Extensive use of farmequipment in agriculture

Now, being the cultivation season, farmersthroughout the nation are extensively engaged inagriculture. Work is well under way to put over 17million acres under monsoon paddy nation-widein the 2009-2010 cultivation season. In that regard,cultivation of monsoon paddy in Yangon andBago Divisions has been completed meeting theset acreage and ceremonies to complete ploughingwere held in the divisions.

Yangon and Bago Divisions are enjoying thehigher per acre yield of paddy, for they are able tocultivate monsoon paddy in time yearly.Meanwhile, efforts are to be made to exceed thetarget of cultivating monsoon paddy throughcontinued cultivation of paddy in the areas wherewater receded later.

For boosting the per acre yield, the use ofhigh yield quality paddy strains is absolutelyimperative along with modern agriculturalmethods. Moreover, systematic use of fertilizer,extensive use of farm equipment and cultivationof paddy in the most suitable time areindispensable.

Myanmar Farm Equipment Factories wereestablished in Ingon, Kaukse Township, MandalayDivision, in Ywathagyi, 9th Mile and Kyaikkalo,Yangon Division for farmers to be able toextensively use farm equipment. Those factoriesare in the process of producing and distributingLeya-16 power tillers, Leya-22 power tillers, one-wheel power tillers, power tillers used on slope,long-handle power tillers, threshers and otherfarm equipment.

The extensive use of farm equipment can savetime, money and energy and minimize loss andwastage. With early completion of cultivation ofmonsoon crops, farmers will be able to engage indouble cropping in time.

At a time when the government is taking allthe possible measures for development of theagricultural sector, the onus is on farmers toactively engage in agriculture making better useof farm equipment, quality paddy, fertilizer andagricultural methods. Only then, will theagricultural output surely increase.

YANGON, 13 Aug—Minister for Energy Brig-Gen Lun Thi inspected thesite of laying Hline river-crossing natural gaspipelines in Ahlon gaspower plant undertakenby Myanma Oil and GasEnterprise on 10 August.

At the briefing hall,the director (Engineering)of Myanma Oil and GasEnterprise reported to the

gas pipelines with HDDfrom Ahlone bank to Hlinebon bank. The river-crossing natural gaspipeline was dug at thedepth of 42 feet underneaththe bed of Hline river with3,100 feet in length. Thework is a part of the projectin which natural gas fromYadanar offshore is pipedto Yangon with 24”pipeline. Upon completion

Three dead in attack on headof northern Mexico prison

CIUDAD JUAREZ (Mexico),13 Aug — Gunmen attackeda vehicle carrying a prison director in the northernMexico state of Chihuahua, killing three bodyguards andwounding two more seriously, authorities said onWednesday. Prison director Gerardo Hernandez wasunharmed in the attack late on Tuesday, but has beenreplaced in the post for his own safety, Chihuahua statePublic Safety Secretary Victor Valencia said. He startedthe job in June.Valencia said the two surviving guards arein serious condition at local hospitals. The attack occurredin the state capital, also known as Chihuahua.

In the border city of Nuevo Laredo, city police founda bullet-ridden sport utility vehicle belonging to thefederal Communications and Transportation Departmentcrashed into a post on a street. There was blood on theseats, and four department employees identified as cargoinspectors were reported missing.

Nuevo Laredo is a major shipping route to the UnitedStates, and drug traffickers frequently use it to smuggledrugs. More than 11,000 people have died in drug-relatedviolence since President Felipe Calderon took office inlate 2006 and began a major offensive against drugcartels.—Internet

Missile strike kills several militantsISLAMABAD, 13 Aug — A missile strike from a

suspected US drone killed several militants in Pakistan’sSouth Waziristan tribal region, officials said.Talebanspokesman Azam Tariq was quoted as saying twomissiles struck a house used as a Jihadi center in KaniKurram, near the border with Afghanistan, CNNreported. Tariq said eight Taleban and six local peopledied in the attacks on Tuesday. However, local officialstold CNN 10 Taleban militants died and three werewounded. A Pakistani intelligence official said theattacks targeted a house belonging to Pakistani Talebanchief Baitullah Mehsud, who was believed to have beenkilled in a missile attack last week, the report said. TheTaleban, however, say Mehsud is alive. The CNNreport said the United States routinely offers no commenton such suspected drone strikes launched fromAfghanistan.—Internet

Scotland to decide soon onLockerbie bomber

LONDON, 13 Aug — The Scottish government ispoised to decide whether to allow the former Libyanagent convicted of the 1988 Lockerbie bombing to bereleased from prison and return home, a spokesmansaid on Wednesday.

An American lawyer who worked on the defenceteam of Abdel Basset al Megrahi said the Libyan, whois 57 and has terminal prostate cancer, was to bereleased imminently on compassionate grounds.

A Libyan official in Tripoli said an agreement was“in the last steps” but added that a deal had also beenstruck that neither side would make any officialannouncement about Megrahi’s release until he was onhome soil. Al Megrahi was convicted under Scottishlaw and sentenced to life in prison for blowing up a PanAm airliner over the Scottish town of Lockerbie as itflew from London to New York on 18 December, 1988.The bomb killed all 259 people on board, including 189Americans, and 11 people on the ground.—Internet

Kirkuk blasts kill four, woundeight policemen

BAGHDAD, 13 Aug — Two explosions stroke northernIraqi city of Kirkuk on Wednesday night, killing fourand wounding eight policemen, police source said.Serhed Abdul Qadir, Brigadier General of Kirkukpolice, told Xinhua that the first blast occurred near apolice station in the district of Rehim Awa, northernKirkuk. Local police was informed of a suspected carbomb and surrounded the subject, but the bomb wasdetonated immediately when an expert approached it,trying to defuse. The blast killed three policemen andwounded another three. While another roadside bombtargeting a police patrol in al-Quds street of centerKirkuk killed one and wounded five policemen. Avehicle was also damaged. Sporadic attacks havecontinued in Baghdad and other Iraqi cities and townsafter US combat forces’ pullout despite low level ofviolence compared with the previous years.— Xinhua

Bombs kill 14 civilians insouthern Afghanistan

KABUL, 13 Aug — Officials say separate roadsideblasts in southern Afghanistan have killed 14 civilians,including three children. Daud Ahmadi, a spokesmanfor the Helmand provincial government, says 11civilians were killed on Wednesday after their van hita bomb in the Gereshk district of the province. Ahmadiblamed the Taleban for planting the bomb.

Mohammad Shah Khan, a police official, saysthree children died after a bomb they found explodedwhile they were playing with it on a road west ofKandahar’s capital. Taleban regularly plant roadsidebombs to attack Afghan and foreign troops but mostvictims of such attacks have been civilians.—Internet

Double suicide bombing kills more than 20 in Iraq

BAGHDAD, 13 Aug—A double suicidebombing devastated a cafe packed withyoung people in northwestern Iraq onThursday, killing at least 21 people, offi-cials said, in the latest attack against a mi-nority community.

The blast occurred shortly after 5 p.m.in Sinjar, a city dominated by members of

the Kurdish-speaking Yazidi religiousgroup that is concentrated near the Syrianborder.

It came two years after a village nearSinjar was hit by one of the worst insur-gent attacks since the 2003 U.S. invasion.Four suicide truck bombers explodednearly simultaneously in Qahataniya onAug. 14, 2007, killing as many as 500Yazidis.

The Ayoub cafe that was struck Thurs-day is located in a leafy area near a springand is a popular sunset destination.

City officials imposed a curfew andsaid some of the most seriously woundedwere evacuated to hospitals in the nearbysemiautonomous Kurdish region.

Hand grenade found in Aucklandairport mail center

WELLINGTON, 13 Aug — A package which containeda hand grenade was found at Auckland InternationalAirport’s mail center on Thursday, causing an evacu-ation, New Zealand media reported.

The court pronounced the final judgment on thecase against Mr John William Yettaw and Daw AungSan Suu Kyi, which received media coverage athome and abroad. In the run-up to the final judgment,the media incited protests, generated public outrageand masterminded the schemes, claiming that anti-government groups would do something harmful tothe nation if Daw Aung San Suu Kyi was put behindbars. So, I was in fear that there might be riots againin the nation. But, the entire people now can breathea sigh of relief and the situation is acceptable to allsides as the Head of State issued a directive on thecourt pronouncing sentence to show his considera-tion and benevolent attitude to them.

In particular, all wondered what judgment thecourt would pronounce to Daw Aung San Suu Kyi.The statements and arguments of the witnesses at thecourt were stated daily in the newspapers, so all couldview the nature and developments of the trial. Themajority of the people accepted that if someone isfound guilty, the court has to take action againsthim in accordance with the existing law, withoutany discrimination against or in favour of a par-ticular person, because no man is above the law.

In short, the final judgment was pronounced toDaw Aung San Suu Kyi and others on 11 August. Thecourt delivered sentences in the presence of lawyersof the accused, district law officers (publicprosecuters), ambassadors whose offices are based inYangon and Thailand, military attaches, representa-tive of UNDP, and local and foreign journalists.Yangon North District Court delivered three yearsrigourous imprisonment to the accused Daw AungSan Suu Kyi in connection with the 1975 Law Safe-guarding the State Against the Danger of SubversiveElements, Section 22.

Shortly thereafter, MRTV and MRTV-4 airedbreaking news, which relieved all the emotionalfeelings of the entire people. It was a good newswhich brought about a result acceptable to all. Oneday before the court’s final judgment to Daw AungSan Suu Kyi, the Chairman of the State Peace andDevelopment Council issued a directive to amendunder Criminal Procedure Code that half of the sen-tence to be served was remitted and the remainder ofthe sentence was to be suspended, and all suspendedsentences shall be pardoned if she abides in accord-ance with the annexed stipulations in good conductduring the suspended period. The State Peace andDevelopment Council Office gave the directive to theMinistry of Home Affairs. The news was airedpromptly by the MRTV and radio, and that reflectedthe efficiency of brilliant performance of State me-dia.

The directive said that the court constituted thecase for breach of provision against Daw Aung SanSuu Kyi and the State Peace and Development Coun-cil Office was aggrieved at the said action; thathowever, for the sake of the rule of law, judicialproceedings justly made in accordance with existinglaw shall be respected and abided by all citizens. It isan inspiring statement. Every country has their laws,and each citizen has to respect the judgments pro-nounced in accordance with the existing law. The law

treats all the people equally, and no man is privilegedin law, and that is very important.

However, Daw Aung San Suu Kyi is the daughterof General Aung San, who sacrificed his life for theindependence of Myanmar, viewing that peace,tranquility and stability will prevail, no malice shouldbe held against each other, and there should be noobstruction in the path to democracy, the Head of Stateshowed his consideration in the framework of hisauthority for Daw Aung San Suu Kyi.

So, whatsoever sentence was pronounced, it wasamended that the half of the sentence to be served wasremitted and the remainder of the sentence was to besuspended. During the period of suspended sentence,she shall reside in her residence with her two compan-ions. Moreover, all suspended sentence shall be par-doned if she abides in accordance with the annexedstipulations in good conduct during the suspendedperiod and not exceeding such period.

Hearing the good news, the people were all pleased,relishing the thought and hope of continuing the tran-sition to democracy smoothly without sacrificing com-munity peace and stability due to the directive thevisionary Head of State issued with benevolent attitudeand loving-kindness.

Issuing the directive, the Head of State not onlyrespected the law but also expressed considerationtowards Daw Aung San Suu Kyi to his highestdegree for her comfort and convenience. In theinternational arena, the ruling government not onlyexercised the jurisdiction skillfully, but also re-lieved the concerns of the foreign countries andregional countries that favour the interest ofMyanmar. The directive can be deemed to be animportant decision that helps avert needless conse-quence of instability, and an opportunity given forcarrying on the democratization without infringingstability and peace.

Actually, the directive indicated that the govern-ment commuted the sentence at the highest level. Inother words, the directive is designed to ensure win-win situation. Moreover, it gave anti-governmentgroups good opportunities to accept the situations andkeep on carrying out political activities.

The directive also says that should Daw Aung SanSuu Kyi abide in accordance with the annexed stipula-tions in good conduct during the suspended period andnot exceeding such period, all suspended sentencesshall be pardoned. As far as I am concerned, Daw AungSan Suu Kyi can enjoy amnesty if she abides by theannexed stipulations. Then, she can hope good oppor-tunities for her future.

The people accepted wholeheartedly the courtpronouncing sentence to her and the government’s

consideration. But, certain countries and foreign ra-dio stations, as usual, are still claiming unreasonablythat they object the sentence, they are deeply con-cerned over her, and she should be released immedi-ately. Needless to say, the government’s decision isjust, fair, and considerate, which is known to thepeople and the international community. Neverthe-less, some countries and anti-government media can-not accept the judgment and are commenting on thesituations blindly. They have no choice but to con-tinue their scheme, turning a blind eye to objectiveconditions of the nation because they are alreadylocked in the situations. They have committed them-selves in their words, so they are in no position to eattheir words.

The government permitted Daw Aung San SuuKyi to reside in her residence, but foreign media usethe expression “house arrest” to mislead the globalfamily into misunderstanding the government. Suchan expression should not be used. The decision isintended for her convenience. She can live in thecompound of her house freely; she can read allowednewspapers, journals and publications; she can watchMWD and MRTV; she can get health care from thepermitted doctor and nurses; she can make writtenrequest for her needs; she can receive her guests withrestrictions; and she can do other necessary thingsthrough permission. That depicts that the governmentcomplies with her wishes at the unprecedented level,and it is, indeed, a positive change.

Anyhow, different people have different viewson a matter. The people understand and believethat the government showed its benevolent atti-tude and consideration as possible as it could togenerate a situation that is acceptable to all sides.We also assume that the directive created somemore opportunities for a brighter future of thenation. So, we hope that the two sides turn to forgiveand forget attitude and the political forces will worktogether for successful completion of the democraticprocess.

Due to the term “change” said by PresidentObama, these days, that word is very popular allover the world. In my opinion, by issuing thedirective, the government has paced a giant steptowards change. If a person offers his hand, andthe other does the same, it will not be difficult forthem to shake hands. We should smile in returnwhen someone smiles to us, and we should showloving-kindness in return when someone showsloving-kindness for us. Only then will there be achange.

BEIJING, 13 Aug —People under the age of25 have a higher riskof suicide or suicidalthoughts when they takeantidepressants and therisk declines steadily withage, according to reportsThursday quoting a newanalysis by the US Foodand Drug Administration(FDA). The FDA analysisby Dr Marc Stone, DrThomas Laughren andcolleagues involved areview of 372 trialsinvolving nearly 100,000people who tookantidepressants.

The findings showedthat the drugs increase therisk for suicide in peopleunder 25, have no effect inthose 25 to 64 and reducerisk in those 65 and older.

Since 2003, US and EUregulators have beensounding alarms on theuse of antidepressantsafter clinical trialsshowed the drugsincreased the risk ofsuicidal thoughts andbehaviors in people underage 18.In February 2005,the FDA added a blackbox warning on the useof all antidepressants in

young children.In May 2007, it extended

the warnings to youngadults aged 18 to 24.

The new researchfindings support theagency’s warnings on thedrugs labeling for peopleunder 25.
