At the hall of the township, he met with departmental officials, social organization members and local people. Lt-Gen Ko Ko heard reports on development of the township presented by an official and explained regional development matters. Next, Lt-Gen Ko Ko presented exercise books, uniforms for social organizations and books and the commander, cash assistance to officials. They looked into development of the urban area by car. At the station hall, he met with servicemen and family members and presented gifts to them. The Union of Myanmar is a country wherea variety of national races reside throughthick and thin. Being a country that is mainlybased on essence of a society there prevailunity, loving-kindness and understanding inthe country.

The entire national races are well awareof the fact that national solidarity isindispensable for perpetuation of the Union.Lessons from the past history have stoodwitness to that. Based on the past experiences,the government is taking all necessarymeasures in all seriousness assessing the past,present and future conditions of the nation.

In an effort to build the nation into amodern, developed and discipline-flourishingone the government has been building a largenumber of roads and bridges throughout thenation. As a result, all the regions includingborder areas are now enjoying the fruits ofbetter transport. Meanwhile, major bridges,Union highways, new airports and jetties,which were just a dream in the past, haveemerged across the nation.

With the prevalence of peace and stability,the national brethren can travel from oneplace to another and trade in the region is infull swing.

Peace and stability plays a pivotal role inthe development of a region. Only when thereis peace and stability along with prevalenceof law and order in the region, will the socio-economic status of local people improve.

Therefore, it is incumbent upon the entirenational races to do their bit in the drive forthe emergence of a peaceful, modern anddeveloped nation with Union Spirit andnationalistic spirit.

Economists expect bettereconomy data for SingaporeSINGAPORE, 2 Sept—Pri-

vate sector economists inSingapore said that thecountry’s economy islikely to do better than theinitial estimate, local me-dia reported on Wednes-day. According to a surveyby the Monetary Author-ity of Singapore (MAS),economists project thatthe country’s gross do-mestic product (GDP) will

shrink 3.6 percent thisyear, local TV broadcasterChannel News Asia re-ported.

The government had es-timated that the economicgrowth forecast for 2009will be at minus 6.0 tominus 4.0 percent.

The improvement insentiment comes on theback of more positive fig-ures from the manufactur-

ing sector, which is ex-pected to see a full yearcontraction of 7.1 percent,compared to a 14 percentcontraction projected inthe previous survey.

LONDON, 2 Sept—Clearer international rules gov-erning energy trade and investment are needed, theWorld Energy Council said in London on Monday.

The World Energy Council (WEC) published a newreport, named Trade and Investment Rules for Energy,offering a critical analysis of rules of energy trade.

In the 42-page report, the WEC expressed concernover trade in energy and energy services, which werecritical to economic development and internationalsecurity.

But the restrictions and border tariffs were a grow-ing problem as governments tried to cut the produc-tion of greenhouse gases and coped with the effects ofslower economic growth, according to the report.

Foreign companies can stillinvest in Brazil’s pre-salt reserves

RIO DE JANEIRO, 2 Sept—The new regulations forexploring Brazil’s pre-salt layer oil and gas reserveswill not exclude foreign companies’ participation, thehead of the country’s oil and gas giant said on Tues-day. The new exploration model presented on Mon-day makes Petrobras, Brazil’s state-controlled oil andgas giant, the operator of all pre-salt blocks.

According to Jose Sergio Gabrielli, the company’sCEO, the future bidding processes will be as transpar-ent as they are now, and foreign companies will befree to participate in the exploration of Brazil’s exten-sive pre-salt reserves.

Chinese oil company inks deal withQatar to explore offshore block

KUWAIT CITY, 2 Sept—A subsidiary of China NationalOffshore Oil Corporation (CNOOC) inked an agree-ment with Qatar Petroleum to explore an offshore blockof the Gulf country, the Qatar News Agency reportedon Tuesday. The report said the total term of the agree-ment is for 25 years with an initial five-year explora-tion period when three wells are to be dug up at BlockBC with an estimated cost of 100 million US dollars.

The subsidiary, the CNOOC Middle East, is com-mitted to conduct seismic data acquisition, processingand drilling of exploration wells under the terms of theagreement, a press release from the oil giant said. BlockBC (pre-Khuff) is located on an oil-rich area east of thecountry which is estimated to have huge explorationpotential. “The Block BC exploration accord is one ofa series of Exploration and Production Sharing Agree-ments (EPSA) that Qatar Petroleum has signed withinternational oil companies to explore and developQatar’s oil and gas resources,” said Abdullah bin Hamadal-Attiya, Qatari deputy prime minister and minister ofenergy and industry, after signing of the deal. —Xinhua

Twenty-five shell beads excavated inMorocco suggest people were wearingand possibly trading jewelry 80,000years ago, archaeologists said.

The beads found at four sites inMorocco are similar to beads foundpreviously in Algeria, Israel and SouthAfrica, the European Science Founda-tion reported on Friday.

A crustacean with poisonous fangsand no eyes has been discovered in anunderwater cave in the Canary Islands,researchers in Texas said.

Tom Iliffe, a marine biologist atTexas A&M, Galveston, discovered thecrustacean, and worms smaller than agrain of rice, in a mile-long underwatercave in Lanzarote, the university saidin a release on Friday.

RIO DE JANEIRO, 2 Sept—The deforestation rate inBrazil’s Amazon rainforest region in July went up by44 percent from June and 157 percent compared withJune 2008, a Brazilian institute announced on Tues-day.

According to the National Institute of Space Re-search, the deforested area, which is 836.5 square km,equals half the size of Sao Paulo, the largest city inSouth America.

Para state in the north of the country registered thehighest deforestation in July with 577 square km, al-most 70 percent of the total deforested area.

As to nurturing thesaplings, Vice-Chairmanof the community forestU Laha Khaung Lwansaid, “We collected aloeswood seeds from thehouses with aloes woodtrees that are very scarcearound Myitkyina inKachin State. We soakedthe seeds and sowed themin rows.

When the seedlingsare at the age of 15 days,we plant them in plasticbags with soil. And whenthe saplings are eightmonths to one year old,we grow them in theground. Last year, wenurtured 100,000 saplingsand we distributed youngplants at the price of 500kyats each. We plan tonurture 100,000 saplings

next year.”Dr Kalya Lu said,

“We can plant 500saplings in an acre of landwith a 10 feet spacebetween two saplings andbetween two rows. We cangrow 800 saplings in an

acre if the space betweentwo saplings and two rowsis six feet. They grow wellin laterite soil. We canextract aloes wood whenthey are five years old.We put microbes intoyoung plants when theyare three years old. Aloeswood is priced at up to20,000 US dollars for onekilo in the internationalmarket.”

Aloes wood oil is usedin curing hypertension,heart attack and AIDS andcompounding many types

of medicines. Theproduced aloes wood oilgoes to Arab and Westerncountries.

We observed old aloeswood trees in ShwesetVillage in Myitkyina. Analoes wood tree has astraight trunk and it can beas tall as more than 50feet. The older an aloeswood tree, the darker itstrunk and the higher rate itproduces oil.

In a mature aloeswood tree, parts rich in oilare taken with the use of achisel. Then, they aregrinded and the pastes aresoaked in water to produceoil. Aloes wood oil is veryexpensive. A small bottle

Boat, the earliest and most convenient waterconveyance till today has been used by Myanmarpeoples for traveling, transportation, trading,fishing and fighting war as well as for sports. Nowonder that regatta (boat races) has become oneof twelve Myanmar traditional monthly festivals.The origin of this festival is shrouded with legendsand historical events. Myanmar kings claimedthat they were descendants of Adicca Vamsa (theSolar Race) and so they were entitled to performroyal ploughing ceremony in June when themonsoon sets in and to hold Regatta Festival inSeptember when the monsoon begins to recede.Legend has it that Sakka Deva, the Thunder godholds boat festival in the Sacred River Mandakiniin his Kingdom Tavatimsa. Following thisprecedent, Myanmar kings held annually regattafestival in Tawthalin.

In Myanmar chronicles and literature thereare detail records of regatta festivals. There are36 different kinds of ceremonial barges and boats,30 different types of war boats, 20 differenttypes of racing boats, with 37 different modes ofrowing oars, accompanied with 37 different boatsongs and boat music. There are also pictorialrecords of regatta festivals such as mural paintingsin the temples and parabikes or foldingparchments and old books with colourfulillustrations. Except war boats, all barges, boatsand racing canoes have each a legend or historyto it and they are beautifully carved and decoratedwith figures of auspicious animals, birds, fishand symbols. The largest and the highest in rankwas Pyi Gyi Mon, a ceremonial royal barge builton two big boats combined. On both sides of thebarge are carved a hundred figures (50 or each ofVassal kings who paid tribute to Myanmar kings.On the bow are two figures of Sakka Devastanding between them, pouring lustral water outof conch shells to bring the blessings of peaceand presenting. A retinue ofceremonial barges and boats carrying royal familiescourtiers, vassal kings and high ranking officersfollowed behind them were flotillas of war boatsand racing boats with boat songs and music beingsung and played cheering crowds on both bankswatched with awe and marvel the proceedings ofroyal regatta inauguration ceremony “Yey KhinTaw (Display of Royal Floatillas on Water) amagnificent and spectacular event not to miss.

Myanmar chronicles record that there are fourmain forces in Myanmar army—infantry, cavalry,elephantry and chariotry in true tradition ofBuddha’s jataka stories. But they also mentionthat when Myanmar kings marched whether forwar, or inspection tour or for pilgrimage theymarched with “Yey-ar” (water strength) and kyi-ar (land strength) which means land forces andwater forces (fleets of war boats). River and seabattles of Bama, Mon and Rakhine kings had beenrecorded in chronicles and literatures. In foreignaccounts especially Portuguese and Dutch armadesof Rakhine kings and flotillas of war canoes ofMon and Bama kings were mentioned.

King Alaung Sithu of Bagan, a traveller king,who during his sojourn in Dawei, a seaport townon the Taninthayi Coast, recruited and formedtwo regiments “Myauk Dawei and Taung Dawei”because he found Daweithas good seafarers andfighters. King Rajadarit (1385-1423 AD) QueenShin Saw Pu (1453-1478 AD) and King BanyaDala (1747-1757 AD) retained strong fleets ofwater crafts for peaceful and military purposes.King Bayint Naung (1551-1581 AD) enlarged hisarmed forces by building war boats equipped withmodern weapons he bought from Portuguestfreebooters. In 1576 he sent military assistance toKing Dhammapala of Lankadipa (Sri Lanka) atthe latter’s request. Five warships with arms,ammunitions and food ration and 2500 select seamen under the commander Sanda Suriya andSecond Commander Raja Bannya were sent to SriLanka. Later in that year with his magnificentfleets King Bayint Naung marched to the seaportPathein to welcome and receive the sacred ToothRelic and royal gifts presented to him by SriLanka King. In 1566 King Bayint Naung heldgrand ceremonies with the display of his fleets ofwar ships and war canoes and performance ofroyal regatta.

Rakhine Kingdoms on the West sea coastwere retained and defended by strong armadasbuilt in the reigns of King Min ben (1531-1553

AD), King Min Yazagyi (1593-1612 AD), KingMin Rhamaung (1612-1622 AD) and King SandaThudhamma (1652-1684 AD). The period 1550-1666 AD was the peak of Rakhine naval power.

In Nyaungyan Period, King Anaukpetlun(1605-1628 AD) built land and water forces fordefence. In 1613 AD, he marched with theseforces to the then seaport town Than Hlyin tobreak up the Portuguese strongholds under thecommand of a Portuguese adventurer Philip deBrito. Later Myanmar kings who built navalstrength for defence and display were KingAlaung Paya (1752-1760 AD), King Bodawpaya(1782-1819 AD), King Bagyidaw (1819-1837AD) and his brother King Thayawaddy (1837-1846 AD). Bagyidaw held a special royal regattain honour of the Chinese embassy that arrived in1823 AD. This event was recorded in TayokeThan Yauk Mawgun (Chronicle of that historicevent in verses) composed by a court poetLaureate Nawade II. King Thayawaddy displayedthe grand pageant of his war fleets when hemarched to Dagon (Yangon) in 1841 AD via theAyeyawaddy River. So regatta festival was thedisplay of king’s naval strength and exercise aswell as the occasion for recruiting new blood forwar flotillas.

Even the last two Myanmar kings Mindon(1853-1878 AD) and Thibaw (1878-1885 AD)did their best to defend their kingdoms againstthe imminent naval attack by the British invadersby modernizing the war fleets and building alongthe Ayeyawady River fortresses such as MinHla, Asikhan, and Thabyetan which can still beseen. The last regatta festival and boat racesheld in the region of King Thibaw were recordedin the Konbaungset Maha Yazawin Taw Gyi(The Great Royal Chronicle of the KonbaungDynasty).

When Myanmar became British colony, royalregatta festival of Tawthalin was held no more,though boat races were held at local levels. From1990 to 1996, regatta festival was held annually inTawthalin in Kandawgyi Lake, Yangon, to reviveMyanmar traditional cultural festival and topreserve national cultural heritage. The historicevent of King Thayawaddy’s naval expeditionfrom his capital Amarapura to Dagon (Yangon) inTawthalin 1841 was re-enacted magnificently onthe inauguration day and two to three days of boatraces followed it. The happy results of theseevents were Myanmar people especially younggenerations became aware of and learnt knowledgeof traditional monthly festivals; history, literature,music, songs and dances pertaining to regattafestival and boat races were collected andcompiled, and Myanmar water sports were revived.Nowadays, in the regional water sportscompetitions especially boat races, Myanmar teamswin many golds and silvers.

LOS CABOS , 2 Sept—Hurricane Jimena brushedpassed the resort towns atthe southern tip of the BajaCalifornia, lashing themwith driving rain and windsas its fierce core bore downon a stretch of desertcoastline to the north.

Despite the pummelingby the fringes of theCategory 3 hurricane, theMexican peninsula’sbiggest resort, Los Cabos,appeared to be escapingmajor damage beyondpower outages and mud-choked roads.

evacuated from the LosCongrejos shantytownhuddled in darkened roomsat a school after electricityfailed during the storm.Trying to calm squallingbabies and ignore hungerfrom having little food, theevacuees waited for dawn,and a chance to look atwhat the hurricane did totheir homes made of plasticsheeting, wood and tarpaper.

“Instead of giving out afew sheets of roofing everyyear, they should give usmaterials to build realhouses — wood, or even

bricks,” said PaulinoHernandez, an out-of-work mason who soughthaven at the school.

“Every year it’s thesame thing: They(officials) give out a fewsheets of roofing, and thenext year it has to bereplaced” when a hurricanecomes.

Authorities reported noinjuries or major damagesin Los Cabos, butexpressed concern aboutwhat might happen whenthe hurricane made landfallfarther up the coast.

LOME, 2 Sept—Togo and Japan have signed anagreement of a grant worth 600 million Japanese yen(6.5 million U.S. dollars) for economic structuraladjustment and debt relief, according to the TogoleseMinistry of Finance.

The deal was signed by Togolese Finance MinisterAdji Oteth Ayassor and the Japanese ambassador toTogo, Okamura Yoshifumi on Tuesday. The Japanesediplomat said the grant will allow the Togolesegovernment to buy products such as petroleum,construction materials and agricultural imports inorder to stimulate economic activities in the country.Okamura said this agreement will have a doubleeconomic effect since the government of Togo, at thetime of selling products and other materials, will havethe money to compensate the sellers. This money willhelp to realize several economic and social projects.

child was transferred to the Yangon Children’sHospital through Township Health Department yes-terday. National Health Laboratory confirmed thatthe child had been infected with New Influenza A(H1N1) after the serum of the child was sent to themedical institution to test for the virus.

Four family members who came into contactwith the patient are being kept under home quaran-tine. Authorities concerned are taking active sur-veillance against 39 students of the same class intheir respective places. Up to 1 September, Myanmarhas seen 32 persons infected with the virus, 25 ofthem have been discharged from the hospitals, andthe remaining seven are being given special treat-ment by specialists.

The National Health Laboratory detected219 flu-suspected persons and 32 were found tohave been infected with the virus.
