pond.)So please, management, take a feather

out of their cap, and do consider lettingretirees at least have some pleasure inwatching the birds, as we all well knowthat pets are not allowed in any of theseplaces.I urge you to please re-think your

find, for example Julian Shaw, writing in-formatively about golf competitions at thegolf club, and an account of a golfing group,the DOGS; in the latter I suspect one needsinside knowledge to appreciate who’s who.But this and other sport is at the normal sizeof the paper.Then you come to the bridge and Whalers

Athletic Club runners and have to reach forthe magnifying glass.Other papers like the Cape Times treat

bridge results like everything else.Would the HT consider doing this too, and

at the same time laying out the results sothat they can be clearly followed?

Ook die ekstra deposito’s wat verbruikersdeesdae moet betaal is belaglik as jy jarelank reeds ’n goeie betaler was.

CHARITY GOLF: The annual Izibusiso charity golf day on Thursday 30 October at the Herma­nus Golf Club, was a Stableford Alliance. This day is held to raise funds to finance Izibusiso,a small home in Zwelihle where vulnerable children under the age of four years are taken inand cared for until Hermanus Child Welfare can place them within suitable loving families.The day was a great success, with a full field, weather conducive to pleasant golfing and allof the players in good spirits. At close of play, the golfers attended a prize giving dinnerwhere the local Hermanus golfing community was thanked by the organisers for their faithfulsupport of Izibusiso. Special mention was also made of the many sponsors whose generositymade the day possible. The Izibusiso golf day raffle, with a first prize of R4 000 worth ofpremium local wines, was won by Glenda Van Beneke. These are some of the concernsraised by small-scale fishing com-munity members in Kleinmond,that cause overfishing as well as avicious cycle of poverty amongstfishermen in the area.Overfishing and poaching alongthe Kogelberg Coast are huge prob-lems, and as part of the recent Na-tional Marine Week, the WWF Ned-bank Green Trust, together withother coastal stakeholders, conser-

vationagencies and small scale fish-ing communities organised a fieldtrip along the coast to create aware-ness on the importance of achievingsustainable fishing.According to Augustine Morkel,manager of the WWF NedbankGreen Trust, they are trying to en-courage the local community to takeresponsibility for managing fishstocks within the Kogelberg area ina sustainable manner by creatingpositive incentives for local small-scale fisheries that are working to-wards the projects’ long-term goals.“This includesensuringthebroadprinciple that within the Kogelbergarea, 80%of the inshore zone shouldbe managed for preferential use bysmaller-scale local fishers, enablingthe remaining 20% to be set aside asa ‘no take’ area to allow resourcesto recover.”A key area that specifically needsattention is creating partnershipsbetween local fishermen and busi-nesses. One of the businesses sup-

porting the small-scale fishing com-munity is Combined Abalone Proc-essors at the New Harbour inHermanus.The general manager at this aba-lone farm, Val Nasson, feels that itis important to support local fisher-men in order to achieve sustainablefisheries.“Wedoallwecan tohelp thembet-ter manage their income and finan-ces. In some instanceswe even go asfar as to lend themmoney come thebeginning of the year when there’sschool fees and other extra expens-es,” says Nasson.Market incentives linking theKo-gelberg fishing communities to theformal seafood marketing channelsare being introduced to inspire re-sponsible fishing practices.Examples of these include involv-ing chefs from restaurants thatserve sustainable seafood to sourceand serve hottentot fish fromKlein-mond.Someof thecountry’s leading food

retailers have also participated in aWWF-led retailer learning journeyand have shown a willingness tosourcesomeofthelessexploitedspe-cies such as mussels and hottentotfish from the area.In helping to ensure alignment,small-scale fishers from the small-scale fishing communities of Prin-gle Bay, Betty’s Bay andKleinmondhavealsobeen invited toparticipatein the Kogelberg Biosphere CoastMarine Working Group meetings,which take place every quarter, todiscuss the challenges facing effec-tive integrated management withinthe region.WWFhavealsodevelopedasmall-scale fisher training course whichhas been rolled out to some of thesmall-scale fishers and relevantstakeholders within the Kogelbergarea.To date, only two representativeshave been trained in the region, butthere are plans to roll out the train-ing nationally with the Department

ofAgriculture, Forestry andFisher-ies (DAFF).“Our work of encouraging com-

munities to take responsibility formanaging marine resources effec-tively and to speak up against illpractices such as overfishing andpoaching has been beneficial in en-suring accountability on bothends,” says Morkel.TheKogelbergcoast isbestknownas a rich fish and seafood area, aswell as a breeding ground for thecountry’s endangered line fish, aba-lone and west coast lobster.This marine project is importantbecause it endeavours to bring to-gether the objectives of resourceprotection and conservation.“The Kogelberg project has been

a learningexperienceand ishelpingus to improve our understanding ofthe constraints facing integratedoceanmanagement and the value ofthemarine resourceswithin theKo-gelberg small-scale fishing commu-nites,” says Morkel.

Now manyof the elderly can move around more easily,” she said.

FIRST FRIDAYS ARTWALK: The second artwalk takes place this Fri­day – 7 November. Due tothe successful first walk on3 October, opening hourshave been extended from20:00 to 21:00. In addi­tion, Abalone Gallery inHarbour Road will be tak­ing part in the project,bringing the total numberof participating galleriesto 12. The concept of“First Fridays” was unveiled at the Hermanus Tourism AGM in September. On that occasion,beautifully painted walking sticks were presented to various dignitaries to encourage them,and others, to “Art Walk our Town.” Following through with this idea during November,many of the galleries will be displaying walking sticks painted and decorated by their ownartists. The event starts at 17:00. All the venues are easily identified by the orange lanternsand flags hanging outside the galleries. Wine and snacks will be served, gallery owners andartists will be in attendance and the galleries will have new artworks on display.

Chess club launchedThe HermanusChessClubwasoffi-cially launched re-cently with cash-kows.com as theirmain sponsor.

They also suppliedthe club with chesssets, clocks and aminiature gardenchess set, which will be used to teach theyounger players.

cashcows.com has also offered theirboardroomtotheclubfor tutoringduringtheweek as well as for matches and social chessgames on Saturdays.

Prospective students, parents and ad-vanced players attended the launch and thechildrencouldnotwait tochallengeeachoth-er to a game of chess.

The club also introduced the new trainingprogram at the launch, which will be usedto coach the students.

The software will motivate kids to becomesuccessful thinkers.

Also included in the program is an awardsystem where the children will be given col-

OverstrandSport Festivalplayed ingreat spiritThe annual OverstrandSport Festival was hostedat the Mount Pleasantsports ground on Saturday1 November.

Mayor Nicolette Botha-Gu-thrie, in her opening speechasked everyone to observe amoment of silence for thethree South African sportpersonalities who tragicallypassed away recently: SenzoMeyiwa (Bafana Bafana cap-tain), Mbulaeli Mulaudzi(800 m gold medallist), andPhindile Mwelase (SA box-er).

The sport day started withthe send-off by the mayor anddeputy mayor Cllr RudolphSmith of 24 young cyclistsfrom Lukhanyo Primary School foran exhibition race.

A few minutes after the handoverof medals to the young cyclists,coached by Johan Du Plessis (teach-er at Lukhanyo), the rest of thesporting events started.

The results of the day are as fol-lows:

. Hawston Cricket Club defeatedMount Pleasant Cricket Club to re-tain their title. Mount Pleasant bat-ted first and scored 53 runs in 20overs. Hawston reached the targetin the 15th over.

. In soccer, Siyadlala Ladies beatStanford Ladies 2-0 to clinch the tro-phyandinthemen’s final,withboth

teams from Gansbaai, a youthfulside The Guys FC beat PeaceMakers 2-1.

. In netball the Hangklip Net-ballClubbeatKamvalethuby31-16 to claim the third spot. In thenetball final Hermanus NetbalClub beat the host Mount Pleas-ant Netball Club by 34-22 to re-tain their trophy for three con-secutive years.

. In the rugby final AtlanticRugby Club defeated theirneighbours Black Birds by 17-5to be crowned the OverstrandSport Festival Champions.

.13 Teams also competed indominoes. At the end of the dayit was Team Perseverance thatwalked away with the trophy.

Individual player awards:Wandisile Konkxana (The

Guys FC) was awarded the bestplayer in the men’s soccer final;Ndiphile Ntlana (Siyadlala Ladies)– best player in ladies soccer; Bian-ca le Roux (Hermanus Netball Club)–best netball player; Ryno Swartz(HawstonCricketClub)–bestcrick-eter; and Brandon Jullies (AtlanticRugby Club) – best rugby player.

In the women’s soccerfinal Siyadlala ladiesbeat Stanford ladies 2­0.

Atlantic won the rugby final against BlackBirds. The final score was 17­5.
