Considered and noted.
2. Supply and installation of Eco-friendly prefabricated Bio-Toilet
Reference CBR No. 15 dtd 05-12-2016 and CBR No. 27 dated 30-11-2015.
Board is requested to consider purchase of 16 nos. of 02 Toilet Blocks @ Rs.
1,24,900/- each and 02 nos. of 4 Toilet Blocks @ Rs. 2,09,900/- each from M/s Perception,
Shop No. 104, R.C. Arcade, Madan Mahal Square, Jabalpur. The rates have already been
approved by the Board vide CBR No. 15 dtd 05-12-2016 and 27 dated 30-11-2015.
The CEO is authorized to incur the expenditure accordingly. Funds are provided by
Ministry of Drinking Water and Sanitation.

3. Approval of fees for installation of hoarding and banners on private lands /
buildings in Cantonment Area Jabalpur.
Ref CBR No 13-A dt 29-06-2013
As per provision of section 67(b) of the Cantonment Act 2006, the board is
empowered to impose fees relevant with the neighbouring municipal body.
The rates of fees approved under reference CBR for installation of Hoarding in
private lands/buildings required to be revised as the neighbouring municipal body has

already revised the same. In this regard the approved rates of Municipal Corporation was

Considered. It was resolved to re-access the rates and put up in next Board Meeting.
4. Transfer of Rights of Collection of Parking Fees, Entry Fees and Running of
Ice-cream Parlor in Tagore Garden.
To consider and approve the tender which was invited online for collection of entry
fees of Tagore Garden, Parking Fees and running of Ice-cream Parlor vide tender notice no.
6520/Entry Fees/Garden/RS/2017/104 dated 28.04.2017 published in daily newspaper
‘Patrika’&‘Dabang Duniya’. In response to the same, three tenders were received. Out of
the three tenders, one tender was incomplete. Hence, the tender was re-invited vide tender
notice no. 6520/Entry Fees/Garden/RS/2017/299 dated 23.05.2017. In response to the same,
one tender was received. Hence, the tender was invited third time vide tender notice no.
6520/Entry Fees/Garden/RS/2017/446 dated 20.06.2017. In response to the same, three
tenders were received. On opening and verifying the tenders, only one tender was complete.
Since it was the third call the financial bid of the one successful tender was opened details

5. Implementation of benefits to MP Pay Revision Rule 2017 to Cantt Board
employees
The State Government of MP have revised the pay scales of its employees vide
memorandum no. F-8-1/2016/Niyam/Char dated 22th July 2017, effective from 01.01.2016.
Therefore the Board may also consider revision of pay scale of the employees of Cantt
Board, Jabalpur since according to Clause 18 of Memorandum of Settlement, the employees
of Cantt Board are entitled for benefit incorporated in the MP Revision of Pay Rules 2017.
Simultaneously, the Board may also consider to recommend to obtain sanction as per clause
14 of the Memorandum of Settlement for payment of 2% DA wef 01.07.2016 to 31.12.2016
and 4% DA w.e.f 01.01.2017 vide MP Govt. letter no. F8-1/2017/Niyam/Char dated 27th
July, 2017. The additional financial implications would be reflected in the Budget
Estimates.
Relevant documents alongwith copies of rules/orders are placed on the table for
consideration and recommendation for obtaining sanction under FR 44 read with para 14
and 18 of Memorandum of Settlement.

Considered and approved. It was resolved to send a proposal for the same to the
competent authority.
On the demand of all elected members, it was further resolved to send a proposal to
Govt. of India, Ministry of Defence for increment of honorarium of elected members at par
with Jabalpur Municipal Corporation.
6. Grant of Additional Increment-Family Planning
To consider application dated 03.02.2016 received from Shri Sanjay Tamiya
Safaiwala for grant of one increment under the implementation of the family welfare
programmes in Cantonment Board as per M.P State Govt. Rules.
Relevant letter is placed on the table for consideration of the Board.

7. Reimbursement of Medical bill
Shri Gopal Khare has submitted his medical bill of Rs. 2,64,183/- for reimbursement
of the claim. The bill forwarded to RMO, Motilal Nehru Hospital for scrutinized and check
the rates as per CSMA rules of Govt. of India with restrictions of admissibility.
After the scrutinization of medical bill by RMO, Motilal Nehru Hospital the amount
of claimed curtailed which is Rs. 1,08,683/- payable to him.

In pursuance of that order employees of Cantonment Board Jabalpur vide their letter
31.08.2017 requesting for revision of their grade pay.
As per Memorandum of Settlement, Cantt Board’s employees are entitled for the pay
and allowances at par with State Govt. Employees.
Board is requested to approve the same and forward to competent authority for
approval of the same.

Considered and approved. It was resolved to send a proposal for the same to the
competent authority.
9. Time Bound Advancement Scheme and Time Scale Pay to Cantonment Board
Employee after Completing 30 years of service.
To consider grant of Time Bound Advancement Scheme to Cantonment Board
Employees as per instructions contained in MP State Govt. letter No. F-11-
17/2014/Niyam/char dated 30/09/2014. As per above letter the Time Bound Advancement
Scheme is applicable to the employees who have got only IInd Time Bound from the date
of appointment and completing 30 years of services on 01/07/2014 and after.
The employee eligible under the condition laid down by M.P State Govt. letter No.
F-11-17/2014/Niyam/char dated 30/09/2014.

12. Extension of engagement of Duty Medical Officers
Ref: CBR No.6 dated 10.03.2017.
To consider further engagement of DMOs on contractual basis for a period of
11 months with effect from 06.09.2017 to 05.08.2018 as the period of engagement will
expire on 04.09.2017. The services of DMOs are very essential keeping in view the
increasing number of patients and in the interest of administration.

Resolution No. 12
Considered. It was resolved to extend the period of engagement of Duty Medical
Officers for three months. After three months Interviews must be called for fresh temporary
appointment. It was further resolved that performance of Duty Medical Doctors should be
assessed by RMO and appraisal report should be submitted to CEO.

14. Extension of engagement of Hon. Consultants
Ref: CBR No.1 dated 29.09.2016
To consider further engagement on contractual basis for a period of 11
months of OPD Consultants, Counselors, Radiologist with effect from 06.09.2017 to
05.08.2017. RMO may be authorized to utilize the services of qualified specialist
doctors from outside for OT services.

Considered. It was resolved to extend the engagement period of Consultants for a
period of 11 months with effect from 06.09.2017 to 05.08.2018 at already approved rates.
Extension period as mentioned in agenda side from 06.09.2017 to 05.08.2017 be read
as 06-09-2017 to 05-08-2018.
15. Revision of rates of charges of private room.
Ref: CBR No.23 (a&b)dated 20.01.2011.
To consider revision of charges of Private Room from Rs.160/- per day to
Rs.500/- per day. The existing rate of Rs.160/- was approved by the Board vide
resolution under reference. Keeping in view the drastic increase in the rates of
electricity charges, consumables, wages of staff etc. the present rates need to be
increased. Moreover, we have now provided more facilities with a TV and AC in this

room. Provision of AC will definitely increase the electrical consumption in the
private room.

Resolution No. 15
Considered. Members raised the matter that the rates proposed for private room is on
higher side. After the discussion, the rate is fixed as Rs. 250/- per day for private
room of Motilal Nehru Hospital/-.
16. Determination of Expired Leases under lease Schedule VI/VIII of CLAR 1925/
1937
To consider and approve cases for determination of expired leases including violation of
terms of lease as per policy vide para C (a&b) of Govt. of India, Ministry of Defence letter
No.11013/2/2016/D(Lands) dated 10-03-2016.
There are six cases of expired leases due to various violation of terms of lease viz
change of purpose/ sub division of site without permission of sale/ purchase of lease
condition under which the occupier have not requested / apply to this office for condonation
at above said lease breaches. All have been asked several times through letters, reminders,
advertisement in newspaper public notices earlier for remove the same or apply for
condonation but no fruitful result have been achieved. Further all of six cases of expired
leases carried out the encroachment/ unauthorized construction under which lease condition
shall not be condoned by the Committee in compliance of policy as per para (a&b) of Govt.
of India, Ministry of Defence letter No. 11013/2/2016/ D(Lands) dated 10-03-2016. As such
the leases are time bound and monitored by the PAC/Higher authorities. The following
expired leases recommended for determination by the Board.

17. Supply, Installation and maintenance of Solar Wireless ATS at Pentinaka
crossing and Solar blinkers at various locations of Jabalpur Cantt. Cantonment Board invited sealed tender for Supply, Installation and
maintenance of Solar Wireless ATS at Pentinaka crossing and Solar blinkers at (i)
Bansal crossing -04 nos (ii) Choupati – 3 nos, (iii) CCD Triangle- 3 nos, (iv) CEOs
Bungalow – 3 nos (v) War Memorial – 4 Nos (vi) St. Thomas crossing – 4 Nos (vii)
Mall/Ridge road crossing – 4 no (viii) YMCA crossing – 3 Nos + 22 various other
locations. Total 50 sets solar blinkers system in Cantt. area on BOT basis for a period
of 5 year. During this facilities Cantonment Board provide space 2880 sq.ft. for
display the advertisement in daily local newspaper Patrika on dated 06-03-2017 and
also pasted in Notice Board. The following premium amount is received from
Contractors are as under:-
a) Security Engineers - Rs 15000/- per year.
b) Atul Traders - Rs 5000/- per year.
c) Supreti Traders - Rs 8000/- per year.
The highest prize bid quoted by M/s Security Engineers Rs 15000/- per year.
Budget provision exists under Maintenance head.

table.
NOTE : This is a manual tender.

Considered. It was resolved to retender the same through e-tendering.
18. Supply and Installation of fountain at Tagore Garden, Jabalpur Cantt.
Cantonment Board invited E-tender for Supply and Installation of fountain at Tagore
Garden, Jabalpur Cantt. based on item rate contract vide 10/TC/CE/Misc/2017-2018 dated
25-05-2017. The same was published in daily local newspapers Dainik Bhaskar and
Pradesh Today and also uploaded on website www.canttboardjabalpur.org.in and
www.eprocure.gov.in. Four tenders were received on 16-06-2017. Therefore the financial
bid was opened on 16-06-2017. The quoted rates for the following contractors are as under:

Considered and approved the lowest rates quoted by M/s Uberty Fountain for
Misting fountain @ Rs. 7,98,000/- and M/s Kripton Fountain for Ball Fountain @
Rs. 3,91,800/- respectively. CEO is authorised to incur expenditure accordingly.

19. Supply and fixing of a Sound System at Tagore Garden
Cantonment Board Jabalpur invited E-tender for Supply and fixing of a Sound
System at Tagore Garden, Jabalpur Cantt. based on item rate contract vide
6049/Ltg/CBJ/2017/544 dated 23-06-2017. The same was published in daily local
newspapers Dainik Bhaskar and Nai Duniya and also uploaded on website
www.canttboardjabalpur.org.in and www.eprocure.gov.in. . Four tenders were received on
20-07-2017. Therefore the financial bid was opened on 20-07-2017. The quoted rates for
the following contractors are as under:

newspapers Patrika and MP Jan Sandesh and also uploaded on website

15-07-2017. Therefore the financial bid was opened on 15-07-2017. The quoted rates for

On agenda side due to typographical error, it was mentioned that the lowest

22. Revised Estimate for Major repair/ reconstruction of Class III Quarters and
Dispensary at M.N. Hospital Campus, Jabalpur Cantt.
Ref : CBR No.5 (Sr.No.01) dated 17-12-2015.
Cantonment Board invited tender vide NIT No.10/TC/CE/Misc/2015-2016/1202
dated 02-11-2015 for major repair / renovation of Class III Quarter and dispensary at
M.N.Hospital Campus ( 14 Nos of Quarters). In the ground floor construction of
dispensary in three block (DOT, Homeopathy clinic and Family Planning Centre) and in
the first and second floor 14 Nos of Class III Quarters has already passed earlier at cost
of Rs 150 lacs. As per report of Engineering Section, additional 5 Nos. of quarter at
ground floor in place of parking and State Govt. Hospital 3 Nos of block in the interest
of CF Employee were constructed. At present State Govt. Hospital in three block (DOT,
Homeopathy, Family planning Centre) is running in Cantt. fund Main Hospital building.
As such additional 5 Nos Quarters are to be constructed, due to this reason cost of
amount of Rs 55 lakh has been increased including outer development.

In view of above reason it is essential to pass the additional amount of Rs 55 lakh for
construction of additional 5 Nos quarters including outer development / physiotherapy
roof repair and renovation of Senior Citizen room alongwith its kitchen.
Now at present 19 Nos of Class III Quarters are being constructed including
other development work in place of 14 nos of quarters in the premises of M.N. Hospital
to fulfil the demand of office staff / teacher staff and Hospital staff and the revised
estimate cost has been increased Rs 150.00 lakhs to Rs 205.00 lakh.
Budget provision exists under Maintenance head.

Considered and approved the extension of work and the additional amount incurred
on it.
Board took the serious note on the issue and President, Cantonment Board directed
that in future no ex-post facto sanction will be allowed. The Cantt Engineer has to
immediately bring into the notice of the CEO, if the estimate of the already approved work
shall increase for bringing into the notice of the Board. Explanation must be called from
Cantt Engineer Mr. CK Kharate about the case and his functioning.
It was further resolved that pending bills of contractors of previous works done by
them should be put up before CEO for further approval of Board within three months.

To consider showcause notice dated 01/07/2017 of Engineering Section stating that
Smt. Radha Patel W/o Late Shri Jamuna Pd. Patel in the premises of Part of
Sy.No.60/37, Infront of House No.1202/1, Modibada Talpiyari Bazar Jabalpur Cantt is
making the following unauthorized construction by making rooms:-
“Unauthorized construction and encroachment by making staircase on Part of
Sy.No.60/37, Infront of House No.1202/1, Tal Piyari Bazar, Modibada Jabalpur Cantt.
The Ground Floor stairecase is admeasuring– (1) Single flight-3’0” x 13’0”. The
construction work is made up of by bricks with cement mortar and RCC Column. The
Ground floor staircase brick work is in progress on the day of visit.”

The site in question comprises the Part of Sy.No.60/37, Infront of House No.1202/1,
Modibada Talpiyari Bazar Jabalpur Cantt. The site is situated inside Bazar area and placed
under the management of the Cantonment Board Jabalpur from land point of view.”
Report of Engineering Section is placed on the table for issue of notice u/s 247 & u/s
248 of Cantonments Act, 2006.
Resolution No. 33
Considered and resolved that notice u/s 248 (1) of the Cantonments Act, 2006, be
issued to Smt. Radha Patel W/o Late Shri Jamuna Pd. Patel, for removal of
unauthorized construction, failing which another notice u/s 320 of the Act ibid be issued, to
remove the unauthorized construction and on their failure to comply, the same be removed
by the agency of the Cantt Board at the risk and cost of defaulter as per Cantt. Act, 2006.
The Board also authorized the CEO to initiate prosecution u/s 247 of the Cantonments Act,
2006, against the defaulter.
34. Tender for Architectural / Engineering Services in Cantonment Board,
Jabalpur. Cantonment Board invited E-tender for Architectural/ Engineering Services in
Cantonment Board, Jabalpur Cantt. based on percentage contract vide
10/TC/CE/Architect/2017 dated 02-06-2017. The same was published in daily local
newspapers Patrika and Swatantra Mat and also uploaded on website
www.canttboardjabalpur.org.in and www.eprocure.gov.in. Four tenders were received on
23-06-2017. Therefore the financial bid was opened on 14-07-2017. The percentage
quoted by the qualified firms are as follows:

35. Refund of Security Amount of M/s P.K. Shukla
To consider letter dated 02nd
August 2017 received from Engineering Section
regarding release of Security Amount of M/s P.K. Shukla of Rs. 42000/- for work of
providing of road marking paint for the year 2011-2012.
In this regard relevant letter along with recommendation of Engineering Section is
placed before the Board for the releasing of the same.

36. Allotment of gumtis at Choupati and imposition of fees / charges for allotment
As per Cantt Board records, Board allotted space to 34 persons for running food
item business and 12 persons for selling flowers, for earning livelihood and their welfare,
vide CBR No. 38 datd 05-09-1989, CBR No. 15 dtd 24-02-1990 and CBR No. 02 dtd
09-11-2002 at Choupati
Now the Board has renovated the choupati and constructed gumtis. Now these
gumti are to be allotted.
As per the record, some of the original vendors had transferred their places to
someone else. The Board is requested to consider to allot the gumti to the original allottee
to whom the Board allotted the space earlier and if any transfer case of space was found
then the allotment should be done after verifying the linked documents and imposing of
transfer fee.
As Cantt Board incurred huge expenditure on the renovation of choupati, the same
amount has to be recovered for revenue earning purpose from the allottees. Total
renovation cost of gumtis at Chaupati was Rs. 90,00,000/-. As per the calculation of
Revenue Section, the same amount should be recovered from 5 years. Therefore as
calculated by the Revenue section, the construction cost of Rs. 4,000/- per gumti per month
and rent of Rs. 3,500/- per gumti per month, total rent Rs. 7500/- per gumti per month, is
proposed to be imposed on the persons to whom the gumtis shall be allotted.
Proposed security deposit is Rs. 1,00,000/- (refundable) and transfer fee is Rs.
50,000/- per transfer. Board is requested to consider the same.
Report of Revenue Section along with relevant documents are placed before the
Board.
Resolution No. 36
Considered. There was a detailed discussion in the matter between the members.
The elected members were objecting the hike in the rent amount of Rs. 3500/- & Rs. 4000/-
per month. PCB & CEO insisted that it will not only to recover the expenditure incurred but
also to increase the revenue in the benefit of Cantt Board. After detailed discussion, it was
resolved that the rent be fixed as Rs. 2700/- per gumti per month instead of Rs. 3500/- per
gumti per month, thus the total rent becomes Rs. 6,700/- per gumti per month.
It was further resolved that 10% rent shall be revised after every 03 years.

Resolution No.37
Considered. All the works proposed by elected members were discussed in detail.
CEO mentioned the restriction for Cantt Board on the lands point of view. All elected
members raised the issue that they agree to the restrictions but all the properties which are in
possession of Cantt Board or Cantt Board has previously made them on various lands, must
be maintained.
It was further resolved that no new construction will be made by Cant Board on A1,
B4 & B3 lands only repairs of previous works executed by Cantonment Board related to
drains, sewer lines, drinking water and where sanitation is affected will be executed. After
the approval of the Board, Cantt Engineer shall ensure that no new work is involved and
report to the CEO for compliance, where the land is not in the management of Cantt Board.
All the works approved by the Board are to ensure implementation of Swachh Bharat
Mission.
Thus, all repairing works of drains as mentioned in agenda side were approved
except point no. 3, 5, 9, 15, 17, 19, 20, 21, 32, 33, 34, 36, 38, 40, 48 which were not
approved.
Further it was resolved that estimates / revised estimates shall be prepared for point
no. 22, 37, 47 and 52 and put up before the next Board meeting.
It was further resolved that the approved works be done through approved
contractors of respective head on Board approved rates. The CEO is authorized to incur
expenditure accordingly under respective head.
38. Approval for Compassionate Appointment on group D post
To consider application submitted by Md Hussain for compassionate appointment
against sudden demise of his father Md Salim on 02-12-2016, who was working on the post
of Bhisti in health department, Cantt Board Jabalpur.
The Committee constituted as per guidelines of scheme of compassionate
appointment in Cantonment Board recommended vide their recommendation report dtd
10-08-2017 for appointment of applicant on the post of safaiwala (group ‘D’) in health
department. At present total 152 posts in group ‘D’ category are vacant.
Board is requested to consider the same. Relevant documents are placed on the table.

39. Auction of Cantt Board Vehicles
Cantt Board Jabalpur is having one Staff Car Ambassador No. MP 20 FA 5267 and
one Motorcycle No. MP 20 KJ 4678. These two vehicles are declared condemn (BER) as
per report of Station Workshop EME vide their letter no. 72101/Wksp dtd 23-05-2017 and
72101/Wksp dtd 29-05-2017 respectively.
Board is requested to allow auction of above vehicles.
Further it is requested to consider to purchase a new two wheeler against the
condemn motorcycle.

Resolution No. 41
The Board noted the points as raised by President, Cantonment Board Jabalpur and
resolved as follows:-
i. The matter of cell on wheels shall be initiated expeditely. For this revenue
section shall be directed accordingly.
ii. A School Level Singing Competition may be organised in December 2017.
CEO to work out the modalities.
iii. It shall be ensured that no gentry gates are erected in cantonment area in
future.
iv. Development and beautification of Yadgar chowk shall be done after
completing tender process.
v. Work of worli painting shall be done at Samanway Chowk at earliest.
vi. Survey must be conducted in cooperation with LMA and DEO to identify the
civil area and proposal be sent to GOI for notification of civil area as per rules and
regulations.
vii. Additional garbage bins shall be installed as per requirements.
viii. Agreement should be executed between LMA and Cantt Board MES and
Board for conservancy services in MES areas.
ix. Cantt Board to provide door to door conservancy services and it shall be
ensured that nobody shall throw garbage at their door side or near about vicinity and
offenders must be fined accordingly.
x. On the request of Ward members it was resolved that pig nuisance must be
checked and sanitary department should directed to stop it.
xi. It should be ensured that food adulteration does not take place, especially
during festival season.
xii. Execution of polythene ban must be taken with Pollution Control Board in
Cantonment area.
