Attached please find the subject requests for additional information (RAI). A draft of the RAI was provided to you on May 18, 2009, and on June 24, 2009, you informed us that the RAI is clear and no further clarification is needed. As a result, no change is made to the draft RAI except minor editorial corrections. The schedule we have established for review of your application assumes technically correct and complete responses within 30 days of receipt of RAIs. For any RAIs that cannot be answered within 30 days, it is expected that a date for receipt of this information will be provided to the staff within the 30 day period so that the staff can assess how this information will impact the published schedule.

Question 12.03-12.04-15:

Section 12.3-12.4 of the U.S. EPR FSAR describes the use of the RANKERN computer code to determine the post-LOCA dose rates in the lower elevations of the Safeguards Building Divisions 1 and 2 (identified as radiological vital areas in the FSAR). However, the RANKERN shielding code is not commonly used in the United States and is therefore not contained in the code description file of the Radiation Safety Information Computational Center at Oak Ridge National Laboratory. As a result, NRC staff and their contractors are unfamiliar with the RANKERN code methodology, including whether its assumptions regarding radiation transport are conservative. Therefore in accordance with the guidance in SRP Section 12.3-12.4, please provide the locations and geometry characteristics of the various sources (pipes, heat exchangers) modeled in the RANKERN post-LOCA calculations such that the mission doses for Safeguard Building 2 could be reproduced by NRC staff.

Response to Question 12.03-12.04-15:

Geometrical data for characterizing the residual heat removal (RHR) system are provided in Figures 12.03-12.04-15-1 through 12.03-12.04-15-4 and Tables 12.03-12.04-15-1 and 12.03-12.04-15-2. The data represent the RHR system heat exchanger and a number of pipe branches that represent the most important radiation source, contributing to more than 80% of the post-loss of coolant accident (LOCA) mission dose.

Table 12.03-12.04-15-2 includes the (x, y, z) coordinates for the start of a component centerline. From this centerline starting position, the distance along the axis is provided as well as the diameters. In all cases except for Source-4, the cylinder centerline aligns with one of the coordinate axis, i.e., the length is provided only for one axis. Source-4 is located at an angle to the x-axis and to the y-axis. It is perpendicular to the z-axis. The lengths are given along the x- and y-axes; i.e., VX = 158.17 cm and VY = 217.62 cm, respectively. The length of the cylinder is (158.17*158.17+217.62*217.62)0.5 = 269.03 cm.

The RHR heat exchanger Source-2 represents a steel water mixture. The density of the steel water mixture is 1.5374 g/cm3. The heat exchanger peak dose contribution is about 60% of the total dose from this model.

FSAR Impact:

The U.S. EPR FSAR will not be changed as a result of this question.

Notes: All dimensions are given in cm. The letter “V” indicates a vertical pipe. The inner radius of the source cylinder has to be set to zero according to the RANKERN parameter definition for a source cylinder. The outer source radius is equal to the inner radius of the corresponding pipe. The outer pipe radius is equal to the outer source radius (R2) + pipe thickness The length of a pipe is assumed to be equal to the source length + 2 x pipe thickness.
