Requirement for Railway Operations and Service• Extension of the existing Scotford

Subdivision is required to provide rail service to Inter Pipeline’s Heartland Petrochemical Complex (under construction) in Alberta’s Industrial Heartland near Fort Saskatchewan, Alberta.

• The combination of rail to transport product and rail connection to the site optimize the overall project.

Project Overview• 2.4 mile (3.9 kilometre) extension from current

terminus of CP’s existing track immediately north of Shell’s Scotford Upgrader.

• Single mainline track with two transfer tracks accommodated on an existing CP-owned right-of-way approximately 100 feet wide.

• Designed for a track speed of 15 miles (25 km) per hour using continuously welded rail, wood track ties, and industry-standard track materials including spikes, anchors, and ballast.

• Up to 6000 loaded cars per year or 15-20 cars per day each way (1 train in/out per day).

Environmental Review• CP’s analysis has determined the Proposed project does not

trigger CEAA review (below Designated Project List threshold).• Environmental Screening of project completed by Dillon

Consulting.• Interests of the localities, as well as a full range of

environmental components, examined.• Few environmental sensitivities/components at risk due to long

history of agricultural, industrial, buried utilities and other land uses in the area.

• CP right-of-way has been disturbed in its entirety.• No significant adverse residual effects identified.

Crossings• Private Crossings – 1 existing (Shell) crossing to be realigned

to comply with TC Grade Crossing Standards; no new private crossings; agreements in place.

• Public Crossings - 1 new at-grade crossing (unopened Township Road); 1 existing access road to be relocated to ensure compliance with TC Grade Crossing Standards; agreements in place.

• Utility Crossings (water, telephone, fibre, effluent, oil, power) – 28 crossings; agreements in place (21) or “pending” due to anticipated construction timing (7).

Indigenous Engagement• Approach to engagement followed CTA’s engagement framework.• Closest First Nations are 50 km from the proposed project (Enoch

Cree, Alexander) and closest Metis settlement is 77km away (Buffalo Lake).

• 12 communities having potential interest contacted and engaged to share/exchange information.

• Meetings held with several Nations on-site, on-reserve and at CP’s Head Office.

rights.• First Nations have interest in economic development opportunities during

construction phase.• First Nations shared construction activities must protect important traditional

and cultural resources (e.g., North Saskatchewan River, archaeological artifacts).• Engagement activities have helped CP understand historical and cultural use and

interests in the Project area.

Public and Stakeholder Engagement• Public Engagement – information sessions (fall 2018, spring

2019) held in two nearby communities coincident with Alberta Industrial Heartland Association events; more than 400 attendees; CP received no opposition to the project (and many verbal comments of support).

• Government Representatives - meetings with elected officials from all levels of government; letters of support from local MP, MLA, and two local mayors.

• Local Landowners – engaged with sole adjacent resident and contact with the estate of one adjacent landowner; other landowners are local industries.

Commitments• CP will offer to employ a local Indigenous environmental/traditional

Summary• CTA will determine whether location of proposed Scotford Subdivision Extension is

reasonable considering the interests of localities and requirement for railway services.

• Proposed track extension is industrial in nature, located in an industrial-zoned area and will serve a industrial, rail-dependent customer.

• Right-of-way is owned by CP and no additional lands are required.• Project does not involve/require federal funds, federal lands, or CEAA review.• Minimal sensitive environmental receptors along the proposed track alignment.• CP feels meaningful engagement with adjacent landowners, stakeholders and

Indigenous communities has been undertaken and is ongoing.
