General Information
From its founding as a women’s educational center in 1889, our institution has
consistently been a destination for students looking to make a difference in the world.
We are Georgia’s designated public liberal arts university and offer 37 undergraduate
degrees and more than 25 graduate programs. More importantly, we teach every
student how to learn and we strive to instill a lifelong passion for learning that serves our
students well regardless of the career paths they choose. The main Georgia College
campus is located in Milledgeville, a charming, traditional southern town less than a
two-hour drive from Atlanta. There are additional campus locations in Macon and at
Robins Air Force Base.

Employment Services Employment Services oversees the hiring of benefited staff, temporary staff and student
employees. Our office partners with Academic Affairs to hire Faculty which includes on-
boarding: conducting background checks, completing I-9 forms, etc. Our focus is to
recruit and hire candidates who are committed to Georgia College's mission of enriching
the lives of students and the local and global communities through teaching, research,

Emergency Action Plan Summary

Tornados and Severe Weather
Monitor local media stations, NOAA weather radio, or weather related internet
sites if possible.
Be prepared to take shelter on the lowest level of your building.
Stay away from windows.
Move to an interior hallway or room and assume a safe position low to the
ground.
Wait for an “all clear” notification prior to returning to your work area or
classroom.
If outdoors and shelter is not available, or if there is no time to get indoors, lie in a
ditch or low-lying area. Protect your head with your arms.
Medical Emergency
Call 478-445-4400 or 911
Provide your name, location, number of people injured, and description of the
medical emergency.
Stay on the phone for instructions of what to do.
Send someone to meet EMS and other responding emergency personnel
Fire
Evacuate the building immediately.
When the fire alarm is activated, evacuation is mandatory.
Do not use the elevators.
If within your immediate vicinity, take personal belongings with you (keys, purses,
wallets, etc.).

Follow directions given by your building’s emergency manager, fire department
or the police.
Help those needing assistance to move from the area.
Do not re-enter the building until authorized to do so by emergency personnel.
Chemical Spill and Hazardous Materials Emergency

Provide information on the type of chemicals (if known), size of the spill, and
possible exposures.
Evacuate the area and the building based on instructions from emergency
personnel.
The evacuated area should remain evacuated until an “all clear” indication is
given by the appropriate authorities.

Do not leave the evacuation assembly area as decontamination may be
necessary.
Armed Intruder

In case of an immediate life-threatening incident, each individual should take
whatever actions are necessary to protect his or her own life.
If it is possible to flee the area safely and avoid danger, do so.
If evacuation is impossible, lock or barricade all doors and secure yourself in a
safe area. Turn off the lights and silence your phone.
Remain in place until an “all clear” is given via GC Alert or as directed by
emergency personnel.
Psychological Crisis
If you are in distress and think that you may harm yourself or someone else, go
to the hospital or call 478-445-4400 or 911.
If you come into contact with someone you think is a danger to themselves or
others, call 478-445-4400 or 911.
For non-life threatening situations, contact Counseling Services at 478-445-5331.
Bomb Threat
If you receive a threat, keep calm and obtain as much information as possible:
o Where is the bomb?
o When will the bomb explode?
o What kind of bomb is it?
o What will cause it to explode?
o What does it look like?
o Who placed the bomb?
o Why did they place the bomb?
o Name and address of the person reporting the bomb?
Do not disconnect the line. Have someone else use another phone to call 478-
445-4400 or 911.
If found, do not touch or handle the suspicious package. Move away and call
478-445-4400 or 911.
Do not use cellular phones or two-way radios near a suspicious package.
Follow evacuation instructions from emergency personnel.
Emergency Notifications Various types of emergencies could affect Georgia College campuses. GC Public
Safety will notify the campus of emergencies and provide actions to take when
necessary. The following are means in which emergency notifications may occur:
The GC Alert mass notification system will be utilized for campus-wide critical
incidents. For additional details and to update your emergency notification

Policy Summaries
Policies, Procedures, and Practices Manual This summary of Georgia College policies is not comprehensive. The Policies,
Procedures, and Practices Manual is the official record of current university policy in
each area. The manual lists institutional policies by division and includes links to
necessary forms and campus contacts.
The prevailing authority of the Board of Regents of the University System of Georgia
should be clearly understood. In case of any divergence from or conflict with the By-
laws or Policies of the Board of Regents, the official By-laws and Policies of the Board
of Regents shall prevail.
All actions as an employee of Georgia College must be in compliance with both
institution policy, University System of Georgia policy, and any application local, state,
and federal laws.

Prohibitions and Penalties: Georgia College’s Progressive Discipline Guide
Prohibitions and Penalties: Georgia College’s Progressive Discipline Guide was
developed by the Office of Human Resources and Legal Affairs to clarify existing rules
and regulations in relation to employee disciplinary actions. The Prohibitions and
Penalties Guide was approved by University Cabinet on May 14, 2012. The guide does
not constitute coverage for all infractions and violations that could conceivably occur. It
does cover the majority of situations that are a source of concern to supervisors and
employees at Georgia College. The guide is a tool which describes behavior that is
subject to possible disciplinary action, and will serve the needs of both supervisors and
employees.
The sanctions identified for the various infractions are merely guidelines. Any offense
may result in disciplinary action up to including termination of employment depending on
the circumstances. A supervisor is not bound by the sanctions suggested in the
guidelines and may impose a more or less severe sanctions depending upon
circumstance, but ONLY with the approval and guidance from the Office of Human
Resources and the Office of Legal Affairs.

Amorous Relationship Policy The University strongly discourages amorous relationships between faculty or
administrators and graduate/professional students and/or employees whose work they
supervise. Anyone involved in an amorous relationship with someone over whom he or

she has supervisory power must recuse himself or herself from decisions that affect the
compensation, evaluation, employment conditions, instruction, and/or the academic
status of the subordinate involved.

Arrests and Convictions Any current employee charged with a crime (other than a minor traffic offense) shall
report being charged with such crime to the Office of Human Resources within 72 hours
of becoming aware of such charge. Failure to report being charged with such a crime
may result in appropriate disciplinary action, including termination of employment. The
Office of Human Resources shall review the nature of the crime and make a
determination on what, if any, action should be taken regarding the employee’s
employment status until resolution of the charge.
Any current employee who is convicted of a crime (other than a minor traffic offense)
shall report such conviction to the Office of Human Resources within 24 hours of the
conviction. Failure to report such conviction may result in appropriate disciplinary action,
including termination of employment. The Background Investigation Committee (BIC)
shall review the nature of the crime and make a determination on what, if any, action
should be taken regarding the employee’s employment status. The BIC shall review the
crime utilizing the same standards as it applies in reviewing crimes committed by a
candidate for employment but may consider other factors, including the length of
employment of the employee and performance reviews.

Drug Free Schools and Communities Act As part of the Drug-Free Schools and Communities Act Amendments of 1989, Georgia
College & State University (GC) is required by law to provide to every employee and
each student who is taking one or more classes, written materials that adequately
describe and contain the following information:
Standards of conduct that prohibit unlawful possession or distribution of drugs
and alcohol.
A clear statement of disciplinary sanctions that the institution will impose on
students and employees
A description of applicable counseling, treatment, or rehabilitation programs
offered.
A description of health risks associated with the use and abuse of drugs and
alcohol.
A description of applicable legal sanctions under local, state or federal law.

The abuse of alcohol and the use of illegal drugs by members of the GC community are
incompatible with the goals of our university.

Tobacco and Smoke Free Campus Effective October 1, 2014, this policy reinforces the USG commitment to provide a safe
and amicable workplace for all employees. The goal of the policy is to preserve and
improve the health, comfort and environment of students, employees and any persons
occupying our campuses.
The use of all forms of tobacco products on property owned, leased, rented, in the
possession of, or in any way used by the USG or its affiliates is expressly prohibited.
“Tobacco Products” is defined as cigarettes, cigars, pipes, all forms of smokeless
tobacco, clove cigarettes and any other smoking devices that use tobacco such as
hookahs or simulate the use of tobacco such as electronic cigarettes.

Workers Compensation The University System of Georgia provides benefits for employees in the event of work-
related injuries, illnesses, exposures or accidents. When an injury, accident, exposure
or illness is sustained as a result of, out of, or in the course of employment, an
employee is eligible to receive benefits as outlined in the Georgia Workers'
Compensation Law. As part of its Worker's Compensation policy, the University System
of Georgia also provides a return-to-work program as the means to return employees to
meaningful, productive employment following the injury or illness.
All personal injuries and accidents must be reported to the immediate supervisor and
the Office of Human Resources immediately, regardless if medical attention is needed.
Employees are responsible for immediately reporting any job related injury or illness to
their supervisor and the Office of Human Resources.
EMERGENCY – If an employee sustains a work-related injury or illness and requires
immediate medical attention, the employee should be directed to the nearest
emergency medical care facility or call 911 for assistance.

Time Away from Work
Holidays
Georgia College observes twelve holidays each year. The holiday calendar can be
reviewed at http://www.gcsu.edu/humanresources/holidays.
Annual and Sick Leave
Regular employees working half time or more earn annual leave each month. A full time
employee accrues between 10 and 14 hours of annual leave per month, depending on
length of service. Employees between half time and full time accrue leave in the ratio
equivalent to the percentage of hours worked. Twelve month faculty and administration
also accumulate annual leave, but ten month faculty do not.

Regular employees also receive 8 hours of sick leave per month, or a ratio thereof if
between half and full time.
Leave requests should be submitted through electronically through ADP eTime. All time
records should be accurately maintained approved by the employee and supervisor
each pay period.

Family and Medical Leave Act
Consistent with federal law, GC and University System of Georgia policy, complies with
the Federal Family Medical Leave Act (FMLA). Employees that are absent from work
due to their own or immediate family members serious medical condition, are required
to report their illness to GCs Office of Human Resources.

Educational Support Leave
Effective July 1, 2015, Georgia law requires employers to offer full-time, benefits
eligible, non-temporary employees up to eight hours of leave per calendar year to
promote and support education in the state of Georgia. Only activities directly related to
student achievement and academic support will qualify for this leave. This leave type is
not intended for personal use of an employee pursuing higher education. The Office of
Human Resources may determine if any given activity would qualify for this leave type.
Employees must not receive pay for services they perform while using Educational
Support Leave. The departmental manager maintains discretion to approve or deny
requests based on operational needs and previous conduct, attendance, or work
performance.

and Practices Manual for more information about and requirements of these additional
leave types. You can also receive more information from your supervisor or the Office of

Sexual Misconduct and Title IX Federal law prohibits discrimination based on gender, including sexual misconduct.
These laws include Title VII of the Civil Rights Act of 1964, Title IX of the Education
Amendments of 1972, the Jeanne Clery Act of 1990, and the Violence Against Women
Act of 1994.
The University strongly encourages members of the University community to promptly
report instances of sexual misconduct. All reports will be reviewed and responded to
promptly, thoroughly, and impartially. Individuals receiving a report of sexual misconduct
are expected to complete an Incident Form and return to the Title IX Coordinator.
Individuals are also encouraged to immediately refer individuals to the Women’s Center.
The Clery Act requires Campus Security Authorities to report any “good faith
allegations” of crimes, unless exempted on the basis of professional or pastoral
counseling. A separate training is required for the individuals who considered CSAs.

Conflict of Interest Full-time faculty and staff of Georgia College understand that their primary contractual
responsibility is to the University. To ensure the integrity and objectivity of research and
other scholarly activities, full-time and part-time faculty and staff must not let outside
interests interfere with or compromise their obligations to the University. This policy is
intended to increase the awareness of employees to the potential for conflicts of
interest, and to establish procedures whereby such conflicts may be avoided or properly
managed.

State Business Transactions All state employees who transact business with the State of Georgia apart from their
employment relationship with GC are required by Georgia law to disclose all such
transactions for each calendar year on or before January 31 of the following year.
GC is required to notify employees annually of this obligation under state law. If you
have transacted business with the state and complete this form, you must send a copy
to the Office of Legal Affairs. Contact the Office of Legal Affairs at extension 2037 for
further information.

Fiscal Misconduct Georgia College is committed to the highest professional standards in administrative
operations. Administrative officers and managers are responsible for guarding against
fiscal irregularities and related misconduct as well as ensuring the proper stewardship of
resources entrusted to the University. Employees and students found to have engaged
in fiscal or related misconduct will be subject to appropriate disciplinary actions.
Any suspected instance of fiscal misconduct should be reported to your direct
supervisor, dean, vice president, Office of Internal Audit, or Office of Legal Affairs.
Persons can also file a claim with the GC Ethics and Compliance Reporting Hotline; an

Technology Use Members of the GC community are required to adhere to specific terms and conditions
as it relates to the usage of technology resources on campus. All of GC computers and
technology resources are state property.
Remember to always follow any applicable law or policy when using the university’s

Federal Educational Rights and Privacy Act Family Educational Rights and Privacy Act of 1974 helps protect the privacy of student
education records, the right to seek and amend those records and to limit disclosure of
information from the records.

Health Insurance Portability and Accountability Act The Health Insurance Portability and Accountability Act (HIPAA) was enacted by the
U.S. Congress in 1996 and created national standards to protect individuals' medical
records and other personal health information.
In support of the health and safety of our employees and students, Georgia College
(GC) maintains personal health care information. All GC employees are committed to
protecting the privacy and confidentiality of this information. GC fully supports and
complies with all federal and state statutes and rules regarding the use, maintenance,
transfer, and disposition of health care records and information.

Motor Vehicle Use Program Georgia College's Motor Vehicle Policy ensures all employees who drive a University or
State of Georgia vehicle or drive their personal vehicle on University business
regardless of the frequency shall have appropriate license and documentation to drive
and operate the vehicle. The policy shall require appropriate screening and annual
training based on the nature of the driving requirements associated with the employee’s
position.
Each driver must submit the Motor Vehicle Use Program Driver
Acknowledgement annually.
Additionally, all drivers of golf and utility carts must review the Utility/Golf Cart Safety
Training each year.

Right to Know Training The State of Georgia has enacted legislation to protect employees from the dangers of
hazardous chemicals, which may be encountered in the workplace. Georgia College
has developed a plan to assure that employees receive training and information about
hazardous chemicals present in the workplace.
Those employees whose jobs involve the handling of such materials will receive
additional training in the safe use, storage, and disposal of any chemical they use.
