Issues Related To Tier II And Tier III Cities.

1. Scarcity Of Land.

Issues:1.Restricted FSI2.Reduced Urban land availability. 3.Unaffordable houses.

Solutions:1.FSI utilization implementation like Hyderabad.2.FSI cost reduction.3. National policy on making optimum FSI availability.

2. Building Control Regulations Along The National Highways.

Issues:1. Height Restriction till 13 meters, along NH’s.2.Building control regulations along NH’s.

Solution: Change / modification of old laws by ministry of transport.(as requested by CREDAI)

3. NOC’s From Defense Aviation Establishments

Solution:Like mechanism for NOC of Civil aviation authority, defense aviation authority should be streamlined.

4. Prohibition Area Around The Heritage Buildings.

Issues:1.Dilapidated buildings are still in list of heritage buildings.2.Conservation policies a) Prohibited areas of 100mtrs b)Regulated areas of 200mtrs.

Solutions: 1. Revision of list of national monuments and heritage buildings. 2.Practical approach towards present set back distances.

5. Prohibited Areas Along The Central Jails.

Issues:No construction area upto 500mtrs around the jail.

Solutions: 1. To reduce buffer area distance (set backs from jail).2.Or shifting of jail from the main city.

6. CRZ Approvals .

Issues:1.Difficult approach to CRZ offices.2.Untapped / unutilized development of costal lands.

Solutions:1. Creating CRZ offices at district places too.2.To opt for CRZ NOCs – post facto permission.3.Proper costal liberal law with respective to buildings, to be protected by technology and proper mechanism.

7. Demarcation of Blue line and Red line (flood line) along the various Rivers flowing through various Tier II and Tier III Cities of India.

Issues: Non construction areas in blue and red flood lines.

Solution:1.CREDAI to take up the issue with central water and power research station, Pune.2.Not to keep big buffer zone like other develop countries (handling flood situation)

8. Creation Of Regional Development Authority .

Issues:Undeveloped urban infrastructures

Solutions:Creation of Regional Development Authority under -a) Development of nearby areas.b) Creating adequate Urban Infrastructure.

Path Forward .

Joint Meeting of -Hon’ble Secretary, -Urban Development Department,-Government of India and-Hon’ble Secretaries, -Urban Development Department of all States-CREDAI National for deciding future line of action.
