Before transaction of the business, Brig Alok Sharma, SEMO, Shri Rahul Anand

Sharma, CEO, Cantonment Board Jabalpur and Col Rajeev K, Adm Comdt took oath to

bear true faith and allegiance of the Constitution of India. PCB, Vice President and other

members have welcomed and wished them a great stint as a Member-Jabalpur

Cantonment Board.

After the oath ceremony, the President Cantonment Board Jabalpur put their points

before the Board for noting and strict compliance.

Committees to monitor all works including completion report. Proper transparency

should be maintained.

Engineering Section to certify that drawings prepared or approved are as per

laws/bye-laws and meeting qualitative requirements and construction on clear and

authorized land.

On Roads and footpaths all potholes to be filled. Interlocking be repaired and side

berms should be constructed on roads.

No construction permitted on Defence land (A1, Analogous A1, A2, B3, B4 etc)

MOD letter has been issued on construction permission on Defence land or

next/adjoining to Defence land.

Documents will not be given to anyone without following proper procedure.

Anyone doing this, is violating office procedure and rules.

All members will be given invitation in any inauguration done by the Board.

1. Purchase of Generic Medicines

Reference CBR No. 35 dated 05-08-2015.

Board is requested to consider the extension of contract of purchase of generic

medicines at already Board approved rates, for three months.

In this regard report of Store Keeper is placed on the table.

Resolution No. 1

Considered and resolved that the contract of purchase of generic medicines be

extended for three months at already Board approved rates.

2. Grant of Advance Increment for having Computer Knowledge

To consider an application dated 18.11.2016 received from Steno Typist, Junior

and Senior Clerks of Cantonment Board Jabalpur regarding grant of advance increment

for having Computer Knowledge. M.P Government vide their letter no.

,Q&10/3/2006/1/9 dated 06.02.2006 and letter no. 3732/2015/21- c ¼,d½ dated 23.01.2016

has issued instructions to State Government Departments for grant of advance increment

to their employees who are having Computer Knowledge .

As per Memorandum of Settlement, Pay and Allowances of Cantonment Board

Employees will be at par with the concerned State Government employees in which the

Cantonment Board is situated. Board is requested to grant advance increment to those

employees who are having computer knowledge as per MP Government Orders.

In this regard MP Government orders and application of employees of

Cantonment Board Jabalpur are placed on the table for consideration of the Board.

Resolution No. 2

Considered. It was resolved that an advance increment be granted to Steno Typist,

Junior and Senior Clerks of Cantonment Board Jabalpur having computer knowledge, as

per orders of MP Govt., with effect from the date, as may be applicable to them. It was

also resolved that a proposal be sent to competent authority for approval of the same.

3. Transfer of Right of Collection of Parking Fees: Motilal Nehru Hospital,

Cantt. Jabalpur

Tender notice was invited for transfer of rights of collection of parking fees of

Motilal Nehru Hospital Cantt. Jabalpur vide notice letter No. 6520/,e-,u-,p-@2016 dated

02.11.2016, the same was published in daily newspapers “Pradesh Today” and

“Deshbandhu” on 03/11/16, pasted on all notice boards, distributed to all Cantt.

Members, all old contractors and uploaded on Cantt. Board website for wide publicity. In

response to the same 03 nos of tender forms were sold and received on 16.11.2016.

Considered and approved the highest rate of Rs. 13,786.92 per annum for a period

of one year for collection of Parking Fees at Motilal Nehru Hospital, Cantt. Jabalpur,

received from Smt. Saira Bano W/o Shri Salim Qureshi, 724, St. No. 15/2, Sadar Bazar

Cantt. Jabalpur.

4. Revision of Rates of Vehicle Entry Tax

Ref:- CBR No. 29 dated 07.07.2011.

To consider to revise the present Vehicle Entry Tax collection from the vehicle

owners/drivers entering within the limit of Cantonment area. The Cantonment Board

vide its CBR mentioned under reference proposed to revise the rates of Vehicle Entry

Tax.

As per SRO No. 7150/VE/Tax Revision /RS/96 dated 13/10/2000, published in

Gazette of India on 06/01/2001, u/s 60 of Cantonment Act, 1924 (now Section 66 of

Cantonment Act, 2006) existing rates being charged, are to propose to be revised as under

considering revenue generation to Board, last revision time period elapsed.

Provided that the said tax shall not be payable in the respect

(c) Vehicles for carrying Solely for funeral parties.

(d) Ambulance for carrying patients.

(e) City buses of Madhya Pradesh State transport

Corporation plying in the town and the Cantonment.

(f) Vehicles deployed in the election.

(g) Tractor of agriculturists used solely for agricultural

purposes.

(h) School buses carrying students plying in the city

And the Cantonment.

(i) Vehicles/ Taxies hired on Govt. duty.

Relevant papers alongwith report of Revenue Supdt. and file are placed on the table

for consideration.

Note: The existing contract has expired on 21-11-2016. Extension of two months

may be given to the contractor on the same approved rates.

Resolution No. 4

Considered and approved the proposed rates as mentioned in agenda side for

Revision of Rates of Vehicle Entry Tax. It was also resolved that the contract of rights of

collection of Vehicle Entry Tax be extended at for two months at already Board approved

rates, as the existing contract has been expired.

Suitable advertisement/public notice be published, to seek public response /

objections, if any, beforend, its finalized.

5. Contract for Installation and running of “Toy Train”, “Children Helicopter”,

“Car” & “Jumping Bounce” etc. Tagore Garden.

Ref:- Tender dated 18.11.2016.

Board has invited the tenders for Installation and running of “Toy Train”,

“Children Helicopter”, “Car” & “Jumping Bounce” etc at Tagore Garden for the period

of 01 year. Tender was invited vide tender notice no. CBJ/Toy Train/RS/201 dated

18.11.2016 and published on 22-11-2016 in daily newspaper Peoples Smachar, tender

pasted on all public notice boards, distributed to all Cantt. Board Members, all previous

and concerned contractors and also uploaded on Cantonment Board website for wide

publicity.

In response to the same re-tender only 03 tender forms were sold and received on

28.11.2016. The comparative statement of the same is as under:-

Considered and approved the highest bid received from Smt. Sabnam Bano D/o

Ishmail Qureshi, H.No. 2F, St.No. 05, Peerji Compound Sadar, Jabalpur of

Rs. 2,27,000/- per annum for a period of one year for contract of Installation and running

of “Toy Train”, “Children Helicopter”, “Car” & “Jumping Bounce” etc. at Tagore

Garden.

6. Empanelment of Advocates in Cantonment Board Jabalpur

Ref:- CBR 28 dated 26/08/2010 and subsequent CBR No. 17 dtd 29-06-2012.

The Board has constituted Panel of Advocates in the year 2006, which was

renewed in 2010 and then after in 2012. There was a requirement of new panel of

Advocates for time bound disposal of various court matters and other proceeding. For

that purpose an advertisement was published in daily newspaper. In response to this, the

following Advocates have been shortlisted for engagement as Panel Advocates.

Resolution No. 6

Considered. It was resolved to engage the panel advocates as mentioned in agenda

side in Cantonment Board Jabalpur for a period of one year. Further it was resolved that

performance appraisal be done after six months.

7. Revision of Fees Slab for Panel Advocates

Ref:- CBR 28 dated 26/08/2010.

The Board had constituted Panel of Advocates in 2006, which was renewed in

2010 and 2012 but their fees slabs had not been changed since 2006, which requires

revision as per current economical state. Some fees structure for various court matter are

also required to be fixed due to constitution of new tribunals and authorities for handling

Board is also requested to consider the mandatory conditions for disposal of bills of

advocates.

1. Bill of Advocate shall be considered for Payment only when certified copy of

Final order sheet/Judgments (for final payments) and copy of reply (for 50% part

payment) found to be enclosed with the Bill.

2. Bill for 50% of final fees amount shall be considered only after filing of reply of

original case/ Petition/ Appeal in Civil nature of Cases. (Applicable only for Serial

No. 1, 2 &3 of Fee Schedule). Copy of online status report/order sheet showing

filing of reply must be enclosed with these kinds of bills.

3. Necessary Tax Deduction will be applicable for all payments of bill. (As & when

applicable under Tax Laws.)

Relevant documents of above mentioned fees slab and office file is placed before

the board for approval.

Resolution No. 7

Considered in detail. It was resolved to approve the revised fee slab for Panel

Advocates except miscellaneous expenses which should be same for all type of cases i.e.

Rs. 1000/- instead of Rs. 1500/-. Board also considered the mandatory conditions for

disposal of bills of advocates as mentioned in agenda side and resolved that the same

shall be followed.

Further it was resolved that CEO is authorized to check the bill of advocates

thoroughly.

8. Engagement of contractual staff

To consider application dtd 21-11-2016 of Shri GD Nogriya, Retd SDO, GD-1

requesting for engaging him in Engineering Section on contractual basis. The Board is

requested to consider his engagement in Engineering Section for one year @ Rs. 15,000/-

pm, for dealing the proposals for 20 yrs old encroachment cases and proposal for renewal

of expired lease cases under CLAR Rule 1937 and other land related works.

Resolution No. 8

Considered and resolved that Shri GD Nogriya,Retd SDO GD-1 be engaged in

Engineering Section on contractual basis for eleven months @ Rs. 15,000/- per month.

9. Engagement of Translator on contractual basis

To consider application dtd 21-11-2016 of Shri Anthony Abraham for his

engagement as Translator in administration Section for eleven months @ Rs. 10,000/- per

month. The Board is requested to consider his engagement as there are directions from

DGDE, PDDE and Nagar Rajbasha Kriyanvayan Samiti for doing the maximum work in

Hindi / Bilingually. Besides this every month Board Agenda has to be translated in Hindi

language.

In this regard report of Office Supdt is placed before the Board.

Considered and resolved that Shri Anthony Abraham be engaged as Translator in

Administration Section on contractual basis for eleven months @ Rs. 10,000/- per month.

Employees after completing 30 years of service.

To consider grant of Time Bound Advancement Scheme to Cantonment

Board Employees (Class IV) as per instructions contained in MP State Govt. letter

No. F-11-17/2014/Niyam/char dated 30/09/2014. As per above letter the Time

Bound Advancement Scheme is applicable to the employees who have got only

IInd Time Bound from the date of appointment and completing 30 years of

services on 01/07/2014 and after.

The employees are eligible under the condition laid down by M.P State

Govt. letter No. F-11-17/2014/Niyam/char dated 30/09/2014.

Board is requested to consider purchase of 16 nos. of 02 Toilet Blocks @ Rs.

1,24,900/- each and 02 nos. of 4 Toilet Blocks @ Rs. 2,09,900/- each from M/s

Perception, Shop No. 104, R.C. Arcade, Madan Mahal Square, Jabalpur. The rates have

already been approved by the Board vide CBR No. 27 dated 30-11-2015.

The CEO is authorized to incur the expenditure accordingly.

same. It was resolved that instructions with pictures for using the bio toilets must be

placed on the Bio toilets in Hindi and also the Logo of Cantonment Board Jabalpur must

comply, the same be removed by the agency of the Cantt Board at the risk and cost

of defaulter as per Cantt. Act, 2006. The Board also authorized the CEO to initiate

prosecution u/s 244 & 247 of the Cantonments Act, 2006, against the defaulter.

Gora Bazaar, Jabalpur Cantt. is constructing the following Unauthorized

C-47, (Kh. No. 40/22, Mouza Karondi) Ranjhi, Jabalpur Cantt.

The land in question is situated outside the notified civil area comprising H. No.C-

47, Vijay Nagar Extension,(Kh. No. 40/22, Mouza Karondi), Ranjhi, Jabalpur Cantt.

The plan was referred to DEO Jabalpur Circle, Jabalpur for obtaining ‘NOC’ from

land point of view as required u/s 238 (3) of Cantonment Act, 2006, for the proposed

construction. The same has been returned by the DEO to this office vide letter

No.DEO/JBP/Building Plans/Gen/Karondi/Vol-I/25, dated-28-10-2016, with the remark

that “There is no defence land involved in the proposed construction, as the proposed

work is on first floor. This office has therefore no comments to offer on the building

plan.”

Resolution No. 20

Considered and resolved that building plan in respect of 1. Shri Praveen Kumar

To consider the building plan and application u/s 235 of Cantonments Act, 2006

submitted by Shri Madhukar Rao S/o Shri Surya Narayan Rao for the proposed

construction of Second floor in the Sy. No. 68 (part), H. No. 68 (Kh. No. 773/4, 774/4,

775/3, 776/4) A.P.R. Colony, Katanga, Jabalpur Cantt.

The land in question is situated outside the notified civil area comprising Part of

Sy. No. 68 , H. No. 68 (Kh. No. 773/4, 774/4, 775/3, 776/4), APR Colony, Katanga,

Jabalpur Cantt.

The plan was referred to DEO Jabalpur Circle, Jabalpur for obtaining ‘NOC’ from

land point of view as required u/s 238 (3) of Cantonment Act, 2006, for the proposed

construction. The same has been returned by the DEO to this office vide letter

No.DEO/JBP/Building Plans/Gen/Katanga/Vol-II/57, dated-25-10-2016, with the remark

that “As per the GLR of this office the proposed construction falls on GLR Sy. No. 68

(pt), which is classified as B-2 land under the management of the State Govt. Hence NOC

cannot be given by this office for the proposed construction. Please take further action at

your end.”

Resolution No. 21

Considered and resolved that building plan in respect of Shri Madhukar Rao S/o

Shri Surya Narayan Rao for the proposed construction of Second Floor in the Part of

Sy. No. 68, H. No. 68 (Kh. No. 773/4, 774/4, 775/3, 776/4), APR Colony, Katanga,

Jabalpur Cantt be sanctioned u/s 238 of the Cantonment Act 2006 on payment of process

fee of Rs.16,958/- The applicant shall inform the CEO in writing the date of

Cantt”

An application dt. 15.02.2016 received from Shri Dhirendra Chouksey, Smt. Asha

Chouksey & Shri Sidharath Chouksey for mutation in respect of GLR Sy.No.143/126,

H.No.268 admeasuring 1848 sq.ft. classified as B-3 land as per GLR recorded HOR Smt.

Harba Bai wd/o late Ramphal Chouksey, Shri Dhirendra Kumar Chouksey S/o Gaya Ram

Chouksey, Smt. Amit Kumar Chouksey S/o Bhimsem Chouksey minors grandsons in the

guardianship of Smt. Harba Bai held on old grant under the management of Cantonment

Board Jabalpur.

The applicants Shri Dhirendra Chouksey, Smt. Asha Chouksey & Shri Sidharath

Chouksey vide their application dated 15-2-2016 intimated that the above said property

came to their share by way of Batwara through Court order dated 21-01-2016 in Civil

Court Case No.114/A/2013 by XIV Civil Judge Class I Jabalpur. In this regard the above

said applicant has also submitted the admission deed dated 19-07-2016 and affidavit

dated 11-07-2016. In the site inspection report dated 20-09-2016 submitted by

Engineering section it has been observed that there are no encroachment and no sub

division of site but change of purpose and unauthorized construction is involved.

As such the proposal for change of purpose from old grant site of above said

Sy.No. may be forwarded to competent authority for obtaining Govt. sanction as per

instruction vide Dte. Defence Estate Central Command Lucknow letter No.41190/ land

policy dated 31-08-2010.

The relevant documents along with the report is placed on the table.

Resolution No. 22

Considered and it was resolved that a proposal be sent to competent authority for

mutation in the GLR Sy. No. 143/126, H. No. 268, Sadar Bazar, Jabalpur Cantt. It was

further resolved that after receiving of sanction of competent authority, mutation shall be

done.

23. “Compounding of unauthorized encroachment in respect of Sy. No. 159,

Jhiriya, Jabalpur Cantt”

The applicant has encroached open defence land by constructing room on Sy. No.

159 which is admeasured 18’x32’. In this regards this office has issued a show cause

letter vide letter no. Sy. No. 159(pt)/Jhiriya/06/1524 dt 31st Jan 2006 against the

encroacher Shri Pappu Anthony S/o Shri Munna Anthony. A notice u/s 185 of Cantt Act

1924 (new 248(1) of Cantt Act 2006) has also issued against the encroacher vide notice

no. Sy. No. 159(Part)/Jhiriya/Unauthorized Const./06/173 dt 04.05.2006 with the

authority of CBR No. 28 dt 27.04.2016. The applicant has been filed an appeal u/s 340 of

Cantt Act 2006 before the Appellant Authority i.e. GOC-In-C, CC Lucknow on dt

18.05.2006.

An application dt. 14.10.2016 has been received from Shri Pappu Anthony S/o

Shri Munna Anthony for compounding of unauthorized construction in respect of GLR

Sy.No.159, classified as B-3 land.

The Appellant Authority passed an interim order in respect of appeal no. PEND

60/2013 on dt. 08.11.2016 to be resolved the compounding application in Board.

As per GLR recorded HOR Shri Mool Chand S/o Shri Bal Mukand Tamholi

Chowrasia Jubbulpore described as Temple held on Old grant under the management of

DEO, Jabalpur Circle Jabalpur Cantt. Sy. No. 159 described as Temple but not for

residential purpose. The applicant constructed a room for residential purpose and he is

living at present. The above said construction has constructed on open defence land

which comes under the category of encroachment.

Resolution No. 23

It is resolved that the compounding application is not considerable because

encroachment has been done by the Appellate by way of unauthorized construction on

Sy. No. 159(pt). The applicant encroached the above said land through unauthorized

construction. Which cannot be considered for composition under byelaws and

encroachment may be removed.

24. Supply & fixing of L.E.D. Lights and L.E.D. Street Lights

To consider supply & fixing of 500 LED Street Lights 25 W and 500 LED Tube

Lights 18 w from Kendriya Bhandar Bhopal under DGS&D rates. Kendriya Bhandar is

an authorized agency by Govt of India, Ministry of Personnel, Public Grievances &

Pensions (DOPT) from which we can directly purchase the items without calling for

quotation.

Board is requested to consider the same.

25. Cancellation of tender for replacement of existing light to 25 w LED of M/s

Arya Filaments Pvt. Ltd.

The Board vide its CBR No 24 dtd 29-06-2016 has approved the rates of M/s

Arya Filaments Pvt. Ltd Indore for replacement of existing light to 25w LED. In

continuation of the same the Board asked the agency to submit Rs. 15,000/- as security

deposit along with a non-judicial stamp paper of Rs. 100/- and also asked sample and

technical specifications certificate as per the tender terms. The agency has not submitted

the security deposit and non-judicial stamp paper after repeated telephonic conversations

and written letters. Also the sample of LED lights produced by the agency did not match

to the specifications of our tender. The same was also intimated to M/s Arya Filaments

Pvt.Ltd. and it was also directed to them to produce the samples as asked vide our tender

terms. The agency besides our continuing verbal and written instructions did not produce

the sample as per our specifications nor submitted the security deposit till date.

Therefore the Board is requested to cancel the tender of M/s Arya Filaments

Pvt.Ltd. and forfeit its earnest money of Rs. 12,000/- deposited vide FDR of State Bank

of India.

Relevant file is placed on the table for consideration of the Board.

Resolution No. 25

Considered. It was resolved to cancel the tender of M/s Arya Filaments Pvt. Ltd.

and forfeiting its earnest money of Rs. 12,000/- deposited vide FDR of State Bank of

India.

26. Payment of DPR of Sewer Line & STP

The Cantonment Board has got prepared the DPR of Sewer Line project under

JNNURM scheme from M/s Snow Fountain. The Consultancy Charges of the project was

1.21 %. JNNURM scheme has stopped and in its place Amrit Yogna has been started.

The Cantonment Board has made payments of two installments to snow fountain

as consultancy charges (15%+15%= 30%). The DPR that was prepared for the sewer line

in the year 2013 the cost of the same has increased to 98.2 Crore. The firm snow fountain

is demanding the increased cost of Rs 4,50,429/-(First 15 % of the bill amount).

Cantonment Board has prepared a new DPR for the sewer line which has been

sent to “Additional Director Regional Centre for Urban & Environmental Studies

Lucknow U.P.”

Relevant documents along with the report of the Engineering Section is placed

before the Board.

Resolution No. 26

Considered and approved the payment of Rs. 4,50,429/- (first 15% of the bill

amount) to M/s Snow Fountain as the increased cost of fee of preparing DPR. The CEO

is authorized to incur expenditure for the same.

27. Conversion of old mali quarters in Commercial complex cum Residential

housing in Ashok Marg (Part of Sy.No.127)

To consider the letter dated 21-11-2016 Vice President Shri Abhishek Chouksey

requested to construction of commercial complex cum residential Housing in Ashok

Marg (Part of Sy.No.127) at old Mali Quarter. At present old Mali quarter is in

dilapidated condition and it is a prime location suitable for commercial complex cum

residential housing. The complex is proposed to be constructed on part of Sy.No.127

classified as ‘C’ class land part of which has Class IV staff Accommodation (Mali

Quarter).

The total built up area shall be 1619 sqm and the estimated cost of work is Rs 200

lacs, which is based on MES SSR,2010. The features of the proposed building are :

1) R.C.C. footing 2) PCC 1:3:6 for the base. 3) R.C.C. 1: ½ :3(M-20) for

superstructure 4) Framed structure. 5) Vitrified floor tiles.

The work has to be carried out through T.C. contractor M/s Deepak Construction

at already approved rate @ 38.00% above MES SSR,2010. Budget provision exists under

the maintenance head.

Relevant estimate along with report of Engineering section are placed on the table.

To consider and approve an estimate of Rs 3,00,000/- towards the

construction of Anganbadi Centre for children use after converting of existing

bathroom at St.No.19 infront of Pramod Tiwari House, Sadar Bazar, Jabalpur

Cantt and its classified as class ‘C’ land comes under the management of

Cantonment Board, Jabalpur. This works involves brick work, plaster, tiles,

29. Re-carpetting of 25mm thick SDBC at Mall Road, Jabalpur Cantt.

To consider and approve an estimate of Rs 41.20 lacs for 25mm thick SDBC at

Mall road. The Mall road was previously repaired about 10 years ago and it classified as

‘C’ Class land, Sy.No.441 comes under the management of Cantonment Board,

Jabalpur. The total length of road is 1800m and width is 9.0m. This work involves for

preparation of surface, profile corrective course, 25mm thick SDBC, etc

The work has to be carried out through M/s M.K.S. Engineering Services at

already approved rate.Budget provision exists under maintenance head.

Considered and approved. As per GE suggestion 40 mm SDBC be done

with profile corrective course / potholes. The CEO is authorized to incur

30. Revision of Building Bye-laws

Instructions issued vide PDDE letter No.3528/Bye-laws/ building/ LC-7/2 dated

10-06-2016 and DGDE letter No. 12/1/Bldg Bye-laws/Gen/DE/2015 dated 23-05-2016 to

prepare the building bye-laws of each of the Cantonment Board. Cantonment Board

prepared the building bye-laws as per section 251 and 380 of the Cantonment Act,2006.

Cantonment Board Jabalpur has prepared the building bye-laws in Hindi and

English and same is put up before Board for approval and further submission to

competent authority for obtaining sanction.

34. Conversion of Old Public Group Latrine at Passi Mohalla, Jabalpur Cantt.

To consider the letter dated 26-11-2016 of Smt. Beena Manmohan

Agrawal, Member Ward No.2 Cantonment Board, Jabalpur requested to demolish

an old male public group latrine at Passi Mohalla, Jabalpur Cantt. and to construct

the shop on this portion.

Smt. Beena Manmohan Agrawal, Ward No.2, Member explained that as per

‘Swachh Bharat Abhiyan’ maximum number of people constructed their toilets

inside their houses and those who are not constructed Toilets, partly Ladies toilet

converted into Gents toilet those are situated nearby area.

She is also stated that ‘Old male Public Group Latrine is in dilapidated

condition and demolished all the latrines and the whole area utilized for

constructing the shops to generate the revenue.

The estimated cost of work if Rs 17 lacs. The major work involves brick

work, RCC, plaster, tiles white/ colour wash. The work has to be carried out

through TC approved Contractor M/s Neeraj Dutt Mishra at already approved rate

@ 36.90% above MES SSR, 2010.

Considered in detail. As per the request of all members, it was resolved that 10

seater public group latrine be constructed @ Rs. 5.00 lacs and the remaining amount of

Rs. 12.00 lacs is being utilized for construction of shops to generate the revenue for

36 Payment of Fee of DPR of Water Supply System

The Cantonment Board has got prepared the DPR of Water Supply system

JNNURM scheme from M/s Snow fountain. The consultancy charges of the project were

1.07%. JNNURM scheme has stopped and in its place Amrit Yogna has been started.

The Cantonment Board has made payments of two installments to snow fountain

as consultancy charges (15%+15%=30%). The DPR that was prepared for the water

supply system in the year 2013 the cost of the same was increased to 65.91 crore. The

firm snow fountain is demanding the increased cost of Rs 1,88,887/- (First 15% of the

bill amount).

Resolution No. 36

Considered and approved the payment of Rs. 1,88,887/- (first 15% of the bill

amount) to M/s Snow Fountain as the increased cost of fee of preparing DPR. The CEO

is authorized to incur expenditure for the same.

37. Approval for vetting fee DPR of regarding water supply system in Civil

area in Jabalpur Cantt.

The Cantonment Board has prepared a DPR(Detailed Project report) regarding the

water supply system. The DPR has now to get vetted from a concerned Govt. agency. In

this connection Regional Centre for Urban and Environmental Studies, Lucknow was

contacted for the purpose. The said Central Govt. Authority through its letter No.

URC/1063/AD24/2016-2017 dated 05-08-2016 communicated his consent for vetting

DPR on payment of fee (charges) of Rs 5 lacs out of which 2 lacs shall be payable to him

in advance. Hence the matter is pending for approval of charges.

Resolution No. 37

Considered and approved the charges / fee of Rs 5.00 lacs for vetting of DPR of

Water Supply System by Regional Centre for Urban and Environmental Studies,

Lucknow. The Board also approved the advance payment of Rs 2.00 lacs out of Rs. 5.00

lacs to Regional Centre for Urban and Environmental Studies, Lucknow.

38. Renewal of lease of CF Building standing on survey No. 127(part) Jabalpur

Cantt. to State Bank of Indore for ATM purpose.

With ref. to above, the percentage for increasing lease rent mentioned in

resolution side is 50% which may be read as 20% ,values remaining the same.

Further to above, the lease period has expired on 31/12/2015, therefore term of

lease is required to be renewed for further period of 03 years w.e.f. 01.01.2016 to

31.12.2018 by enhancing 20% rent from Rs.17328/- p.m to Rs 20794/- p.m. for each shop

plus service tax as applicable.

Resolution No.38 Considered and resolved to correct the CBR No. 47 dtd 12-08-2014 where it was

mentioned the rent be increased as 50%. The same is to be read 20% and value remaining

Branch be renewed for further period of 03 years w.e.f. 01-01-2016 to 31-12-2018 by

enhancing 20% rent which comes to Rs 20794/- p.m. plus service tax as applicable. It is

also resolved that necessary agreements be executed with State Bank of India and arrears

of rent be recovered from them.

39. Correction in Renewal of lease of CF Building standing on Survey No.

127(part) Jabalpur Cantt. to State Bank of Indore for Bank purpose.

With reference to above, the percentage for increasing lease rent mentioned in resolution

side is wrongly entered as 50% , it may be corrected and read as 25% as per lease

condition and value be corrected from Rs.26,025/-p.m to Rs.21,688/- p.m w.e.f

28/4/2014 to 27/4/2019 plus service tax as applicable.

41. Reimbursement of Medical bill

Shri Gorelal Sahu, Mali submitted his medical bill for reimbursement on 31-12-

2015. The bill was forwarded to RMO, Motilal Nehru Hospital for scrutiny and checking

the rates as per CSMA rules of Govt. of India with restrictions of admissibility.

1. Shri Gorelal Sahu, Mali – Rs. 1,17,379/-

After scrutiny of medical bill by RMO, Motilal Nehru Hospital part payment Rs.

49,000/- was given to Shri Gorelal Sahu under CEO’s power and the rest amount of Rs.

68,379/- is to be paid after approval of the Board.

The office of the Director General Defence Estate, Govt. Of India, Ministry of

Defence, Delhi Cantt vide letter No 70/VIP Ref-160/Jabalpur/C/DE/16 dt 15-11-2016

sought comments/report on complaint dt 3-11-2016 submitted by complainant Adv Hari

Shankar Chansoriya R/o 11-C, Kigsway, Ganesh Chouk, Sadar, Jabalpur regarding

construction of water fountains by Cantonment Board Office Jabalpur at sy No. 340,

Kobra Ground and inside Kept. Vikram Batra Mess without obtaining prior approval of

competent authority. Copy of which has also been served to this office.

It is found from perusal of detailed complaint that the complainant is challenging

construction of water fountains on ‘’A-1” land from cantonment fund and even without

prior approval of competent authority.

The report/comments have been prepared which requires approval of Board due to

involvement of previous resolutions of this Board.

Resolution No. 42

Considered. Board unanimously resolved that the work executed as fountain was

for public welfare by the Board and the Board is in agreement that the reply placed before

the Board is suitable.

43. Revision of timing and remuneration of contract engagement of Legal

Advisor

Advocate Vijay Singh has been engaged as Legal Advisor in 2011 purely on

contract basis in the year 2011. The period of contract has been renewed by the Board

continuously on the basis of satisfactory performance in all kind of legal work and

responsibilities.

Currently contract for engagement of legal advisor has been renewed through

CBR No 8 dt 30-04-2016 for period of 11 months on consolidated remuneration of Rs.

15000/- per month. He has been engaged for attending office between 3:30 PM to 5:30

PM [2 hours] in every working day since 2011 but due to increasing numbers of legal

litigations, matters and compliances now a days in various courts and tribunals which

needed more frequent monitoring and consumed much more time for follow-ups hence

the working hours of Legal Advisor required to be extend.

Therefore it is proposed that term of engagement of Legal Advisor for attending

Cantonment Board Office should be revised for 3 hours in place of 2 hours daily and

consolidated remuneration of Legal Advisor should also be revised from 15,000/- to

20,000/- due to increasing time consumption.

Resolution No. 43

Considered. It was resolved that the timings of Legal Advisor for attending

Cantonment Board Office be revised for 3 hours in place of 2 hours daily and the

consolidated remuneration from 15,000/- to 20,000/- due to increasing time

consumption.

44. Repair/Renovation of Work other then ‘C’ class Land.

Previously Cantonment Board has undertaken various works of construction in

other then ‘C’ class Land. These works are situated in B-2 State Government Land, B-3/

B-4 Land under the management of DEO/CEO. A-1 land is under the management of

Local Military Authority.

At present Cantonment Board has stopped all the construction work other then ‘C’

Class Land as per direction of the higher authority.

Currently the construction needs various types of repairs and renovation works

other then ‘C’ Class Land that was executed previously. Elected Ward member are

forcing to execute the work. The board may decide about this matter.

Considered. It was resolved that any land which is vested with Cantt Board and

handed over for the management the works should be executed on those lands only, by

the Board.

45(a) Revision of rates of collection of damage charges from vendors occupying

platforms of Narbada Road

Ref :- CBR No. 23 dt.29/6/2012

To consider revision of damage charges to be collected from the vendors

occupying platforms of Narbada Road. Cantonment Board have provided sheds and

constructed pucca platform at the side of Narbada road and the vendors are selling

vegetables / fruits etc on temporary basis from these platforms. There are about 15

vendors who are charged damages @ Rs.20/- per day for each platform.

Cantonment Board has to pay about 40,00,000/- p.a., as a cost of water supply

payment and due to shortage of water recovery, the Board pay less amount for the
