Preserve and promote nationalcultural heritage

The Ministry of Culture revives and

preserves Myanmar cultural heritage in line

with one of the social objectives. Ancient

artefacts go to rack and ruin as time passes if

they are not discovered. So, the ministry is

doing archaeological surveys to achieve the

aim.

The drive covers excavation of ancient

cities, collection and retaining historical objects

such as stone plaques, palm-leaf manuscripts

and parchments, renovation of religious

edifices, and excavation of palaces and city

walls of Myanmar monarchs.

A combined team of members from

Archaeology, National Museum and Libraries

Department and Historical Research

Department is excavating for the second time

Pinle Myohaung in Myittha Township,

Kyaukse District, Mandalay Division. Of the

30 mounds, they unearthed Nos 16 and 17

mounds.

It discovered earthen urns, coins and beads

of Pyu Period. The layout and brick foundations

of the 16th and 17th mounds are the same as that

of those discovered in such other Pyu city

states as Vishnu and Hanlin.

Moreover, the tradition of burying urns

was also found in religious buildings in Pyu

city states inclusive of Vishnu, Hanlin, and

Srekestra, thus suggesting that the mounds

are likely to be religious buildings of Pyu Period.

Myanmar civilization dates back thousands

of years. And many ancient objects found in

the nation date back to prehistory. The ancient

edifices and excavated artefacts indicate how

high the Myanmar cultural status is.Myanmar cultural heritage will last long if

archaeological sites are excavated region-wiseand cultural edifices and artefacts arepreserved well.

UN report highlights struggle youngchildren face combating AIDS

KABUL, 1 Dec — Criminal activities have claimed the lives of five people andinjured 212 others, over the past five days in Afghanistan, the country’s PublicHealth Ministry said on Monday.

Sixty seven people have been injured in criminal activities in the western cityof Herat while the 49 people have been injured in the capital city Kabul.

Thirty eight people have been injured in the criminal activities in the north-east Takhar Province over the past five days, the report further said.

The remaining 58 others, according to the report have been injured in crime-related activities in other parts of the country over the past five days.

Afghan Interior ministry says that the rate of criminal activities has droppeddown in comparison to last year.—Xinhua

Five Britons held in Iran after yachtseized in Gulf

Body of second missing USparatrooper found

KABUL, 1 Dec — Rescuers found the body of a sec-ond US paratrooper missing after being swept awayby a fast-moving current while on an airdrop resupplymission earlier this month in western Afghanistan,NATO said on Monday.

Sgt Brandon Islip, 24, was recovered on Sundayfrom the Bala Murgahab River in Badghis Provinceafter a local Afghan citizen provided information onhis whereabouts. British divers searching the river on10 Nov found the body of 21-year-old SpecialistBenjamin Sherman, who was promoted to sergeantposthumously.

A memorial service for the two paratroopers willbe held in Afghanistan in the coming days.

The two, both from the 4th Brigade Combat Team,82nd Airborne Division, disappeared on 4 Nov in theBala Barghab area of Badghis. Local police said theywere swept away by the river as they tried to recoverairdropped supplies that had accidentally fallen intothe water.

During the first days of the search, intense fight-ing broke out with militants in the area. Eight Afghans— four soldiers, three policemen and an interpreter —were killed, while 17 Afghan troops and five Ameri-can soldiers were wounded.—Internet

LONDON, 1 Dec — Five British sail-ors are being detained in Iran after Te-heran’s navy seized their yacht when itapparently strayed into Iranian waters,deepening tensions on Tuesday betweenthe two nations.

The five were sailing to the start of arace in Dubai when their yacht wasstopped on 25 November in the Gulf,Britain’s Foreign Office said.

“The yacht was on its way from Bah-rain to Dubai and may have strayed in-advertently into Iranian waters,” theForeign Office said.

“The five crew members are still inIran. All are understood to be safe andwell and their families have been in-formed,” it said in a statement.

The seizure echoed memories of thecapture of 15 British sailors by Iran in2007. They were released after aroundtwo weeks, but only after a tense diplo-matic standoff between London andTeheran.

UNITED NATIONS, 1 Dec — Efforts inthe fight against AIDS are being made,but the young children affected by HIVand AIDS, particularly in sub-SaharanAfrica, where their basic needs are notbeing met, the struggle remains verymuch there, according to report releasedhere on Monday by UN agencies.

On the eve of World AIDS day, theUN Children’s Fund (UNICEF) in part-nership with UNAIDS, the UN Popula-tion Fund (UNFPA) and the WorldHealth Organization (WHO), releasedthe Children and AIDS Fourth Stock-

taking Report 2009 which examined dataon interventions that protect women andchildren from HIV and AIDS, particu-larly in the prevention of mother-to-childtransmission, in addition to what is lack-ing, and a guide for accelerated action.

LONDON, 1 Dec—Vauxhall, the British division oftroubled US carmaker General Motors, announced onMonday that it planned to cut more than 350 jobs atone of its two British factories.

“As part of the consultation process commenced... last week, the GM manufacturing facility in Lutonhas now begun its own period of consultation betweenunions and local management,” the company said ina statement.

“One element of the current plan is a proposal toreduce GM Luton’s headcount by 354 employees toright-size the business in line with the 2010 forecastproduction volume.”

BEIJING, 1 Dec— China has lifted its bans on im-ports of pork products from the United States, Canadaand Mexico, its quarantine bureau said on Tuesday,but analysts said the move would not likely lead to asurge of new imports.

Earlier in the year, China banned imports from thethree countries on worries of outbreaks of H1N1 flu.

TEHERAN, 1 Dec—Iran’s Minister of Industries andMines said on Monday the expansion of cooperationbetween Iran and the Latin American states, Brazil inparticular, is strategic, the official IRNA news agencyreported. Health Minister addresses World AIDS Day Commemorative Ceremony 2009

NAY PYI TAW, 1 Dec—Minister for Health Dr KyawMyint addressed World AIDS Day CommemorativeCeremony 2009, jointly organized by the Ministry ofHealth and UN Agencies, at the meeting hall of theministry here this morning.

It was also attended by Deputy Ministers for HealthDr Mya Oo and Dr Paing Soe, Deputy Minister forImmigration and Population Brig-Gen Win Sein,directors-general, deputy directors-general, directors ofthe departments under the Ministry of Health, residentrepresentatives of UN Agencies, chairpersons andrepresentatives from social organizations, prize winningstudents, parents and guests.

In his speech, the minister said appropriate slogansare selected for implementing World AIDS DayCommemorative Activities every year. This years sloganis “Stop AIDS, Keep the Promise. Avoid stigma anddiscrimination: Access to services for everyone”. Theobjective of this year slogan is meant to strengthen thecoordinated efforts of implementing HIV/AIDSprevention and care activities by related departments,NGOs, the media, local businesses, community membersincluding people living with HIV/AIDS and their familiesin countries all over the world under the guidance ofrespective leadership. This year slogan also urges to haveempathy towards people living with HIV and AIDS andtheir families and to give psychosocial support withoutstigma and discriminations so as to make them accessibleto available services. Following the diagnosis of firstAIDS case in 1981, HIV has spread to all countriesthroughout the world. According to 2009 AIDS epidemicUpdate, about 33 million individuals have been livingwith HIV and AIDS globally and 2 million died in 2008.About half of those infected are women. Highest mortalityof individuals between age group of 15-49 years is due toAIDS. In some countries, life expectancy is now decliningbecause of AIDS. Stigma and discrimination towardsPLHIV (people living with HIV) and their families cancause serious consequences beyond health sector andwill gradually affect the socioeconomic status anddevelopment of the nations.

Coordinated and collaborative efforts of the world foreffectively implementing the HIV/AIDS prevention and careactivities have also became essential to achieve the target ofMillennium Development Goal 6: “have halted by 2015 andbegan to reverse the spread of HIV/AIDS. Thus “Stop AIDS,Keep the Promise” is reselected so as to remind the nationaland international organizations who are implementing HIV/AIDS prevention and care activities for achieving the goal.

In Myanmar, prevention and control activities of HIV/AIDS are being implemented as a national concern and since1989, National AIDS Committee was formed with Ministryof Health, related ministries, National NGOs in accordancewith the National AIDS Committee, a Working Committeewas organized with departments and National NGOs, andAIDS Committees were formed at various administrativelevels: State and Division, District and Township.

In order to get effective and coordinated response toHIV/AIDS, TB and Malaria in Myanmar, Ministry ofHealth and related ministries, UN Agencies, Nationaland International NGOs are implementing prevention

and treatment activities for three diseases in collaboration.With the multisectoral collaborative approach,

National AIDS Programme, Department of Health withcoordinated efforts of related ministries, UN Agencies,NGOs and other implementing partners has developedand is implementing National Strategic Plan on HIV andAIDS (2006-2010) which comprises of 13 StrategicDirections. Financial assistance for implementing the jobis supported by the Government, UN Agencies, NGOsand Three Diseases Fund.

Through multisectoral coordination, National AIDSProgramme under Department of Health, Ministry ofHealth is implementing the 13 Strategic Directions throughten major HIV/AIDS prevention and care activities such as: Advocacy Meetings at various levels, awareness raisingon HIV/AIDS among communities, provision of STIservices to prevent sexual transmission of HIV andnationwide screening of HIV for safe blood supply in 325townships, 100% targeted condom promotion programmein 170 townships, Prevention of Mother to ChildTransmission of HIV in 170 towhships and 38 generalhospitals, provision of ART treatment in 23 hospitals,Community home based care for persons infected withHIV and AIDS patients and prevention of transmission ofHIV among intravenous drug users, Promotion ofmultisectoral collaboration and cooperation are beingcarried out to achieve success in combating HIV/AIDS.Monitoring and evaluation activities are also beingconducted to assess the effectiveness of the implementation.

As partnership development and multisectoral responseplays important role in the effective response to HIV, 18local NGOs, 22 international NGOs, 7 United NationsOrganizations are actively collaborating with the Ministryof Health in responding to HIV and AIDS in the country.Moreover, being a member nation of ASEAN, we are alsoactively participating in the ASEAN work programme onHIV and AIDS of ASEAN Task Force on AIDS (ATFOA)and Greater Mekong Subregional HIV and AIDS projects.In addition, Myanmar has been actively participating in theglobal and regional activities initiated by various UNorgnizations. Cross border HIV and AIDS prevention,treatment, care and support activities are also carried out asspecial intervention activities with the neighbouring countries.

Globally, HIV transmission now seen more in lowrisk population groups such as housewives andMyanmar is no exception. Prevention of HIVtransmission among women and care and support forwomen infected with HIV are being carried out throughcoordinated efforts of National AIDS Programme andrelated programmes under Department of Health,National NGOs and relate ministries such as Ministryof Social Welfare, Relief and Resettlement. Moreover,life skill trainings and income generation activitieswere provided to improve the education, health andsocial status of women, to prevent women from humantrafficking, and also to provide a wide range of careand support activities for the trafficked victims. Suchactivities also have impacts on HIV prevention, careand support among women.

It can also be said that HIV/AIDS response inMyanmar is Comprehensive one as HIV/AIDS prevention

education with the aim to change behaviour of generalpopulation as well as vulnerable poplation, treatment ofTB and other opportunistic infections in addition to theAntiretroviral Therapy (ART) and community homebased care for AIDS patients and their families areinclusively carried out.

HIV prevalence gradually declined since 2000 andaccording to Workshop on Estimation and Projection ofHIV and AIDS in Myanmar held in coordination withWHO in October 2009, it has been observed that adultHIV prevalence among 15 to 49 years age group wasreduced to 0.61% in 2009 from 0.94% in 2000.

In scaling up HIV/AIDS prevention and care activitiesto promote availability and accessibility of services, so asto reach the targeted population, stigma and discriminationtowards PLHIV and their families must be avoidedthrough coordinated efforts of various stakeholders asmentioned in this year’s slogan. In Myanmar, HIV/AIDS prevention and care activities are beingimplemented as a national concern and most importantissue is the coordinated efforts of all community,multicultural collaboration including media personneland meaningful involvement of people infected and

affected with HIV. Thus all implementing partners shouldcollectively conduct activities which can lessen stigmaand discrimination to gain better achievements.

In conclusion, I would like to express our sincerethanks to related departments, UN organizations, localand international NGOs for their coordinated effortstowards the commemoration of the 2009 World AIDSDay activities all over the country. I would also like tourge all implementing partners to scale up collectiveand concerted efforts on our national response to HIVand AIDS in the coming years for further reducing HIVtransmission in the country, for scaling up effectivelytreatment for AIDS patients, for empathy towards peopleliving with HIV/AIDS and their family members formore access to prevention, treatment and services andfor reducing socioeconomic impacts of HIV and AIDS.

a draft climate change proposal by Denmark that ex-pects developing economies to peak their greenhousegas emissions by 2025, news reports said on Monday.

The draft document was circulated to a few coun-tries ahead of the 7-18 Dec summit in Copenhagen,which is supposed to draw up an agreement for con-trolling emissions of carbon dioxide and other gasescausing global warming.

Environment Minister Jairam Ramesh said the Dan-ish draft was “totally unacceptable,” The EconomicTimes reported.

The CDC got reports inthe week ending on 21November of 35 childrenwho died, although onedied from seasonal influ-enza in March—bringingto 128 the confirmedpediatric death toll fromseasonal flu in 2008-2009.

“A total of 198 deaths inchildren associated with2009 influenza A (H1N1)virus infection have beenreported to CDC,” the re-port reads. ROME, 1 Dec—Rinderpest, a deadlycattle plague and once the bane of farm-ers, is heading toward extinction, the UNFood and Agriculture Organization(FAO) announced on Monday.

The Rome-based agency said thatsome time in the next 18 months, theFAO, jointly with the World Organiza-tion for Animal Health (OIE) and otherpartners will officially declare the eradi-cation of rinderpest, one of the mostdevastating animal diseases known toman.

Chief veterinary officers and repre-sentatives from around 50 countries are

meeting at the FAO headquarters inRome till 2 Dec to review the currentsituation and discuss activities in post-eradication phase.

It will be the first time in history thathumankind has succeeded in terminat-ing an animal disease and only the sec-ond time a disease has been eradicatedas the result of human efforts (the firstwas smallpox in 1980),according toFAO.

Finland confirms human-to-pigtransmission of A/H1N1 flu

HELSINKI, 1 Dec — Finland has confirmed thecountry’s first known human-to-pig transmission ofA/H1N1 influenza, said Finnish Food Safety Authorityand Finnish National Institute for Health and Welfarein a statement on Monday.

HOUSTON, 1 Dec— Hospitalizations and deaths ofthe A/H1N1 virus in the United States continue to behigher than expected for this time of year, the Centresfor Disease Control and Prevention (CDC) said onMonday.

“During week 46 (15-21 Nov), 8.2 percent of alldeaths reported through the 122-Cities MortalityReporting System were due to P&I (pneumonia andinfluenza),” the CDC said in its latest report on itswebsite.

ROME, 1 Dec— The Italian Health Ministry onMonday reported the first case of mutation of theA/H1N1 flu string. The ministry said the mutationwas identified in a patient with a serious case ofpneumonia, who has recovered after treatment withantiviral drugs.

that he will not play this year following a one-car ac-cident last Friday outside his home.

Microsoft investigates Windows-7‘screen of death’

LONDON,1 Dec—Microsoft has confirmedthat it is investigating aproblem described as the“black screen of death”,which affects its latestoperating system. Theerror means that users ofWindows 7 see a totallyblack screen after loggingonto the system.The firmsaid it was looking intoreports that suggest itslatest security update,released on Tuesday 25November, cause theproblem.

Reports suggest theproblem also affects Vista,XP and other systems.Software firm Prevx, whichhas issued a fix for theproblem, says “millions” ofpeople may be affected.“Users have resorted toreloading Windows as a lastditch effort to fix the

problem,” the firm’s DavidKennerley wrote in a blogpost.

“We hope we can helpa good many of you avoidthe need toreload.”Unknown problem.The firm said its fix did notwork in all cases.

“There can be manycauses,” said MrKennerley. “But if yourblack screen woes beganin the last two weeks after aWindows update or afterrunning any securityprogram (including Prevx)to remove malware duringthis time then this fix willhave a high probability ofworking.” Mr Kennerlysaid the firm had identified“at least 10 differentscenarios which willtrigger the same blackscreen condition.
