Berlin Declaration
2 conditionswork must be placed in an online repository by proper
organisation that seeks to enable open access;
licence attached to the work allowing reuse in any digital medium
for any responsible purpose;
signing not enough: concrete steps neededrequire researchers to deposit copy work in repository;
encourage researchers to publish article in open access journal;
provide support to enable that to happen.

delayed open access is only possible for a maximum period of six months.
