Statistics released from the World Health Organisation (WHO) has ranked Namibia as the nation with the third highest booze consumption per capita in Africa, with the country’s drinkers consuming a staggering average of 27 litres of pure alcohol a year. "It is little wonder that our people are turning to alcohol as a social past time, because liquor is too readily available with drinking holes and bottle store outlets, open on nearly every street corner," pointed out Deputy Commissioner Andreas Nelumbu of the Walvis Bay Police. "Accessibility and misleading advertising of alcohol is a sure contributing factor in these socially tough times, for us to rank as one of the top liquor consumers in the world, and the police are facing challenging times controlling the rising alcohol related crimes in the coastal towns. "The adverts mislead the people into believing that they are going to have a glamorous, celebrity lifestyle once they drink a bottle of Vodka, or become a sports star if they finish a case of beer," the Deputy Commissioner commented. Some of the principals including De Duine Secondary School, Swakopmund Secondary School and Namib High school also stated that they are experiencing no significant shortages. However principle Sinvula Shibanga of Swakopmund Secondary School said that they did have a shortage of two teachers mostly on account of the fact that although suitable teacher were identified and had offers of employment extended to them, all turned down the positions. “Eventually though, we were able to find suitable replacement,” said Shibanga. Mr. Shibanga said what he appreciates from the Erongo region is that as soon as there are vacancies for teachers the positions are filled very quickly. However, what has become very evident is that while each headmaster professes that they do not have any shortages, the fact is that this is not the case when measured against the humble teacher to learner ratio per classroom. As public schools across the country continue to feel the effects of budget cuts, the importance of student-to-teacher ratio and class size has bubbled to the surface. Alcohol consumption in Namibia has reached a staggering all time high and with binge drinking on the rise, according to the latest statistics released in a report this week, Namibia has been ranked as the third highest consumer of alcohol in Africa - with the coastal towns not being exempt from this shameful statistic and indeed practice.

Following a recent statement by the director of the Erongo region John Awaseb that the region was suffering a shortage of teachers and skills, the Namib Independent set out to investigate the effects of the shortage by interviewing local schools on the coast.

The Kids Haven in Walvis Bay is pleading for financial support from the local business community and the public at large, following an e mail which was circulated.

as a result namib independent has taken upon itself to publicise the call in the hopes that broader exposure may encourage more compassionate business leaders and members to respond.

in a meeting with the owner maureen baard, she stated that, “We only receive n$6000 from the government per month for Kids haven and all our kids that are here is from either social workers or Women and child protection unit. that’s why we need the public’s help to provide a safe haven and home for abused and vulnerable children.

baard said that most of these children are abused at their homes and therefor the social workers of women and child protection unit brings them to kids haven. there are currently 30 children in kids haven of which 21 are school going children. she stated that most of these children can’t be adopted because their biological parents won’t give their consent. “there were people who are willing to adopt but because these kids were removed from their parents who either have an alcohol

abuse problem or any other problem by social workers the parents don’t want to give their children up for adoption”, she said.

she explained that in the new law fathers should also sign to give babies up for adoption and most fathers disappear after the baby is born and that’s why baby dumping is so common. Kids haven needs funds in order to help these children. they need to take the kids to school and feed them and take care of their daily needs but they cannot do that at the moment as the monthly funds they receive from the government is not enough.

their appeal to the public is to help them with funding so they can be able to take care of the children’s daily needs. “We need funds for petrol to take these children to school and back, and we have a lot of daily needs that needs to be taken care of like for instance baby’s we need to buy milk and nappies, we need food for these children, ”she said. she further stated that they also need money for medical needs that these children have since some of them have chronic diseases.

baard said that they never get less than 9 baby’s a year and it’s mainly because of baby dumping or babies who are left at the hospitals because their mothers are not able to look after them. mrs. baard also wants to encourage people to come forward

and do foster care and adoption. there are currently 13 children in the place of safety an 17 in the children’s home of which 21 are school going children. Kids haven has been in existence for 6 years.

their mission is to provide abused and abandoned children within the erongo Region with a safe transitional housing alternative and facilitate the possible reunification of children with their parents/ legal guardian. To fulfill the basic needs of a child being; to experience a loving environment, eat three meals a day, receive proper health care, wear clean clothes, get an education and not be abused.

either involved in a car accident, a fight or have entered into some criminal activity," he continued, adding. "the problem is, how are children going to know the wrong doings of alcohol when they are watching the grown up's getting drunk.

"violent crimes like assault, domestic violent, are all associated with the excessive consumption of alcohol, and whilst there is nothing wrong with having a social drink with your friends, drinking out a whole crate of beer is looking for trouble."

he did add however, that the police

are continuously vigilant in addressing the issues arising from too many shebeens and alcohol outlets at the coastal towns and that police clamp down on shebeens and traders on a daily basis.

"the issuing of licenses is going to be reviewed strictly this year - not only for shebeen owners, but bar operators, suppliers and bottle stores - we are going to implement a crack down because there are way too many liquor outlets in operation."

a serious deficit in schools, educational facilities and indeed classrooms.

“i can’t send these kids away, they are from the coast they stay at the coast,” he said. he continued by saying that building schools is a long term project because its big and that urban schools are suffering at the expense of rural schools, because most people from the rural areas are moving to the urban areas in search of employment and better living conditions.

SME Training Boosts Upcoming Entrepreneurs

A two-day informative training initiative for up and coming businessmen and women at the coast was a joint effort between the NCCI, the Swakopmund Municipality and the Ministry of Trade and Industry to help sharpen the skills of SME entrepreneurs in the region.

Key speakers Kaan yarar and Peace corps volunteer attached to the ncci swakopmund branch, Rauna shipunda (economic development Officer Swakopmund Municipality) and Helvi Petrus (Regional head swakopmund ministry trade and industry), were the inspiration behind the informative and productive session.

some 41 prospective and established sme entrepreneurs from swakopmund and Walvis bay registered for the first collaboration business training session for 2015.

the participants were on board for the full programme which highlighted the various components of the training which focused on strategic business planning, company registration and assisting the establishment of smes at the coast.

this is just one of the training initiatives that the municipality, in collaboration with ncci swakopmund, decided to embark upon for the purpose of the sme development.

training focused mainly on mission and vision

statements, strategy construction, goal-setting and action plan creation to show the importance of turning a mission and vision into a smart, actionable plan.

most of the people who attended are business owners who are registered members of the ncci.

They received certificates of attendance at the end of the training session.

"Knowing how to run a business is the first step into being economically self sustained. if we have SMEs that are equipped to flourish, then the country will reap the benefits of established businesses that will contribute towards the economic growth of namibia," said Petrus.

"this training initiative is very inspiring, because small business people at the end of the scale are usually not informed and have not been guided on how to run a business the way it should be.

"these guidelines will provide a lot of information to the participants on how to upgrade their current status, whether they are already running a small business or want to step into the business environment," she concluded.

other training programmes are lined up for the whole year, which will be organised together with the ncci swakopmund branch and other stakeholders such as the ministry of trade and industry.

another point that was mentioned is that unlike many other towns in namibia, because of its industry and economic growth, port culture and holiday hub - Walvis bay, is a place where people are being paid every week or fortnight.

this encourages that week-end binge feeling amongst community, who in the past would have to sit it out once a month till pay day.

"drinking in the harbour town is not just a month end occurrence any - people are getting paid regularly so unfortunately there is money all year round for drinking."

Unruly Bystanders Obstruct Duties of Fire Fighters

Throwing stones at the water trucks, grabbing the equipment, obstructing the pathway and aggressively interfering with the general duties of fire fighters on the job, are becoming an increasing problem for our firemen at the coast, who say every second counts when they are putting out a fire.

in the wake of a further four shacks burning down in Kuisebmond last week, where 20 000 litres of water was used to put out the flames involving four fire trucks and 15 fire fighter to prevent the fire from spreading, an unruly element has surfaced. Walvis Bay firemen Werner namiseb and conradie Kaoseb opened up to the namib independent about the shocking behaviour of the public and how the increasing chaos at the location is interfering with their task.

"We are facing a lot of problems with the community meddling with the firemen, who need to be left to do their job," they say, adding that a lot of the trouble stems from people on the scene who are under the influence of alcohol.

"People show up in their droves, many of them are drunk and aggressive towards us, and because of their unruly behaviour hinder the fire fighting process where lives and property are at risk."

"When we ask people to move out of the way, they refuse, and many a time taxis and cars park in the middle of the road unattended to see what is going on, obstructing the entrance to the fire, making it almost impossible for our fire vehicles to reach the scene.

"We also experience people pulling on the water hoses and even throwing stones, which makes it very difficult under the circumstances to perform our duties efficiently."

commenting on the situation, acting Walvis

bay fire chief dennis basson, says that people are intolerant towards the fire brigade and give them a lot of problems, especially when they are drinking.

"People often make it unbearable for us to perform our task properly and we are asking people to please work with the fire department and not obstruct the fire fighters when they are working.

"When you hears sirens there is obviously an emergency and people need to help and clear the area so our vehicles can get to the scene and attend to the fire in the quickest response time," said basson sternly, adding "it is of vital importance that community helps to make our life easier when at a fire call out."

he further went on to say that the Walvis bay fire department are pleading to the community to co-operate with them, so that they can proceed with the task of exterminating the flames and preventing lives being endangered at the scene."

echoing these sentiments, adri goosen (swakopmund fire chief), said that whilst swakopmund fire department has not experienced the same volume of shack fire incidents compared to Walvis bay, they are also concerned about the disorderly behaviour of the general public.

"crowd control in the informal settlements and everywhere for that matter, is a huge problem and because fire and emergency related incidents attract huge crowds, we feel very hindered by the disruptive actions of the people," he says.

"Once we reach a fire scene we don't have time to put up barrier tape and whilst the traffic and police do assist, our response and arrival time is immediately after receiving the call, resulting in people taking advantage of the vulnerable situation.

"drunken people and trouble makers hurl

abuse at the fire fighters whilst they are battling to put out the flames and even grab their equipment.”but we have learnt to ignore crowd aggression while we work and deal with it the best we can," he says in a disgusted tone.

"the swakopmund emergency department is doing all it can to create awareness by presenting education campaigns in the schools, as well as teaching children about fire preventative measures which they can then use at their homes, " goosen says.

he adds that other problems they have dealt with are prank fire call outs, and people deliberately setting fire to someone's home, as well as not reporting a fire quickly enough. He said that they would like the situation to change because a fire is dangerous and his men and women are also risking their lives to put the community first.

"When we arrive at a scene the people must stand back and the roads must be cleared of cars so we can do our job efficiently."

The Library and the Meaning of Life

A very important part of my activities on my weekly to do list it to ensure that my toddlers and I visit the library every Saturday morning so that we can replenish our stash of 10 fantastic storybooks that shall be read to them diligently every night before bedtime, before we repeat the process.

i have always thought of the immense value on offer by the Walvis bay municipality to the community at larger and to parent specifically.

my wife and i have read to our children (now 4 and 3) since they were a month old and are proud to say that we have not missed a beat since then.

as a person fortunate enough to have gained a sufficient education I often ponder on the fact that although the library is a free service, do parents that are a lot less fortunate than i and without education know the value in introducing their children to the wonderful world of books and do they at all know that the service is free?

as a realist i am fully cognisant of the fact that everything in life is relevant, and while my family and i have all the basic necessities of shelter making trips to the local library will in all likelihood not be on top of the agenda, if at all it does make the agenda, when the struggle for food and shelter is an ever-present and unrelenting beast in the shadows.

going back to my weekly trip, my son Jack and i cycled past a taxi driver, who had clearly made himself comfortable for a long wait as his fare went about the process of seeking and exchanging library books. at the time, i thought, how nice it was that someone found it that important to take a taxi to the library and pay what would be a much higher fee for getting the taxi to wait.

Minutes later the two of us were firmly ensconced in the colourful kid’s area, which in my estimation is a treasure haven of books and stories. after a minute or two i notice a young child, perhaps three years old, sitting on her own at a table in the corner, where see seemed wonderfully contented as she pages thoughtfully through a story book. this kind of image will always bring a smile to face however, having noticed by her attire that she was most certainly not from a well to do home and was in all likelihood from Kuisebmond.

after chatting to the librarian wishing to find out where the parents were i was told that she and her sister had been dropped off alone and were sans parents.

the older sister was pointed out to me (although still a child she was in the adults section) and after a quick query i determined that it was her daddy that was settled in for the long haul in the front seat of his taxi just outside the building.

forever on duty Jack and i set out to meet the gentlemen to find out more about him and to have a chat about his library habits. there are moments in life that transcend all others by allowing us a brief glimpse into the wonderment of humanity, which manifests itself in the most unsuspecting circumstance. for me, this was one of those very moments.

the taxi driver, a mr. Johannes uhepo an enlightened gentleman and fellow realist beamed as he told me about his weekly journey. “i have these two wonderful children who mean everything to me. my elder girl is eben, who is nine and my youngster christina

Local Boy's Tales on Visiting India

This is a story of a different world, a surreal and strange place that a laid-back Namibian coastal boy was not made for, but that offers insight; ancient lessons and touching moments for me and for our quaint little corner country. I hope to share these with you, through a few delving letters and a touch of optimism.

my plan was simple. the kind of simple some may compare to the once popular film ‘Dumb and Dumber’ or the ‘simple’ expression a Walvis cabby flawlessly pulls when you ask him for your change; but i like simple plans, they are malleable, adaptable and in an ‘anything can happen’ environment, there is potential for the extraordinary. before hopping on my plane, i cram 10 pairs of socks and undies into my pathetically small backpack, having

spent a few month saving a back-crushing ‘cushion’ budget to last me a few month, i wave namibia farewell and prepare to eke out an existence in the oldest surviving civilization on the planet – i am about to land in mumbai, india.

i have come here to study. both academically, as education is affordable, world acclaimed and highly recommended and personally, directly, from a country with over 1500 languages, and with 1000s of tribes and dozens of religions – not to mention climates, colours and tastes incomparable to anything in the West. indian poets and writers, artists and musicians, scientists and innovators continue to surprise europe (who never seems to learn) year after year, spawning nobel Prize winners spanning from Peace to chemistry. it is the world’s largest working democracy, known for focusing on the poor, not the rich and the stage for the world’s cheapest mars space mission, costing just u$d70 million – even namibia could afford that! it is the epicentre of spices – the spice trade in the 15th century was arguably more lucrative than the oil trade is today, and it has achieved all this as the cheapest country in the world; india is a cup that never empties, and i wanted a sip to quench my thirst for truth.

but all this fails to touch the surface of the 1,2 billion strong nation nor can anything prepare you for the moment when you step out of the airport and step into an obscure, complex world, unsuspectingly assaulted by smells and sounds your mind struggles to register, fails to comprehend; as you experience awestruck, jaw dropped and ears perked, the bustling streets of 12 million souls. throughout my travels, i know i will continuously fail to adequately convey india, because, as one indian told me on my ensuing 33 hour journey north of mumbai to an equally mammoth city, Kolkata, “india can only be felt”, it is a personal experience that strikes at the deepest regions of your heart and within hours makes you question everything that you thought you knew about humanity.

more so after becoming hopelessly accustomed to namibia’s extraordinary wide-open spaces, our laid-back lifestyle, really only obvious once the mayhem of india is witnessed and our lazy dining culture, so uncommon in the great bustle of this country. People are everywhere, sleeping and bathing on busy sidewalks in both poor and affluent areas where countless hawkers sell delicious fruit juices and spicy vegetable/rice/chapatti dishes, cramped into train carts like ragdolls stacked in a cupboard, in cars, on scooters and bicycles and buses and trams stuck in traffic jams

in huge cities criss-crossed by subways, in markets and parks and mosques, temples and churches or any of the 10 000+ universities – if anything is a shock to a poor namibian lost in mumbai or Kolkata, it is the people, and the dogs and cats, that cover every corner of this country and yet manage to survive and live and produce incredible art and music and science. something profound strikes you here very soon, between the

filth covered walkways and dilapidated british architecture left after 200 years of colonisation; there is a love that i am only beginning to understand but that i feel is one of the most important discoveries i will make. and a malady to india – the love here is colossal, perhaps because, the pain is too. more on that and wild adventures later. for now though, my new indian name is lav, but most just call me Mr. Love, which suits me just fine!

LIFESTYLERaising an Autistic Child

One in every 51 children across the world is diagnosed with some form of autism.

We spoke to Walvis bay resident eileen van der schyff about her experiences raising her 5-year-old autistic daughter, maegan.

eileen realised something was wrong with her daughter when maegan was about three. she was not speaking yet, flapped her arms a lot and walked on her toes. eileen did some research on the internet and discovered that these symptoms were signs of autism spectrum disorder (asd).

At first she rejected the thought that her daughter could be autistic. she had no idea how to help her child and went to her local gP for answers. but when maegan screamed throughout the appointment and the doctor simply dismissed her behaviour as normal, eileen turned elsewhere.

an occupational therapist eventually diagnosed maegan with sensory and tactile defensiveness. she was unable to diagnose autism since there is only one doctor in Namibia who is qualified to do that.

When occupational therapy and a playgroup for maegan saw no noticeable improvement after a year, eileen did more research. a woman with an autistic child gave her some literature and referred her to snaP (special needs adapted programme), based in cape town, specialising in treatment of children with asd and teaching parents how to best deal with it.

Just after her third birthday Maegan was finally diagnosed with high functioning autism. on the

third day of the SNAP workshop she finally said her first words: “give ball”. The family was hopeful. they completed several snaP programmes and took maegan for auditory integration therapy to normalise her hearing. maegan began to speak more, but still sounded like a baby.

after some medical tests revealed that maegan's condition was genetically inherited, they started treatment with methyl b12 injections, which turned the little girl's life around completely.

She is attending school and is flourishing. She has a tutor that goes with her to school every day. before the treatment, maegan would have up to 20 meltdowns a day, when she would be uncontrollable for hours. so far this year she has only had three meltdowns, usually caused by a change in her routine.

eileen is very grateful to the dolphin school in Walvis bay for giving her child the opportunity to grow up normally. teachers say she is popular among the other children and is performing exceptionally well academically. she began reading before the age of four and could write her own name at three years. she now knows all the shapes and can recite the alphabet backwards.

eileen hopes that people become better informed about asd. the sooner the disorder is diagnosed, the sooner treatment can begin.

Antique Austin Struts its Stuff

You can find vintage, antique and classic cars in the most unlikely of places - even on the streets of Swakopmund on a good day. And Erwin's Austin 7 convertible is the only one of its kind in Namibia, and of only a few left in the world

canary yellow is not exactly the colour you can ignore. even more so when it is a pint sized 1933 austin 7 rag top, which draws more than its fair share of attention, and is just the car to stand next to if you want to take a 'selfie' that gets noticed.

swakopmund resident and owner erwin Korner, a retired accountant who bought this classic over 15 years ago in Windhoek from an old Wheelers club auction, says it is his regular run around vehicle, and enjoys driving it as opposed to any other car, because it is easy to park and "makes people smile."

Whilst one could describe erwin's austin as 'cute', it is really more than that because it represents an era of motoring which was for those days trend setting and iconic. the two-door, convertible with no windows makes no excuse for what it is,

and is a 'joy toy', especially for a man who considers classic cars his hobby.

the austin is powered by a straight four-cylinder 750cc engine and hits a top speed of 40 k/ph although he can push it to 50 k/ph. it drives a four speed and reverse gear shift which can be started by a crank lever positioned in front, which takes quite a bit of 'elbow grease' to start, or otherwise an electric starter on the dashboard which came standard.

"the battery system in those days was poor so you could not always start it with the electric system, which is why the crank was more reliable," explained erwin, adding that because of the era in which the vehicle was manufactured, there are quite a few peculiarities.

there are no electronics to speak of and no indicators, so it is all about hand signals when behind the wheel. two round lamps in front and one small round one at the back are its lights, with no brake lights even. black arched fenders accentuate the narrow old world tyres which are imported from England and are specifically manufactured for these vintage cars because you do not get them anymore.

the interior which is very basic offers two front leather seats, a rear bench seat and a little cubby-hole. and according to erwin every part on the vehicle is original, except the paint job, which he said was a faded blue when he first bought it.

"i decided to re-spray the car in yellow so it stands out in the traffic, because i get quite intimidated on the roads when the huge powerful cars wizz past us at incredible speeds.

"i do not go far in the austin, but every now and then take her out onto the open road to feel the wind in my hair."

the austin 7 was an economy car produced from 1922 until 1939 in the united Kingdom by the austin motor company and a total of 290,000 were manufactured. nicknamed the "baby austin", it was one of the most popular cars ever produced for the british market, and sold well abroad. it wiped out most other british small cars and cyclecars of the early 1920s its effect on the british market was similar to that of the model t ford in the usa.

many austin 7s were rebuilt as "specials" after the second World War, including the first race car

built by bruce mclaren, and the first Lotus, the Mk1. Such was the power of the austin 7 name that the company re-used it for early versions of the a30 in 1951 and the mini in 1959.
