What is meant by “sport?”
All forms of physical activity that contribute to physical fitness, mental well-being and social interaction, such as play, recreation, organized orcompetitive sport, and indigenous sports and games.
(United Nations Inter-Agency Task Force on Sport for Development and Peace, 2003)

Convention on the Elimination of Discrimination Against WomenStates Parties shall take all appropriate measures to
eliminate discrimination against women in order to ensure to them equal rights with men in the field of education and in particular to ensure, on a basis of equality of men and women: The same opportunities to participate actively in sports and physical education
States Parties shall take all appropriate measures to eliminate discrimination against women in other areas of economic and social life in order to ensure, on a basis of equality of men and women, the same rights, in particular: The right to participate in recreational activities, sports and all aspects of cultural life.

1989 Convention on the Rights of the Child
States Parties recognize the right of the child to rest and leisure, to engage in play and recreational activities appropriate to the age of the child and to participate freely in cultural life and the arts.
States Parties shall respect and promote the right of the
child to participate fully in cultural and artistic life and shall encourage the provision of appropriate and equal opportunities for cultural, artistic, recreational and leisure activity.

Convention on the Rights of Persons with Disabilities
“With a view to enabling persons with disabilities to participate on an equal basis with others in recreational, leisure and sporting activities, States Parties recognize the right of persons with disabilities, on an equal basis with others, to participate in recreational, leisure and sporting activities…”

To encourage and promote the participation, to the fullest extent possible, of persons with disabilities in mainstream sporting activities at all levels;
To ensure that persons with disabilities have an opportunity to organize, develop and participate in disability-specific sporting and recreational activities, and to this end, encourage the provision, on an equal basis with others, of appropriate instruction, training and resources;

To ensure that persons with disabilities have access to sporting and recreational and tourism venues;
To ensure that children with disabilities have equal access to participation in play, recreation, and leisure and sporting activities, including those activities in the school system;
To ensure that persons with disabilities have access to services from those involved in the organization of
recreational, tourism, leisure and sporting activities.

Successful Sport for Development and Peace programmes work to realize the right of all members of society to participate in sport and leisure activities (UNOSDP, n.d., Path to Success section).
Sport for development lives at the intersection of sport and civic engagement (Hums, Lyras, & Hancock, 2010)
