Illustrated Inventory of Flour and Grist Mills in Saskatchewan

Development of the Saskatchewan Milling Industry
Grain milling has been a world-wide activity for at least 14,000 years, but it is only known to have started in Saskatchewan in the latter half of the
19th century. In 1870-71, Rev. John McKay, an Anglican missionary at Holy Trinity Anglican Church, Stanley Mission, established a horse-powered
grist mill at the mission, thereby enabling the small community to grind its own flour. That was followed in 1873-74 by construction of a more
efficient water-powered mill, located on a nearby creek that flowed into the Churchill River – then one of the major transportation routes into the
Canadian western frontier.
It was during the 1870s that the southern portion of what is now Saskatchewan began to be settled, starting along the major waterways (such as the
North and South Saskatchewan Rivers), and later further south, after the construction of the Canadian Pacific Railway’s main line in the early to mid-
1880s. This arrival of settlers with European ancestry brought with them a greater need for local milling, and before the beginning of the 20th
century, at least 25 flour mills had been established: including Prince Albert (1877), Duck Lake (c.1878), Battleford (1883), Yorkton (1883), Indian
Head (1884), Qu’Appelle (1885), Fort Qu’Appelle (c.1885), Cannington Manor (c.1885), Moosomin (1887), Moose Jaw (c.1890), Grenfell (c.1890),
Regina (c.1894), Wolseley (c.1895), and Rosthern (1897). Some communities even had more than one mill, or were onto their second or third mill
after earlier structures were destroyed by fire – a constant problem in the milling industry due to the flammable nature of grain dust.
By the middle of the 20th century, the number of flour mills had increased to at least 150, with mills located in many smaller communities throughout
southern Saskatchewan, as well as all of the major towns and cities. Early in the 20th century large milling companies, like Robin Hood and Quaker,
began to erect massive mills and storage facilities at Moose Jaw and Saskatoon. Between 1875 and 1950 – the 75-year era of major flour mill
construction – most flour mills were made of lumber, a few were masonry: either stone or brick. All included heavy timber interior structures,
wooden floors and extensive wooden equipment, such as the roller mills. Needless to say, fire was a constant concern and threat, and at least 17 mills
are known to have burned down. Most of the others were demolished after they ceased to be viable business operations. Today, only three non-
operational historic flour mills remain in Saskatchewan, located at Yorkton (1899-1900), Esterhazy (1906-07) and Viscount (1925); while modern
mills continue to operate at Humboldt and Saskatoon.

Although the total number of grist or flour mills constructed in Saskatchewan has not yet been determined, this Inventory provides an overview of
over 135 mills that have been located to date. They were constructed during the 75-year period when grain processing at local mills was a vital part
of the province’s grain industry. Starting at Stanley Mission in the 1870s, the number of mills increased dramatically in the 1880s and 1890s, after
the railway enabled settlers to both populate and cultivate the vast open prairie, and to sell their produce to national grain companies and to local
flour mills. While a few of those mills were of masonry (stone or brick) construction, most were wood frame structures. As with grain elevators,
flour mills were filled with explosive grain dust, and a substantial number of flour mills were consequently destroyed by fire.
Brick Flour Mills:
To date, only four mills have been confirmed as being constructed of brick: Radisson, Regina, Saskatoon, and Yorkton.
Heritage Designation:
The Yorkton Brick Mill has been designated as a Municipal Heritage Property, and the Esterhazy Flour Mill has been designated as both a
Provincial Heritage Property and as a National Historic Site of Canada. This Inventory will therefore help to develop interpretive programs
that will enable the mill owners to place their structures into a broader provincial and national context.
Disappearance of Saskatchewan’s Flour Mills:
The reason for the disappearance of Saskatchewan’s flour mills in not well documented. Less than 10 are recorded as being dismantled or
demolished; while at least 17 burned down. However, it is generally acknowledged that many flour mills, like grain elevators, burned down.

listing are for actual mills; further research may resolve that matter.
1955: Saskatchewan Business Directory: Golden Jubilee Edition: By the middle of the 20th century, the number of Flour Mills had
decreased to such an extent that they were no longer listed, or included in the general category of “Elevators” and “Grain Companies”.

services they offered, access to a mill was crucial to the settlement of the prairies, and difficulties in transportation necessitated a dense
network of mills throughout the countryside. In 1915, at least thirty-seven flour mills were located in the towns of Annaheim, Asquith,
Balgonie, Battleford, Blaine Lake, Canora, Cupar, Duck Lake, Esterhazy, Foam Lake, Grenfell, Hague, Herbert, Humboldt, Indian Head,
Jasmin, Lanigan, Leney, Lloydminster, Lumsden, Maple Creek, Melville, Moose Jaw, North Battleford, Outlook, Prince Albert, Radisson,
