    Public Comment sought for Proposed Eugene Off-Street Path Projects

    The federally-funded Transportation Enhancement program has historically funded many off-street path projects in Eugene. In the current round of funding, the Oregon Department ofTransportation is considering two projects in Eugene out of about 85 applications in total. Thepublic comment period for the Transportation Enhancement (TE) project selection process isnow open and will continue through Jan. 28, 2011. The TE program is very competitive, so it isimportant to weigh in on these projects if you have any comments.

    Comments will be accepted through an internet survey that is accessible via the ODOT LocalGovernment Section website (http://www.oregon.gov/ODOT/HWY/LGS/index.shtml ) or directlyat http://www.surveymonkey.com/s/TE_Public_Comments_Survey_2010 . The ODOT Local

    Government Section web site also has links to the list of projects under consideration, and tocopies of the TE applications.

    Proposed Eugene projects include:

    Jessen Path and Lighting, Beltline Highway to Terry Street. The 12 wide concrete path wouldbe approximately 5,000 feet long and can be constructed entirely on City-owned property andwill not require any further right-of-way acquisition. The lighting will be pedestrian scale anddesigned to light the path for user safety but with shield to minimize skyward illumation and intothe natural areas. This project will serve the Golden Gardens Park and provide a safe andcomfortable alternative to busy streets for the neighborhood along Barger Street. The pathwould connect with the Beltline Highway off-street path and the bike lanes on Terry Street. The

    total project cost is $1,339,038.

    Westmoreland Park Path and Lighting project. New east-west and north-south paths would bebuilt through Westmoreland Park to reduce out of direction travel for pedestrians and bicyclistswho must now travel through a congested school parking lot at the Arts and TechnologyAcademy (formerly Jefferson Middle School) or travel on busy streets such as ChambersAvenue and Polk Street. This project will also provide a connection to the Fern Ridge Path.This project will not only improve the transportation system for people traveling through the areabut will also better serve students, staff, and visitors traveling to the Arts and TechnologyAcademy, Family School, Boys and Girls Club, and Kidsports, and the many people who attendthe sports activities that take place at the City-owned sports fields in Westmoreland Park.

    The east-west path will make a new pedestrian and bicycle connection from Fillmore Street tothe intersection of Taylor Street/20th Avenue and provide a connection to the 20 th corridor whichstaff hopes to identify improvements to make this a desirable walking and biking corridor. Thenew paths would be 2,500-feet long with human-scaled lighting designed to light the path foruser safety but with shields to reduce skyward illumination. The project will also add lighting onthe existing path from 18th Avenue to the Boys and Girls Club next to the Arts and TechnologySchool. The total project cost will be up to $1,149,441.

    Comments Sought on Eugenes Future Transportation SystemThe future of Eugenes transportation system is open for comment. A survey has beendeveloped to gather public input about the future of local transportation. A link to the survey canbe found on the Eugene Transportation System Plan web site at www.EugeneTSP.org.

    Eugene is developing a comprehensive strategy to address the communitys transportation

    needs over the next 20 years. The new Eugene Transportation System Plan will look at alltransportation modes, including freight, pedestrians and bicyclists, transit, rail networks, airportand personal vehicles to see what changes could be made to better meet the long-term needsof Eugenes residents, businesses, and visitors. Information gathered by the survey will beused by a number of local agencies, including the cities of Eugene, Springfield, and Coburg;Lane Transit District; and the Lane Council of Governments.

    In the last 20 years Portland has made its name as oneof the nations most bike-friendly cities. Joyride:Pedaling Toward a Healthier Planettells the story of thetransformation of Portland into a bicycle mecca, plusmuch more.

    On Thursday, Jan. 13, author Mia Birk shares behind-

    the-scenes details of how she and her team helpedPortland earn its reputation for bicycling. The event atthe Oregon Electric Station, 27 East Fifth Ave. beginswith a social hour at 5:30 p.m., followed by a lecture at6:30 p.m. The event will end with a question andanswer session and a book signing.

    Birk will share stories and inspiration for moving Eugene forward in making cycling a rational,everyday option for even more members of our community.

    The event is presented by LiveMove a student organization at the University of Oregon thatstudies and promotes active transportation. It is cosponsored by the Sustainable Cities Initiativeat the University of Oregon and the City of Eugene. The presentation is a part of the LiveMovespeaker series: Movers and Shakers: Connecting People and Places.

    Birk was Portlands Bicycle Program Manager from 1993 to 1999. She is currently the CEO andprincipal planner for Alta Planning + Design. She is also co-founder of the Initiative for Bicycleand Pedestrian Innovation, Cities for Cycling Project, and Association of Pedestrian and BicycleProfessionals, and adviser to the Post Carbon Institute.

    City Rings in the New Year with Downtown Bike HoopsEpark, the Parking Services Program, uses meter poles to provide better bike parking

    Downtown cyclists have more parking options thanks to recently installed bike hoops.

    Approximately 35 metal hoops were attached to meter posts last week to provide bicyclists aplace to secure their bikes in downtown Eugene. Twenty-five more hoops are expected to beinstalled over the next several weeks.

    The design of the hoops, by Creative Metalworks from Dayton,Oregon, promote Eugenes support of bicycling and public art. Thehoops also address concerns about the loss of bicycle parking whenparking meters were removed from a 12 block area in downtownlast October to expand the downtown free parking program.Reusing meter poles by attaching the hoops allows bicyclists to lockup their bikes in convenient, downtown loc

    Carpool2Save: New Incentive Program Rewards Employees Who Carpool to Work

    the amphitheater of the Erb Memorial Union on the UO campus from 10:30am to 5:00pm. Thecelebration will feature free bike repair, music with bike-powered amplification, a rain gearfashion show, a track-stand competition, a community ride, and a keynote address by CycleOregon's Jerry Norquist. Fourteen brand new cargo bikes donated by Globe will also mark thelaunch of short term bicycle loans through the UO Bike Program.

    Eugene is known nationally for both its rain and its bikeability. Students especially rely on

    bicycles to get around, but they are understandably deterred by our wet winter climate, said UOBike Program Coordinator Ted Sweeney. We designed Ride in the Rain to generate excitementand empowerment around winter riding, and we are very excited that Globe chose to supportour project. Awarded as a Specialized Dealer Grant and worth around $10,000, Globe'sfourteen donated cargo bikes come fully equipped with fenders, built-in lights, and cargo rackscapable of bearing up to ninety pounds, sending the message that bikes can be viable vehiclesin any weather.

    Other sponsors, including Planet Bike, Castelli USA, Kryptonite, Grundn's, the UO Office ofSustainability, and Cyclone Bicycle Supply are supplying rain gear and other essentialequipment for use in the new short term bike loan program.

    Eugene Commuting: Not So Bad!According to Bundle.com, a financial data website, Eugenes commuters have it among the bestin the nation!

    An analysis of commuting costs and trends by TheStreet, Bundle, and the Center forNeighborhood Technology estimated not only what people throughout the U.S. spend each yearfor transportation, but what cities are the worst off in terms of expenses and time spent incommute traffic. The study shows Eugene as one of the best cities in the nation in terms of lessdistances driven during the commute, gas costs, and time spent in traffic.
