QUESTION:What will happen with mortgage

rates now that the Federal Reserve has raised interest rates for banks?

ANSWER: Student loans are a big lender

concern and with good reason. First, a lot of student debt is outstanding. Second, a lot of student debt is not being repaid. Third, some mortgage rules require lenders to harshly treat unpaid student debt.

According to the Federal Reserve Bank of New York student debt has reached almost $1.2 trillion, more than four times the $260 billion in student loans outstanding in 2004. The size of this debt is troubling in the sense that job opportunities for college graduates do not seem especially better than a decade ago – and yet there is far more student debt.

In many cases a college education is not generating expected income, but college bills still need to be repaid. A lot of student loans – loans worth about $200 billion – are delinquent. Mortgage lenders will fi nd these loans and most cases they will stop a loan application unless resolved.

Many borrowers want to fi nance with Federal Housing Administration-insured loans, however new rules from the Department of Housing and Urban Development make that virtually impossible for those with unpaid student loans. Since September, HUD has said that if a student loan payment is “is zero or is not available” then the lender must “utilize 2 percent of the outstanding balance to establish

the monthly payment.” At the end of 2014 the average

student loan balance was $24,803; 2 percent of that amount is $496, which will be added to an FHA loan applicant’s monthly debts if a student loan is delinquent, deferred or in a grace period. For many borrowers the addition of so much monthly debt will push up their debt-to-income ratio to a point where they can no longer qualify for fi nancing.

If your student debt is both federally insured and delinquent then it will show up on HUD’s Credit Alert Verifi cation Reporting System, a database checked by lenders. If a loan is fl agged by CAIVRS the mortgage application will go nowhere until the matter is straightened out.

The whole idea of student loans was to fi nance an education that would allow borrowers to enter the work force with better qualifi cations that would in turn allow them to earn more money. The higher debt represented by student loans was supposed to be offset and more by the higher income such individuals could expect. Unfortunately, since the mortgage meltdown last decade many college graduates have been unable to get the jobs – and the income – they once thought a college degree would bring. The result is a massive amount of student debt that for many borrowers will block any attempt to get a mortgage.

If you have a student debt and are not making monthly payments, then before applying for a home mortgage contact your student lender to get on the good side of the lending system.

Homebuyers may change, but why the buy remains the same.

Demographic shifts continue in the real estate market, with the share of first-time buyers dropping and repeat buyers rising last year, according to the National Association of Realtors’ 2015 Profile of Home Buyers and Sellers report. But the American dream is alive and well, as the desire to own one’s own home remains the primary reason for buying, noted by 30 percent of buyers.

The annual report questions recent homebuyers and sellers into order to gain insight into the consumer experience of this transaction and overall home buying and selling trends.

Rising home prices, which increased to a median $220,000 this year, have made a significant impact on buyer demographics. A majority of homebuyers were married couples (67 percent) with double the buying power and, thus, better able to meet rising home prices. The number of first-time homebuyers, who tend to be single with lower income jobs, dropped to its second lowest shared in history of the survey at 32 percent of the market.

For 42 percent of buyers, the first step in the home search process was an Internet search of properties on the market. Only 14 percent began their search by going to a real estate agent. Both online websites and professional agents were reported as very useful sources of information while looking for a home at 82 percent and 78 percent, respectively.

Buyers typically spent about 10 weeks looking for the right home and looked at a median of 10 homes. The average house purchased was built in 1991 and 1,900 square feet with three bedrooms and two bathrooms. Detached single-family homes were the most popular model type at 83 percent of recently purchased homes, followed by townhouses/

row houses at 7 percent.According to surveyed buyers,

the most difficult part of the homebuying process was saving for a down payment. Buyers most commonly cited student loans (51 percent), credit card debt (47 percent) and car loans (35 percent) as challenges to saving for a home down payment.

Overall, most buyers (59 percent) reported being satisfied with their homebuying experience, up from 56 percent last year. On the other side of the transaction, 61 percent of sellers reported being happy with the process of selling their home.

The home being too small for the seller’s lifestyle was the most common reason reported for putting their home on the market (16 percent). Other reasons cited included job relocation (14 percent) and a desire to live closer to family and friends (13 percent).

Sellers also have felt the affects of rising home prices. The average tenure in a home was nine years, compared to the historical average of six or seven years. Tenure previously peaked at 10 years.

Both buyers and sellers relied on professionals to aid in their real estate experiences and transactions in historically high numbers. Eighty-seven percent of recent buyers utilized a real estate agent or broker, while 89 percent of sellers worked with an agent. A large majority buyers (88 percent) and sellers (84 percent) also reported that they would use their agent again or recommend their agent to someone else.

The prevalent usage of real estate professionals is reflected in the number of For-Sale-By-Owner sales. Just 8 percent of recent home sales were FSBO, the lowest reported share since the survey began in 1981.
