The Aquino administration will remain focused on steering the national economy and carrying reforms in the bureaucracy even as the country prepares for the mid-term election next year, a Palace official said.

The Aquino administration assured that it will

continue to step up efforts towards a more intensive disaster risk reduction and management procedures in the face of typhoons and calamities.

Presidential Spokesperson EdwinLacierda issued the statementduring the regular press briefing inMalacanang on Thursday followingthe release of the latest survey bythe independent pollster Pulse Asia,Inc. that showed that the nationaladministrationobtainedagradeof80for its disaster preparedness efforts.“We continue to study ways of

improving our disaster preparedness and certainlywe are grateful to the

Filipino people for appreciating theefforts of the government and also of the President,” Lacierda said.The government underscored

the contributions of themedia entities for helping the government in the information dissemination,accordingtoLacierda.Lacierda noted that the social

DOH advises immunization for Hajj pilgrims

In view of the novel coronavirus

monitored recently in Saudi Arabia, the Department of Health (DOH) is advising Muslim Filipinos to have themselves immunized for the Hajj pilgrimage to be held in Mecca next month.

“Maraming Filipino ang nagpupunta sa Hajj at yon ang pinaka-challenge sa atin. Kaya ina-advise ang lahat na magpabakuna bago pumunta doon. Ang vaccination ay requirements din ng Saudi,” said Dr. Eric Tayag, DOH assistant secretary.

The WHO sounded the alarm as at least three individuals, two of whom have died, have contracted the virus which experts are still trying to fully identify. The victims have either lived or had history of travel to Saudi Arabia.

Experts believe the novel infection is caused by coronavirus, similar to the virus that caused the Severe Acute Respiratory Syndrome (SARS)

a decade ago.But unlike SARS, the new virus

can cause kidney failure.“We have no data on this dahil

NSO holds Consultative Forum in Dipolog for 2012 CAF

DIPOLOG CITY - In preparation for the upcoming 2012 Census on Agriculture and Fisheries(CAF), the National Statistics Office (NSO) in Zamboanga del Norte recently conducted a Provincial Consultative Forum here.

The activity was attended by representatives from various agencies of the government, local government units, non-government organizations and people’s organizations. In her message to the participants, read by Zamboanga del Norte Provincial Statistics Officer, Ma. Lila Daan, NSO-9 OIC Regional Director Dr. Adelaida Cuarte cited the importance of the forum for the participants as stakeholders and partners of NSO as they serve as its link to the people in the community. “Trough this forum, NSO will be able to relay the importance of the CAF to gather more views, ideas, and issues and concerns from you relative to agriculture and fishing activities and the required facilities and services that the people need in your respective areas and communities,” Cuarte said. The forum was conducted to generate additional inputs from the participants which could be possibly incorporated in the drafted sets of questions that would be asked during

the survey. The 2012 Census of Agriculture and Fisheries is a large-scale government undertaking that geared towards the collection and compilation of basic information in the agriculture and fishery sector in the country. Cuarte said, under Executive Order No. 121(Reorganizing and Strengthening the Philippine Statistical System (PSS) and for Other Purposes) and Commonwealth Act No. 591, NSO is

designated as primary agency tasked to undertake the Census of Agriculture and Fisheries. Furthermore, EO No. 352(Designation of Statistical Activities that will Generate Critical Data for Decision-making of the Government and the Private Sector) provides for the conduct of CAF every ten (10) years. The data that will be gathered during the survey will be used by our policy makers and planners in formulating plans and programs to the socio-economic development of our country. It will also provide agricultural, aqua-cultural and fishery facilities and services in the barangay. Meanwhile, the business and industry will use the data gathered in the CAF in making projections on production and planning the quantity and types of commodities to be produced. Unlike the previous census, the 2012 CAF will use the census modular approach recommended by the World Programme for the Census of Agriculture (WCA) 2010,

that is, with a core census module and census supplementary modules on selected themes. Daan said enumerators, after an extensive orientation and training on the upcoming census, will be visiting all households from February to March 2013. Establishments in agriculture and fisheries will likewise be visited

by the census supervisors during the same period. The reference period for the 2012 CAF is from January to December 2012. The 2012 CAF is the 6th in a series of decennial agriculture census and the 5th on the census of fisheries.

Provincial Director Engr. Rolando Acuña deployed monitoring teams to safeguard the public from unscrupulous traders from exploiting the situation and check adherence to the price freeze imposed on basic commodities in areas declared under state of calamity, as mandated by Republic Act 7581 or the Price Act of the Philippines. The Zamboanga City Council, approved Monday night, a resolution declaring the city under state of calamity as per recommendation from the City Disaster Risk Reduction and Management Council (CDRRMC)

after a number of barangays were submerged in flood water, destroying agricultural and fishery areas and products due to days of continuous rains last week. A total of 1,692 families or 4,625 individuals were displaced by the calamity according latest records of CDRRMC. Acuña stressed that those caught violating RA 7581 will be charged and will be made to pay at least P1,000.00 to not more than P1,000,000.00 administrative fine. Meanwhile, the city government, thru, the City Social Welfare

FPA regional officer Avelino Caperig said the seminar aimed to teach mango contractors the proper use of chemical flower inducer such as potassium and calcium nitrate. Caperig said reports reached his office that some unlicensed mango contractors used potassium and calcium nitrate as explosives instead of using it as chemical flower inducer in mango. To prevent unlicensed mango contractors in doing this, Caperig said FPA is conducting the seminar for mango contractors to issue them permit and to monitor the volume of potassium nitrate and calcium nitrate in our region., Caperig explained. Caperig said the seminar is a prerequisite for the mango

contractor in obtaining permit from their office. “After they are issued permits, the mango contractors are authorized to use these fertilizers, and it would be easier for us to monitor the proper use and inflow of volume of said chemicals in Zamboanga Peninsula,” Caperig said. Caperig said the permit fee is P600 and renewable every year. Caperig said after the seminar, mango contractors with no permit will no longer be allowed to buy chemicals from our licensed chemical store dealers. “We are now imposing stricter regulations on fertilizer and pesticides,” Caperig declared.

City Engineer’s office to conduct assessment of the damage wrought by the calamity for proper action and rehabilitation.

DAVAO CITY-Davao Region’s corn industry is expected to get a boost by the Department of Agriculture’s turn-over of a total of P3.6 mil-lion in checks and farm tractors to Davao del Norte during the clos-ing ceremony of the three-day 8th National Corn Congress held at the Waterfront Insular Hotel last Fri-day (September 27).

“The turn-over of checks and farm equipment is in line with President Aquino’s Food Security Program,” Department of Agriculture secretary Proceso J. Alcala said. Among those turned over by Alcala included a check amounting to P500 to the City Treasurer of Tagum City to support the city’s advocacy awareness on nutritious and alternative food

program, another check amounting to P500,000 to the local government of Tagum City as the counterpart of the DA-High Value Crops Development Program (HVCDP) for the procurement of processing equipment in support of the Tagum Council of Women, Inc. and a check amounting to P200,000 for the procurement of rubber and pepper development

Coastal barangay revitalized with projects, services

CARMEN DAVAO DEL NORTE- The isolated coastal barangay of Ba-rangay Taba in Carmen, Davao del Norte is expected to come alive economically and culturally as the provincial government has poured in projects and services. Provincial Muslim Officer Emilio Quirod feels the upbeat mode of his fellow residents in Barangay Taba which he describes as laid-back with roads of potholes leading to dead-end

areas that hinder free flow of goods to markets. “Walay lami ang Taba sauna. Karon nalipay kaayo kami sa mga proyekto nga gihatag sa amoa. (Taba was no good before. He also turned over two units of Four-Wheel-Drive farm tractors worth P4.8 million or P2.4 million each to the local government of the Island Garden City of Samal (actual turn-over) and the local government of New Corella (ceremonial turn-over), both in Davao del Norte. “The cost of the farm tractors were shared by the DA and the local government unit concerned,” he said. DA’s counterpart for each farm tractor was pegged at P1.2 million. So in effect, the total cost of farm tractors turned over to Davao del Norte amounted to P4.8 million including the LGU counterpart. A total of ten units of Four-Wheel-Drive farm tractors were

actually turned over by Alcala during the said event amounting to P15-million counterpart for the DA. The other recipients included the local governments of Davao City (3 units), Digos in Davao del Sur (1 unit), PLGU of Davao Oriental (2 units), municipality of Manay in Davao Oriental (1 unit) and municipality of Caraga also in Davao Oriental (1 unit). Ten units of postharvest equipment were raffled off during the closing program including 5 units of mobile cornsheller worth P112,000 per unit and 5 units of stationary mini corn mill amounting to P152,000 per unit. The winners have not yet been bared.

opening of the P2.5 million worth multi-purpose cultural center built at the heart of a Muslim community in Barangay Taba with about 2,500 residents. Concretely constructed with tiled floors, the cultural center will serve as a meeting place, event venue, madrasah school and wedding place of Muslim residents of Barangay Taba which has about 35 percent Muslim populace. Hadji Amina Conde could still recall that there used to be just a makeshift of tarpaulin covering during community gatherings and events. “Karon maski mag-ulan ug mag-init, maayo na. (Now, we would be alright even under the sun or the rain.),” she said. On the other hand, Del Rosario also formally opened a one kilometer road worth P2 million funded through the Mindanao Rural Development Program (MRDP) with counterpart funds from the provincial government, the municipal government of Carmen and from the Department Agriculture. Located at the coastal area of Carmen Municipality, Barangay Taba is also producing fish other than banana, coconuts and nipa. Meanwhile, the provincial government of Davao del Norte simultaneously hauled yesterday a caravan of services with the inauguration of projects given to Barangay Taba. Del Rosario led the Convergence for Peace and Development which pooled together various services from the provincial government of Davao del Norte, the 1003rd Infantry Brigade, and from the Provincial Police Office. Barangay Taba was the third site of Convergence for Peace and Development conducted in Carmen, Davao del Norte. The Convergence was also held, early this year, in Carmen barangays of Mabuhay and Tibulao.

KORONADAL CITY, South Cotabato -- The Department of Trade and Industry in Sultan Kudarat recently held the first Sultan Kudarat Bangus Festival in Lebak town to promote the potential of bangus or milkfish as an important industry.

The festival, held September 11 – 12, had over 150 fishpond operators, fishers, traders, provincial and national line agencies as well as other stakeholders including business development service providers and individuals from other provinces as participants.

DTI-Sultan Kudarat Director Nelly Nita N. Dillera said six plants in Mindanao are already exporting bangus to the US. Two of these plants have also penetrated European market that commands a better

price than US market.“This is mainly the

reason for conducting the festival, to provide fishers with technical assistance to engage in bangus production and

processing and improve technology for better productivity and to be ready to the aimed international market,” Dillera said.

two-day affair included investment forum focusing on bangus value chain and export market opportunities, and overview of the bangus industry in Soccsksargen Region.

DOLE 12 strengthens campaign against child labor in SoccsksargenBy Shahana Joy DuermeKORONADAL CITY, South Cotabato -- The Department of Labor and Employment (DOLE-12) in Soccsksargen Region is pushing forward with its anti-child labor drive in accordance with their advocacy to promote children’s rights and welfare.

During the reorientation seminar on Republic Act 9231 conducted yesterday, DOLE-12 Regional Director Chona Mantilla explained the importance of the mentioned law as means of saving abused children.

She said, the law mandates the elimination of worst forms of child labor and affording stronger protection for the working children age 18 and below.

“Government agencies and local government

units should work together in freeing children from child labor,” Mantilla said.

In Region 12, child labor is rampant in the provinces of South and North Cotabato with children working in mining sites as well as in banana, rubber and palm oil plantations.

On the other hand, DILG focal person Atty. Rochelle Mahinay-Sero stated that their department continues to monitor and evaluate the status of anti-child labor in the region.

The reorientation seminar was also conducted to further extend to concerned national agencies the significance of the act in helping working children and to instill to the minds of the people that the young ones also have the rights which need protection.

This endeavor which DOLE-12 promotes in collaboration with other departments is aimed at having a child labor-free Philippines.

MALAYBALAY CITY, Bukidnon -The Provincial Police Office here reported during the recent Provincial Peace and Order Council meeting that crime incidence from January to July 2012 this year decreased compared to the same period last year.

He reported that the PNP’s intensified drive against illegal drugs resulted to the arrest of 46 persons involved in illegal drug trade, confiscated 48.62 grams of “shabu” (methamphetamine hydrochloride), 2,386 grams of dried marijuana leaves, and uprooting of 1,314 full-grown marijuana plants, all valued at P967,870.00. In this case, thirty were already filed in court. In its campaign against illegal gambling, police arrested 46 persons in four operations and confiscated “videokarera” machines, fighting cocks, voluminous tally sheets for illegal numbers game, bet money, motorcycles, and all other forms of illegal gambling paraphernalia with a total of P273,682.00. Eight cases were filed in court while violators of other forms of illegal gambling paid fine ranging from P1,000.00 to 2,500 in violation of municipal/city ordinance.

For index crimes, “physical injury” registered the highest, while “direct assault” topped the non-index crimes’ list. “Province wide, the total crime volume (TCV) for January to July 2012 was recorded at 2,530, while TCV in 2011 was posted at 2,737. A decrease of 207 cases or 8 percent lower compared to the same period last year was noted. The crime solution efficiency also improved from 11% to 17%,” Duran said. “This is attributed to the joint efforts of government officials, the public, and the civic activities undertaken by our men in uniform here to maintain peace and public order in the entire province,” he said.

Said orientation aims to provide basic understanding on the fundamentals of public private partnership as well as various aspects the Center offers to facilitate the development of PPP projects. The PPP program has been identified by government as one of its key strategies in achieving national development by realizing critical infrastructure and development projects at the national and local levels. One area where the LGUs need critical capacity strengthening support is on the development and implementation of local infrastructure and development projects through PPP mechanisms. The PPP Center is the government instrumentality mandated to provide advisory services, technical assistance,

training and capacity development assistance to agencies and LGUs in PPP project preparation and development. A memorandum of agreement was entered into by DILG last October 11, 2011 with the PPP Center to formalize its collaboration in enabling LGUs as they develop and undertake local infrastructure and development projects through PPP. PPP orientation workshops have been successfully conducted already in Regions 3 4, 4-A,7, 11, CAR, and Caraga. PPP Center of the Philippines is an attached agency of NEDA, established from the former Build-Operate-Transfer (BOT) Center pursuant to Executive Order No. 8, series of 2010.
