The University Profile

The University of Kashmir was established on 5th

 September 1969. Initially in 1948, it was a part of

the University of Jammu and Kashmir which then existed as an affiliating and examining body.

Subsequently, however, it developed into a full-fledged University with the objective of sustaining

academic excellence in J&K at large.

In 1956, the University of Jammu & Kashmir started Post graduation in Economics and

Geology at Jammu and English at Srinagar. In 1958, three more Departments of Mathematics, Urdu

and Hindi were opened at Srinagar, and the Arts Faculty building was the first to come up at the

Campus in 1959. In 1965, the University of Jammu and Kashmir was bifurcated for the Jammu and

Kashmir regions with common Pro-Vice Chancellor and Vice Chancellor. 

In pursuance of the recommendations of the Jammu and Kashmir Commission of Enquiry

under the chairmanship of Dr. Gagendragadkhar, the University of Jammu and Kashmir was spilt into

two separate full-fledged Universities, one at Srinagar and the other at Jammu. The former has

 jurisdiction over whole Kashmir region including Ladakh .

The University main campus is situated at Hazratbal, on the western side of the famous Dal

Lake of Srinagar, and has an approximate area of 250 acres of land stretching over Amar Singh Bagh,

Naseem Bagh and Mirza Bagh campuses. Besides, it has newly-established campuses namely South

Campus at Ananatnag and North Campus at Delina Baramulla: three more campuses, one each at

Kargil, Leh and Kupwara are in the offing.

Since its inception in 1969, there has been substantial increase in the student enrolment at

the Undergraduate, Postgraduate and Research levels. The faculty strength has also been on the

increase. Satisfied with its over all performance, the University was accredited grade “A” in 2002 by

the NAAC as was/is mandated by the UGC.

There are currently 11 Faculties, 38 P.G. Departments, 12 Research and other Centers. This

is excluding the Central Library, Directorate of Distance Education, Directorate of Sports, Transport

Workshop, Mini Hospital, Proctoral Wing, Hostel Management, etc. The University has affiliated

with it 39 Govt. Degree Colleges, 67 Non-government B.Ed. Colleges, 13 Constituent/Professional

Colleges, 5 Govt. and 8 privately managed Oriental Colleges.

The University is providing teacher education at secondary level (B.Ed. Programme) through

67 Non-Government affiliated B.Ed. colleges, P.G. Department of Education, Centre of Distance

Education and Government College of Education, M.A. Road Srinagar. In total, over 19,000

candidates, both local and non-local, are annually enrolled for B.Ed. Programme .

IMPORTANT INSTRUCTIONS:

1.  The candidates are advised to study the rules and regulations thoroughly before

applying for admission, and once the Application Form is submitted, it would, for all

purposes, mean his/her consent to abide by these rules and regulations.

2.  The Prospectus containing Application/Admission Forms can be obtained from the

office of the Dean, College Development Council, University of Kashmir, Srinagar,

against a Bank Draft of Rs.700/-.

3.  The Bank draft has to be drawn from and payable at any of the Srinagar branches of J&K

Bank, State Bank of India or Punjab National Bank. Remittance through Indian Postal

Order, Cheques etc. is not acceptable. More so, the amount paid is not refundable/

adjustable under any circumstances whatsoever.

4.  The Non-local candidates are mandated to submit ONLINE Applications through the

Kashmir University website/s: (i) http://www.kashmiruniversity.net  (ii)

http://www.kashmiruniversity.ac.in. They should credit Rs. 700 as Application Fee in the

REC Branch of the State Bank of India, Srinagar, Account No. 31246177581. They should

also attach with their ONLINE Applications Forms the scanned copies of the Graduation

Certificate, Marks card and the Reserved Category Certificate, if any.

5.  With each Prospectus are enclosed Application and Admission Forms. The former is to

be submitted in the office of the Dean, College Development Council, and the latter in

the College where the admission is likely to take place.

6.  The Application Forms can also be downloaded from the Kashmir University

website:http://www.kashmiruniversity.net and http://www.kashmiruniversity.ac.in 

7.  Candidates may submit the prescribed Application Forms, duly complete in all

respects, either in person or send it through post under registered cover/ speed post to

the Dean, Colleges Development Council, University of Kashmir, Hazratbal, Srinagar -

190006.

8.  Application Form/s found incomplete or submitted late after the last date of

submission, shall be straight way rejected with no further scope of correspondence.

9.  The University takes no responsibility for late receipt of Applications Forms or any other

related documented due to postal or transit delay.

10.  No changes are acceptable in the Admission Form/s after its/their submission in the

office of the College Development Council at the University of Kashmir.

11. List of the selected candidates shall be displayed on the Notice Board of the University in

front of the Administrative Block and in the concerned colleges and also on the website

http://www.kahmiruniversity.net and other site/ links of the University of Kashmir. No

separate information regarding selection and allotment of College shall be sent to the

candidates individually.

12 A candidate shall not be entitled to claim admission as a matter of right even if he/she is

otherwise eligible. If any error/omission in the processing /verification of documents of

any candidate occurs, the University shall be empowered to cancel such admission at any

stage following the detection of the error.

13. The allotment of college will be made as per rules and admission to the college as perpreference can not be claimed as a matter of right.

14. If at any stage during the course of studies it is found or it comes to the notice of the

University that a candidate has made false or incorrect statement or used fraudulent

means for securing admission or does not fulfill the eligibility requirement, his/her

admission shall be cancelled there and then.

15. Candidate who does not report for admission within the prescribed date as mentioned in

the selection lists, will forfeit his/her chance and offer of admission will be given to the

next candidate in order of merit. No further correspondence in this regard will be

entertained.

16. The admission of candidates shall be provisional and shall stand regularized at the time of

completion of admission formalities and production of all original certificate and

documents. In this case any candidate does not produce the required certificates his/her

selection shall automatically stand cancelled and no further correspondence in this

regard will be entertained.

17. Name & parentage of the candidate written in the Application and Admission Forms

should be the same as is recorded on the Board of School Education (10tth

Class)

certificate.

18. Candidates should write their name, parentage, address and Form number on the back

side of the Bank Draft. However, Bank Draft accompanying the Application Form

download from our website will be numbered by the office separately.

Rules and Regulations

Governing admission in Non-Government Affiliated

Colleges of Education

1. Duration of B.Ed. Course:

a) Unless otherwise notified the B.Ed. course shall be a whole time course of one academic

year duration.

b)  A person so long as he/she is the student of the B.Ed. course shall not be eligible to attend

any other course or appear in any other examination of the University. Provided that a

candidate who has secured reappear in only one course/paper of an examination (other

than the qualifying examination) or was scheduled to appear in the examination either as a

regular or private candidate before the commencement of class work of B.Ed. course but

could not do so on account of delay in the conduct of said examination even after he/she

has been admitted to the B.Ed. course.

2. Eligibility:

a) Admission to B.Ed. course in non-government colleges shall be open to those candidates who

have obtained Bachelor’s Degree in Science, Arts or

Commerce,i.e.,B.A/B.Sc/B.Com./B.C.A/B.B.A./B.Sc.Agriculture/B.E/B.Tech with not less than

40% marks form the University of Kashmir or from any other University recognized as equivalent

thereto by the University of Kashmir. (Notification No.F (Amend St-B.Ed.) Acad/KU/04 Dated 1st

 

Nov-04).

b) Bachelor’s degree obtained by the candidates under 10+2+3 pattern in different system i.e.

one, two, three subjects as against the four subject system, in each part of the under-

graduate course, applicable in this University, has been granted equivalence to the

corresponding degrees of the University.( Notice No. F (Equi-B.Ed) Acad/KU/04 dated 6th

 

Sept-04).

c) Candidate having passed graduation under 10+2+2scheme and is presently working as teacher

in the Govt. or Govt. recognized private school with at least two years teaching experience is

also eligible for seeking admission to the B.Ed. Programme (Notice No.F (Adm-

B.Ed./M/Ed/M/A course) Acd/KU/04 dated 29 June-04.

3. Medium of Instruction and Examination:

English/ Hindi shall be the medium of instruction and examination in all papers/course except in

Modern Indian Language where the medium of instruction and examination shall be the

language concerned.

4. Admission Procedure:

a)The Admission Committee nominated by the Vice-Chancellor for the purpose will look-after

the entire work relating to the issue of admission notice, receipt of application forms,

verification, preparation of lists , display of lists of selected candidates on notice board etc.

b) A candidate who does not figure in the list of the selected candidates issued by the University

but manages to seek unauthorized admission in any non-government college, shall do so on

his/ her own risk and responsibility. The University bears no responsibility for such unauthorized

admission and consequence emanating therefrom.

5. Certificates and Documents Required: 

Before Selection.

The Application form duly filled in should be accompanied by the attested copies of the

certificates of the following examinations.

I)  Matriculation or its equivalent

II)  All marks certificates of B.A/B.Sc/B.Com. etc. Examination

III)  All marks certificates of Postgraduate examination (if applicable)

IV)  Certificate of good moral conduct by the Principal of the college last attended or Head of

the Institution where studying at present or by any Gazetted Officer.

V)  Category certificate issued by the competent authority as per the latest SRO (for local

candidates only.)

VI)  Certificate of being permanent resident of J&K State ( for local candidates only)

VII)  Affidavit duly attested by the Ist class Judicial Magistrate as per specimen given in annexure

I and II whichever applicable.

After Selection

The selected candidates shall have to produce all the required certificates in original in the

college where admission is granted to them.

6. Distribution of Seats:

a) 75% of the approved intake of a college shall be filled from amongst the eligible local

candidates who belong to the areas falling within the territorial jurisdiction of the

University of Kashmir.

b) 25% of the approved intake shall be filled from amongst the eligible non-local candidates

who do not belong to the territorial jurisdiction of University of Kashmir.

c) In case the number of eligible candidates is less than the number of seats available under (a)

above, the unfilled seats shall be filled from amongst the eligible candidates falling under (b)

above and vice-versa.

7. Selection of Candidates:

a) 70% of seats available under clause 6(a) shall be filled on the basis of open merit

determined in terms of clause 8.

b) 30% remaining seats of (a) above shall be filled from the candidates belonging to the

reserved categories mentioned in clause 9 on the basis of merit.

c) 25% Non-local seats available under clause 6(b) shall also be filled on the basis of open merit

determined in terms of clause 8.

8. Procedure for Determining Merit: 

Merit of candidates for selection shall be determined out of 100 points as per maximum

weightage indicated against each in the following examinations.

Qualifying Examination (Graduation) 90 Points

Postgraduation (M.A/M.Sc/M.Com.etc) 10 Points

Note: Only one Postgraduate degree shall be considered for determining the merit.

 9. Breakup of category seats:

Reserved seats comprising 30% of local quota (see Distribution and Selection clauses) shall be

distributed among the various categories as follows.

i)  Scheduled Castes/ Scheduled Tribe 8%

ii)  Sportsmen 4%

iii)  Persons who have excelled in Cultural/Literary activities 2%

iv)  Persons who participated with distinction in N.S.S. activities 2%

v)  Persons who participated with distinction in N.C.C. activities 2%

vi)  Defense Service Personnel including ex-servicemen and their

Children who are permanent residents of the State and have had

a satisfactory service record. 2%

vii) Candidates belonging to the areas adjoining the Actual Line of Control. 2%

viii) (a) Candidates belonging to the backward areas of Leh and Kargil Dist. 3%

(b) Candidates belonging to Scheduled Tribes (Gujjar, Bakerwal, Gaddi

And Sippi) 3%

xi) Candidates belonging to the following weak and under privileged classes: 2%

a)  Village potters. B) Bhangies Khakrobs (Sweepers)

c) Village Barbers Bhanda d) Mirasis.

e) Madaries/ Bazigars f) Jheewars.

g)  Telies(Rural only) h) Graties.

10. Procedure for Determining Merit of Category Candidates: 

a) In case only one seat is available under category (ii),(iii),(iv)and (v) the same shall be filled on the

basis of comparative merit of all the candidates under category (ii) and (iii) or category (iv) and

(v) put together, as the case may be; Provided that any seat lying vacant under a sub-category

can be converted into the other sub-category with the same category subject to the condition

that the total percentage of seats does not exceed 6% in the case of category (ii),(iii) and 4% in

the case of category (iv)and (v).

b) For determining the number of seats under any reserved category mentioned under clause 9,

fraction of less than one-half shall be ignored and fraction of one-half and more shall be treated

as one.

Note:  In the event of number of seats available in the college being such that representation to all

reserved categories is not possible, the University may provide at least one seat to each reserved

category even if it means marginal increase in the number of seats .

11. Preparation of Merit Lists: 

a) Merit list of eligible candidates mentioned in clause 6(a) and 6(b) and those belonging to

reserved categories (identified in clause 9) shall be prepared separately on the basis of merit

to be determined in accordance with the criteria laid down in clause 8.

b) Merit list of eligible candidates under each reserved category shall be prepared separately on

the basis of aggregate score obtained for participation and performance in the event/(s),

camp (s) and /or activity/activities, as the case may be.

c) In case two or more candidates falling under open merit category or reserved category have

equal merit in terms of the criteria laid down in clause 8, the inter-se order of priority for

admission of such candidates shall be determined in order of the preference as under.

i Candidates who have obtained higher percentage of marks in Higher Secondary part II or an

examination recognized as equivalent thereto.

ii. Candidates obtaining higher percentage of marks in the Matriculation examination or any

other examination recognized as equivalent thereto, if percentage of marks at serial (i) is

equal.

iii.  Candidates older in age, if the percentage of marks at serial (ii) is also equal.

Note: In case any seat falls vacant in the reserved category the same will be filled from

amongst the candidates of that particular category strictly in accordance with the

 prescribed procedure and norms. In the events of non-availability of eligible candidates in

the concerned reserved category, the resultant vacancy shall be offered to the candidates

specified in clause 7(a) (open merit) in order of merit determined in terms of clause 8. In

the event of non availability of candidates mentioned in clause (6a) seats shall be offered

under clause (6 b) in order of merit determined in terms of clause 8.

12. Allotment of Colleges: 

As far as possible, 50% of the sanctioned seats will be allotted on the basis of.

a) Order of preference of the college (as indicated in the application form),

b)  Merit (determined in terms of clause 8 and.

c)  Availability of seats in each college.

Remaining 50% seats in each college shall be allotted by the Admission Committee, as far as

possible, in such a manner that the colleges will have students of equal academic level.

Note:  Admission to the college as per preference cannot be claimed as a matter of right.

13.  No Separate Intimation to Individual Candidates Regarding Selection:

No separate intimation regarding selection and allotment of colleges shall be sent to individual

candidate. Candidates are therefore advised to check the websites

(http://www.kashmiruniversity.net) (http://www.bedcolleges-kashmiruniversity .org) and take note

of the lists of selected candidates and other notice relating thereto and ensure compliance with the

instructions contained therein failing which the selection shall stand cancelled and no complaint will

be entertained in this regard.

14.  All Admissions are Provisional.

All admissions to B.Ed. courses in Non-Government Colleges shall be provisional and subject to

verification by the University

15. Verification of Certificates:

The colleges shall collect the requisite certificates and documents in original from the candidates for

verification of their eligibility. In case of doubt in the eligibility of a candidate the college shall seek the

clarification from the Academic Section of the University.

16. Removal of Difficulty. 

If any difficulty arises in giving effect to the provisions of the prospectus or in dealing with a situation

not envisaged in the statues the matter shall be referred to the Vice- Chancellor who shall issue such

order as he may deem fit under the circumstances.

17. Legal Disputes:

All legal disputes relating to the admission of candidate in B.Ed. course in Non-Government affiliated

colleges shall be subjected to jurisdiction of Srinagar courts only.

Note: A candidate shall have to pass all the four components separately. However, the marks of

components A, B, and C shall be added for the purpose of determining division in theory and the

division in component D shall be determined separately.

Fee Structure of B.Ed. Programme:

1. The fee structure for B.Ed. programme (one year) in private un-aided college of Education in Jammu

and Kashmir Stat shall be as under (Refer Govt. Order No.228-HE of 2003 dated 19.06.2003).

i. Fee shall be charged at the same rate from all students admitted to B.Ed. course in all

private un-aided colleges of education after selection by the affiliating University, and the

distinction between free, payment, and N.R.I. seats stands annulled.

ii. The uniform rate of annual tuition fee shall be Rs.22, 000/-per student.

iii. The Colleges will be at liberty to charge lesser amounts of fee with the condition that the

common rate of fee shall be applicable to all students admitted in an institution without

any exception.

iv. The Colleges shall also be free to charge Development Fee amounting to Rs. 1500/-per

student per annum.

v. The Colleges shall provide a monthly scholarship of Rs.300/-to poor and meritorious

students and the number of such students shall be 10% of the total number of seats.

  vi. The colleges will continue to charge the Miscellaneous (minor) Fees at the rates

already approved by the affiliating University.

vii. Kashmir University shall arrange centralized admission and shall also maintain

uniformity in the process of admission.

viii. The affiliating University shall charge an additional fee of Rs.1000/-from each student

admitted to the course for Infrastructure Fund for the University. No additional fee shall

be claimed by the University from the colleges for allotting seats in excess of the fixed

intake capacity. On the other hand the fixed intake capacity shall always be adhered to

without making any arbitrary allotment of additional seats. (Govt. Order No.Edu-

Cell/NOC/Pvt.-Instt/40/99Dated 16.07.04)

II. In addition to the above fee every candidate shall be required to pay other normal fees

prescribed as per details given below.

i. Examination fee Rs.12500/-

ii. Sports fee Rs.50/-

iii. Development Fund Rs.100/-

iv. Registration fee Rs.200/- (if applicable)

v. Eligibility fee Rs.110/- (if applicable)

vi. N.S.S.fee Rs.25.

III. Hostel Rent (if applicable) Rs.500/- per month

IV. The mess expenses shall be charged from each boarder at the rate as may be worked out by the

colleges concerned with the boarder. The mess shall be run on co-operative basis.
