Why Nuclear Power?
Why Nuclear Power?
• Improved energy independence;
• Development of indigenous energy resources;
• Access to affordable energy services;
• Reliability of electricity supply; and,
• Environmental protection, including climate change.
Energy planning is a key component of developing a national position.
Energy Planning and National Position
Feasibility study: Is our project feasible and viable?
Funding, Business-models
Infrastructure gaps Grid and Siting issues Public awareness
Pre-feasibility study: Is nuclear option suitable for the country ?
Infrastructure gaps Economics/ Financing Grid and siting issues, Public
awareness
Energy planning: What energy mix?
Current demand/ current resources Economic, environmental and policy goals in
20/30 years, forecast scenarios
IAEA Milestones Approach: Milestones
A Pre-Feasibility Study will help a country establish a strong national position and answer the key question: why nuclear? This process begins early in Phase 1 after nuclear power is included as an option in the energy strategy.
IAEA Milestones Approach: Infrastructure Issues
The Milestones Approach is holistic and considers 19 specific infrastructure issues.
Nuclear Energy Programme Implementing Organization (NEPIO)
The NEPIO has different functions in each Phase of the Milestones Approach
NEPIO: Phase 1
A country needs to be in a position to make a “knowledgeable decision” about embarking on a nuclear power programme.
NEPIO Phase 2
NEPIO Phase 3
• Government should continue to develop necessary human resources and capacity, communicate with the public and develop the nuclear waste strategy.
• Operating organization should select strategic approach and develop financing strategy in consultation with government.
• Regulatory body should be fully operational and have necessary expertise.

Conclusions • Embarking countries are moving ahead with their
plans for nuclear power introduction.
• The IAEA has developed the Milestones Approach to help guide Member States through this process.
• An effective NEPIO is key to the successful implementation of a new nuclear power programme.
• The IAEA supports is Member States through services, guidance, and other forms of cooperation.
