As summer approaches,many Oakland Countyresidents will takeadvantage of thenumerous lakes in the

area to have some fun in the sun.Yet, that good time frolicking in thesand and splashing through thewaves can be tarnished bysubsequent gastrointestinalproblems caused by exposure tocertain pathogenic microorganisms.

Most people have probably heardof beaches closing throughout thesummer due to high levels of E. colibacteria, and yet it's not E. coli thatmost beach-goers have to fear. In fact, most strainsof E. coli are harmless — with a few exceptions,such as the infamous O157:H7 strain, which is thestrain most related to E. coli outbreaks in foods.

However, while most strains of E. coli areharmless, they can serve as a useful tool for waterquality monitoring. Since E. coli lives in the intestinaltracts of warm-blooded animals, including birds andpeople, it's often excreted in feces. This makes it auseful indicator of fecal pollution, which can containother harmful pathogens — including bacteria,viruses, and protozoa — according to Dr. JoannaPope, a post-doctoral fellow at Michigan StateUniversity working in the lab of Dr. Joan Rose.

Rose is the Homer Nowlin Chair in Water Researchat Michigan State University and an internationalexpert in water microbiology, water quality and publichealth safety.

"In human fecal material, pathogens can includenorovirus, salmonella and pathogenic strains of E.coli, such as O157:H7. It may also be possible todetect other pathogens such as Cryptosporidium orGiardia. These pathogens can cause acute symptomssuch as gastrointestinal illness (vomiting and/ordiarrhea) and in some people, more chronicconditions such as kidney disease, skin rashes orlonger-term fatigue," Pope explained.

She added that the types of pathogens found infecal matter can be "highly variable, both in type andabundance" depending on the source of the fecalmaterial.

E. coli can come from a number of sources, suchas wastewater treatment plants, leaking septictanks, farms, wildlife, and storm water.

Pope explained that sometimes E. coli can comefrom a mixture of multiple sources.

"We usually describe these sources as being 'point-source,' which is something readily identifiable suchas a waste pipe discharging to a beach, or 'non-point,' which is something more diffuse, such assurface water that runs off the ground to the beach

when heavy rain occurs."And if E. coli is present in high

levels, it's most likely that otherpathogens may be in the water andsand, as well.

Yet, Pope said it's very difficultto determine "a general riskfrequency" with regards to beachesbecause of the multiple factorsinvolved.

These factors include behavior,such as swimming vs. playing inthe sand; susceptibility of theperson, such as the differencebetween children and adults; andthe weather conditions, like on-

shore vs. offshore winds."All of these factors can influence the possibility of

health risks for a particular beach," Pope said. "EPA(Environmental Protection Agency) studies alongLake Michigan where wastewater influences theshoreline suggests that 10 percent of the peopleover the swim season may get sick."

However, determining water quality by monitoringE. coli can help in determining the possibility ofpeople getting sick.

"E. coli monitoring is important because it helpslocal health departments, state and federal agenciesadvise beach-goers about the quality of the water. Itcan also help identify areas where the water qualityis impaired and put into place strategies that canimprove the water quality by reducing pollution,"Pope said.

A ccording to the Michigan Department ofEnvironmental Quality (DEQ), epidemiological

studies of fresh water bathing beaches haveestablished a direct relationship between the densityof E. coli in water and the occurrence of swimming-associated gastroenteritis, and the recognition ofthis relationship has thus led to the development ofcriteria that can be used to establish recreationalwater quality standards.

These standards specify that water samples frommonitored beaches must meet a one-day standard ofno more than 300 bacteria colonies per 100milliliters (ml) of water, and a 30-day geometricaverage standard of no more than 130 bacteriacolonies per 100 ml. If a water sample exceeds eitherof those standards, a beach is closed until bacterialevels drop.

Typically, bacteria levels will drop within 48 hoursas wind and wave action, as well as ultraviolet lightfrom the sun, help reduce bacteria levels. However,there is an exception to every rule, and sometimes itmay take longer for bacteria to die in a freshwaterenvironment, especially if the water is stagnant.

Because illness can occur from swallowing waterthat contains minuscule amounts of fecal matter, it'simportant to determine as soon as possible if a localbeach is contaminated — which is why many countyhealth departments routinely collect water samplesat beaches to make sure the water is safe forswimming.

Oakland County is no exception.

This year the Oakland County Health Division willbe testing water samples collected at 44 public

beaches on 37 county lakes with the help of foursummer college interns.

"These interns are students usually studyingenvironmental health sciences who need internshipsfor a completion of a degree," said Mark Hansell, theEnvironmental Health Services Unit supervisor forthe Oakland County Health Division.

The monitoring program will start on June 6 thisyear and continue for eight weeks until the end ofJuly. Hansell said that eight weeks is usually thestandard for the beach monitoring program, which isprimarily based on the interns' school schedules.

"We typically monitor through the last week ofJuly. However, if there were beaches that were stillhaving water quality problems, then we wouldcontinue to sample until problems clear up. In thatcase, we might monitor for 10 weeks occasionally,but only for the beaches having those issues," hesaid.

Each of the 44 beaches will be sampled at leastonce a week for those eight weeks.

"The interns do an initial survey of the beach,looking for environmental concerns," Hansell said.They then wade out into the lake and start collectingsamples from three areas of the bathing area — thecenter of the beach, the right side of the beach, andthe left side of the beach. And then the samples arebrought back to the lab for analysis."

"E. coli laboratory methods typically involvecollecting water samples, sometimes filtering thewater and culturing — growing — the bacteria togive a number of E. coli colonies, a group of cellsthat have grown up into one large visible number of

cells," Pope said. "We typically report E. coli as colonyforming units (CFU) per 100 ml, which allowscomparisons in the water quality at differentbeaches."

According to Pope, E. coli is relatively easy andinexpensive to grow in a laboratory, which along withits presence in water makes it a "good microbialcandidate" for frequent water quality testing.

If the lab results from beach water testing exceedthe state standards previously mentioned, then theHealth Division will close a beach by sending anintern to post a sign at the beach and by notifyingthe beach contact person. The beach closings arethen also posted online at the Oakland Countywebsite, oakgov.com.

The beach will reopen once E. coli levels are onceagain below the state-set standards.

Although Oakland County has 279 active beachesthat are public or semi-public, budget shortfalls haveforced the Health Division to reduce the size of itssummer staff. This means that the county's beachmonitoring program has dwindled since 2007, when120 beaches were tested during the summer.

F urthermore, while the county used to have afive-year rotation for monitoring water quality at

semi-public beaches — those operated by propertyowner associations and located in neighborhoods —the county now has the resources to only collect andanalyze water samples from public beaches.

"We limit sampling to public beaches becausethese are beaches designed for public swimming,"Hansell said. "With semi-public beaches, the originalintent of the beach wasn't a bathing beach. So thegrooming and upkeep of the beach isn't as good as itis at a public beach that is specifically designed forswimming."

However, the Health Division is still encouragingthe managers of privately-owned beaches to havewater samples collected and analyzed at the county'slab, free of charge.

"We have all the materials at the offices to getthem started," he said. "They can pick up thematerials and directions on how to collect samples

and then return the bottles to thelab, which will do the analysis forfree and mail the results out."

Unfortunately, he said, "not asmany (private and semi-public

beaches) as we would like takeadvantage of it," which can be seenwhen comparing the OaklandCounty beach closings over the pastfive years.

In 2010, 11 beaches were closedfor a total of 16 days. This is vastlydifferent from 2006, when 22beaches were closed for a total ofmore than 90 days.

Back in 2006, more semi-public and privatebeaches were being monitored by the HealthDivision, which Hansell said most likely accounts forthe difference in results.

This is one of the reasons why Hansell stronglyencourages lake associations to take advantage ofthe free lab analysis by collecting their own beachwater samples.

Others may want to take advantage of the free labanalysis, as well, to test water from their favoriteswimming holes that may not be part of the mainbeach.

According to the DEQ, it's a popular

misconception that if one area of a lake is

contaminated, then the whole lake is contaminated.

Bacteria contamination originates from conditions or

factors present on or near the shore in the

immediate vicinity of the contamination. Two beaches

on opposite ends of a lake that have different on-

shore conditions will not have the same bacteria

levels. This is why it's important for private

homeowners who swim near their house to

periodically collect water samples where they swim

and not rely on results from a beach down the road.

Since contamination originates on-shore, it's

generally considered safer to swim in deeper areas

away from the shoreline, because wind direction and

wave action could trap bacteria against the shoreline.

The DEQ provides administrative and technical

support for beach monitoring programs like Oakland

County's. The DEQ also administers federal and state

funds allocated to the local health departments for

their beach monitoring programs.When selecting which counties will receive the

grants, the DEQ considers all of the following:• Location and frequency of beach use;• History of beach monitoring and bacterial

contamination;• Ability to communicate results to the public in

an efficient manner;

• Ability to respond and takeappropriate action in the event ofbeach contamination;

• Proximity of beach to a knownbacterial contamination source;

• Innovativeness and feasibilityof a proposed project; and

• Ability to reduce time delaysbetween sampling and results.

In 2009, for the 2009 and 2010beach testing program, the DEQawarded $187,424 in grants to 14health departments across thestate testing 149 beaches. OaklandCounty didn't receive any stategrant money for beach water

monitoring in 2009 or 2010.The funding for those grants was made available

through the Clean Michigan Initiative-Clean WaterFund.

Hansell said Oakland County applied for a grantfrom the state this year to help fund its beachmonitoring program, but he's yet to hear whetherthe county will receive a grant.

Meanwhile, beach testing will continue to occuron the 44 designated Oakland County public beachesto monitor for potentially harmful levels of bacteria.

However, there are a few things residents can doto ensure that E. coli levels remain low.

Individuals can help prevent beach water pollutionby conserving water; redirecting runoff; using

natural fertilizers and compost in gardens;maintaining their septic systems properly; andproperly disposing of animal waste, litter, toxichousehold products and used motor oil. People whouse a beach also shouldn't feed the waterfowl orleave their trash behind, as both continuously attractanimals that may leave behind fecal matter.

As for remaining healthy while enjoying the beach,it's always recommended to wash your hands afterswimming or playing in the sand to avoid anyinvisible fecal matter from entering your system.

Pope also recommends searching the state ofMichigan's beach database to see which beaches aretested regularly for E. coli and to get better informedabout the quality of the water.

"If a beach closure or advisory is issued, then it isrecommended that people do not enter the water,"she said. "It is also a good idea not to swim neardischarge pipes, especially after heavy rain. If thewater is very turbid (murky) it could mean that themicrobial quality is reduced and going into the wateris not recommended. Finally, the public can learnabout how wastewater and storm water is handledin their watersheds that might affect key beachesand support efforts to remediate the problems." ❏

A lthough the state Department of Natural Resources (DNR)was given the green light to make an offer on propertyadjacent to the former Aggressive Marine site on Union

Lake in Commerce Township, a deal between the DNR and theproperty owners has yet to be finalized.

Ron Olson, chief of the DNR Parks and Recreation Division, said he's optimistic that thedeal will eventually go through.

"It's up to (the property owners) to get the pieces together, but we're anticipating thatthe deal will be consummated," Olson said. "We haven't heard anything from them that theydon't want to sell the land."

The 2.41-acre property, along with the adjacent Aggressive Marine property — which waspurchased by the DNR back in 2008 — would be used to develop a new public boatingaccess site at Union Lake and Wise roads in Commerce Township.

The DNR hopes to develop this new access site because the current Union Lake accesssite poses traffic and safety concerns. Union Lake Road separates the DNR's existing boatlaunch ramp and its parking area, which creates traffic safety challenges and congestionproblems. The current access site is located near Union Lake and Cooley Lake roads, north ofthe former Aggressive Marine property.

of submerged land — and 400 feet of frontage onUnion Lake. The property includes paved parkingareas, public utilities, and a 3,521-square-foot brickand wood frame building shell that was formerly arestaurant, which the DNR plans to remove.

The money to develop this and other state-sponsoredboating access sites comes from the Michigan State

Waterways Fund, not the state's general fund. TheWaterways Fund revenue is derived from boatregistrations, marine fuel taxes, and user fees.

By law, the fund is restricted to uses related toland acquisition and developing and maintainingwaterway facilities and operations.

"From our understanding, (the property owners)still desire and are willing to sell the land. Our offeris still on the table, and we're just waiting for themto accept it. We have reason to believe that theterms are agreeable to them," Olson said. "But thenagain it's not over until it's over."

The DNR wanted to purchase the so-calledDunville parcel in addition to the Aggressive Marinesite because there were concerns that 1.68 acreswould be insufficient to provide an equivalentnumber of parking spaces at that site, especiallyconsidering the site's configuration.

The number of parking spaces was also the mainconcern of Union Lake residents at a public hearing

held by state officials at the Commerce TownshipTownship Hall last December. However, it's not a lackof parking spaces that worries the residents so muchas too many.

Many residents wanted confirmation that 32 —and only 32 — parking spaces would be developedat the new access site. They believe there is alreadyenough boat traffic on Union Lake.

Although local DNR officials couldn't confirm atthe meeting that the site would only have 32 parkingspaces, an official did say, "We are not interested inadding more than 32 parking spaces. We wantboaters to have a quality recreational experience; wedo not want to make it worse."

A lthough not all were satisfied by this answer,some residents decided they just had to accept

change and put their trust in the DNR."Change isn't easy. The new plans are nice," said

Rosanne Picosine at the meeting. "With the marinagone, it eliminates 50-plus boats. We have to givethe DNR a little bit of trust that they will bereplacing 32 with 32 spaces. They will replace 32spaces with 32 spaces, and we got rid of 50 boatsfrom the marina. The land will be developed properlyand maintained."

For now, it seems as if the DNRE plans to keepthe parking spaces the same. ❏

hris Bunch's love of the outdoors issomething that dates back to hischildhood when he would spend hours

fishing, swimming and playing outdoors on his family'sproperty up north. That has continued into adulthood, ashe spends his free time either hunting or fishing dependingon the season.

"If I'm not doing one, I'm doing the other," he said.His passion for nature led him to become in land

conservation, and now he has been named the executivedirector for the Six Rivers Land Conservancy.

A non-profit organization, Six Rivers was founded in1990 as the Oakland Land Conservancy. In 2008, itchanged its name as it began conservation in watershedsbeyond the boundaries of Oakland County's Rouge, Clintonand Huron rivers to include the Flint, Shiawassee, andBelle rivers' watersheds.

The mission of Six Rivers is to "conserve, sustain andconnect natural areas, lands and waters that make theplaces we live special."

Bunch has plenty of land conservancy leadershipexperience, particularly as the previous executive director

of Ohio's Medina Summit Land Conservancy, the fielddirector for the Western Reserve Land Conservancy'sMedina Summit Chapter, and as a private consultant forland conservation, which included work as a landprotection specialist for the Land Conservancy of WestMichigan.

"I'm really excited about this opportunity," Bunch said,adding that he hopes to protect sensitive environmentalareas and put significant portions of land underconservation easements. "It means a lot to have a chanceto expand the role of land conservation in the communityand for the future. It's great to preserve the land around usfor the future generations to see it."

"The land conservancy accomplishes its missionthrough example and by helping people who act on theirvalues," he added. "We're different than advocacy groupsas we're not trying to change policies. Instead, we'rehelping people to leave a legacy of land for the future. Wehelp people who want to leave a nice, clean, and invitingoutdoors for the future."

he summer sounds of revving engines andold rock 'n' roll favorites will serve as a

backdrop to barbecue grilling, people millingup and down the beach and family-friendlyactivities as the city of Walled Lake presents

its fourth Walled Lake Thunder hydroplane raceJune 11-12 at E. V. Mercer Beach, which isexpected to trump last year's event.

As in-board hydroplanes torpedo across the laketopping out at speeds of 160 mph, bystanders canwatch from the stands, bask on the beach and soakin the sun, or sip lemonade.

The outing promises to "Rock the Dock andShake the Lake," as the event's theme implies.

"We have a small committee that oversees therace that came up with this catch phrase, which isa reflection of Bayside (Sports Grille) that sponsorsthe event," said Bayside General Manager ToddClickner.

For the last three years, in-board hydroplaneshave been jetting across the lake and rivetingcrowds. This year will be no different.

"Every hydroplane in the U.S. will be putting theirboats here in Michigan waters," said ToddMcQuade, owner of T & D Enterprises and theevent's co-chairman. "We have racers coming as faras Doha, Qatar and Australia."

McQuade notes that "99.9 percent of the racersare repeat" contenders.

This year will be hydroplane owner DebbieWelte's third run at the Walled Lake Thunder event.

She took first-place in her class in 2008. Welte, who resides in Heybron, Kent., a suburb

just outside of Cincinnati, said one of the reasonsshe keeps coming back is the hospitality.

"Bayside shows the racers such hospitality, andI've made lots of friends — we're like a hugeextended family," she said.

Welte's 2.5-liter modified boat is painted in boldyellow and plum. It has been endearinglychristened, "Geezerboat," and was a parting giftfrom her brother, who passed away in 2007.

"He left it to me with a note to go out and raceand have fun," Welte said. "Little did I know I'd beracing five years later, which means I am having

fun."elte enlists the help of veteran racer Joe

Sovie, who joins her from New York tooperate her boat. Sovie wife, Val, and 5-year-

old son, Aydan, will be jumping onboard forsupport.

"Joe is a racer, but wanted to help me out," Weltesaid. "Besides, my boat is faster than his."

While Welte has completed her dunk test andphysical requirements to compete as a racer, shesaid at some point you have to hand over the wheelto the younger generation.

"If I was younger I might drive, but I'm older,wiser and more realistic," she said.

The "Geezerboat" crew plans to enter a test racein Dayton, Ohio before competing at the first realrace of the season, the Walled Lake Thunder event.

cQuade has coordinated and facilitated theWalled Lake Thunder race since its inceptionin one of the only historical lakefront

communities in southeast Michigan. He is amember of both the American Power BoatAssociation (APBA) and Marine Prop Riders, andhas lent his expertise to both the annual Quake onthe Lake race held on Pontiac Lake and the GoldCup, a Detroit River race.

"I act as the race chairman andorganizer/promoter while my co-chair, Jim Sechler,is one of the technical inspectors and on the in-board APBA Race Commission," McQuade said.

On average, 40 boats compete at the Walled Lakerace, but theevent keepsgrowing andattracting moreracers everyyear.

"The eventcould possiblyexpand thisyear to 20 or30 races,depending onhow manyboats showup. Over twodays, therecould be 70races in all,"McQuade said.

As a lakefront property owner and Walled LakeCity Council member, Casey Ambrose said he looksforward to the race each year. To celebrate it, heinvites a slew of friends to join in the fun.

"I thoroughly enjoy the hydroplane races alongwith all my guests," he said. "It's a tremendousevent for our area and brings a lot of people toWalled Lake who wouldn't necessarily come to thelakefront."

The Walled Lake Thunder race will feature sevendifferent classes of in-board hydroplanes, which areclassified according to length, size of engine, andtype of engine. The watercraft vary from beingpowered by personal watercraft engines all the wayup to V-8 Ford engines, and include: 1-liter stock;1.5-liter stock; 2.5-liter stock; 2.5-liter modified; 5-liter; national modified; and grand national hydroclasses.

This year there may be two Grand Prix boatsappearing in an exhibition event, with the boatsracing up to speeds of 200 mph, but that will bedetermined closer to the event date.

"The race is top notch," Ambrose said. "Hopefully

over time, we'll have an event comparable to Quakeon the Lake."

The city of Walled Lake was required to obtain astate Department of Natural Resources (DNR)permit and pay out sanction fees to the APBA priorto finalizing race plans. Once it sailed past thatobstacle, designs for the race course took a year ofplanning.

Pilots will tear across the 1-mile oval course.First-, second- and third-place victors will earntrophies or monetary prizes.

"The points are combined for qualifying and finalsduring both days over the weekend," McQuade said.

Like last year, a grandstand will accommodateseating for 150

spectatorsduring theevent.

JohnSemma, ownerof the BaysideSports Grille,has ponied up$40,000 inevent costs forprizes, cranes,equipmentrentals, andinsurancecosts. This yearSemma is tryingto offset costs

by offering advertising incentives."Hats off to Johnny (Semma) for pulling off this

fantastic event," Ambrose said."While we recoup costs through food and

beverage sales, this year we are selling advertisingthrough programs," Clickner said.

hile the two-day affair is a highly-attendedevent and attracts racing fans and boats from

all over the country, weather is always adetermining factor.

"We race in anything except thunder, lightning orhigh winds," McQuade said.

Weather is also a telltale sign of how well thelocal businesses make out.

"Everything you do on the lake is contingent onthe weather," Clickner said. "That said, if theweather is good, we believe we'll exceed last year'sevent. We really marketed it this year, so we expecta better turnout."

Clickner estimates the crowd exceeded 10,000 atlast year's race.

"The event brings notoriety to the Walled Lakearea and helps the whole community — not justBayside, but merchants like the bakery and wine

"Bayside is partnering with food venders that will

set up these carts for pedestrians," Clickner said.

Entertainment is lined up during both evenings.

On June 10, Under the Covers will begin

performing renditions of songs from the 1990s up

to contemporary tunes. Then on June 11, Boogie

Dynamite takes to the stage and gets the crowd

jamming with party hits. Both bands begin

performing at 9:30 p.m.

Security will be provided by the Walled Lake

Police Department, which will be assigning four

officers to patrol the surrounding and event area.

"There will be uniform officers on foot and in the

area along with the DNR helping with security on

the lake," said Walled Lake Police Chief Paul

Shakinas.

Roads impacted by the event include east Walled

Lake Drive from Leon to Liberty Street; Witherall

from East Walled Lake Drive to Market; Ferland

Street from East Walled Lake Drive to Market

Street; and Market Street from Liberty to Witherall.

Walled Lake Drive from Liberty to Witherall, as

well as Ferland and Market, will shut down at 2

a.m. on June 11. Barricades will be removed by 7

p.m. on June 12.

Witherall and Walled Lake Drive from Witherall to

Leon Road, will close only during event hours.

New Lansing effort would allow two ormore groups to team up on water issues

Amember of the state House of Representatives hasintroduced a bill that would allow local governments tocollaborate on water quality issues.

House Bill (HB) 4133, introduced by state Rep. Kurt Heise(R-Plymouth), would allow for "two or more municipalities tocreate a water quality alliance to monitor water quality as wellas to act to address water quality or the impairments ofbeneficial uses that are of mutual concern to participatingjurisdictions," according to the House Legislative AnalysisSection.

According to Heise, officials in Macomb County asked him toaddress the issue because of a situation stemming from Lake St.Clair. Because local municipalities aren't currently allowed tojoin together to conduct water testing, each one on Lake St.Clair has to do their own testing.

Staff in Heise's office explained HB 4133 would allowmunicipalities "to pool resources and test together to sharemoney if they so choose."

Under the bill, water quality alliances would be able tomonitor and sample waterways, and analyze data to look forany contamination or contamination threats. They would alsobe able to conduct public surveys, as well as prepare anddistribute informational and educational materials. Organizing

and conducting activities or projects involving the public to helpprotect water quality would also be allowed.

In order for an alliance to established, a resolution —including the bylaws identifying the structure of theorganization and the decision-making process — would have tobe approved by the participating municipalities. The resolutionwould also have to outline the waterways and/or water intakeswithin the alliance's jurisdiction; the municipalities, counties,county agencies, public school districts, and other publicagencies eligible for membership; the basis of assessing costs tomembers; and the mechanism to be used to adopt an annualbudget.

According to the legislative analysis of the bill, an alliancewould be required to provide an "equitable basis" for entities tojoin voluntarily and could authorize the voluntary membershipof any local public school district, public college or university, orany other local or regional public agency. established, an eligible public entity could join by resolution ofits governing body.

An alliance could employ personnel; enter into agreementsand contracts; assess and collect membership fees withapproval of the governing bodies of its members; solicit grants,gifts, and contributions from public and private sources; expendfunds; and represent members of the alliance before otherbodies, including obtaining local, state, or federal permits orauthorizations required to carry out its activities, as authorizedby members.

An alliance would have to prepare and deliver to its membersan annual report detailing the revenue received and expendituresmade, according to the legislative analysis. The report wouldcover the calendar year and be due April 1 each year.

In addition, an alliance would not have independent authorityto collect fees or taxes directly from individuals or propertyowners. A member could allocate public funds from fees, taxes,or assessments for use by an alliance.

The bill states a water quality alliance would have to obtainan audit of its financial records, accounts, and procedures atleast every other year and submit the results to the statetreasurer and to the governing bodies of the members. Theaudit would have to satisfy all requirements under the UniformBudget and Accounting Act.

At least three lawmakers representing Oakland Countycommunities say they feel the idea has merit, especially since itencourages collaboration and consolidation.

"At first glance it looks like pretty good legislation," saidstate Rep. Eileen Kowall (R-White Lake). "It's not mandatory forlocal governments to join one."

She added, "I hope that it's another way for local units ofgovernment to share and collaborate services."

State Rep. Hugh Crawford (R-Novi) agreed. "Without knowing all the particulars of the bill, it sounds

reasonable," he said. "Why wouldn't you let municipalities gettogether and do something? We're trying to consolidate things.As I haven't seen it all yet, I can't say for sure, but it soundsreasonable judging from the title of the bill. If it encouragesconsolidation and saves municipalities money, it's absolutely thething to do."

State Rep. Bill Rogers (R-Brighton) said he is also in favor ofthe bill.

"In regards to regional cooperation and all these watersystems that feed left and right into different municipalities,from what I understand (of the bill), it is an excellent idea — toallow local organizations that share common issues to gettogether and make sure drinking water is safe for everybody.(Waterways) don't necessarily stop at borders. So I think this isexcellent," he said.

HB 4133 was reported out of the House Natural Resources,Tourism, and Outdoor Recreation Committee in late April. Thefull House floor had yet to take vote on the bill prior to presstime. ❏

Boaters and personal watercraft riders, ducks andswans, and people splashing through the sandbarall are common sights on lakes every summer. Andyet, last summer, there was one mainstay missingon many lakes — Oakland County Sheriff's

Department marine patrol boats.Due to budget constraints and the economic decline, the

Marine Division no longer had the funds to keep patrolboats stationed on specific lakes after the 2009 boatingseason. Before facing $13.3 million in budget cuts, theMarine Division regularly patrolled more than two dozencounty lakes for the duration of the summer — andwithout charge.

akland County has 450 lakes andapproximately 90,000 registered boats— more than any other county in thestate. In previous years, the county has

spent $1.2 million to $1.4 million on Marine Divisionpatrols on various county lakes.

At its height, the Marine Division and WaterRescue Unit was equipped with 27 boats, two jumpboats, a hovercraft, four all-terrain vehicles and foursnowmobiles for use by full- and part-time deputies.

Last year the sheriff's department was compelledto stop providing regular patrols on specific lakesfree of charge, and municipalities had to enter intocontracts with the Marine Division if they wantedlakes patrolled.

That continues to be the case again this year."We call them 'mini-contracts,'" explained Marine

Division Sergeant Patrick Hatfield.The going rate for patrol services is $31.18 an

hour, which is slightly less than the $32 per hourrate charged last summer. This covers a patrol boat,gas, maintenance, and the deputy's wages.

According to Hatfield, the sheriff's departmententers into a contract with the local governingbodies, which in turn enter into contracts with lakeor subdivision associations that want the marinepatrols on their lakes.

Highland Township Supervisor Triscia Pilchowskiexplained that individual lake improvement boardsand lakes associations can't enter into a contractwith the sheriff's department independently. Instead,they must go through the local governing body.

Both Highland Township and White LakeTownship had to contract with the sheriff'sdepartment for marine patrols on White Lakebecause it's located in both townships.

Commerce Township has requested to havepatrols on Commerce Lake, Long Lake, LakeSherwood, and Lower Straits Lake this season.

Commerce Township Clerk Dan Munro explainedhow the contracts are settled.

"Generally, we enter into an agreement with the(sheriff's department) to provide services. At thatpoint, there are individual agreements between thetownship and the lake associations to enter intoindividual agreements that comply to the overallagreement with the (sheriff's department)," he said."The ones paying for the contract are the subdivisionassociations that have requested (marine patrols)."

One such scenario involves the association forLake Sherwood.

"We have a focus here on lake safety and want allour residents to enjoy safe, responsible and funboating throughout the season," said Robert Kondoffof the Lake Sherwood Homeowners Association. "Weare a fairly large lake community, so having regularpatrols on the water serves as a visible reminder toboth help educate our boaters and enforce safe

boating and general lake safety practices. It helpsmake the entire lake experience more enjoyable forour members."

According to Kondoff, the funds to pay for themarine patrols come from the annual associationdues paid by association members.

The funds paying for marine patrols on WhiteLake, on the other hand, are being provided througha special assessment district (SAD) being collectedthrough White Lake's lake improvement board.

"The lake improvement board exists to helpmaintain the quality of the lake," said Pilchowski, amember of the lake improvement board. "And theWhite Lake Citizens League came to the lakeimprovement board and requested the (marinepatrol) contract. So we had a public hearing last yearto redirect funds (coming from the SAD) in the lakeimprovement board's budget to go towards marinesafety."

White Lake Citizens League members havedecided to once more have the sheriff's departmentpatrol White Lake this summer.

"Last year, they were very pleased and verysatisfied with the arrangement. So they met with usso they could once again do this contract,"Pilchowski said.

According to Hatfield, the sheriff's departmentexpects to have at least 13 "mini-contracts" in placefor marine patrols this summer.

"They stretch from Addison Township all the wayto Commerce Township," he said.

Nine of these contracts appeared before theOakland County Board of Commissioners for approvalon May 19.

Addison, Commerce, Highland, Orion, WestBloomfield, White Lake and Independence townships,as well as the city of Orchard Lake Village and thevillage of Wolverine Lake have all requested to enterinto contracts with the marine division for theupcoming summer.

ddison and Independence townships, aswell as the village of Wolverine Lake haveeach requested one part-time marinedeputy, an employee not eligible for

benefits, for 125 hours per year at a total cost of$3,898.

However, Wolverine Lake will apparentlysupplement Marine Division patrols with a return ofthe village's own law enforcement personnel on thewater this summer. Last year, the village contractedwith the sheriff's department for lake patrols, mainlydue to an estimated $10,000 cost for the village toinstall a new engine in its marine patrol boat. Sincethat time, however, the projected cost to repair thevillage's patrol boat has decreased. The boat will notrequire a new engine and can be repaired at afraction of the cost, at about $1,500.

relinquishing it to the sheriff's department, which dida fine job, but our citizens prefer us to handle it ifwe can do it," said Wolverine Lake Police CaptainJohn Ellsworth.

"Now we'll be able to provide the service lessexpensively ourselves and add a few more hours ofcoverage, too," said Village Council President JohnMagee.

Now that Ellsworth is in charge of the policedepartment, random lake patrols will be part ofmonitoring lake activity.

"I'll be doing things a little different ... by utilizingpart-time police officers," he said. "The union agreedto give us that ability so we can schedule randompatrols, whether it be evenings or mornings. We willhave the flexibility now to not pull officers off theroad to do it."

Both Commerce Township and Orchard Lakerequested one part-time deputy for 250 hours peryear at a cost of $7,795.

The cost to patrol White Lake, which iscontracted through both White Lake and Highlandtownships, by one part time deputy for 226 hoursper year is $7,047.

Orion Township has requested one part-timedeputy to patrol 640 hours per year for a cost of$19, 955.

West Bloomfield has requested two part-timemarine deputies for 1,700 hours per year which willcost $106,012.However, Township Clerk CathyShaughnessy said that figure is way off-base,although that's what is included in the county'sdocumentation.

All contracts, with the exception of IndependenceTownship's, were set to start May 20 and continuethrough Sept. 30. Independence Township's contractbegan May 23.

In each contract, all requested patrol dates arespecified — in particular holidays and weekends.However, these contracts provide only for marinepatrols on specific lakes within the community thatrequest the marine patrol service.

Other lake associations and subdivisions haveopted out of contracting with the sheriff'sdepartment for marine patrols.

thing.""The other lakes aren't as big or busy as White

Lake, so they may not see marine patrols as apriority," she said.

On the other hand, some municipalities may optto take the path Walled Lake did last year and havetheir own police patrol the waters; or, they maysimply decide to not do anything, leaving it up toriparian citizens to adhere to water safety rules.

Meanwhile, the sheriff's department will stillcontinue to patrol and offer marine assistance onOakland County lakes; however, it will be a morereactive approach.

"We still have jump boats that work throughoutthe week and weekends to take emergency calls,"Hatfield said. "If people have an emergency, they stillhave the opportunity to call 911, and our Dive Teamwill respond,"

he Marine Division still maintains andoperates its 12-member dive/rescueteam, while still offering courses inboater, snowmobile, and hunter safety to

train and educate the public.The division has two jump boats that patrol lakes

around the county when an emergency arises. Eachboat will be operated by two deputies and will mostlikely be out and about during "high peak times" suchas Fridays, Saturdays, Sundays, and holidays. Onegroup of deputies will patrol from about 1 p.m. to 6p.m., while another will take over from 6 p.m. toaround 11 p.m.

While the jump boats are usually "quite busy"taking calls from around the county as they patrolfrom lake to lake, once in a while they may stop toconduct a more proactive patrol of a particularlake.

"If they see a lot of boats on one lake, they mightlaunch their boat where they're at and stay for anhour to patrol," Hatfield said.

The state Department of Natural Resources (DNR)also has some conservation officers available topatrol the county's lakes when requested, at nocharge. DNR Spokesperson Mary Dettloff said thedepartment will be providing these patrols again thisyear.

Typically, conservation officers look at factors suchas population, lake usage, and the number ofcomplaints coming for a given lake to determinewhich lakes to patrol.

To request a DNR conservation officer patrolduring a busy weekend, municipalities or lakeassociations can call the DNR's Southeast MichiganOffice at 248-359-9040.

Despite having fewer patrols on the county's lakesthese days, Hatfield said the Marine Division hasn'tseen an increase in any reported accidents,problems, or complaints on the water so far.

However, he noted that water safety shouldremain a priority for all boaters, even if there isn'tanyone out there to enforce marine laws.

"Boaters should make sure to have the proper lifejackets on board, and if possible to be wearing themwhile you are out and in motion," Hatfield cautioned.

Two bills introduced in thestate House ofRepresentatives wouldrequire the Legislature tomake appropriations from theMichigan Natural Resources

Trust Fund (NRTF) each fiscal year tomake full payments in lieu of taxes(PILT) on state-owned lands that hadbeen purchased with NRTF funds. Ifgranted final approval and enacted,the legislation would draw down thetrust fund that provides funding toacquire land for new or expanded stateboating access sites and other facilities on theshores of Michigan's inland lakes.

PILT are payments made by the state to localunits of government in lieu of property taxes for theland owned by the state and administered by theDepartment of Natural Resources (DNR).

Under the current PILT program, the portion ofthe payment representing an assessment by a localschool district, intermediate school district, orcommunity college district must be paid from theSchool Aid Fund. For the balance of the payment, nomore than 50 percent may be paid from the NRTF orother restricted revenue sources. The rest of thefunds are supposed to come from the state's GeneralFund through the state Department of Treasury.

For the past few years, there hasn't been enoughmoney in the state's General Fund to make thesePILT payments to local governments, whichconsequently suffer a loss in revenue.

Therefore, state Rep. Joel Johnson (R-Clare) hassponsored House Bill (HB) 4577, requiring all PILTon NRTF-purchased land to be paid from the NRTFinstead of half from the state's General Fund.

"This is one more common sense change to makesure the state is prudent on land purchase decisionsand that, if they do make land purchase decisions,they're responsible and local governments receive

full property taxes owed," Johnsonsaid.

"It makes more sense," saidJohnson Legislative Aide BenFrederick. "If the trust fund wants topurchase property, then it should beresponsible for paying taxes on it asopposed to the General Fund orSchool Aid Fund."

Meanwhile, HB 4579, sponsored bystate Rep. Frank Foster (R-Pellston),is a complementary bill that specifieshow the PILT will be paid after 2011.It states that if a claimed property

was purchased by the trust fund, the portion of thepayment that represents an assessment by a localschool district, intermediate school district, orcommunity college district would be paid out of theNRTF. The balance of any payment remaining wouldalso be paid by the trust fund. If the claimedproperty wasn't purchased by the trust fund, thenpayments would be made as the law requires nowfor all payments.

State Reps. Bill Rogers (R-Brighton), HughCrawford (R-Novi), and Eileen Kowall (R-White Lake)are co-sponsors of that bill.

Crawford said he believes they're both "goodbills," as PILT dollars are supposed to replace the taxrevenue local municipalities would've gotten from thestate-owned property, and there isn't enough in theGeneral Fund to pay the rest of the PILTs.

"The bill, if I'm not mistaken, says to pay theother half out of the NRTF, as well. And the bottomline is that it ought to be paid — wherever it'scoming from," Crawford said.

Kowall agreed. "We have so many restricted funds in our budget

that it makes it hard to make adjustmentssometimes," she said. "I don't think general fundsshould be put into restricted funds. I'd much rathersee all of the PILT came out of the DNR trust fund."

According to a legislative analysison the bills, the state's General Fundwould realize savings of approximately$350,400 based on executiveestimates for Fiscal Year (FY) 2011-12 payments. While there are nospecific data available to determineexactly how much of the currentSchool Aid Fund payments are onNRTF-purchased lands, the DNRestimates it could be 26.8 percent byusing the equivalent percentage out ofcurrent Natural Resources TrustFund/General Fund payments. Thus,the bill could create savings for the School Aid Fundof approximately $774,500 based on executiveestimates for FY 2011-12 payments. The NRTFwould be required to increase payments by a total ofapproximately $1.12 million.

According to DNR records, there are over 28,318acres in Oakland County owned by the state andadministered by the DNR. The parcels have acollective taxable value of $45.29 million.

The Michigan Department of Treasury's PILTreport for 2009, the latest available, states a total of$13.49 million in payments were distributed acrossMichigan that year. Purchased land payments totaled$7.27 million.

The report states of 575,400 gross acres inOakland County, 29,131 acres were owned by theDNR in 2009. The payments in lieu of taxes made onthose lands came to $914,465 in 2009.

The Department of Treasury's 2008 PILT reportstates a total of $14.73 million in payments werespread out across the state that year. Purchasedland payments total $7.66 million.

The 2008 report indicates of Oakland County'sgross acreage, 29,242 acres were owned by theDNR. Payments in lieu of taxes made on those landsadded up to $968,237.

The NRTF is a restricted fund established in 1976

to provide funding for the acquisitionand development of land for resourceprotection and outdoor recreation.The funding is derived from royaltiesfrom the sale and lease of state-owned mineral rights. In 1985,Michigan voters chose to make theNRTF part of the MichiganConstitution, ensuring the program'sfuture.

Under current provisions of thestate's Constitution, NRTF monies canonly be spent on land acquisition forrecreational uses or protection of land

because of its environmental importance or itsscenic beauty; the development of public recreationfacilities; and the administration of the trust fund,which may include PILT on state-owned landpurchased through the trust fund.

Not more than one-third of trust fund revenuesreceived during each fiscal year can be spent duringthe subsequent fiscal year.

As of January 2010, over $800 million in MNRTFappropriations have been made for more than 1,200state and local recreation projects, according to theDNR. NRTF-assisted project sites must be dedicatedto public outdoor recreation in perpetuity.

Applications for NRTF assistance are acceptedannually. Applications are accepted from both localunits of government and state agencies, includingthe land managing divisions of the DNR.Applications are reviewed and scored by GrantsManagement of the DNR. Final grantrecommendations are made by the MNRTF Board ofTrustees and submitted to the Legislature forapproval and appropriation of funds.

HBs 4577 and 4579 were reported out of theHouse Natural Resources, Tourism, and OutdoorRecreation Committee in early May. The full Housefloor had yet to take vote on the bills prior to presstime. ❏

t's only fitting that Dan Keifer's last day at the ClintonRiver Watershed Council (CRWC) as its communityoutreach coordinator is June 11 — lining up with River

Day, which the nine-year employee calls "the main annualevent that we do to celebrate the lakes and rivers."

"It will be a nice, fitting final day for me," he said. And it wasn't always a foregone conclusion that Keifer,

who has lived in the Rochester area for over 25 years,would go into environmental stewardship andconservation. However, having virtually grown up with afishing pole in his hand, the Tufts University and Universityof Michigan graduate seems pleased with where he endedup after earning degrees in economics and business,particularly with the quality of natural resources "right inour own backyard."

"I was like so many people who thought you had to gothree hours north on I-75 to find a neat place to gooutdoors," he said. "I didn't know about the Clinton Riveruntil about 10 or 12 years ago."

As the watershed council's outgoing community

outreach coordinator — the council has had Tom Quail,Keifer's replacement, shadowing him for over two months— the U.S. Navy veteran was responsible for coordinatingwith various stakeholders in the world of conservation,including state and local natural resource agencies.

Keeping in touch with those crucial partners is criticalto maintaining the key relationships the CRWC needs toshare best practices, and communicate ideas for projectsand programs to focus on related to the area's waterresources.

And while the last nine years have been "a real nicediscovery" for Keifer, he's got some bigger fish to fry in thedays, months and years ahead.

"My wife and I came down with the granddaughterdisease," he said. "It just totally changed our compasspoints and, unfortunately, they live three states away. Wejust want to have the flexibility and live closer and have alittle more family time."

Years from now, as you’re watching theSummer Olympic Games and see the standup paddleboarding competition, know thata northern Oakland County man played bigrole in developing, promoting andexpanding the burgeoning sport. Matt

Campbell, a former professional snowboarder andveteran of the coatings industry, isn’t just riding thewaves — he’s making them in the surfboard andstand up paddleboard industries with his innovativeproducts and designs.

Although stand up paddleboardingisn’t currently an Olympic sport, italmost certainly will be someday,according to Campbell. He spends muchof his time these days promoting thesport and making custom boards forclients. At the same time, he’s a leaderin research and design for internationalmanufacturers, conducts producttesting, and formulates several productsthat are not only used by Campbellhimself, but also by mass producersboth in and outside the water boardindustry.

Campbell began his journey to becoming atrailblazer in the surfing, stand up paddleboard andcoatings industries as a preteen. His introductioninto the coatings industry came at the age of 11.

“I guess it started because my parents wereteachers at the school of hard knocks,” he said witha chuckle. “I come from a middle-class family. As akid I started to wonder ‘How am I ever going to geta car? A paper route won’t cut it.’ I saw some guysin the area painting different things, and I asked if Icould work for them. They said I was way too young.So I started to bring them sandwiches and cookiesso I could hang around and learn. After a lot ofcoaxing, I got a job in the painting industry and

worked through the summer.”Similarly, Campbell said he was attracted to action

sports at a young age. He grew up skateboardingand eventually got into snowboarding and mountainbiking. But it was snowboarding that really excitedhim.

“I was one of the first five people ever to go downAlpine Valley when it opened,” he said, adding thathe became a professional snowboarder in the early1990s at the age of 18, an endeavor that promptedhim to leave Michigan for Colorado. His

snowboarding career shifted fromcompeting to conducting research andcoming up with his own board designsfor industry pioneer Burton. His tastefor shaping and designing boards thensurpassed his passion for competition,ushering in a new chapter in his career.By the time he turned 25, he missedthe water of his native Oakland Countyand the Great Lakes region as a whole,which brought him back home.

Campbell began studying compositeswhile in college and started to generatehis own product and application ideas.

He soon decided to start his own business, anddeveloping and patenting resins.

“I was working in the coatings industry for a longtime,” he said. “I was surfing the Great Lakes, andcame up with these ideas. When the economy wentdown here in the Midwest, I saw all the outsourcingand overseas manufacturing, and what it did to thecommunity. I decided I wanted to give the smallbuilders some help and technology they couldn’t getotherwise on their own.”

So Campbell established c3d Industries due to thegrowing need in the composites industry to developa new resin completely different than epoxy, vinylester, and polyester. The company’s products have a

slew of applications, including automotive,aerospace, enhanced carbon fiber properties,composite products, marine uses, motorcycles,sporting goods, structures, wind energy, andindustrial flooring.

The c3d products, including the non-yellowingResin-X, provide fast production times, dynamic flex,vibration dampening qualities, and superior chemicalresistance over epoxies — all crucial to surfboardsand now stand up paddleboards. Resin-X is non-corrosive and produced from products such aspotatoes, corn, and wheat, making it moreenvironmentally-friendly and safer than previouscoatings.

According to Campbell, his trademarked Resin-Xformula has many uses in both the composites andindustrial markets as both a structural resin and along-lasting topcoat. In addition to Resin-X, c3d hasa complete line of finishing products, along withdifferent types of epoxies.

It hasn’t taken international manufacturers long torealize Resin-X is a superior, innovative product thatcan improve their own products, and many —including some industry leaders in the mass-production market — are using Campbell’sformulations.

“One of those companies was able to bringproduction from China to America where itsheadquarters is located, along with their graphicsdepartment, which was doing their work in Europe,”he said. “This is creating more jobs in America andpurchasing raw materials from Michigan.

“Resin-X is a made-in-Michigan product that isgoing to be featured in some of the top-of-the-linewakeboard and kiteboard markets,” Campbell said.

It’s not just big, multi-national firms and boardmakers that are benefiting by incorporating Resin-Xinto their products. Resin-X is even being used onthe world stand up tour by Hawaii North Shoreshaper Robin Johnston, according to Campbell.

Resin-X has many other practical uses — boatrepairs and dock coatings being just a couple of

them. And Campbell has developed and produced aline of Resin-X support products that are moreenvironmentally-responsible. They also aide in thefinishing of fiberglass and wood products.

Campbell now has 25 years of practical, real-worldcoatings experience as both an applicator andformulator. He also continues to do research anddesign work, and process engineering for both thepublic and private sectors. But he still makes themost of his opportunities to get outside and hoponto any number of different action sports boards,whether it’s snowboarding, surfing the Great Lakesor plying the waters of Michigan’s inland lakes. Hiscontinued interest in boarding sports, coupled withthis experience in coatings and even graphic arts,have merged under Campbell’s board shaping andmanufacturing efforts. He also glasses boards forother companies such as the classic label DeweyWeber.

“For years now I have been surfing the GreatLakes,” he said. “When I started surfing here I alsostarted making my own surfboards and stand uppaddleboards.”

Campbell says he still makes more surfboardsthan anything else these days, but his passion hasreally turned to stand up paddleboards, which allowpeople to stay fit and have fun even on flat water.The sport has been endorsed by celebrities as anexcellent core workout and cross-training activity formany sports, or even to maintain general fitness.Former Detroit Red Wing Chris Chelios is bigproponent of stand up paddleboarding, according toCampbell.

Jeff Weinert, a competitive cyclist and fellowaction sports aficionado, helps Campbell with ideasculled from his own experiences and provides anextra set of hands to help create custom boards.Through working with Campbell, he’s become soldon the paddleboard phenomenon and says heexpects the sport to explode.

“It gets bigger year by year,” Weinert said. “Itshould get big around here. People think about

surfing and they think about the ocean. But with theGreat Lakes, we have more coastline than the eastand west coasts combined. And you can find wavesjust as big as the coasts’ on the Great Lakes. Thenyou consider all the inland lakes — and rivers, too.”

While it’s still common to find Campbell’ssurfboards for sale or praised on the Internet, he’spromoting stand up paddleboarding and makingmore and more stand up boards. He said hispaddleboard production has increased three-fold ineach of the last few years. And like his surfboards,each of Campbell’s paddleboards iscustom shaped, manufactured and evendecorated with his own graphics.

“There’s no soul in the Chinaboards,” Campbell said. “As far as thecustom nature of paddleboards vs. Chinapop-out mass-produced boards, there isno substitute for a hand-laminatedboard when waters are bumpy andwavy. That’s when the paddleboarding isthe most fun. While my primary focus issurfing Great Lakes waves, stand uppaddleboarding has become a way forme to stay in shape on flat water.”

Now with vast experience shaping various kinds ofboards, Campbell takes pride in shaping boardsaround each client and their ability.

“Stand up paddleboarding is our big focus locally,”he said. “My customers can form a relationship withthe shaper, which allows me to manufacture acustom-tailored board fitting their size, weight,performance requirements and custom graphics.

“I like working here in Oakland County becausethe customer can come to me and get a better senseof what they want and need,” he said.

Campbell gets his board commissions from privatecustomers and shops alike. He takes clients out onthe water to try various boards and feel the

differences between them. The clients tell him theirpreferences, and Campbell begins to craft a customboard suited to those preferences and the client’sphysical characteristics.

And Campbell practices what he preaches when itcomes to stand up paddleboarding. He gets out onthe water to do some stand up paddleboardingabout two to three times a week. As soon as the icetopping the area lakes melts, he heads out to thenewly opened waters. Thanks to stand uppaddleboarding, he lost about 20 pounds between

February and early May this year.Promoting stand up paddleboarding

requires exposing more people to thesport, so Campbell’s c3d company —and his BlackBox surf craft company —sponsor racing teams in the Midwestand Hawaii. While c3d sponsors a teambased at Hawaii’s famous North Shore,the BlackBox label is sponsoring ridersin Michigan and across the Great Lakes.

“BlackBox is homegrown, and I planto keep it that way,” he said. “I’m moredead set on helping people in this areago to national levels and support kids

from here, rather than find people outside of thearea.”

Campbell himself is part of one of the sponsored

competitive teams.

“I’m one of the guys on the team, and have the

most to lose when I’m out on a paddle. I’m out to

prove something with making the products and the

boards. We’re trying to sell a lifestyle here, not just

boards, right here in our own backyard. The sport of

stand up paddling offers so much to our area with

its inland lakes.”
