!Dear Friends, !It is my honor to welcome you to the 3rd edition of the Europe-Iran Forum conference series at the beautiful Dolder Grand Hotel. !!Just over 100 days following Implementation Day we have gathered over 400 senior business leaders, policymakers, and members of the international press, hailing from over 30 countries, to engage in an important exchange of expertise and ideas. !!There has been much excitement about the post-sanctions opportunity in Iran and the economic growth it may deliver to ambitious industrialists and savvy investors. The previous editions of the Europe-Iran Forum, in London (2014) and in Geneva (2015), did much to stoke this excitement by putting a lens on the surprisingly underappreciated capacity of Iran’s business community, particularly in the private sector. !!However, from the beginning, the Europe-Iran Forum has been about more than defining the scope of an economic reopening. Instead, our speakers and delegates have been part of an evolving conversation that seeks to explore exactly how economic gains can be tied to a larger agenda of political and social responsibility. In short, the Europe-Iran Forum has been an innovative platform for “business diplomacy” that seeks to propose a more multifaceted conception of the role of business in Iran—one that touches on international relations and civil society. ! !

As we welcome four European Ambassadors— whose support is greatly appreciated— alongside senior officials from the U.S. Department of State and the United Nations, we have once again brought unique combinations of people, and therefore unique constellations of ideas, into a new proximity. !!I invite you, over the next two days, to consider how your personal commercial achievements will fit in to the larger story of Iran’s reconnection with the global community. !!I wish you each the greatest success and I thank you for your participation in this event. !The Dolderbahn Funicular!

First used in 1895, the Funicular Dolderbahn is located at the rear of the hotel and links to Römerhof square, where tram lines 3, 8, and 15 offer easy onwards connections to many downtown locations. !!The line runs from 06:20 until 23:30 every day, with services running every 10, 15 or 20 minutes depending on the time of day. The journey time is approximately 5 minutes. !!The journey time from the Dolder Grand to the final stop at Römerhof is approximately 6 minutes. A single journey to the city center is CHF 4.30 and a 24h ticket is CHF 8.60. !

John Andrews Consultant Editor for The Economist!Until moving back to London in November 2006, he was The Economist’s most experienced foreign correspondent. In a 24‐year career that included positions in London as industry editor and Asia editor, his foreign postings have ranged from Singapore and Hong Kong to Brussels, Washington DC, Paris and finally Los Angeles. John Andrews has written two books on Asia, co‐authored a book on Europe and contributed chapters to other books, including the Encyclopaedia Britannica. He has been a Hearst journalism fellow at the Annenberg School of Communication, University of Southern California. His latest book is The Economist Book of Isms and he is currently writing The World in Conflict, an analysis of present day war and terrorism to be published by Profile Books under The Economist imprint in 2015. Andrews is the co‐editor of Megachange: The World in 2050, which examines the key developments that will determine our future. Ladane Nasseri Senior Iran Correspondent for Bloomberg!Ladane Nasseri is Bloomberg News’ senior Iran correspondent. She coordinates and leads the Iran team’s news coverage. Based in Tehran from 2005 until 2011, Ladane has covered the country under three successive Iranian presidents, an era of sanctions and the recently finalized nuclear negotiations. From her base now at Bloomberg’s Middle East headquarters in Dubai, Ladane focuses on developments across Iran’s political landscape, macro economy and foreign policy. She travels regularly back to Iran for reporting assignments, to attend conferences, and to interview top officials. Prior to reporting for Bloomberg over the past decade, Ladane contributed to Newsweek, France’s Liberation, the U.K.'s Daily Telegraph, Canada’s La Presse and WNYC-New York Public Radio. Her work has been published by media outlets globally, including The New York Times, The Washington Post, The San Francisco Chronicle, Chicago Tribune, Germany’s Die Welt and the Sydney Morning Herald. Ladane has a Masters in international relations from the School of International and Public Affairs (SIPA) at Columbia University. She speaks Farsi, French, English with limited proficiency in Arabic. !

 Peggy Hollinger Industry Editor for the Financial Times!Peggy Hollinger was appointed the FT’s industry editor in September 2014. Prior to this, she had been a leader writer since September 2011. Hollinger has also held the positions of the Paris bureau chief and Paris correspondent. Before that she was a UK company news editor and the retail correspondent. Since joining the FT in 1987, she has covered UK utilities and oil and gas, and written for Lex. She graduated from Trinity College, Dublin, with an honours degree in history.!

   

Ambassador Giulio Haas!Embassy of Switzerland in Tehran!

Giulio Haas is currently Ambassador of Switzerland to Iran. He assumed his position in September 2013, having returned to the Ministry of Foreign Affairs after five years with a Swiss private bank. !!Ambassador Haas’ previous positions include, among others, Assistant Secretary for Sectoral Foreign Policy at the Federal Department of Foreign Affairs (2006-2008), Head of the Financial and Economic Section at the Embassy of Switzerland in Washington DC (2001-2006), Head of the Politics and Institutions Section at the European Integration Office (1996-2000), and Deputy Chief of Mission at the Embassy of Switzerland to Venezuela (1994-1996). In 2000-2001 Ambassador Haas coordinated and authored the Federal Department’s Report on Foreign Policy. He entered the diplomatic service in 1988 and held early postings in Berne, Geneva and Bangkok. Ambassador Haas holds a PhD in Law from the University of Berne (Switzerland).!

Ambassador Peter Tejler!Embassy of Sweden in Tehran!

Ambassador Peter Tejler is currently Sweden’s ambassador to the Islamic Republic of Iran.!!His early diplomatic career includes postings in Prague, Damascus, Bonn, and at the MFA in Stockholm. In 1991 he was appointed Head of the Foreign Minister’s Office. In 1994 he was posted to Washington DC as Deputy Head of Mission. In 1999 he went to Pakistan as Sweden’s ambassador. Since 2002 he was also non-resident ambassador to Afghanistan. From 2003-2008 he served as Head of the Middle East and North Africa Department at the Swedish MFA. In 2008 he was appointed ambassador to South Africa and later also non-resident ambassador to Botswana, Namibia and Lesotho. At the same time he was his country’s Permanent Representative to SADC. Since 2012 he has served as Sweden’s ambassador to the Islamic Republic of Iran.!!He holds a MA in languages (Russian, Czech and German). He has also worked at the Swedish Institute in Stockholm as a translator from Czech to Swedish.!

Ambassador Susanna Terstal!Embassy of the Kingdom of the Netherlands in Tehran!

Susanna Terstal is currently Ambassador of the Kingdom of the Netherlands to the Islamic Republic of Iran, and has been in the role since August 2015. Her previous positions include Ambassador to Angola (2012-2015), Deputy Head of Mission of the Permanent Representation of the Kingdom of the Netherlands to the UN, and other international organisations in Geneva (2008-2012). !!In the Ministry of Foreign Affairs in the Netherlands she held different positions in the Legal Department. Before joining the Ministry in 1993 she worked in the private sector. She studied in the Netherlands, the United States and Italy.!

Ambassador François Delhaye!Embassy of Belgium in Tehran!

Ambassador Delhaye joined the Belgian foreign service in 1993 and was successively posted in Saudi Arabia (1995-99), Vienna-IAEA (1999-2002), Democratic Republic of Congo (2002-2006) and NATO (2009-2011).!!He also served as deputy spokesman of the Ministry of Foreign affairs (2007-2009) and as adviser to the Minister of Foreign Affairs for defense and security matters (2011-2014).!!He has been Ambassador to the Islamic Republic of Iran since September 2014.!Ambassador Delhaye is a graduate in political sciences and international relations from the Free University of Brussels and Johns Hopkins University.!

Ali Ashraf Afkhami is a long-time leader of Iran’s banking and finance sector, having spent nearly four decades working to develop the national economy. He is currently Chairman and Managing Director of the Bank of Industry and Mine, a leading Iranian bank, mandated to assist the growth and development of Iran’s key industries. !!Mr. Afkhami previously served as Chairman of Karafarin Investment Group, Tadbir Investment Group, and Iran Shipping Company among other key roles in the industrial and capital market sectors. He writes comments frequently on issues of strategic management and has published several books and papers on the subject.!

Parviz Aghili!Managing Director and Vice Chairman!Middle East Bank!

Parviz Aghili is the Managing Director and Vice‐Chairman of Khavarmianeh (Middle East) Bank, one of Iran's newest and most innovative financial institutions. Parviz previously held the position of Managing Director at both Karafarin Bank and Industrial Investment of Iran. His career as a banker has spanned North America, Sub‐Saharan Africa, and the Middle East. !!Middle East Bank completed its first year of operations in 2013, but has quickly developed a reputation for its quality of service and world‐class banking practices. As a wholesale bank with limited branches, Middle East Bank has pioneered electronic banking in Iran. The bank's strong commitment to the development and training of its employees, leading to the formation of Iran's most talented team of young bankers, is reflected in Aghili's long commitment to education. Parviz holds a PhD in Finance from the University of Wisconsin and currently teaches at the Graduate School of Management Studies at the Sharif University of Technology.!

Mikael Ahlstrom!Founding Partner!Procuritas!

Mikael Ahlström founded Procuritas in 1986. He is Chairman of Procuritas Investment Committee.!!Prior to founding Procuritas, Mikael was the managing director of ESI Coal Inc., a US natural resource and energy company, and worked at the Swedish American Chamber of Commerce in New York. Besides being active in Procuritas, Mikael has lately created a socially responsible real estate company, Byggmästare Anders J Ahlström Holding, now listed on Nasdaq First North. He is also the founder of the non-profit organization Charity Rating and the Chelha foundation. !!Mikael holds an MBA from INSEAD, France and the equivalent of a BSc Econ from the University of Lund, Sweden. In 2014, the Swedish Private Equity & Venture Capital Association inducted Mikael into the Private Equity Hall of Fame.!!Current board assignments include Procuritas Partners, Byggmästare Anders J Ahlström, Gram Equipment, Stiftelsen Millesgården, Chelha foundation and the non-profit organization Charity Rating. Parviz Akbaroff is the International Business Development Director and advises Rah Shahr International Group’s business development team on how to pursue new opportunities. He also builds and maintains new relationships to leverage them when needed to facilitate collaboration.!!He earned his Business & Management Degree (BSc) from Indiana Institute of Technology and his MBA from St. Francis University of Indiana. !!Parviz has been instrumental in cementing several international business collaborations across various engineering and infrastructure sectors, having worked in both the US and Iran.!!He is currently a member of the “International Development Management” team at Rah Shahr, helping with the company’s efforts to prepare investment packages, due diligence reports, foreign companies’ market entry into Iran, and more. Mr. Fardin Alizad was born in Iran in 1963 and studied in Iran until high school, which he completed in France. He then pursued a degree in business administration in the United States. Having worked in the food distribution sector in the US until 1990, he returned to Iran and established two food manufacturing companies and a related food and pharmaceutical distribution company in Iran. Specializing in fruit juices, concentrates, beverages and confectionary products, Alizad Group controls a number of Iran’s leading brands such as Sunich fruit juices.!!As Chairman, Mr. Alizad oversees an organization that has grown to include over 3000 employees.!

Faty Amir Soleimani!Co-Founder and CEO!Koodakoo!

Faty is the co-founder and CEO of Koodakoo.com, Iran´s premier online baby product retailer. This young startup has quickly grown to offer thousands of the finest baby care and nursery products and has become the favorite one-stop shop for moms in Iran. !!Prior to Koodakoo, Faty was a Mergers & Acquisitions banker in the UK for Morgan Stanley and a telecommunications consultant. She advised media and telecom companies in the Middle East, created a Joint Venture across 7 countries between two international telecom operators, and managed the tender bidding for the acquisition of the second mobile operator license in Iran. !!Faty has an engineering undergraduate degree from ESME in Paris and a Masters in Telecom Engineering from Telecom Paris (Bouygues Telecom scholarship recipient). She also holds an MBA from Columbia University in New York (Christian Viros fellow for outstanding leadership achievements). Aside from Iran, she has lived and worked in France, the US, Brazil, the Netherlands, the UK, and Portugal.!

Mehrnoosh Aryanpour!Of Counsel!Gibson, Dunn & Crutcher!

Mehrnoosh Aryanpour is of counsel in the Washington, DC office of Gibson, Dunn & Crutcher.  She is an Iranian and US educated lawyer and a member of the New York bar.  Ms. Aryanpour is an experienced international lawyer with a focus on international trade compliance and anti-money laundering ("AML") laws and regulations, including the Bank Secrecy Act, as amended by the USA PATRIOT Act ("BSA"), the economic sanctions programs administered and enforced by the U.S. Treasury Department's Office of Foreign Assets Control (OFAC) and also advises clients on Tax Compliance Act (FATCA).  She assists financial institution holding companies, domestic and multinational banks, investment companies, other financial services businesses, and multinational corporations in developing, enhancing and implementing risk-based AML compliance programs, customer due diligence, and procedures for identifying and reporting suspicious activity and with developing FATCA policies and procedures. !  !She ranked number one out of almost 500,000 participants in Iran's National University Entrance Examination and was consequently appointed as the national student of the year in 1999. She graduated with honors from Tehran, University Law School and finished her LLM studies at Georgetown University Law Center.   !Ms. Aryanpour is fluent in English and Farsi. ! !

Reza Ashraf Semnani!Senior Advisor to the CEO!MIDHCO!

Reza Ashraf Semnani is the senior advisor to the CEO of Middle East Mines and Mineral Industries Development Holding Company (MIDHCO). MIDHCO is Iran’s largest private industrial holding company with 22 ongoing steel and copper projects.!!Reza – with more than 40 years of experience in the steel and mining industries – has held various high managerial positions in the ministry of industries and mines, including deputy minister of planning, development and technology, and advisor to the minister. !!He initiated and managed the establishment of Iran’s first alloy steel plant, and was in charge of education, research and technology projects, masterplan studies, and strategy developments of the ministry.! !

Nariman Askarieh!General Manager Iran!Philips Healthcare!

Nariman Askarieh is a Swedish Iranian national with a background in Industrial Engineering and Management. He has more than 15 years of experience in a variety of senior roles within multinational companies such as Tetra Pak, Ericsson and Royal Philips. He has extensive experience working both within industrial and commercial operations with positions based in Greater China, Nordics, Italy, France, United Arab Emirates and Iran.!!He has been based in Dubai since late 2014 in his current role as the General Manager Iran for Philips Health Systems, working with key opinion leaders, private sector clients, and B2G clients such as the Iranian Ministry of Health to modernize the Iran's healthcare infrastructure.  !

• §560.208 Prohibited facilitation by United States persons of transactions by foreign persons.!!Except as otherwise authorized pursuant to this part, and notwithstanding any contract entered into or any license or permit granted prior to May 7, 1995, no United States person, wherever located, may approve, finance, facilitate, or guarantee any transaction by a foreign person where the transaction by that foreign person would be prohibited by this part if performed by a United States person or within the United States.!!• §560.417 Facilitation; change of policies and procedures; referral of business opportunities offshore. !!With respect to §560.208, a prohibited facilitation or approval of a transaction by a foreign person occurs, among other instances, when a United States person:!!(a) Alters its operating policies or procedures, or those of a foreign affiliate, to permit a foreign affiliate to accept or perform a specific contract, engagement or transaction involving Iran or the Government of Iran without the approval of the United States person, where such transaction previously required approval by the United States person and such transaction by the foreign affiliate would be prohibited by this part if performed directly by a United States person or from the United States;!(b) Refers to a foreign person purchase orders, requests for bids, or similar business opportunities involving Iran or the Government of Iran to which the United States person could not directly respond as a result of the prohibitions contained in this part; or!(c) Changes the operating policies and procedures of a particular affiliate with the specific purpose of facilitating transactions that would be prohibited by this part if performed by a United States person or from the United States.!!• §560.204 Prohibited exportation, reexportation, sale, or supply of goods, technology, or services to Iran. !Except as otherwise authorized pursuant to this part, and notwithstanding any contract entered into or any license or permit granted prior to May 7, 1995, the exportation, reexportation, sale, or supply, directly or indirectly, from the United States, or by a United States person, wherever located, of any goods, technology, or services to Iran or the Government of Iran is prohibited, including the exportation, reexportation, sale, or supply of any goods technology, or services to a person in a third country undertaken with knowledge or reason to know that:!!(a)  Such goods, technology, or services are intended specifically for supply, transshipment, or reexportation, directly or indirectly, to Iran or the Government of

Iran; or!(b) Such goods, technology, or services are intended specifically for use in the production of, for commingling with, or for incorporation into goods, technology, or services to be directly or indirectly supplied, transshipped, or reexported exclusively or predominantly to Iran or the Government of Iran.!

•  §560.410  Provision  of  services.  (a)  The  prohibiLon  on  the  exportaLon,  reexportaLon,  sale  or  supply  of  services  contained  in  §560.204  applies  to  services  performed  on  behalf  of  a  person  in  Iran  or  the  Government  of  Iran  or  where  the  benefit  of  such  services  is  otherwise  received  in  Iran,  if  such  services  are  performed:  (1)  In  the  United  States,  or  (2)  Outside  the  United  States  by  a  United  States  person,  including  by  an  overseas  branch  of  an  enLty  located  in  the  United  States.      (b)  The  benefit  of  services  performed  anywhere  in  the  world  on  behalf  of  the  Government  of  Iran  is  presumed  to  be  received  in  Iran.  (c)  The  prohibiLons  on  transacLons  involving  blocked  property  contained  in  §560.211  apply  to  services  performed  in  the  United  States  or  by  U.S.  persons,  wherever  located,  including  by  an  overseas  branch  of  an  enLty  located  in  the  United  States:  (1)  On  behalf  of  or  for  the  benefit  of  the  Government  of  Iran,  an  Iranian  financial  insLtuLon,  or  any  other  person  whose  property  and  interests  in  property  are  blocked  pursuant  to  §560.211;  or  (2)  With  respect  to  property  interests  of  the  Government  of  Iran,  an  Iranian  financial  insLtuLon,  or  any  other  person  whose  property  and  interests  in  property  are  blocked  pursuant  to  §560.211.      (d)  Example.  A  United  States  person  is  engaged  in  a  prohibited  exportaLon  of  services  to  Iran  when  it  extends  credit  to  a  third  country  firm  specifically  to  enable  that  firm  to  manufacture  goods  for  sale  to  Iran  or  for  an  enLty  of  the  Government  of  Iran.  See  also  •  §560.210  Exempt  transacLons.      (a)  Personal  communicaLons.  The  prohibiLons  contained  in  this  part  do  not  apply  to  any  postal,  telegraphic,  telephonic,  or  other  personal  communicaLon  that  does  not  involve  the  transfer  of  anything  of  value.      (b)  Humanitarian  donaLons.  The  prohibiLons  of  §§560.204  and  560.206  do  not  apply  to  donaLons  by  United  States  persons  of  arLcles,  such  as  food,  clothing,  and  medicine,  intended  to  be  used  to  relieve  human  suffering.  (c)  InformaLon  or  informaLonal  materials.    (1)  The  prohibiLons  contained  in  this  part  do  not  apply  to  the  importaLon  from  any  country  and  the  exportaLon  to  any  country  of  informaLon  or  informaLonal  materials,  as  defined  in  §560.315,  whether  commercial  or  otherwise,  regardless  of  format  or  medium  of  transmission.  (2)  This  secLon  does  not  exempt  from  regulaLon  or  authorize  transacLons  related  to  informaLon  or  informaLonal  materials  not  fully  created  and  in  existence  at  the  date  of  the  transacLons,  or  to  the  substanLve  or  arLsLc  alteraLon  or  enhancement  of  informaLonal  materials,  or  to  the  provision  of  markeLng  and  business  consulLng  services.  Such  prohibited  transacLons  include,  but  are  not  limited  to,  payment  of  advances  for  informaLon  or  informaLonal  materials  not  yet  created  and  completed  (with  the  excepLon  of  prepaid  subscripLons  for  widely  circulated  magazines  and  other  periodical  publicaLons);  provision  of  services  to  market,  produce  or  coproduce,  create,  or  assist  in  the  creaLon  of  informaLon  or  informaL1nal  materials;  and  payment  of  royalLes  with  respect  to  income  received  for  enhancements  or  alteraLons  made  by  u.s.  persons  to  such  informaLon  or  informaLonal  materials.      •  §560.554  ImportaLon  and  exportaLon  of  services  related  to  conferences  in  the  United  States  or  third  countries  authorized.      (a)  Subject  to  the  restricLons  in  paragraph  (c)  of  this  secLon,  the  importaLon  of  Iranian-­‐origin  services  into  the  United  States  or  other  dealing  in  such  services  and  the  exportaLon,  reexportaLon,  sale,  or  supply  of  services  from  the  United  States  or  by  a  U.S.  person  are  authorized  where  such  services  are  performed  or  provided  in  the  United  States  by  or  for  a  person  who  is  ordinarily  resident  in  Iran,  other  than  the  Government  of  Iran,  an  Iranian  financial  insLtuLon,  or  any  other  person  whose  property  and  interests  in  property  are  blocked  pursuant  to  §560.211,  for  the  purpose  of,  or  which  directly  relate  to,  parLcipaLng  in  a  public  conference,  performance,  exhibiLon  or  similar  event,  and  such  services  are  consistent  with  that  purpose.      (b)  To  the  extent  riot  otherwise  exempt  from  the  prohibiLons  of  this  part  and  subject  to  the  restricLons  in  paragraph  (c)  of  this  secLon,  the  exportaLon,  reexportaLon,  sale,  or  supply  of  services  directly  related  to  the  sponsorship  by  a  U.S.  person  of  a  public  conference  or  other  similar  public  event  in  a  third  country  that  is  a^ended  by  persons  who  are  ordinarily  resident  in  Iran,  other  than  the  Government  of  Iran,  an  Iranian  financial  insLtuLon,  or  any  other  person  whose  property  and  interests  in  property  are  blocked  pursuant  to  §560.211,  is  authorized,  provided  that  a^endance  and  parLcipaLon  at  the  conference  or  other  similar  public  event  is  open  for  the  public  and  that  the  conference  or  other  similar  event  is  not  tailored  in  whole  or  in  part  to  or  for  Iran  or  persons  who  are  ordinarily  resident  in  Iran.      (c)  This  secLon  does  not  authorize:  (1)  Any  release  of  technology  or  so_ware  to  a  person  who  is  ordinarily  resident  in  Iran;  and  (2)  The  exportaLon,  reexportaLon,  sale  or  supply  of  services,  or  the  importaLon  of  Iranian-­‐origin  services  or  other  dealing  in  such  services,  related  to  the  petroleum  or  petrochemical  industries,  energy  development,  crude  oil  or  natural  gas,  pipelines,  or  the  oil  services  industry.    

• §560.410 Provision of services.!!(a) The prohibition on the exportation, reexportation, sale or supply of services contained in §560.204 applies to services performed on behalf of a person in Iran or the Government of Iran or where the benefit of such services is otherwise received in Iran, if such services are performed:!(1) In the United States, or!(2) Outside the United States by a United States person, including by an overseas branch of an entity located in the United States.!(b) The benefit of services performed anywhere in the world on behalf of the Government of Iran is presumed to be received in Iran.!(c) The prohibitions on transactions involving blocked property contained in §560.211 apply to services performed in the United States or by U.S. persons, wherever located, including by an overseas branch of an entity located in the United States:!(1) On behalf of or for the benefit of the Government of Iran, an Iranian financial institution, or any other person whose property and interests in property are blocked pursuant to §560.211; or!(2) With respect to property interests of the Government of Iran, an Iranian financial institution, or any other person whose property and interests in property are blocked pursuant to §560.211.!(d) Example. A United States person is engaged in a prohibited exportation of services to Iran when it extends credit to a third country firm specifically to enable that firm to manufacture goods for sale to Iran or for an entity of the Government of Iran. See also!!• §560.210 Exempt transactions.!!(a) Personal communications. The prohibitions contained in this part do not apply to any postal, telegraphic, telephonic, or other personal communication that does not involve the transfer of anything of value.!(b) Humanitarian donations. The prohibitions of §§560.204 and 560.206 do not apply to donations by United States persons of articles, such as food, clothing, and medicine, intended to be used to relieve human suffering.!(c) Information or informational materials. !(1) The prohibitions contained in this part do not apply to the importation from any country and the exportation to any country of information or informational materials, as defined in §560.315, whether commercial or otherwise, regardless of format or medium of transmission.!(2) This section does not exempt from regulation or authorize transactions related to information or informational materials not fully created and in existence at the date of the transactions, or to the substantive or artistic alteration or enhancement of informational materials, or to the provision of marketing and business consulting services. Such prohibited transactions include, but are not limited to, payment of advances for information or informational materials not yet created and completed (with the exception of prepaid subscriptions for widely circulated magazines and other periodical publications); provision of services to market, produce or coproduce, create, or assist in the creation of information or informati1nal materials; and payment of royalties with respect to income received for enhancements or alterations made by U.S. persons to such information or informational materials.!!• §560.554 Importation and exportation of services related to conferences in the United States or third countries authorized.!!(a) Subject to the restrictions in paragraph (c) of this section, the importation of Iranian-origin services into the United States or other dealing in such services and the exportation, reexportation, sale, or supply of services from the United States or by a U.S. person are authorized where such services are performed or provided in the United States by or for a person who is ordinarily resident in Iran, other than the Government of Iran, an Iranian financial institution, or any other person whose property and interests in property are blocked pursuant to §560.211, for the purpose of, or which directly relate to, participating in a public conference, performance, exhibition or similar event, and such services are consistent with that purpose.!(b) To the extent riot otherwise exempt from the prohibitions of this part and subject to the restrictions in paragraph (c) of this section, the exportation, reexportation, sale, or supply of services directly related to the sponsorship by a U.S. person of a public conference or other similar public event in a third country that is attended by persons who are ordinarily resident in Iran, other than the Government of Iran, an Iranian financial institution, or any other person whose property and interests in property are blocked pursuant to §560.211, is authorized, provided that attendance and participation at the conference or other similar public event is open for the public and that the conference or other similar event is not tailored in whole or in part to or for Iran or persons who are ordinarily resident in Iran.!(c) This section does not authorize:!(1) Any release of technology or software to a person who is ordinarily resident in Iran; and!(2) The exportation, reexportation, sale or supply of services, or the importation of Iranian-origin services or other dealing in such services, related to the petroleum or petrochemical industries, energy development, crude oil or natural gas, pipelines, or the oil services industry.!
