DIVISION SECONDARY SCHOOLS’ PRESS CONFERENCE 2017

To: Education Program SupervisorsPublic Schools District Supervisors Principals/School Heads (Public and Private Schools)School Paper Advisers

1. The Department of Education Camarines Sur Division in cooperation with the Association of Secondary School Paper Advisers in Camarines Sur (ASSPACS) will hold the Division Secondary Schools Press Conference on September 11 -12, 2017 at Ocampo National High School, Ocampo, Camarines Sur.

2. This year’s Division Secondary Schools Press Conference aims to:

a. demonstrate understanding of the importance of journalism by expressing it through different journalistic endeavors and approaches;

b. sustain advocacy on social consciousness and environmental awareness;c. provide a venue for an enriching learning experience for students interested in

pursuing journalism as career or those who intend to use skill sets learned through campus journalism to give them a better edge in their chosen careers;

d. promote responsible journalism and fair and ethical use of social media; ande. enhance journalistic competence through healthy and friendly competitions.

3. The DSSPC shall include the following:a. Individual contests (English & Filipino)

> Editorial Writing> News Writing> Feature Writing> Sports Writing> Editorial Cartooning> Photo Journalism> Copy Reading and Headline Writing> Science and Health Writing

d. Group contests (English & Filipino)> Scriptwriting & Radio Broadcasting> Collaborative Publishing> School Paper Competition

e. Search for outstanding School Paper Advisers and Campus Journalists

4. The expected participants to this Conference are TOP TEN WINNERS in the individual events and contestants in radio broadcasting and collaborative publishing contests from the five congressional districts, both in English and Filipino categories. Student writers for Secondary level shall include Grades 7 to 12. Every student can participate in only one event either individual or group contest in English or Filipino category. The implementing guidelines for the individual and group contests stipulated in DepEd Memo # 126, s. 2016 shall be strictly adhere to.

5. School Paper Advisers (SPA) in English & Filipino of the school publication will be the authorized people to accompany the contestants in both single and group events or for both categories (English & Filipino). Participants who will stay overnight in the venue should bring their own beddings/toiletries and should inform the host school ahead of time.

6. During the closing program, Top ten (10) winners will be announced but only the Top three (3) are qualified to join the Regional Secondary Schools* Press Conference. In group contests, Top five (5) winners will be announced but only the First placer/Best Team will represent the Division in the Regional level.Special awards will be determined by the speaker/judge.

Likewise, the Top Ten winners in the School Paper contest by section will beannounced and in the Search for Outstanding School Paper Advisers and Campus Journalists Top Three winners will be recognized but only First place winner will represent the Division in the Regional level. #s7t. 8<?t7 fa t/u

8. All Public Schools District Supervisors and District Journalism Coordinators are enjoined to check on the existence of school papers among the participating schools and enforce the national policy, “No publication, No student contestant”. It is also reiterated that the schools should respect the Intellectual Property Rights (IPR), and adhere to the rules concerning plagiarism.

9. Schools that have collected journalism or subscription fees should submit school paper entries (hard copy) and not e-document entries. Schools that did not collect journalism or subscription fee can submit campus publication in e-document (pdf) format. Schools that will submit entries in this format should include a certification from the parents’ association, noted by the school Principal, that no publication fee was collected from the students. This certification should be included in the documents submitted to the Division Office upon submission of the school paper entries.

10. Schools that will join in the school paper contest (hard copy and e-document enries) should submit 6 printed copies of the draft of their school paper (12”x18” stripped paper/actual size) to the ASSPACS Officers in the District who are also responsible to collect the pre-registration fees, and the final list of participants per district on September 6, 2017 during the final planning conference of ASSPACS Officers. Memory card for photojournalism must be submitted for validation on the same date at the Division Library Hub, DepEd compound, San Jose, Pili, Camarines Sur.

11. Participants in Photojournalism are advised to bring laptops and any kind of camera (point & shoot only) with a maximum of 20 megapixels. Contestants are expected to layout and caption the pictures on their own laptops. The speaker/judge has the authority to decide on the materials to be used. Cartoonist should prepare illustration board, cartolina, oslo paper and other sets of materials for cartooning.

12. Participants in group contests are also advised to bring their own gadgets/materials necessary for the contest. In collaborative publishing, participants should know adobe in-design, etc. Contestants in copy reading should have reviewed 2016 Associated Press (AP) copy reading symbols.

13. Results of the two-day Division Press Conference shall be announced during the closing program with the simultaneous release of the certificates of participation and appearance of the participants. No release of certificates will be done in the Division Office to make sure that everyone is properly accounted in the two-day affair as stated in the travel order.

14. A registration fee of Php.200.00 will be charged per participant to cover all the operational expenses like speakers/facilitators honoraria, food/meals, supplies/contest materials and other incidental expenses. The meals of the participants are excluded in the registration fee. An additional Php.50.00 membership fee per School Paper Adviser (SPA) and Php. 30.00 membership fee per contestant shall likewise be collected.

15. Registration expenses shall be charged against school publication fund, SEF/PTA fund; while travel and miscellaneous expenses of participants shall be charged against school MOOE subject to usual accounting and auditing rules and regulations. Participants from private schools shall make their own arrangements to source out funds relative to their participation in the division journalism activities.
