INTRODUCTION

• The Osoyoos Waterfront Master Plan is a result of the planning

process conducted in the fall of 2007. The plan presents an overall

framework to guide council in its decisions related to Waterfront

Development in Osoyoos.

MASTER PLAN DEVELOPMENT

• Process

o Council initiates planning study and appoints a

Steering Committee.

o Steering Committee meets to confirm purpose,

scope and schedule.

o Steering Committee meets with stakeholder

group to obtain input, ideas and concerns.

o Steering Committee prepares a plan based upon

obtained at the Open House.

MASTER PLAN FRAMEWORK

• General Purpose

o To provide a Master Plan that presents an overall reference

framework for guiding the Town and any public or private

partners in selecting, planning and implementing recreational

development projects and supporting infrastructure

improvement in the Osoyoos waterfront area near our

Downtown.

• Scope

o The general extent of the waterfront plan area is depicted on

Figure 1 and includes public lands from the Channel Bridge

northwards through Gyro Park to Lions Park, as well as adjoining

portions of Osoyoos Lake.

• Objectives

o Enhance Osoyoos' recreational attractions as a resort community

for mutual benefit of residents and tourists.

o Engage stakeholder groups and other citizens in planning a vital

part of the Town's future.

o Promote best and integrated use of valuable land and water

resources for parklands, trails, facilities and compatible

economic activities.

o Identify current on-site uses that should be retained and

improved, or relocated elsewhere.

o Identify facility, park improvement and infrastructure projects that

may be potential candidates for Town capital budgeting, senior

government cost sharing, or development industry contributions.

o Promote suitable joint venturing opportunities for a new public-

private marina at Lions Bay.

MASTERPLAN

• Vision

The Vision for the Osoyoos Waterfront is to provide a place for

people to play while respecting the health of the Lake. In order to

accomplish this vision the Master Plan promotes the following:

o A multi-use pathway along the waterfront from the Channel

Bridge to the North end of Spartan Drive.

o Prepare an interpretive signage package for historical and

environmental highlights of the waterfront.

o Redevelopment of the central area at the foot of Park Place to

develop a destination Spirit Square which would function as the

heart of the Community and the location for Civic events.

Included in this redevelopment are the following:

• Relocation of the parking from the beachfront to a lot

adjacent the Commercial Area (behind Lady of the Lake).

• Redevelopment of the washroom building into a multi-purpose

building providing concession, change rooms, and public

washrooms.

• Introduction of a "Spirit Square" which would replace the

existing band shell and form the focus for this area of the

waterfront. This space would be designed as a multi-purpose

area suitable for concerts, celebrations, and other

community events. It should be a striking and memorable

place.

• Existing uses such as lawn bowl, parasailing, beach volleyball

and Seniors Centre would remain.

• The Museum and associated parking would be relocated to a

highly visible area in Town. The existing facility would be

developed as an open lawn and picnic area with access to

the beach.

o Redevelopment of the Lions Park and Sailing Club areas while

considering the following:

• Upgrade of Spartan Drive to create a safe well-defined access

route to the site with access along the waterfront to the north.

• Upgrade the interface between Spartan Drive and Fuji Court to

ensure street standards are maintained and that sidewalk

connections are provided.

• Keep Spartan Drive to a minimum width to encourage slow

traffic movement through this active area.

• Development of a formalized short term parking, trailer staging

and marshalling area to the west of the sailing club facility

• Explore remote storage areas for trailers off-site so to reduce

congestion and minimize use of valuable waterfront land for

trailer and vehicular storage.

• Refine the two existing boat launches to facilitate boat

launching and vehicular maneuvering.

• Work with the Sailing Club to minimize conflicts with motorized

boats and ensure continued viability of the club.

• Introduce boat mooring facilities with two sets of floats on the

lake, as well as in the existing lagoon to accommodate

approximately 100 boats. The Marina will be developed in

two phases with the southern set of slips and the lagoon slips

constructed first followed by the northern set of slips. The

facility is to include a manager’s facility and an

environmentally friendly lakeshore fueling facility.

o Designate the Railway Lands 'Y' as a nature park and encourage

the establishment of native flora and fauna in the area.

• Remove invasive plant species and replant with desirable

native species of plants.

• Prepare an interpretive program for the Railway Lands and the

entire waterfront.

• Introduce pathways and observation structures.

MASTER PLAN IMPLEMENTATION

• The following steps are required to ensure that the master plan be

successfully implemented:

o Council endorses the master plan

o The Town to continue discussions with Osoyoos Shoreline

Development Ltd. on the Marina joint venture in the preparation

of detail plans for implementation.

o Prepare a detailed survey of the Spartan Drive and Fuji Court

interface and prepare detailed designs for the road upgrades.

o Have Staff review the plan and look for potential funding sources

for various projects. The Spirit Square Area for example may

have provincial funding available.

o The relocation of the Museum and finding a new site can be

addressed in the current needs assessment planning process.

o Start negotiations with landowners adjacent to the northern

portion of Spartan Drive in order to facilitate widening of the

Road Right of Way.

o Resolve the design for the portion of Spartan Drive at the new

marina. Review budgeting with available DCC funds.

o Look at funding sources for reclaiming the "Y" area. Partnering

with developers that require areas for environmental

compensation may be a possible funding source.

o Continue working with OSD the developers of the Watermark

Beach Resort to complete the proposed pathway and other

improvements in the area adjacent to their property.

o Develop a plan to improve quality of the beach experience for

Beach users by improving beach sand and the purchase of a

beach sand sifter to facilitate beach cleaning.

o Council and Staff to develop an implementation strategy and set

priorities for the items discussed in the Master plan.

OSOYOOS WATERFRONT MASTER PLAN

AGENDA: 1. Purpose, Scope and Scheduling of Work

1. Alain described the Osoyoos Waterfront Master Plan as the first part of a two-phased planning approach that will provide a coordinating framework for subsequent detailed planning and development of Town and private projects, including a joint venture marina project at Lions Park.

2. The Plan will encompass all public lands running from Gyro Park at the south to the

“Y” railway lands at the north.

3. The Plan is scheduled for completion in two months. 2. Arrangements for Public Consultation

1. Alain explained that public consultation will be encouraged in two ways: first by engaging stakeholders and second through a public meeting.

2. The Terms of Reference (TOR) for the Plan list 12 stakeholder groups. The Lawn

Bowling Club have indicated that they also wish to be involved.

3. ⇒ It was agreed that the Committee would invite stakeholders to meet with them at different time slots on September 20, 2007 between 9.30 a.m. – 3.00 a.m.

4. ⇒ Alain will schedule stakeholders who wish to meet with the Committee and request

that they submit written submissions for circulation among the Committee prior to the meeting.

5. Peter will circulate PDF’s of his concept plan(s) among the Committee for their comment prior to a public meeting early in October.

6. Peter will design an exit questionnaire survey for use at the public meeting and will tabulate and analyze results for Committee review. Depending upon the survey results, changes may be made to the Plan before the Committee makes their final submission to Council.

3. Information Base. There was round table discussion on items needing more information or follow-up for Peter’s preparation of a concept plan(s). Proceeding from north to south through the study area these items are:

1. “Y” Railway Lands The upper arm of the Y should be included for study purposes. The “Y’ has value for supporting wildlife and could be replanted. Optional uses for the lands are parkland/conservation or selling to adjacent

residential property owners. Whatever option is recommended, a road and pathway access up to 92nd

Ave. is required.

2. Spartan Road adjacent to Lions Park It may be possible to realign the existing roadway westwards to allow more

parking. A strip of previous railway ROW west of the roadway was purchased in

common by upland landowners from the CPR. ⇒ Alain will approach upland landowners about their openness to dedicate

some of their strip to the Town in return for subdivision approvals. Walter Lemke may be a useful contact person because he was involved in the original transaction.

⇒ Terry will supply Alain with file information on previous negotiations. Brian Pendergraft may have detailed survey information.

3. Lions Park Marina Area Terry advised of the DCC project for reconstructing Spartan Drive with a

turnaround at its northern end near the Yacht Club. The street extension northwards from the turnaround should be speed

controlled. Provisions are needed for rapid boat launching and retrieval. Terry pointed to the handling of boat/trailer storage in Sicamous as a model

worth looking at. The local planner Charles Nash is a good contact, as is Mike Mars, the previous planner, who is now working for marina developers. Glen expressed an interest in visiting.

There is potential for parking boats/trailers up at the Town’s industrial area and transporting them to and from the Lake as required.

Terry reported that planning for a marina on the north tip of Lions Park inlet should take into consideration the possible pollution that occurred from a leaking barge.

Connectivity may be needed to the pier proposed for the Indigo development (which will not have its own marina).

The possibility could be considered of relocating the sailing club somewhat southward to accommodate marina facilities at the south tip of Lions Bay inlet.

The nature of Crown grants in the area should be reviewed to confirm what related uses may be allowable, e.g. restaurant, gas bar.

3. Central Public Facility Area The museum facility is outdated and should be replaced on another site. It appears that the seniors centre society is amenable to moving their facility,

possibly to a site near the Sonora Centre. Glen queried whether a future expansion marina could be located behind the

present seniors centre. The bowling green may be a park-friendly facility that is worth retaining. Likewise, the parasailing lease is an attraction. Glen is interested in pursuing a privately managed food concession / public

washroom (based on the Ambleside model in West Vancouver). Need to look at replacing or upgrading band shell (users could use public

washroom for changing). Town pier needs to be upgraded with extensions for drop off/pick up service

Option of relocating parking lot away from Lakefront to site behind Lady of the Lake.

4. Lakeshore Fronting Watermark There was discussion about the deterioration of retaining walls near the beach,

which may be needed for flood control. ⇒ Alain will discuss with Ron Doucette about whether restoration work should be covered off as a capital project.

A public walkway will be developed by Watermark across their Lakeshore front. Keith Sheardown, Super Valu has agreed to the walkway passing through his property.

1. WHAT DO YOU LIKE MOST ABOUT THE MASTER PLAN PRESENTED? Green Space / Parkland:

- Lots of green space – people friendly - That the entire are is not going to be drastically altered. That the large Habitat area at the north end

of Spartan Drive be maintained or enhanced. - It has major changes which seem to be developer driven [Watermark] but will free up areas for park

and public use - Love the riparian triangle at the north end as an interpretive park - Clean up of waterfront, more park [green] space, walkway extended - More green spaces – also the moving of the museum to a better location - All the green space - Good green space - Improvement to community park & sailing club area - Park - Public / private partnership – will encourage public access – lots of remaining park land – continuous

walkway - Beach area at Gyro Park

Museum:

- The removal of the museum is a good long-term move, but where is the new home for it? - Opening up of the area where the Museum now sits - Like the idea that something is going to be done about the museum and the area in general - Looks to me to be well thought out and very feasible, assuming the museum can be relocated

properly. Spirit Square:

- The Spirit Square area – put in berms to allow amphitheatre seating - Spirit Square project – volleyball, senior centre, lawn bowling – combination

Facilities:

- The apparent presentation of at least a few of the existing facilities Moorage / Marina:

- Good spot for new marina - Having the marina developed will assist in there being an area for public boat launch and trailer

storing - Definite need for the boat docks

Parking:

- The added car parking and parking for boat trailers - You have moved parking to the back [away from the water] – you hope – to relocate the museum

Additional Public Input / Comments:

- It gives us the opportunity to voice our opinions - The fact that the area is finally being looked at and there is an opportunity to have input - The whole concept appears very interesting - Retaining the view corridor on the point - Everything – it is a wonderful plan – will beautify this end of the lake



2. WHAT DO YOU LIKE LEAST? Dock / Marina:

- The 32-slip boat dock area on the Lions Park side - I would not like to see boat docks anywhere near Lions Park or out from the lagoon into the lake – the

lagoon is fine - The need to dredge the little lagoon to provide boat slips - The marina is too large and between 2 parks and sailing recreation - Boat moorage in basin – some boats too long to manoeuvre – would like to restrict size in basin - Boat pads for mooring boats outside of sailing club and swimming are by boat launch - Length of docks into water – sails look great, but what about the wind? - Size of docks our into the lake - Not too many boat slips please - Boat security - There is a congested area and conflict at boat launch area – motor boats vs sail boats - No bathroom facility at the marina [not the park] for boaters

Sailing Club:

- The reconfiguration of Sailing Club boat launch - The encroachment on Sailing Club land area that is currently used for parking of vehicles and trailers - Possible relocation of sailing club beach front south - Turn around area for accessing boat launch infringing on existing sailing club property - Changing property line for Sailing Club - No more lake boat parking for sailing club - Sailing club parking has been removed - Moving the beach area at the sailing club - Idea of sailing club relocation

Spirit Square:

- Sails for Spirit Centre - The sails on the Spirit Square have to be designed to withstand very strong winds off the lake – what

would the acoustics be like with no sides to the building? - The loss of the band-shell [or a similar updated structure] - I don’t like cluttering up the access to community park with things like “sails” & volleyball bits & pieces - Spirit Square concept – suggest entertainers are consulted re requirements - Possible location of Spirit Square

Parking:

- The idea that Spartan Drive could not be widened to allow parallel parking on the park side – that part is definitely needed

- The removal of certain things [parking & museum] seem to be far off but the marina is immediate - Not enough trailer parking for boat launch - Limited parking for boat trailers at boat launch - Boat launch – not enough parking - Only 10 stalls for boat trailers - Parking for 10 trailers is totally inadequate


- Completely stupid - Proposed walkway as it is on plan shown – move it to back of that property along the bank [like least] - The impetus on commercially developing the waterfront areas – does everything have to be

developed and built? Take away an existing park and build one somewhere else! - Walkway on lake edge - All this plan without the consultation with people in affected area - No provision for museum relocation



3. HAVE WE MISSED ANY OPPORTUNITIES? Previous Studies:

- Have the creators of this plan referred at all to previous studies of this area that the Town commissioned?

Lions Park:

- I would like to see the small peninsula south of Lions Park developed as part of the park Museum:

- That we ensure the Museum gets an appropriate home in town. - Museum should be incorporated with the Osoyoos Desert Centre – more people would visit – both

projects would benefit with increased traffic - The museum needs a new home and the old community hall site would work

Marina:

- Remove extra boat ramp, downsize boat moorage, have developer put in a trailer park [stacked loading], develop Kinsman Park are for family use [tables etc.]

- Gas service at the marina - Most local motor boat owners say we need another boat launch

Parking:

- Additional parking adjacent to White Sands – on the north side - People will have to pay for using the area adjacent to Lions Park and for boat launching - Parking for boat customers - Probably should buy back the old railway bed for parking

Fitness:

- You are missing the opportunity to promote healthy lifestyle – kayaking, canoeing, sailing - Circuit stations for fitness training – could go around riparian area – soft track preferred – recycled

tires or bark mulch - Possible work out and exercise park mainly for seniors

Sailing Club:

- Dragon-boat course – our race course did go right through the boat slips Facilities / Services:

- Possibly more concessions - Public phone and washrooms


- The opportunity to not develop commercially an area that has permitted free public use! - Waterfront walkway – storm-wall to protect against erosion? - Clean up the park area at 92nd Avenue and Spartan Drive – signage that it is a bird sanctuary



4. HAVE YOU SEEN ANYTHING IN YOUR TRAVELS THAT WOULD WORK ON OUR WATERFRONT? Bicycle Path:

- How about a combination, walk and bicycle path? - A walk / bike trail around the entire north lake joining up to the trail going north

Facilities:

- Clean washrooms – well maintained Signage:

- Welcoming sign for public use areas Other Locations:

- Suggest you look at Chelan - Stanley Park walkway - “Ontario Place” amphitheatre is a great “theatre” - Kelowna – if the pool concept does not go through, then I would like to see the “splash” down near

the Spirit Square – integration of all age levels is good. Additional Public Input / Comments:

- We need a “wow” plan that would compliment the amazing waterfront area - Attendant for summer for organizing staging and parking - I would like to see the Saturday Market on Main at Spirit Square - Controlled parking - Trailer stacking - Splash Park

5. DO YOU HAVE ANY FURTHER IDEAS OR COMMENTS? Lake Quality:

- The lake is dying! Adding more power boats? - Do we really want the congestion both on the water and on land by the marina, that is this is likely to

create? - Water safety is also a concern - You just had a Water Quality seminar – hello! - My BIG concern for Osoyoos is lake quality and quantity, and congested roads [boat trailers on Hwy

#3 – NO] - Stop giving up the lake

Moorage / Marina:

- There are enough motor boats on the lake and you should pass a by-law restricting size, emissions, etc.

- No more motor boats! - Angle south boat launch – same as north launch - Much concern has been expressed about too many boats on the lake, and therefore curtailment of

marinas to be developed by private developers. This concern apparently goes away if the Town plans to develop 94 boat slips and a commercial marina service development

- Watch the nasty stuff on the bottom of the boat basin, divert storm drain that is there – also ensure that any fuelling marina is environmentally sound

- Can you restrict “PWC” – seadoos etc. from the marina? It will congested enough. - 94 boat slips – only 10 trailer stalls? - Give sailboats preference over motor boats - Possible to sell the 30 inside boat slips to recover some of the cost – or annual rentals



Sailing Club: - As a long time resident and member of the Sailing Club, I am appalled by the proposal and the

ramifications to the Sailing Club. The use and access to the facility will be adversely curtailed if the proposal goes as it is at present

Green Space / Picnic Area:

- The Town owned area at the north end of Lions Park across the road be left natural but with pathways and maybe a picnic shelter

- Railway turn around left as public park area – improvement needed Parking:

- Is there enough parking for Senior Centre? - Lack of parking for some people using launch area, parks and walkway also need some place to park - Major concern about trailer parking space near boat launch - Move launch staging area toward parking area - More parking at sailing club

Signage:

- Signage indicating where to park - Signage for marina, for trailer parking, staging, and no parking

Museum:

- Museum must be in a highly accessible area – visible to public and tourists - Where is the museum going?

Facilities:

- Add more public washrooms - Add a “Super Loo” as seen and used at Lake Taupo, in the Rotown area, North Island, New Zealand - The extension of the walkway from the bridge to the Watermark and north along the Park is a must

for pedestrians and cyclists - That the Band-shell be replaced with a first class amphitheatre - This needs to proceed as a unified plan and not piece meal [Watermark needs to be required to

assist the Town to upgrade ALL facilities] - Upgrade of sand on beaches - Senior Centre must stay


- I feel this plan does little to improve the appearance and use of our waterfront – it would appear to be an “easy fix” for Watermark users as far as “where can I dock my boat?”

- I am looking for a really creative, well-thought out plan – this does not appear to be it - Rather than comment on plans which do not include any option for Service Clubs [ie. Legion,

Kiwanis], I will delay my response until I can discuss the waterfront development more fully with Council

- Please ensure that we all have another meeting in a few months while you folks discuss the ideas that come forth – its all very encouraging.

- Have you looked at other plans that have been designed for this area? Some good ideas in those plans.

- Major concern about timeline for this project and keeping area residents/clubs in the process - Not keeping our lakeshore from developers - Plan well done - Move walkway from White Sands along the bank area west of proposed parking area - The path needs to be inclusive, available and accessible for the disabled – paving stones need to be

used, but need to ensure that they stay level – accessible tourism is becoming very big - Plenty of lighting along Spartan Drive and Lions Park
