Furthermore, the Kahimunan Northern Mindanao Food and Lifestyle Show 2014 has also

highlighted the best products of Small and Medium Enterprises (SMEs) in Region 10 showcasing the processed food, handicrafts, furniture, organic products and other items personally made by the locals. For plant lovers, a Garden Show and Agri Fair was held in the Gaston Park where an exhibition of garden plants as well as landscaping artistry of the local gardeners became the main sight to see from August 8 to 31. Most of the garden plants and flowers were sold at affordable price.

religious processions such as the fluvial parade held on August 28 which paved the way for the decorated boats and rafts with the images of St. Augustine and other patron saints. The City Fiesta celebration ended with a blast through a Pyro Musical Festival held at the

Duaw Park near City Hall. Every year, Cagayan de Oro City puts a different flavor of the City Fiesta to effectively instill into the minds of the locals and the visitors that the City has continuously enriched its bounties and these rare talents and products showcased to the world is what makes Cagayan de Oro a true competitive city

here and abroad.

President Benigno Aquino III on Sunday witnessed the ceremonial signing of a Memorandum of Understanding between the Department of Tourism (DOT) and the Spanish

Institute of Foreign Trade or Instito Español de Comercio Exterior (ICEX) for the holding of Madrid Fusión in Manila next year that will bring together the best chefs and culinary experts from around the world.

In the MOU signed between the DOT and the ICEX at the Intercontinental Hotel, the Philippines will host the world famous gastronomic gathering Madrid Fusión in April 2015 at the SMX Convention Center in Pasay City. President Aquino witnessed the signing of the MOU between Tourism Secretary Ramon Jimenez and his counterpart, Spain’s State Minister for Economy and Competitiveness Jaime Garcia-Legaz. Madrid Fusión, which is held annually in Spain,

is well attended by the elite chefs and experts in the field of culinary from across the globe to discuss developments, global trends, evolution of taste and new food habits, among others. Madrid Fusión-Manila aims to showcase an encounter between Spanish and Filipino chefs to celebrate 300 years of shared history. Next year, the annual event will have two major components: the Gastronomy Congress and trade exhibition.

13 senators sign as co-authors of Bangsamoro bill -- Drilon

Senate President Franklin Drilon on Monday announced that 13 senators, including four members of the minority group, have co-authored the Bangsamoro bill.

“The Bangsamoro Basic Law draft is drawing a strong bipartisan support in the Senate. The minority bloc led by acting minority leader, Senator Vicento Sotto III, signed as co-authors of the proposed measure,”

said Drilon in a statement. After the filing of the BBL draft, the measure will be referred to the Senate committee on local governance headed by Sen. Ferdinand Marcos Jr.

and the Senate committee on peace, unification and reconciliation chaired by Sen. Teofisto Guingona III. Drilon said the support of the monitory bloc to the BBL “only shows that the desire of peace knows no political color.” “It is good to know that the majority of the senators support the quest for peace. The concept of having a new organic act that will establish the new Bangsamoro political entity seems acceptable to them,” said Drilon. “With more people working on the BBL, we can better scrutinize every detail of the bill and ensure that every single word in the proposed measures will be reviewed, examined and debated upon,” underscored Drilon. The Senate leader thus encouraged his colleagues to take an active role in the crafting of

the BBL and devote time and effort to scrutinize the bill. “We cannot afford to err on this most-sought piece of legislation. Our people won’t forgive us if we fail to pass it on time. It is therefore incumbent upon us to make sure that the efforts exerted by both panels will not be put in vain, by ensuring that the BBL we will debate upon will be in accordance with the Constitution and can withstand judicial scrutiny,” he emphasized. Aside from Sotto are minority bloc senators Nancy Binay, JV Ejercito and Gregorio Honasan. The other lawmakers who signed as co-authors include Senate Pro-Tempore Ralph Recto, Majority Leader Allan Peter Cayetano, Loren Legarda, Guingona, Francis Escudero, Aquino, Juan Edgardo Angara, and Pia Cayetano.

IEC on anti-Littering ordinance startedby CIO

CAGAYAN DE ORO CITY - In its effort to address the looming waste disposal problem in the city, an information and education campaign (IEC) has been intensified by the city government of Cagayan de Oro through the various youth sector groups, barangay officials and some City Hall departments recently.

This, as members of Pag-asa Youth Association, Oro Youth Development Council, barangay health workers and nutrition scholars including the barangay council of Barangay Camaman-an spearheaded the campaign for ‘Anti-Littering Ordinance’ before it will

be fully implemented by the city. In the said ordinance, prohibitions include spilling, scattering and pouring out garbage, trash or any waste materials on any vacant lot and public places such as streets, plazas, parks or playgrounds and the like. It also prohibits dropping of cigarette butts, waste paper and handbills to any part of the public places which will result to a fine of not less than P1,000 but not more than P3,000 or imprisonment of not less than four months and not more than eight months or both depending on

the discretion of the court. Ordinance No.6734-99 was passed in 1999 with a similar ordinance passed in 2003 which includes house owners, tenants of residential building and owners, managers, administrators, occupants and lessees of any commercial establishments. Market stallholders and sidewalk vendors within the perimeter of the public markets are also included among those who are prohibited to do the same acts or they will be suspended from selling in their stalls as penalties if they fail to do so.

This was revealed by police superitendent Michael Cadiogan Bawayan, Jr., chief of the Ozamiz City Police Station (CPS), who said policemen from his station recovered two large packages of shabu, wrapped in carbon paper and concealed inside the milk pack placed inside a big

Lactum Milk carton box. The packages were confiscated after a search was conducted at the LBC Gaisano Branch located at Port Road, barangay Santa Cruz, Ozamiz City, particularly LBC package with tracking no. 1811-9349-4748 sent by one Ronnie Lugod of 21 Cristobal

Bawayan said the operation was conducted at 6:00 p.m. of Sept. 9, 2014, by virtue of Search Warrant (SW) No. 2014-01, issued by executive judge Salome P. Dungog, of the Regional Trial Court (RTC), 10th Judicial Region, Branch 35. Leading the search team was police senior inspector Joven Tabuen Bahil of OCPS, with personnel from the Philippine Public Safety Command (PPSC), Mis. Occ. led by police inspector Jojo Backian Balanci and support from the Philippine Drug Enforcement Agency (PDEA) Mis. Occ. led by intelligence officer Rubelyn Alfaro, all under the direct supervision and control of Bawayan. All confiscated prohibited drugs were brought to the OCPS for proper disposition subject for submission to the PNP Crime Laboratory, Camp Naranjo, Oroquieta City for quantitative and qualitative examination, Bawayan said.

Meanwhile, mayor Reynaldo O. Parojinog, Sr., who was present during the raid, together with members of Ozamiz City Advisory Council (CAC), namely: Prosecutor Gines C. Beduya, Vice-Chairman; Elena S. Pelare, Anchorwoman of Ronda Balita, representing the media; and Daisy Parojinog Salas, Barangay Captain of Sta. Cruz, Ozamiz City, has commended the OCPS for a job well done. Parojinog, who heads the Bag-ong Ozamiznon Kontra Iligal Droga (BOKID) is very serious to make Ozamiz City a safe place to live, work and invest, as he heightens the confidence and morale of the OCPS, by extending some P6.14 million, in administrative support to the station, Bawayan said. The OCPS campaign against illegal drugs has led to the confiscation, during the period January to May, this year, of some 647 sachets of shabu and one small heat-sealed marijuana sachet, from various parts of the city, the OCPS Chief added.

This, after receiving the list of flood-prone areas and recommendations of the local engineering office on the matter. To address flooding along Villarin St and Max Suniel Streets, the CEO proposed the construction of a main drainage system to cater run-off water from Dagong Creek passing Gumamela St. towards Cagayan River. It further proposed the construction of a storm drainage along Dadiangason Creek to connect the proposed main drainage along Gumamela St. towards the same river in order to solve flooding at Gumamela St and J.V. Seriña St.

The CEO identified an area at Macanhan, Carmen near Emily Homes as a flood-prone and recommended the continuation of the construction of the storm drainage up to the Macanhan Relocation Site. The committee requested for the POW for the proposed replacement of the existing three barrel box culverts at C.M. Recto Avenue, Gaabucayan Street and along Agora-PPA road. The project will eventually solve flooding at Bitan-ag Creek affecting Mindanao University of Science and Technology (MUST) and LKKS center, according to the CEO. The committee on public works is chaired by councilor Alden Bacal.

‘Mag Suroy-Suroy Ta Sa Caraga’ tv show relaunched by Venus L. Garcia

After 10 yrs from its final episode in November 2004, the show will have its most awaited come back. Local television host of the ‘Mag Suroy-Suroy Ta Sa Caraga’ Gary Aguilo recalled during a press conference on Thursday in this city that it was the first longest running local show in the region and due to increasing public demand they plan to introduce it to the viewing public again. “Our Expo Exhibit and Variety Show can be seen on September 11 to 13, 2014 at Robinsons Place Butuan and the pilot episode will be on September 14 via Zenergy Cable TV Network, Inc. (Channel 17) at 10:30-11:30 a.m. time slot with a replay at 8:00-9: 00 p.m.,” Aguilo said. Aguilo stated that they aim to promote more the tourist destinations in Caraga region and feature the wonders of nature in the show.

“As an independent private TV production, we are hoping to get a good rating and expect to reap support from other local governments in Caraga. The City Tourism of Butuan City is actually doling out sponsorship for this relaunching event,” articulated Aguilo. When asked about concerns on children viewers, Aguilo assured that the young students’ activities in schools will also be best featured. “The production management is making sure to televise wholesome episodes,” Aguilo added. ‘Mag Suroy-Suroy Ta Sa Caraga’ will highlight the inherent natural or cultural value and beauty, historical significance, leisure, adventure, and amusement sites that made Caraga unique and naturally abundant tourist attractions.

Support to “TreeVolution” mounts, NGP success seen in 2016 by Eric F. Gallego

BUTUAN CITY- Acknowledging considerable significance of celebrating the International Men’s Day (IMD), the Regional Population Executive Board (RPEB) approved and adopted RPEB resolution requesting the Regional Development Council (RDC) – Social Development Committee (SDC) to endorse the observance of IMD in Caraga region.

The stakeholders of the DENR including the different national government agencies, local government units, private firms, and various organizations are showing their manifestation of support to the simultaneous Mindanao-wide tree planting rites on September 26, 2014, highlighting the “Civil Service Anniversary Celebration.” The world-record holder of

the most tree seedlings planted simultaneously at multiple locations is currently held by ‘Saint’ Gurmeet Ram Rahim Singh Ji Insan of India which planted 1,945,535 tree seedlings involving 340,200 participants in 408 locations across India, from 8:30 a.m. to 9:30 a.m. on August I5, 2011. The National Greening Program (NGP) is a massive forest rehabilitation program of the government

established by virtue of Executive Order No. 26 issued on Feb. 24, 2011 by President Benigno S. Aquino III. It seeks to grow 1.5 billion trees in 1.5 million hectares nationwide within a period of six years, from 2011 to 2016. Tamayo said the five regional offices of the DENR in Mindanao will attempt to plant 4.6 million tree seedlings in one hour simultaneously in different locations on the day of reckoning. Director Tamayo said he has instructed his field personnel in the five provinces of Caraga Region to prepare and plant 500,000 seedlings in 1,000 hectares of open–

access timberland in different sites. He said each province shall prepare 200 hectares with the tree seedlings already prepared at the specified sites. Digging of holes for the tree seedling shall be done by the participants assuming each of them can plant 25 seedlings in one hour. “I think it can be done,” Tamayo said. He said that the 500,000 tree seedlings committed by DENR for the specified event is actually the target goal of the agency for the National Greening Program (NGP) this year. “We are compelled to plant this target number of tree seedlings

this year and beating the Guinness World-record holder is a collateral move,” Tamayo said. He said the latest report of percentage of survival rate of the planted tree seedlings made in 2012 and 2013 is already above 85 percent which is a good indication that those seedlings will grow into trees. Aside from being a reforestation initiative, the NGP is also seen as a climate change mitigation strategy as it seeks to enhance the country’s forest stock to absorb carbon dioxide, which is largely blamed for global warming. It is also designed to reduce poverty, providing alternative livelihood activities for marginalized upland and lowland households relating to seedling production and care and maintenance of newly-planted trees.

Agnor guv backs P10.9 M infra projects in Carmen, Tubay

BUTUAN CITY- Agusan del Norte provincial governor Ma. Angelica “Angel” Rosedell M. Amante-Matba fully supported the two infrastruc-ture projects in the municipalities of Carmen and Tubay in the prov-ince of Agusan del Norte amounting to more than P10 million pesos.

In her letter dated August 29, 2014 to the Sangguniang Panlalawigan headed by Vice Governor Ramon AG. Bungabong, she endorsed the projects Construction of Slope Protection in Tagcatong-Vinapor Provincial Road in Sitio Bolihon, Barangay Tagcatong, Carmen amounting to P5,935,460.68 and Rehabilitation of Beto Bridge in Barangay Poblacion, Tubay with project cost worth P5 million pesos for approval. These infrastructure projects are included in the priority projects of Gov. Angel and the funds intended for the projects are to be taken from

the Provincial Disaster Risk Reduction Management Fund of the province. Gov. Angel expressed that these infra projects will surely help the residents in the said municipalities to provide access and mobility especially in times of disasters and in transporting the agricultural products to the neighboring barangays and municipalities of the province. Provincial Board Member Danny M. Moran pushed for the approval of the projects for immediate implementation and approved by the Sangguniang Panlalawigan during its 57th Regular Session.

DOH to manage Luntiang Paraiso

DAVAO DEL NORTE- – The Department of Health will soon take over the management of the Luntiang Paraiso Regional Rehabilita-tion Center (LPRRC) in the municipality of New Corella. The take-over is part of the agency’s program to establish a 100-bed regional residential/inpatient drug abuse treatment and rehabilitation center by 2015 in

support of R.A. 9165 or the Comprehensive Dangerous Drugs Act of 2002. DOH will focus on adding more staff, more training for the personnel, and on rehabilitating the existing facilities of the center. Currently, there are only seven personnel who attend to the 69 resident drug dependents. The one-hectare facility includes

a separate dormitory for male and female residents, a chapel, a library, a recreational area, and an open hall. A basketball court with bleachers and a mess hall are currently being constructed. DOH Regional Director Abdullah B. Dumama, Jr. is optimistic that the agency will be able to provide the best service to the clients once it fully assumes the responsibility of running LPRRC. “I am so confident that we will deliver the health services that is supposed to be delivered sa ating mga deserving na kababayan, hindi lamang sa Davao region, kung hindi sa ibang lugar din”, he said. The agency initially drafted a P192 million budget plan for the rehabilitation of the center, but after the ocular inspection conducted by Dumama and other DOH representatives, they believe they can trim the number down to P50 million. Turning over of the facility to the DOH will

also mean that the center will no longer need to remit its income to the provincial government of Davao del Norte. “Pag natupad ‘yon, sana magkaroon ng bagong hitsura, bagong pagpapatakbo, at mas magandang serbisyong pangkalusugan ang maibibigay natin”, Dumama said. Meanwhile, Davao Del Norte Governor Rodolfo P. Del Rosario expressed his confidence on the DOH to provide quality service to clients both from the region and abroad. “The DOH is stepping into our shoes. I realized that their shoes are bigger than my shoes. I hope the DOH can continue our work, supported by our personnel”, he said. Since it opened its doors to the public in 1998, the LPRRC has been under the administration of the Province of Davao del Norte. It became a regional center in 2004.(Keisha Therese D. Francis Kong inspires capitol employees, DabaononsDAVAO DEL NORTE – Award-win-ning motivational speaker Francis Kong challenged government em-ployees and members of the pri-vate sector to innovate their lead-ership style in order to adapt to the changing times. During his one-day seminar on excellence held at the Bulwagan Build-ing at the Provincial Capitol, Kong em-phasized the role of the government in creating an ideal environment for the growth of its citizens. “Government should be at the forefront of modelling. When it comes to performance, excellence, integrity, you cannot mandate it eh. You can only model it”, he said. Kong advocates for the govern-ment to have a business-minded ap-proach in its processes. At the pro-vincial level, he said that this can be applied by creating a friendly envi-ronment for the economy to prosper. He said that a primary deterrent to potential investors is the long list of bureaucratic processes that one has to go through in order to establish a business. “The leaders in the government should provide a very friendly atmo-sphere where business is robust. In-

vestments-steered economy is better because there are jobs, income”, he said. To achieve this, Kong believes that the government should focus on preserving the peace and order, and highlighting values education among the youth. He hopes that this will in-spire Filipinos to pursue endeavors geared toward national development. “Government should show per-formance of excellence by example. Do you see the effect of government when they are excellent? It inspires the whole of citizenry”, he said. Aside from government employ-ees, youth leaders and members of the private sector comprised the more than 400 attendees of the seminar. Tagum Cooperative Chairperson Nor-ma T. Pereyras expressed her grati-tude to Kong for strengthening the foundation of their organization. “I told him that you are heav-en sent. Your words of wisdom today strengthened our commitment to lev-el up in our services”, she said. Kong is a writer, a broadcaster, and a businessman.
