Problem Statement
• National push for consumers to manage their own health information
• Consumers need to control access to their data
• Start with Medicaid beneficiaries
• No consistent electronic place today where consumers can specify
preferences regarding how and where to share patient-controlled data
• Providers have no central service to retrieve consumer preferences
• Fragmentation will increase without a unifying service
