2. What is MGNREGA? The Mahatma Gandhi National Rural EmploymentGuarantee Act (MGNREGA) is an Indian law that aims toguarantee the 'right to work' and ensure livelihood securityin rural areas by providing at least 100 days ofguaranteed wage employment in a financial year to everyhousehold whose adult members volunteer to do unskilledmanual work. MGNREGA was notified on 2nd February 2006 in 200 districts,extended to additional 130 districts in April 2007 and thereafternotified in the remaining rural areas of the country in April 2008. History Review India has three decades of experience in implementingemployment generation programmes. The concept ofcreating employment in public works is not new. States have failed to disburse wages within 15 daysas mandated by MGNREGA. In addition, workers are notcompensated for a delay in payment of wages. Lack of awareness lack of awareness about rights &entitlements and inability to submit written applications Poor states have higher demand for work but a lessercapacity to implement MGNREGA effectively because ofinstitutional factors and end up with greater unmet demandfor work. Insufficient involvement of PRI1s. a large amount offunds allocated for MGNREGA have remainedunderutilised due to involvement of PRIs1.PRI-PRI Panchayati Raj InstitutionNishant Kumar October 12, 2014 16. Reason for Good Performance ofMNREGA IN Rajasthan, A.P AND T.N Self-Help Groups and Civil Society Organisationsencouraging women, SC and ST participation inMGNREGA. Civil Society organisations, NGOs, Politicalrepresentatives, Civil Servants and Workers of Rajasthanand Andhra Pradesh collectively organise social audits toprevent mass corruption under the MGNREGA. In these states, three-tier PRI played a important role forimplementation of MGNREGA . These states have successfully employed computerizationand e-governance mechanisms which helps widespreadreach. Continued In Rajasthan , The MGNREGA permits wagepayments on daily rate as well as on piece rate.Existence of Peer Monitoring system and MateMonitoring system helps in better supervision by theauthorities. MGNREGA has reduced traditional gender wagediscrimination.
