A Word from Your
President
Highlights of 2014 Cam Brandt MS, RN, CEN, CPEN, CPN
Texas ENA President 2014
As 2014 closes, I know you have compiled
many memories. Some good and probably
some memories that are a little harder to
review. I have been reviewing my year as TxENA President, and would
like to share a couple of highlights with you.
Our January state council meeting started off with a bang: We
had 22 first time attendees attend the Leadership and/or State Council
meeting. Our January meeting was in San Antonio… those folks know
how to put a meeting together, and how to have a LOT of fun!! For
those of you who have never attended a State meeting, you are missing
out. Colleagues from all over Texas come together to continue the work
of Tx ENA. We share ideas and challenges from our respective chapters,
but also come together in our committees to continue work on a state-
wide basis. We have a lot of fun and life-long friendships are formed.
We recognize first-time attendees at the meetings and identify areas to
use their strengths on the state level, and have a lot of fun. Did I mention
that?
In March several of us attended the ENA State and Chapters
Leaders and Leadership meetings in Phoenix. Texas was well
represented. We received the 2013 State Achievement Award at this
meeting. We learned a lot, and had the opportunity to share some of our
work as well. Shortly after our return, the awesome Austin chapter

hosted our April meeting. Austin is a great place in April, and despite
some difficult decisions and conversations, this amazing Board and State
Council came to consensus and emerged stronger than ever. The Austin
chapter treated us to Austin food and fun, and of course… Austin in
April!!
May of this year saw us representing you in Washington, D.C.
We were a strong delegation of ED nurses who learned how to
communicate with our legislators, and then we used that knowledge to
meet with our representatives and talk to them about the Trauma Systems
and Regionalization of Emergency Care Reauthorization Act and the
Mental Health First Aid Act. After our visits, several congressmen
signed on to the bills and the Trauma bill has since passed.
The third quarter State Council meeting was held in Lubbock.
The weather… in Texas… in July… was perfect! The Hi Plains chapter
always does a great job in hosting our meetings; this was no exception.
We accomplished so much in our committee meetings and State Council
meeting, and were treated to an amazing dinner at the Texas Tech club.
Being a girl from the Texas panhandle this was very special, and I sent
lots of pictures to my family!!

September and October were busy months for Tx ENA. General
Assembly and Annual Conference were held in Indianapolis. The red and
blue shirts of Texas were everywhere; our large delegation of ED nurses
from all over Texas represented you well. ―We‖ received two awards at
the Annual Gala: Tx ENA for the State Council/ Chapter Government
Affairs Award and Mary Leblond won the Gail P. Lenehan Advocacy
Award. I have never been so proud to be a Texan!!
The October State Council meeting in Arlington wrapped up the
State Council for 2014. We elected strong new board members from an
extremely strong group of candidates. The Dallas and Tarrant County
chapters arranged another wonderful meeting.
As you can tell from reading this rather dry account of a busy
year, Tx ENA had another strong, successful (as a state, as a delegation
of the National membership, and financially) year. If you would like a

Thank you for a great year. Thank you for the emails,
encouragement, and especially thank you for the hugs when I had the

opportunity to see you in person. You are the strongest, most amazing
group of colleagues one could ever hope to work with. Special thanks to
Bobette, for putting this newsletter together every quarter, and to
Rhonda, for the website updates. These two folks volunteer a lot of time
so that you have access to the happenings of Tx ENA. I strongly
encourage you to attend one of the 2015 State Council meetings so that
we can meet. You will be forever changed. Thank you for allowing me
the opportunity to serve as your Texas ENA President for 2014.

These boots are made for
walking…or running or dancing or
stomping through to the beginning of 2015. The beginning of another
year of anticipation and fulfillments starts soon. The 2015 Board of
Directors is beginning their preparations.
It does not seem so long ago I was writing about filling the shoes
and now it does not seem I need to fill the shoes but need to put on the
boots and move forward. This has been the most exciting year and the
Texas State Council has had so many great events, honors and awards.
This is because of the most amazing group of nurses. You the members
have made every event memorable and special. The gavel is about to be

passed, the boots are on and building from the foundations of previous
years’ successes and leadership more accomplishments are planned.
On January 15th, the Texas Leadership Workshop will be held in
Sugar Land before our first state council meeting January 16-17th. There
will be a Government Affairs workshop at leadership to guide in
understanding what the 84th Texas Legislative session will be discussing
and what impacts our patients and our nursing care. Discussion about
other health care issues will also be presented.
During the next several weeks, the Texas State Board will be
working on the State Achievement Award application, the 2015 Strategic
Plan and the 2015 Budget. I welcome any input or suggestions members
may have. Please do not hesitate to call any of the board and offer your
ideas and suggestions.
February 19th and 20
th is the State Leaders Conference in Las
Vegas. The following 2015 officers and core leaders are invited to attend
the orientation: president, president-elect, secretary, treasurer, directors,
committee chairs and other leaders. Hopefully many leaders from our
state and chapters will be able to attend to help prepare you for your new
or renewing leadership roles. Please contact any of the board if you have
questions about this conference as well as to let us know who will be
attending. This will be a great learning and networking time.
The boots are on the ground and ready to move forward.

The State Stars Shine with Our 2014 Award
Recipients Ingrid Steinbach
Awards and Honors Committee Chair 2014
On Saturday October 25
th, 2014 the Texas Emergency Nurses
Association recognized six distinguished members with the Annual
TENA Awards. Potential nominees are submitted by individuals and
chapters for consideration on an annual basis to the Awards and Honors
Committee who determine the final selection. Each of the recipients is
honored with a plaque recognizing their achievement and their
nominations will be submitted in the spring to the Emergency Nurses
Association for National recognition.
Rising Star
The first award presented was the Rising Star
award. This award recognizes a new ENA member of
less than 5 years who has made a significant
contribution to ENA. This year’s recipient is Steven J
Jewel, RN from the San Antonio Chapter. He works at
San Antonio’s Military Medical Center as a staff nurse
and is actively involved in the local ENA Chapter and is this year’s state
treasurer.
Nursing Education
The second award presented was the Nursing Education Award.
This award honors a nurse who has made significant contributions to the
education of colleagues, nursing students, EMS personnel, patients,
families and/or the community through the publication of articles, formal

or informal courses or the development of a specific emergency nursing
program or curriculum. This year there were 2
winners of the nursing educator award.
The first recipient is Mary A. Leblond, MSN,
RN, CEN, CA-SANE, CP- SANE from the San
Antonio chapter and who works in Methodist
Hospital.
The second recipient of the Educator award was
presented to Lauren Elizabeth Ivanhoe, MSN, RN,
CEN an Education Resource Specialist at Memorial
Hermann Memorial Medical Center.
Nursing Practice and Professionalism
The third award presented is the Nursing Practice and
Professionalism Award. This award honors a nurse
who exemplifies outstanding nursing practice as
demonstrated through clinical skills, care and
compassion. This nurse is recognized by peers as
an expert in emergency nursing and consistently
exhibits traits associated with professional behavior
and commitment to professional values. Connie
Manley, BSN,RN from the Rio Bravo Chachalacas received this year’s
award for Nursing Practice and Professionalism is the Trauma Program
Manager at Valley Regional Medical Center in Brownsville, Texas.
Behind the Scenes
The fourth award given by TENA recognizes an individual who
is instrumental to the local or state chapter with the Behind the Scenes
award. This recipient does not have to be a nurse and it recognizes
individuals who have made significant contributions, behind the scenes,
to promote ENA’s mission through their support of a member or

members. This award will recognize an ENA advocate
who is often seen but not heard and who donates
countless hours to assist an ENA member or members
in achieving state, local or national goals. This year’s
recipient was a retired Emergency Department Nurse
that is extremely active in the San Antonio Chapter and
very deserving of this recognition, Carol Twombly, MSN, RN.
Nurse Manager
The final award recognizes a nurse in an
emergency nursing management role who has
consistently demonstrated excellence in the profession
of emergency nursing and has made significant
contributions. This year’s winner is Sharon Keith,
BSN, RN, CEN the Emergency Department Director
at Peterson Regional Medical Center. She is also very
active in the San Antonio ENA Chapter.
If you have the opportunity please congratulate all our awardees,
who’s nominations will also be submitted in the spring to National for
the Annual ENA Awards and consider nominating one of your peers for
next year’s awards- Deadline for submission will be in July of 2015.

Texas BON Requirements

Professional Education Committee Chair
The Texas ENA (TENA) Professional Education Committee has
been busy working hard this year as we prepare for our education event
that we will be putting on April 9, 2015 at our meeting in South Padre
Island. We will be covering the new board of nursing requirements
around Nursing Jurisprudence & Ethics and Geriatric Care or Older
Adult.
What are these requirements new requirements?
Nursing Jurisprudence & Ethics
All nurses are required to complete at least two contact hours in
nursing jurisprudence and ethics prior to the end of every third licensure
renewal cycle. The education must include information about the
following:
Texas Nursing Practice Act
Texas Board of Nursing (BON) rules including:
o Board Rule 217.11
o Standards of Nursing Practice
o BON Position Statements
o Principles of nursing ethics
o Professional boundaries
Geriatric Care or Older Adult
All nurses who provide care to any patient who are older adults
must complete at least two contact hours related to the older adult every
licensure renewal cycle. The content must include:
Elder abuse
Age related memory changes and disease processes
Chronic conditions
End of life issues

May also include other content such as: health maintenance and
health promotion of the older adult or geriatric populations.
Effective Dates
The requirement became effective with licensure renewal cycles
that started after January 1, 2014.
Please mark your calendar now for our April 9th education event
as we anticipate this event to be a sold out session as all nurses not only
ED nurses need these requirements. Our committee will be working hard
on all the details around this event so if you have any questions please

Government Affairs News Lynn Kelley, MS, RN
Government Affairs Committee Chair
Your Government Affairs Committee is gearing up for the 2015
legislative year. Texas ENA is a member of the Nursing Legislative
Agenda Coalition (NLAC). This group is comprised of nursing

organizations representing nursing specialties in the state of Texas.
Initiatives that NLAC is considering include appropriations for
operations for the Board of Nursing, the practice and increasing authority
of advanced practice nurses, nurse staffing and mandated staff ratios,
workplace violence, safe patient handling, clarification of provisions of
SB 1191 related to forensic exams, changes to the permanent tobacco fun
for EMS & Trauma Care, and health related initiatives for cancer,
obesity, and tobacco. With the election of a new governor and lieutenant
governor, the 2015 legislative year will be interesting.
Each year Texas Nurses Association in conjunction with NLAC
coordinates a day at the state capitol for all nurses. Mark your calendars.
The date in 2015 is Feb. 23rd
-24th. This will be your opportunity to meet
with your legislators and discuss the issues important to your practice.
More information will be provided to you on the TNA website.
During the 2013 legislative year in Texas, Texas ENA actively lobbied to
enact legislation making it a felony to assault an emergency department
worker. HB 705 was passed and signed into law by Governor Perry.
Mary Leblond, current president-elect for Texas ENA was instrumental
in getting this bill passed. The Government Affairs committee has
provided a resource for you to review in the event you are assaulted
while on duty. You may access this resource on the Texas ENA website,
txena.org. Go to ―Committees‖ and click on ―Government Affairs‖ and
the document is available for your review or you may click on the
following link to be taken to the website http://www.txena.org/wp-
content/uploads/2014/12/ED_Violence_Resource_for_Nurses_fix_2.pdf
On the national level, a bill that continues the Emergency
Medical Services for Children (EMSC) program was signed into law by
President Obama on September 26th. This bill provides $20.2 million
annually for the EMSC program through 2019. The goal of the program
is to reduce child and youth mortality and morbidity cause by severe
illness or trauma. In addition, a recently-passed federal law, the
Fourth Quarter 2014 14
Improving Trauma Care Act, changes the definition of trauma to include
burn injuries thus allowing burn centers to qualify for federal funding
under trauma or emergency care programs.
As a result of the national mid-term elections, control of the
Senate has shifted to the Republican Party. This will mean that every
committee, including those that control health policy, will be chaired by
a Republican. This will most likely result in different policy choices and
a change in the government’s spending priorities. Repeal of Obamacare
is unlikely but it is expected that Republicans will push for changes to
the program.
Think your voice doesn’t make a difference? Without the
grassroots efforts of emergency nurses, calling, writing, and visiting their
representatives on the state and national levels, the bills we have
supported would not have passed. When the representatives hear from
their constituents, they listen. Don’t know what to say or how to say it?
Your Government Affairs Committee has provided you with a template
letter that you can use to communicate with your representatives. It can
be found on the Texas ENA website under ―committees‖ and
―Government Affairs‖.
If you want to learn more about the legislative process, make
plans now to attend the first quarter Texas ENA meeting in Sugar Land,
TX. On Thursday, Jan. 15th from 9 am-12pm, Ken Steinhardt from the
national ENA office will be there to present information on how
legislation moves through the process to become law and also provide
you with helpful hints for speaking with your representatives. In
addition, he will provide information on ENA’s legislative agenda for
2015. Check txena.org for more information on the Texas ENA State

Rio Bravo Chachalaca’s Injury Prevention
Project
Ms. Sally Snow BSN, RN, CPSN, FAEN wrote an article in the
August 2014 Connection regarding collaboration on Behalf of the
Children. Our children are our future. In July 2014 The Journal of
Emergency Nursing, Annals of Emergency Medicine, and Pediatrics

simultaneously published these articles ―Death of a Child in the
Emergency Department‖ and ―Care of Children in the Emergency
Department.‖ Did your hospital participate in the Gap analysis- to
prioritize pediatric care and readiness? www.pediatricreadiness.org Do
you know who is your EMSC state partnership manager?

Houston’s Chapter President is awarded the
Good Samaritan Gold Medal
The Good Samaritan Foundation each
year honors Excellence in Nursing in six
categories, awarding gold and silver medals
to the profession’s ―best and brightest.‖
David Kimball, MSN, RN, CEN of Houston
Methodist Willowbrook Hospital received
the 2014 Gold Medal for Clinical Practice in
a Small Hospital. The Good Samaritan
Excellence in Nursing award winners are
nominated by their peers and selected by a
distinguished committee of nursing leaders.
Those nominated must demonstrate passion
for the nursing profession and exemplify
excellence in teaching, mentoring,
leadership and service.
For more than 60 years, the Good Samaritan Foundation has
been dedicated to a single cause — increasing the number of highly-
trained and dedicated nurses ―at the bedside‖ of Texas patients. Its
mission is to support excellence in nursing education and practice,
providing grants to nursing schools for faculty development, doctoral
research and community outreach. As the leading private provider of
nursing scholarships in the state of Texas, the Good Samaritan
Foundation has awarded more than $15 million to more than 15,000
nursing students in Texas. This year’s Excellence in Nursing winners
were honored Sept. 3 at a luncheon at the Royal Sonesta Hotel in
Houston.
