1. PROGRESS MADE THIS REPORT PERIOD
Soil and soil vapor sampling was performed at NASA locations during this period for the
RCRA Facility Investigation (RFI) . NASA sites sampled during this period included the
former Liquid Oxygen (LOX) Plant (SWMUs 4 .5 and 4 .6), Area II Landfill (SWMU 5 .1),
Expendable Launch Vehicle (ELV) (SWMU 5 .2), Building 204 USTs (SWMU 5 .5 and
Area II Area of Concern [AOC]), former Area II Incinerator Ash Pile (SWMU 5 .6), Alfa
Area (SWMUs 5 .9, 5 .10, and 5 .11), Bravo Area (SWMUs 5 .13, 5.14, and 5.15), Coca
Area (SWMU 5 .18 and 5.19), Storable Propellant Area (SPA) (Area H AOC), Building
515 Sewage Treatment Plant (STP) (Area II AOC), and Alfa/Bravo Fuel Farm (ABFF)
(Area II AOC) RFI sites . MWH collected a total of 195 soil and 74 soil vapor samples at
above-referenced areas during this reporting period (Table 1) . The soil sample analysis
was performed by the California-certified TestAmerica Analytical Testing Corporation
(formerly Del Mar Analytical), located in Irvine . The soil vapor sample analysis was
performed onsite by the California-certified Centrum Environmental Laboratory's mobile
laboratory . To date, approximately 829 soil vapor/surface flux/ambient air (854 analyses)
and 1,738 soil matrix/bedrock/soil leachate/surface water samples (4,089 analyses) have
been collected from NASA locations during the RFI program (Table 2) .
A total of four near-surface groundwater samples were collected this pe riod for the RFI(Table 1), including two NASA samples collected at springs located on or around the
SSFL. The near-surface groundwater sample analysis was performed by TestAmerica . Todate, approximately 135 groundwater samples (239 analyses ) have been collected fromNASA locations during the RFI program (Table 2) .
RFI report preparation continued this period for the Group 4 RFI Report (southern centralSSFL), including PLF, Coca, and Delta RFI sites . Limited step-out sampling wasconducted at the Building 515 STP, LOX, Ash Pile, ELV, and Area II Landfill RFI sitesin preparation for the Group 2 RFI Report (north central SSFL), and at the ABFF, Alfa,SPA, B204 USTs, and Bravo RFI sites in preparation for the Group 3 RFI Report (central
SSFL) .
Work continued on data analysis and reporting for the Vapor Migration ModelingValidation Study .

Stormwater erosion control Best Management Practices (BMPs) installed at RFI siteswere inspected prior to, during, and following rain events and modified as needed .
Validation of recent soil samples and a program quality assurance (QA) review of soilsampling data are ongoing.
DTSC, Boeing, and MWH met several times this period to discuss the RFI reports and
soil and groundwater investigations.
2. SUMMARY OF FINDING S
RFI samples collected at NASA locations and validated during this reporting period willbe reported next quarter or in the RFI group reports .
3/4 SUMMARY OF PROBLEMS/ACTIONS TAKEN
Recent validation of data from TestAmerica indicates that reported concentrations ofmercury data are inaccurate between the Method Detection Limit and Reporting Limitwith the majority of the data indicating a high bias . An evaluation of this issue has begun.A corrective action plan will be prepared to address the instrument calibrationinconsistencies, as necessary, after consultation with DTSC . Mercury analysis has beensubcontracted to the California-certified Weck Laboratories, Inc., until the problem iscorrected at TestAmerica-Irvine .
5. PROJECT ACTIVITY NEXT PERIOD
NASA will be involved with the following RFI activities during the next period :
• Complete limited field work for step-out sampling at Area II NASA sites to supportRFI reporting .
• Complete the Group 4 RFI Report for DTSC submittal .• Prepare and submit Vapor Migration Modeling Validation Study Report, including
results of LOX work plan sampling.• Perform data validation for samples collected at NASA sites .• Inspect BMP installations at RFI sites prior to rain events, and modify as necessary .
• Continue ongoing monitoring of seeps and springs locations at or around the SSFL.
