1. Background

Provision of safe drinking water is one of the key objectives of the Millennium

Development Goals. Sri Lanka too is heading towards achieving the target of providing

safe drinking water for all. Bearing a share for the contribution to the National and

Global objectives, the Strategic Cities Development Program (SCDP) has identified the

proposed project for provision of safe drinking water for Heerassagala and Dangolla

Grama Niladari Divisions in the Greater Kandy City in collaboration with the Kandy

Municipal Council (KMC).

The general objective of the project is to provide uninterrupted safe drinking water for

the people of the key areas in the Kandy City Region. The other objectives are to

increase the carrying capacities of the existing water schemes enabling to expand the

coverage where the present carrying capacity is badly insufficient. Furthermore, the

project aims at introducing a systematic and efficient operation and maintenance system

which does not function well at present. One of the reasons is because of the old

structures and distribution networks that were built 60 years ago leading to continuous

maintenance issues. Finally, the project anticipates increasing and improving the level of

service delivery by providing technical and machinery support to the KMC to ensure

the sustainability of operation and maintenance services.

2. Sub project description

The SCDP has given priority to reconstruct and rehabilitate the water supply schemes

of the KMC area, and to expand and increase the existing capacities of the schemes

operated and maintained by the KMC at present. In order to achieve the above objective,

the project(SCDP) proposes laying a transmission line from Water Treatment Plant

(WTP) located in Gatambe ,to Heerassagala junction through the railway crossing and to

link this line to reservoir tanks to be constructed in the lower division of the Heerassagala

Gramaniladari Division,(GND) along the Heerassagala Road. Another transmission line

will be laid from the Heerassagala lower division reservoir to the reservoir tank to be

built under the project in the middle division of the Heerassagala GND. In the meantime,

a distribution line will be laid parallel to the transmission line from the Heerassagala

Middle and lower reservoir tanks to the Heerassagala Junction along the Heerassagala

road.

Water Treatment Plant (WTP) at Gatambe is the KMC’s main water purification unit

situated 200 m from Gatembe junction along the left side of the Sirimavo Bandaranayake

Mawatha. This has been established in 1956 and has been undergone rehabilitation from

time to time. The present capacity of the WTP is 35,000 cubic meters. The half an acre land

on which the WTP is built belongs to the KMC. Heerassagala lower division is situated 220

m from the second lane of the Heerassagala road at 561 M msl. Heerassagala middle

is situated 150 m along the third lane of the Heerassala road 613 M. The length of the

transmission line from WTP to Heerassagala junction is 1260 m and the length from the

Heerassagala junction to reservoir tanks is 1444 m .

The proposed development project consists of two components i.e. laying a transmission

line from Water Treatment Plant at Gatambe to Heerassagala Junction through the

railway crossing and then continuing the transmission line to Heerassagala lower reservoir

first and from there to Heerassagala middle reservoir. Furthermore, a distribution line

will be laid parallel to transmission line from the two reservoirs up to the Heerassagala

Junction. Transmission line from WTP to Heerassagala junction is planned to lay beneath

the walking passage on the right side of the road. From Heerassagala Junction to

reservoirs along the Heerassagala Road, both transmission and distribution lines are

planned to be laid along the road. The cost for restoration of the road after laying pipes

has been included in the Engineer’s estimate of BoQ bill No 01, in the General Items

(Items no 1.26 provision for payments to the Ceylon Government Railways.). A copy of the

engineering designs are included in Annex-02

The design and estimates have been prepared by the NWS&DB and the operation and

maintenance will be carried out by the KMC after commissioning the project.

3. Subproject Justification

The existing water schemes of the KMC were constructed 50 to 60 years ago targeting

the population at that time. With expansion of the residential areas and the increase of

the population in manifolds, the original capacity was severely insufficient to meet the

current water demand . As a result, consumers of the proposed project area are provided

with an intermittent water supply delivered by the KMC. Due to absence of reservoir

tanks, these water schemes are being operated at present through distribution of water

directly from the intake where water pressure in the distribution system is very high. As

a result of this high pressure, water lines are subjected to frequent damages and interruptions

causing severe hardships to consumers and particularly to women and children . The water

carrying capacity of the existing distribution line is far below the expected requirements.

Furthermore, all existing water schemes of the KMC are linked to one single operational

system where detections of any water leakages are difficult. This causes enormous water losses

estimated to be in the range of 40%-45% (non-revenue water Losses)., The proposed project

aims at introducing a zonal monitoring system where the KMC water scheme will be

fragmented to 11 sub sections called Zones enabling each zone to operate and maintain

their respective schemes separately. This would contribute to enhancing the efficiency of

water supply, reducing the operation and maintenance costs and minimizing the water

losses. The present operation and maintenance system of the KMC lacks advanced

equipment, computerized accounting packages, a monitoring system to assess its profits

and losses and a human resource capacity building plan . The proposed project focuses

on addressing the above deficiencies targeting 6778 beneficiaries comprising 981

households and to ensure the sustainability of the KMC water supply services. The final

goal of the project is to improve the living standards and the quality of life of the people

in the Kandy Municipal Council Area.

4. Socio Economic profile of the subproject impact area

The Socio economic profile of the project impact area comprise the left and right hand

sides of the Sirimavo Bandaranayake Road along which the transmission line starting from

the WTP to the reservoir tanks would be laid. In the project impact area, there are several

commercial and service centres located either side of the road from WTP to Heerassagala

Junction while a large number of residential units are located from Heerassagala junction

and along the Heerassagala road up to the locations identified for the construction of reservoir

tanks.

5. Objectives

The general objective of the proposed project is to provide uninterrupted safe drinking

water for 6778 beneficiaries (981 households). The project aims at building two water

storage tanks in the Heerassagala Lower Division and in the Heerassagala Middle division with

each having the capacity of storing 250 cubic meters. Furthermore, the project would establish

two operation and maintenance zones for the two divisions so that they need not depend

on the central operation and maintenance system which is not efficiently managed at

present. The project will also build the technical capacities of the staff affiliated to the

water works department of the KMC.

6. Methodology

Data for this social screening has been gathered through multiple sources such as individual

and focus group discussions with households living adjacent to the reservoir tanks and

pumping mains, discussions conducted with the technical staff of the National Water

Supply and Drainage Board (NWS&DB) which is responsible for the overall design and

contract supervision and also provide consultancy services to implement of the project , land

officials of the NWS&DB and the KMC. Secondary data was collected from the

NWS&DB and the Water Works Department of the KMC. Field visits were undertaken

to each project site and the distribution area to ensure that the subproject does not

involve any land acquisitions . The details of the stakeholder consultations are given in

Annex 01.

Possible damages to physical

Contractor will obtain an insurance package covering

restoration of all damages. This will be included to the

contract agreement. Provincial Road Development Authority

has been agreed to give a No objection letter to use the

Stakeholders consultation was helped to developed weekly

traffic management plan that will intend to inform residents

of the area in advance when the construction work will start,

decided to discuss further propose traffic plan.

Contractor will deploy required manpower to assist the

police.

Construction will be carried out at nights as much as

possible

Display notice boards to inform the general public about

construction schedule, project basic information ,

interruption of water supply etc.

Safety of vehicle and people

constructions at the rail way

crossing.

Railway department will be informed to get adequate

mitigation measures to arrest the risk. The NWS&DB

has already discussed with the Railway Department

officials and the laying of pipe lines under the railway

line will be carried out by the Rail way Department.

NWS&DB has been requested permission to lay pipe line it

crosses the railway line at Heerasssagal Junction (Attached

request permission letter – Annex 12 (page no 23) The

required budgetary provision has been allocated to the

Railway Department for the implementation of special

mitigation plan. Restoration cost has been allocated the

Engineer’s estimate of the BOQ.

Consumers will experience

interruptions to their water

the existing water supply scheme until the new pipe lines

are laid.

10. Positive Social Impacts

The project will ensure an uninterrupted safe supply of drinking water for an estimated

population of 6778 persons while improving their quality of life. Subproject beneficiaries will

also receive timely operation and maintenance services from the KMC as a result of

improved operation and maintenance services and staff capacity building. Reduced

maintenance costs and water losses would in turn benefit the consumers in terms of reduced

tariff rates.

11. Action Plan for Implementation of Social Safeguards

This water supply subproject contract is planned to be awarded in February,2015. The

construction work will commence in March, 2015 and will be completed in March, 2016.

Adverse Social impacts were identified during the community consultation and propose

mitigation measures have been already submitted to the contractor, The contractor should be

hand over his construction plan before implement the activities in the construction site, based

on the contractor’s plan Local PMU will prepare weekly advance work plan and submit KMC

to monitor compliance with the social safeguard mitigation measures of the sub project. At the

construction awarding meeting which was held on 23rd of March 2015 in Kandy, project team

we were presented and discussed both social and environment safeguard issues Mr.Chandana

Thennakoon the Commissioner of KMC, has suggested all the construction related complain

and incident they will expect directly report to them through propose field level Grievance

Redress Committee and site Safeguard Officer, apart from that the project has been requested

to appoint the commissioner or his nominee from MC Kandy to work as a chairmen of the

GRC filed level committee and also he will be a focal appoint of KMC and coordinate above

mention responsibilities.-Annex 16

13. Conclusion The overall assessment of the social screening is that it is ensured that there is no

violation of the World Bank Safeguard policies OP 4.10 and OP 4.12 and Government

policies in the implementation of the proposed water transmission schemes.
