I decided to take a break from doing my income taxes ndash the way I figure it I have a couple of days to get them done and a couple of days to get this to Carl to be published in Top End OK I thought Carl would give a better break than the IRS so I stopped and printed out the returns now I need to write the checks and send them in

The club has been busy even without much going on Chris De Minco has started putting together the crew for the Glen National starting with a co-chair ndash Rich Smith is going to be helping Chris out This is our first attempt to put on a double National Race and if Chris rings your doorbell calls your phone or sends you an e-mail please make every effort to help out The Division National Race Committee decided that this year is going to be the one and only year where there will be two double National races in the division and the last one for the Glen

We have a race chair for the Fun One Russell Jaslow has volunteered to chair the race and I feel very confident that he will do a good job Every year we put a lot of work into this event and Irsquom always proud of what we do and how well we do it

Okay I went back and signed the tax returns and wrote the check Thanks to Emancipation Day (a holiday I think we should be celebrating here in New York) we have until April 18 to mail in our federal tax return this year so I still have a few days I find that when you owe money there doesnrsquot seem to be a big push to file your return early

Every month we have a membership meeting at the Burgundy Basin Inn At

these meetings we discuss everything that is going on in the region What can I do to get you to take an interest in the region I understand that everybody has things to do and only so much free time but how can you sit by and assume that the club is going to continue if you donrsquot pay attention Sure you like running your Solo events during the summer your RoadRallies RallyCrosses and your races why should you care what is going on in the club as a whole I would hope that the region will keep going but how can you be sure

Speaking of Solo the season is starting this month We are putting on events at Rochester Institute of Technology and the Seneca Army Depot once again Dave Avery is putting together our annual Street Survival event Last year we moved the event to SeAD and that worked a lot better than RIT we could set every maneuver at the same time with plenty of room between each Every year that we run the event we release another group of drivers onto the road who have a better understanding of what to do in an emergency situation We need to have one coach per teen and with more time for publicity we hope to have more teens so obviously that means we are going to need more coaches

Activities ndash Barb Lissow The low attendance at the meeting

was discussed Several suggestions have been made on what can be done to increase attendance additional suggestions are welcome We are planning on having a Tuesday evening picnic meeting during the summer We are also looking at having a tour of a memberrsquos car collection and a long-term member meeting

Top End was available at the Rochester Auto Show Those wanting Solo schedule information were told to check on wwwflr-sccacom

Membership Report ndash Mike Brunner

Membership was down eight to 452 Twenty-two members attended the board meeting Solo meeting andor the general membership meeting

Copies of the weekend membership information should be forwarded to Mike Brunner in addition to Elizabeth Thiel She needs to know the number of weekend members that participated

in each event Note that the forms need to be sent to Topeka within several days of the event The weekend membership application forms have been changed to make the conversion to full membership easier

The membership directory is done and should be in the mail next week Check the your entry for phone number e-mail address etc and notify the national office of any corrections

New Business The board meeting will be moving

to a new venue If the new site is not published and you would like to attend contact Mike Toombs

Meridith Croucher will present an updated STPRreg budget at the next board meeting

Race Report Glen National Race

Planning is underway for the Glen National race Chris DeMinco is chairing the race with help from Rich Smith a large group of volunteers

Susquehannock Trail Performance Rallreg

The Wellsboro Winter Rally had a small positive cash flow

The budget for STPRreg is being prepared The lower entry levels in the Rally America series means that we need to plan carefully The goal is to create more of a festival feeling at the Tioga County Fairgrounds during STPR The

Super Special Stage will be run with two cars at a time over a two-loop course Although the cars will be running for time it should prove exciting to the spectators

A RallyCross event will run Saturday prior to the final stage of the performance rally Another RallyCross event may run on Sunday

STPRreg will be the inaugural event in the Ford Festiva program We are looking to add additional sponsor to the event

Matt Rhoads with help from John Kastenhuber will head up the charity rally on Friday

Roundtable Report ndash Mike ToombsThe National Race Committee met on

Friday evening The decision was made at that meeting to have only one double national starting in 2012

Saturday was devoted to training sessions Registration sessions were significant as they covered the change to MotorsportsRegcom Post session grilling provided additional relevant information Cost for the training sessions and lunch was $25 There was no dinner scheduled attendees were able to go where they chose

The NEDiv Council meeting was Sunday morning Mikersquos raised the question of converting the NESCCA website to a more comprehensive site for the Northeast Division NEDivorg or NEDivcom will redirect you to the NESCCA site Meg Meyer will chair a committee to work on revising the website

Solo Report ndash Brian BuchmanThe Solo season is getting started

with events being planned for Rochester Institute of Technology and Seneca Army Depot We will be running at SeAD for this year and hope to get a commitment for next year as soon as possible

The first event is a novice school at RIT on April 30 and will be chaired by Alan Smith with help from the Solo board The first event in the 2011 series

will be May 1 and will be chaired by Chris Morton

The supplemental regulations for the Finger Lakes Regionrsquos 2011 Solo Series will be printed in the May issue of Top End and posted on the website at wwwflr-sccacomTreasurerrsquos Report

Elizabeth Thiel was not present There was no treasurer rsquos report Financial information is available from Elizabeth

Bench RacingBecause rallyists arenrsquot familiar

with racing flags planning is needed to avoid two cars at the crossover at the same time

Mike Brunner reported that the addition of leading zeros to identify some cars caused numerous cars at Sebring to have three digit numbers This included adding one or two zeros in front of a number Therefore there could be car 1 car 01 and car 001 Low contrast numbers with narrow outlines are difficult to see at night Although transponders donrsquot care the lap tapers do The racing was close A privateer beat the factory Peugeots The entire race is available on espn3com

A short video on YouTubecom showed the start of a race in which the pace car failed to pull off of the track (httpwwwyoutubecomwatchv=F63z6eGb6rEampNR=1) The front row was able to stay slow those in the back had a more serious problem

A collection is being taken up for a brick for Bill Bell at the Motor Racing Research center in Watkins Glen Some members that attended the service made this and other observations on Billrsquos service

The minutes of the Feb 22 2011 board of directors meeting were approved on a motion by Dave Ciufo seconded by Mark Eksten

Activities Report ndash Barb LissowThe car show traffic was slow We

did not have a car to show and we did not have a Solo schedule The weather was great for the weekend

Another venue at which to hold the board meetings is being investigated Thanks to Elizabeth for hosting the meetings for the past few years Holding meetings prior to the general membership meeting would restrict the ability to discuss issues as needed Several possibilities for board meeting sites were suggested If the meeting is moved for April Mike will send out a notice to the board members

Options for the general membership meetings during the summer were discussed Possibilities include picnic garage tour etc Suggestions are welcome Fran McAllister will chair an ad-hoc committee tp plan an ldquoOld Timerrsquos meetingrdquo The tentative date is Sept 6 Barb and others will assist

The July 5 meeting will be moved to July 12 The Rally meeting will need to be moved

How to increase the meeting attendance was discussed

New BusinessThe purchase of hardware for

wireless access points in both the tower and garage allowing additional computers to run RMonitor was approved on a motion by Mike Toombs seconded by Mark Eksten The Glen and Finger Lakes Regions should use the same addressing scheme

Race ReportThe NESCCANEDiv site will

include a race schedule and provide a link to either MotorsportsReg or the DLB websites for competitor registration The procedure for adding paper entries into the online registration data needs to be defined

There will be a promoters test day before both the Glen Double National and Fun One races This requires that registration be open the night before the test day

Glen Double National RaceRich Smith agreed to be co-chair

assisting Chris DeMinco Chris has started work on the Supplemental Regulations Elizabeth Thiel will assist with the social aspects of the event A F500 series which would include regional licensed drivers will not be included

Fun One 2011 The Kryderacing Series has

requested that the Fun One be included in the series

Westward HoWe will investigate running this

regional race in 2012 The date is important in making this event viable

Rally Report The February Wellsboro Winter

Rally conducted by STPRreg was successful for a first time at running a winter regional performance rally More information may be found in the April issue of Top End and on wwwflr-sccacom

There has been one RallyCross event the end of February Results are in the April issue of Top End and

FLR Newsldquo5 MinutesrdquoItems of immediate interest

on wwwflr-sccacom The event was reviewed at the March membership meeting More RallyCross safety stewards are needed

Three rallies have been scheduled for the summer The first is scheduled for May 22

Solo Report Solo schedule is out Out-of-region

events will be run at Western New York Region events The Glen Region is also working on coordinating with us We are also hosting the Divisionals this year

We will be running at the Seneca Army Depot this year All Solo events at SeAD SCCA regions and the BMW club are being scheduled through Tina Reeves Rental will be about $350 per weekend plus $5 per car with a minimum of 25 cars The arrangement will be reevaluated at the end of the season We are hoping that this will be done in time to schedule national events at SeAD

Other sites are still being investigated

Treasurerrsquos Report There was no treasurerrsquos report due

to Elizabethrsquos absence

Dave Ciufo requested that we presented with a complete financial score for 2010 including a balance sheet That should help in giving us a complete picture of where we stand That information should be available as it is part of the tax return preparation The board should also see the tax return

the Finger Lakes Regionrsquos Board of Directors meetings will be held at Murphrsquos Irondequoit Pub 705 Titus Ave Irondequoit NY Murphrsquos is in the strip mall at the intersection of Cooper and Titus (just east of The House of Guitars) Parking both in front and back of the building Future changes in meeting location will be publicized in Top End and on the website at wwwflr-sccacom

Solo pre-registration open for 2011 Season

Online registration is now available for FLR events 1-4 and 6-8 Details for registering for event 5 and also the test and tune are still pending and updates will be sent out as soon as we have everything sorted out Car numbers from last year have been erased from the database so youll need to start off by adding your carclassnumber info If you arent pre-registered before the start of the season someone else may take your number We dont hold these numbers for you from one season to the next If you are planning to attend events in 2011 please take a few minutes and register for the entire season It is easier for us to remove you from the registration list if you dont show than it is to add you at registration the morning of the event Help us help you For anyone that has not heard - I am not racing this year but will still be working registration and helping out with other things as needed So you should all be extra nice to me this year and pre-register that includes you Shavers and Reeves -) h t t p s o l o r e g f l r - s c c a c o m s o l o 2 l o g i n p h p T h a n k s S e e y o u s o o n Cory Kuhns

who originally entered into the United States version of GT Academy jointly hosted by Nissan and Sony just 16 have advanced to the final competition being held in Silverstone in the United Kingdom The top 32 virtual racers from the four US regions descended on Orlando Florida this week to go pixel-to-pixel for a spot among the sweet 16 But this is about more than just bragging rights Those that made it into the final round will face a battery of new challenges including physical fitness tests and evaluations behind the wheel of real-live race cars

The top winner will have a shot at becoming a professional race car driver by joining a legitimate team just like GT Academy Europe winner Lucas Ordonez As you may recall Ordonez and his team managed to finish second at the 12 Hours of Sebring with a Signatech Nissan LMP2 racer and the 25-year-old Spaniard is headed to this years 24 Hours of Le Mans for a shot at taking home the checkers at one of the worlds most grueling race events

Rally MeetingsThe July rally meeting has been

moved from July 12 to July 19

Winter Rally SeriesThe 2011 series was reviewed for

both safety and speed factors

The number of cars that went off road was probably due to road and weather conditions Under dry conditions the roads would not have been a problem A number of competitors dropped to a slower speed due to conditions

The lower speed factor used for the 2011 series was reviewed Comments on the change in factors are requested Speed factors will be discussed again before the start of the next season

The possibility of starting the 2012 season in December is still under consideration Starting earlier will allow the season to end before the roads start to get muddy in March Events may be shorter due to the increase in gasoline prices

The rallymaster instructions need to be updated Placing checkpoints in a ldquoCAS allrdquo section was a concern Checkpoint placement restrictions need to be included in the rally pre-check

The Super Special Stage will be run

similar to an autocross mirrorkhana with the cars running two at a time with a crossover The cars will be running for time and not be competing against each other directly A RallyCross will be run on the Super Special Stage grounds

a social tour rally with the competition route is under 60 miles TSD-like tulip-style instructions are used but without

Finger Lakes Region SCCA 2011 Solo Supplemental Rules

All FLR Solo events will be held under the SCCA Solo Rules except as noted below11 The entire Solo Rules will be used except those

that are explicitly written for Divisional or National championships (Possession of current Solo rulebook is recommended)

14C As provided add Passengers will be allowed on competition runs under the following conditionsbull If the driver or passenger is in the Novice Class

then the other occupant in the car must be a registered instructor

bull Only registered drivers at an event may be passengers

bull A competitor may not delay reporting for work after a run in order to be a passenger

bull Any variation to the above requires approval of the Solo Chair in advance

bull Observed reckless or loose driving behavior may result in revocation of a drivers privilege to carry passengers

27 JR DRIVERS PROGRAM (12-16 year olds) - Appendix HIIA Karts will be run together as a group with no cars

on course It is the entrants responsibility to be present and ready when the group is called If an entrant is not present by the end of the kart runs they will receive a DNS for that run and no rerun will be granted

IIB4 All entrants will be required to work after each run However work assignments will not be on course Other assignments may require being paired with other workers as appropriate

IIIE All entrants must have at least one legal guardian present a parent is preferred

JR JR DRIVERS PROGRAM (8-11 year olds)All provisions of the above Jr Drivers Program apply plus the following additionsbull All competitors will be required to attend and pass

a Jr Drivers school before competing in a regional event These schools will be held as sufficient interest is expressed

bull All entrants will be required to work by helping to set up or tear down the course

bull If any competitor posts three DNFs in a single event that competitors eligibility for competition will be reviewed by the Youth Steward and the Solo Board

35 MUFFLERS SOUND CONTROLA Adequate mufflers are required for all Solo Events

The criterion of ldquoadequacyrdquo is not what the exhaust system consists of but the sound level

B Sound level will be limited to 100 decibels to be measured 50 feet from the course preferably on a straightaway

C Cars exceeding the limit will be notified by the event chair and the run will be disqualified

D If the car is modified to the satisfaction of the Solo Chair it may be allowed to compete again

37 VEHICLE IDENTIFICATIONAs provided add Numbers will be assigned at registration Numbers and class letters are available at the Technical Inspection area Placement for maximum legibility by Timing is requested bull For cars entered in Novice Class the letter lsquoNrsquo shall

49 CONFLICT OF INTERESTThe event chair (or designee) may pre-run a course during course-setup for the purpose of assessing safety flow and marking of the course The driver and any riders may not be in a car that competes in their class

412 NOVICE CLASSA A Novice Class will be provided for those who

are relatively new to the sport The intent of the Novice Class is to provide instruction and to allow newcomers to compete with those of similar skill

B Novices are entrants in their first full season of autocross must not have won more than twice in the FLR Novice Class and should not have competed in more than eight autocrosses

C The Chief of Novice Program reserves the right to graduate any entrants to the appropriate Open Ladies or Road Tire class

D Novice Class entrants will be given an instructional walk-through of the course

E Novices will be scored as an independent class using the PAX system (see PAX table)

F Novice Class entrants are required to take a registered instructor on competition runs until approved by the Novice Chief or registered instructor They may also ride as passengers with a registered instructor with the instructors approval (See 14C)

G A registered instructor is any experienced eligible competitor approved by the Chief of Novice Program

413 ROAD TIRE CLASSA A Road Tire Class will be provided for anyone
