A. INTRODUCTION

The purpose of this report is to evaluate the potential traffic impacts associated with the

construction of the PSE&G’s Echelon Substation located along Evesham Road (CR 544) between

Meadow Lane and the North Branch of Cooper River in the Township of Cherry Hill, Camden

County, NJ.

B. PROJECT DESCRIPTION

The proposed substation is located on Block 519.11, Lot 2 and is currently zoned for

Institutional (IN) use based on the Township’s 2016 Zoning Map. The total existing lot size

according to the 2020 Tax Map is 21.11 acres. PSE&G is proposing to subdivide a 10.63 acre

parcel from the existing lot to construct the Echelon substation.

The proposed substation will be un-manned with remote monitoring and controlled by PSE&G

Operations Division. Once the substation is constructed and energized, it will be typically

visited once a week by a single substation mechanic to conduct visual and electrical inspections

of the station.

Below is an aerial image of the existing project site. For the purposes of this report, the site

frontage along Evesham Road (CR 544) runs in an east – west direction.

C. EXISTING CONDITIONS

a. SITE CONDITIONS

The proposed substation is to be constructed on a vacant lot opposite the Rainwood Residential

Development along Evesham Road (CR 544) in Cherry Hill, Camden County. The vacant lot is

owned by Congregation M’Kor Shalom and PSE&G has acquired a portion of the property to

build the facility. The terrain is fairly flat with heavy vegetation. Existing utility poles run along

the westbound roadside and carry aerial electric and communication services in this area.

Guide rail begins across Peregrine Drive and runs west to shield errant vehicles from getting

into North Branch Cooper River.

Evesham Road (CR 544) exists as a four-lane undivided roadway with two lanes in each

direction. The posted speed limit is 40 MPH and classified as an Urban Principal Arterial. The

roadway serves as an important link between US-30 and NJ Route 73.

b. TRAFFIC VOLUMES

The New Jersey Department of Transportation (NJDOT) owns and operates an extensive system

of traffic count stations throughout the state of New Jersey. There is one 48-hour traffic count

Station 9 (Station I.D. 130021) on Evesham Road approximately 1,100 feet east of the PSE&G

project site. It should be noted that this traffic data is from 2013 and counted vehicles driving in

the eastbound roadway between Meadow Lane and Route 73. Field observations revealed

similar traffic volumes in the westbound direction during the AM and PM peaks. Traffic counts

on the westbound roadway were not conducted because the proposed development is a very

low traffic generator (unmanned with one 1 vehicle a week).

The NJDOT Traffic Count Data is shown in Appendix A.

c. TRAFFIC ASSESSMENT

Field observations revealed that all the side street stop controlled intersections as well as the

signalized intersections in the vicinity of the project site operate at an acceptable level of

service with minimal delays.

D. PROPOSED CONSTRUCTION PROJECT

a. PROJECT SITE The acquired portion of Block 519.11, Lot 2 will serve as a work site for the construction of the

new PSE&G substation. The property will be provided with security construction fencing and

gates around its entire perimeter to prevent unwarranted vehicles and pedestrians from

entering the work site.

Two temporary access driveways will be constructed along westbound Evesham Road (CR 544)

at the project site for the entry and exit of construction worker vehicles, delivery vehicles,

construction equipment and material, and emergency vehicles. The driveways will be converted

to permanent access driveways meeting Township’s Ordinance upon completion of the

substation and will be limited to right turns in and out of the site. During construction of these

driveways, construction vehicle maneuvers would be done safely through the temporary traffic

control design proposed for this project. Traffic control plan is shown in Appendix B.

A temporary parking lot will be dedicated onsite to accommodate construction worker vehicles

throughout construction, thereby eliminating the need for workers to park along the roadside

or in the neighboring residential areas.

b. TRAFFIC VOLUMES The construction project is expected to generate up to 25 full time workers at the busiest

duration of the project when the Civil and Electrical work overlap. To be conservative, it is

assumed the 25 workers will be generated to and from the site on a daily basis during

construction. It is also assumed that the workers will not carpool, and will individually drive

their own vehicles (i.e., no transit modes). It is expected that construction workers would

arrive onsite by 6:30 am and leave by 3:30 pm which is outside the peak hours observed in the

field and also identified in the NJDOT Traffic Count Data (AM peak of 8-9 AM and PM peak of 4-

5 PM).

The additional 25 vehicle trips daily will not be considered a significant temporary traffic impact

to the existing traffic network to trigger the need for a detailed traffic analysis or any changes

to the traffic control.

E. CONCLUSION

In conclusion, the project site will have very minimal impacts to the existing traffic network. The

intersections in the vicinity of the project operate at an acceptable service levels and will be

maintained throughout construction. A security fence and gates will be provided to prevent

unauthorized vehicles from entering the work site. Furthermore, a temporary parking lot,

located onsite will be provided to accommodate construction workers on a daily basis. As

stated above, the completed project will not generate additional traffic on a daily basis. A

PSE&G operator (with a utility van) will visit the site approximately once a week to perform

inspections and other maintenance work. For this reason, the study did not need to evaluate

traffic conditions after the completion of construction.
