Sioux Lookout’s new timber frame gateway sign, located near

For the past 49 years the Pelican river bridge has been serving as the

gateway to Sioux Lookout. Constructed in1966, it is a 72 metre long timber structure located on the highway near the Travel information Centre.

over the years, routine inspections have been organized by the Ministry of Transportation (MTo) under whose jurisdiction the bridge falls. These have been done every two years by a trained inspector who is either a professional engineer or under the direct supervision of a professional engineer to ensure that the bridge meets required safety standards.

The last one was conducted on February 10, 2013 and at that time it was categorized as Fair-BCi range 60-70. The MTo has what is called a Bridge Condition index (BCi) and the BCi rating is a planning tool that helps the Ministry schedule maintenance and upkeep. The results are then organized into ranges from 0 to 100. For a bridge with a BCi between 60 and 70 the maintenance work is usually scheduled within the next five years.

Outdoor activities enjoyed by daycare childrenGeoff ShieldsstAff Writer

D uriNG warm weather the municipal day

care centres run a summer program every Wednesday in which the older children from Biidaaban Children’s Centre attached to Sacred Heart School and the Sioux Mountain Children’s

Centre which is part of Sioux Mountain Public School get to spend a day outdoors.

Last Wednesday 21 children, 10 from Sioux Mountain and 11 from Biidaaban gathered in Centennial Park by the Grandfather rocks to enjoy games and tree climbing.

Kristan Wray who works

as an Early Childhood Educator at Biidaaban commented, “We want to explore things and take advantage of the beautiful green space the Municipality offers to the community.”

Jennifer Jacobsen from Sioux Mountain Day Care added, “i think it’s a great opportunity for the

children from the centres to get out in the sunshine and explore and get to know our community. Every Wednesday the two groups meet at a designated outdoor spot. The town has also opened up the train station to use as we need it. it is a way to teach the children to be independent.” Tree climbing added to the enjoyment of the day.

Bathtubs take on a totally new meaning Geoff ShieldsstAff Writer

LoCaL community member Ken rousseau has a

rather unusual watersport hobby, bathtub racing. originally from Fort Francis, he moved with his wife Lori to Sioux Lookout in July 2013 and since his arrival has been looking for a way to promote the racing of bathtub boats in town.

rousseau elaborated, “My wife and i moved here last summer. i wanted to start racing upon arriving even as an exhibition but it didn’t work out. i approached the organizers of the Blueberry Festival but it was too late to do anything at that time. However this year on august 9, i will be racing in Fort Francis and i will be talking to my buddies about the idea of putting on a small exhibition race at the town beach. This would give anyone interested a chance to see us in action and see if they like doing it. i would like to get more local people involved, hopefully a lot of young people.”

The idea of bathtub racing was first started in 1967 in Nanaimo, British Columbia and the first races began in that year with the “Nanaimo to Vancouver Great international World Championship Bathtub race. The idea spread and in 1971 the first race of its kind was held in Fort Francis on July1 and has since become an annual event.

rousseau has been racing there for seven years. “My friend al Boivin got me interested

in the watersport around 2008 and i have been racing in the competition since then. i have come first a couple of times but never less than second.

“My best moment was when i competed against a friend’s son, Curtis Boivin, in Fort Francis at the Pithers Point Park public beach. i was first but it was a very close race.”

rousseau had a spot of bad luck during the 2013 race. “Last year i ran out of fuel with a lap and a half still to go so I didn’t finish,” he explained.

Bathtub boats are mono hull planer types with outboard motors. The rules of the sport restrict the engine to 10 hp and the weight to 350 lb (159 kg) including driver. There are three classes of bathtub boats: stock, modified, and super-modified.

Enthusiasts make their boats by using a bathtub as the model to lay down a fiberglass mold. a stock motor must be an unmodified stock engine, but can be tuned by adjusting the timing. Modified motors can only modify the lower leg and propeller. Super Modified can modify the entire engine as long as factory parts are used.

rousseau explained

how he built his boat.“i found the hull at

the local dump. i then got a piece of styrofoam dock billet and filled the space with styrofoam. i then mounted the tub which i got from a friend of mine in Fort Francis, then built the fibreglass hull myself. it has a 9.9 motor as all boats have to be under 10.0 horsepower. Most of us have nine or eight and we follow all the safety rules.

“i put it all together and although i have not got a name for my boat as yet, i’m working on it.”

He is very keen to

generate some local interest in bathtub racing and commented, “i would like to get out on the town beach and do some riding around, just

to be seen. i went out last summer and really liked being out on Pelican Lake and cruised around. i would like to start a club here, if I can find

anyone who is interested. They can contact me for information about how to build a boat and racing regulations at 738-2769.”

Great ideaPull the boat up

to shore and tie it to the trailer hooked to my aTV. What could possibly go wrong? i

told myself to remember to untie the rope before driving away on the aTV.

Later, i had sand and rocks loaded in the trailer - a heavy load - and at

start up i felt like i was spinning in mud. Gave the throttle just that little extra goose, fishtailed slightly, then zoomed up the hill, pleased with the performance of my little aTV. When i looked back i wondered briefly why I was trailing a length of rope, then did the palm slap to the forehead in recognition

of my duncery, and immediately started singing the Creeque alley verse “rope busted, disgusted, age just can’t be trusted...”

Later i checked the lyrics and learned that i’ve been singing it wrong all these years. The real words are “Broke, busted, disgusted, agents can’t

be trusted...”But, la, la-ing to

one of my favorite ‘60s songs by the Mamas and The Papas lightened my burden of senility.

The rope broke. No damage to the boat or the trailer. The sand and rocks are at the top of the hill.

Remembering Lac Mégantic

Many gathered in Lac Mégantic on July 6, a year to the day when 47 people lost their lives when rail oil tanker cars exploded. as residents remembered the loss of lives, and the destruction of a large section of the town, the cleanup of six million litres of oil remains a long term project.

The oil which exploded in Lac Mégantic came from North Dakota’s Bakken oil fields.

The federal government has responded with regulations that rail companies use stronger

tank cars; but the questions raised by Lac Mégantic will not go away.

Exactly how much oil is being shipped through ontario by rail? How much comes from the Bakken fields and how much from the oil sands?

We are told that oil sands production will double in the next 15 years and rail companies are preparing for the job of transporting it to refineries on our coasts.

Can any small town or city possibly be prepared for what happened in Lac Mégantic?

All the first responders, volunteer and professional,

firefighters and police in the region would not be enough; nor is there any local organization prepared to contain and clean up a massive spill.

in Lac Mégantic, oil seeped into the ground and into the sewage system—some of it igniting and causing explosions. Lac Mégantic sits on a lake and the Chaudière river cuts through town.

The day after the Lac Mégantic disaster, a sheen of oil could be seen 80 kilometres down the Chaudière river. How much sank to the bottom of the lake and river is unknown, but what we do know is that

the spill contaminated tons of soil, released toxic vapours into the air and occupied a crew of up to 500 people in containment and cleanup. People lost their lives. Buildings were destroyed. Water, air and soil polluted, with damage to fish and wildlife, has yet to be tallied.

and the psychological damage? Will the people of Lac Mégantic feel safe again?

one further thing we should think about. The Bakken fields frack the oil. in the process, the frackers flare off up to one hundred million dollars of natural gas

every month — gone, burned up, wasted. Chris Hatfield would have seen the red glow of the flaring as he orbited the earth. Google it, to see for yourself.

There is also evidence that fracking is connected with an increase in earthquake activity in oklahoma. What happened at Lac Mégantic and issues around fracking raise two questions: what price are we prepared to pay for oil and when are we going to get serious about cleaner, safer alternatives?

to stress that i am the most proud of is the fact that this entire project is community driven. The kids from the high school under Matt Culham and the woodworking class put the sign together. a local business, Signatures, got involved with the lettering and everything was done in town. Nothing was farmed out. There were no consultants hired. it’s entirely a community ownership project. it is a sign for Sioux Lookout done by Sioux Lookout people,” he said.

The new gateway sign was unveiled for Canada Day.

“it was pretty neat. We did sort of a pre-official unveiling because we wanted as many of the kids who worked on it as possible to be there,” Forbes said.

An official ribbon cutting for the new gateway sign is planned to take place during the Blueberry Festival.

Forbes added, “it’s something the community can be proud of. i know i’m proud of it. it’s always nice to get on council and have a vision

of something, not that this was my entire vision or anything, but once i got in there i thought, we can do something like this. it’s nice to see a project come through from vision to reality… it is very frustrating having your ideas of what you want to do when you get elected and then confronting the reality of basically the financial situation.

“So much of what we do is mandated to us by the province. By the time we get through their list of things we must do… there’s not a lot of money left over for the stuff that we want to do ourselves. it’s really pennies on the tax dollar that we have discretion over to do things like roads and sewers… We try to live within our means and do the best we can with what we have to the best of our ability.”

“i would really like to thank my council colleagues,” Forbes said. “They really got on board with this. i could not have got this done without the support of my council colleagues. i did want to see it get

closer to Frog rapids, but they quite rightly wanted to see it closer to umfreville Park in case people wanted to park their vehicles and go take a picture with the sign. it’s a lot safer for them to do that and that is what we are advising people to do.”

Some more landscaping remains to be done around the sign.

at least one of the sign’s two arms will be used to hang logos, pictures or messages to be viewed by passersby.

Sioux Lookout Mayor Dennis Leney stated, “it was a long time coming, but i think it looks really good. It’s finally here. It was a four year project we’ve been working on.”

Leney too was proud the project was completed solely using local talent.

Keewatin-aski Ltd Consulting Engineers and architect did the site layout for the sign.

Eric Touzin, a surgeon at the Sioux Lookout Meno Ya Win Health Centre, donated his time to do some welding on the sign.

Darren Courbier had his company, Perron Contracting, donate the rock around the sign.

Queen Elizabeth District High School teacher Matt Culham’s spring of 2013 tech design class cut and fashioned the timber frame components for the sign.

“We would have meetings and i would talk about what was going on at the community level. We talked about the different design components of the timber frame and then cut it. once the project was finalized we developed a construction plan. Students were put in groups of two and were given a component, basically one piece of that structure. We took it over to an aircraft hangar later and we assembled it and made sure everything fit. When we assembled it at the site this spring two of the students who helped cut

it were there along with a few other students from my construction class,” Culham shared.

“it was really cool for those who cut it to see it come together. i think it was hard for the students to visualize what it was going to look like when it was done. You tend to focus on the piece you’re working on and maybe aren’t thinking about how it will fit in the grand scale. i think in general they were excited to be part of a community project. You could really see the pride in the students. it was a really cool opportunity to be part of something like this that will be here for a long time,” he said.

Looking at the town’s plans from the ‘60s and incorporating his own expertise, Culham came up with the design for the sign. “i met with the sign committee several times and we discussed it… throughout that process

i was seeing what the students thought and taking that information back to the meeting. The design, there were some tweaks to it, but generally it was something i started working on. it had to be something that was doable and that we could do in a semester,” he said.

Students who participated in the gateway sign project included Kyla Barkman, Sam Barkman, Clinton Lachinette, Kyle Spence, Jules Kakekagumick, Lukas Kottschoth, ryan Dasno, Sam Beardy, Brendan Carroll and Quentin rae.

Commenting on the completed sign, Culham said, “i think it looks really good. it’s a nice thing that Sioux Lookout hasn’t had. it’s a nice welcome. overall it was a good community project where everyone came together to make it happen.”

the project. Temporary traffic signals will be

in place to manage traffic because during construction there may

be delays to motorists when the contractor is working. However

with the use of traffic signals and staging, impacts will be kept to

a minimum and access to the pedestrian bridge, located west of the

Pelican river Bridge, will be maintained at all times during construction.”

She added, “The municipality has been notified of the upcoming work and will be advised when the work is to take place. The project will be funded through the provincial Northern Highways Program and is tentatively scheduled to start in 2015, subject to funding and ministry approvals. We expect the project to be completed by the fall of 2015.”

an invitation asking for participation and comments has been sent to Peter a. Moyer, Director, infrastructure Development Manager for the Municipality who commented, “We have been advised that the bridge is at the end of its service life and requires replacement. So we are happy to see that progress is being made in this regard. We will be working with the MTo and their consultants throughout the study phase.”

Medendorp concluded, “This important infrastructure project will strengthen and support the regional economy of Sioux Lookout and will ensure that the Pelican river Bridge remains in safe condition for years to come.”

Local grandfather expresses environmental concernGeoff ShieldsstAff Writer

ENViroNMENTaLiST /songwriter Greg Hlady can be

described as a man of vision and sincerity. Born in oregon, he arrived with his family in Sioux Lookout in 1977, liked what he found, and decided to stay.

Between 1970 and 1980 Hlady worked for short periods in occupations that included farming, logging, mining, oil exploration, and archeology.

During this period he was involved in three occupational areas that included working as a Workers Compensation Board certified industrial first aid attendant, a survey technologist and party chief where he conducted legal land surveys in Northwestern ontario, and as a lather and carpenter which led him to eventually own and operate two construction companies in British Columbia and Northwestern ontario.

His experience in this field led to him completing several construction contracts for indian and Northern affairs Canada (iNaC) to restore the operation of educational facilities at the remote community of Poplar Hill in 1980.

in 1981 he was offered a term position with iNaC as a machinery maintenance craftsman and in 1982 was offered a position supervising

the Sioux Lookout District operation and maintenance program where he supervised construction inspectors, tradespersons and clerical staff, as well as supervising 23 remote First Nation communities site maintenance personnel at educational facilities located throughout the region.

in 1987 he assumed the position of District Technologist in the newly established Public Works and Government Services unit dedicated to iNaC in the Sioux Lookout District.

His environmental role escalated and between 1991 and mid 1996 he was a District Environmental Officer and established some of the initial ground work for the regional environmental program which included coordinating the 1992 regional Task Force on Environmental Priorities and other initiatives. Throughout 1996, Hlady continued to focus primarily on environmental projects and initiatives as District Technologist and later as Senior Project Technologist. While holding this position, he was repatriated to iNaC in 2006 and eventually retired in 2011.

among his other accomplishments, he is also a singer/ songwriter. “i started writing lyrics when i was 10 and i learned the harmonica

at that time. i started learning guitar in 1968 and since that time i have travelled across Western and Central Canada.

“i get the ideas for my songs from whatever is happening in my life at the time. Life experiences and my hopes and aspirations are the inspiration for my songs.”

over 50 years he has compiled a list of 160 songs.

“in the beginning of 2014 i decided to archive the songs i have been writing since 1964. i have a small recording studio at home and so far this year have recorded six CDs and am looking to record eight more over the next couple of years. My songs encompass a number of themes that cover the environment, democracy, poverty and war that affects everyone.”

Hlady’s personal life is reflected in a song called on the Edge of the Water which describes how he found Sioux Lookout and his desire not to travel any further.

He is concerned about the future of our planet and, to make the Canadian government aware of this issue, has sent copies of one of his CDs, Slipping on the Midnight oil, along with a letter expressing his concerns about the environment with a request to move forward changes to

improve the democratic process and focus on the environment poverty and peace, to 305 federal Members of Parliament along with five copies to the Parliamentary Press Gallery.

He stated, “if we don’t deal with the issues of poverty and war we will destroy our life support system and ultimately our whole civilization.”

Hlady is a member of a Sioux Lookout organization called Eco Bio-regional Wilderness Council. He explained, “We have a caretaker group which is the management group team. Sioux Lookout does not have a Land Use Plan that identifies and protects values other than those of resource exploitation. What we are looking to achieve is to have the original Public Land use planning process reinstated and a Public Land use plan developed for the area surrounding Sioux Lookout before

any more irrevocable decisions are made.

“Since 1977 i have been working toward developing a yoga and music wilderness camp and i continue to hope that the issues around local land use planning can be resolved so that i can continue to invest in that objective. i want to further develop my music and performance skills and continue to sing about the things that matter to ordinary people.”

Hlady concluded, “i see my job now as a grandfather and my main concern is for present and future generations. The First Nations people often mention seven generations as a reasonable foresight in planning and relating to our environment. This generation does not own the earth or resources. We are only the custodians of the future for those generations that are yet to come.”

Chamber of commerce to assist area businessesTim Brody

THE Sioux Lookout Chamber of Commerce, with

assistance from FedNor, will be implementing a unique customer service training initiative that will benefit the region.

on July 10 at the Travel information Centre, Kenora MP and Federal Economic Development initiative for Northern ontario (FedNor) Minister Greg rickford announced $63,000 for the Sioux Lookout Chamber of Commerce through FedNor’s Northern ontario Development Program.

The funding will allow the chamber to hire a youth intern for a two-year period to help develop and implement a customer service training program for area businesses. The intern will contribute to the development of a training manual and work with local businesses to provide

customer-service skills development and training.

rickford stated, “Partnership, prosperity and progress are the cornerstones, the pillars if you will, with which we are proceeding with our communities and our stakeholders across Northern ontario. Those three priorities can’t be understated and are very important in the context of today’s announcement.”

He said, “The goal is to encourage a positive experience for customers to buy local. i want to encourage everyone to shop local and support their local businesses and encourage those local businesses to hire local people and take advantage of this great initiative.”

Sioux Lookout Chamber of Commerce President Florence Bailey explained that in the past the chamber has made available customer service training opportunities.

“What we found is that a lot of the businesses that already have good customer training skills were the ones that were attending. The ones that could use some improvement around customer service often weren’t able to make it and a lot of the issues were they had to pay staff overtime to come out in the evening to take the training and we just kept missing the boat it seemed. Business who could really benefit from the opportunity weren’t able to attend,” Bailey said.

She continued, “We decided to look into getting a grant to hire an intern and we had the opportunity to hire one for two years and the idea is that they would go to the businesses. They would do a week or two of assessment, a week or two of training, a week or two of follow-up, and if over two years that person can get to the majority of

the businesses in the community, whether they are a member of the chamber or not, we will have succeeded. Part of that work will be to put together a training manual of best practices.

“it’s a very unique approach. it hasn’t been done before. it’s a bit of a pilot project and one of our outcomes will be that this training manual will be shared with other regional chambers of commerce. We thought if it works for us, it might work for someone else.”

When asked why the emphasis on customer service Bailey responded, “The municipality has done a number of surveys. We’ve looked at why people go to other locations to shop. Customer service continues to come up. it’s not the number one reason why people go somewhere else, but it’s definitely identified and that is something that we have within our control, to create a program and try to make improvements to customer service to promote people

shopping locally.“a better working

relationship between the chamber and the businesses can also allow for small business expansion and job creation if more people are shopping here.”

Bailey said customer service applies to any organization that serves or interacts with people.

The chamber has put together a job description for the youth intern position and is planning to have someone hired by September.

Chamber Past President Christine Hoey explained the approach the chamber is taking, “What the plan is, when the intern is hired, is for them to spend the first little while compiling a list of all the businesses in Sioux Lookout and area and information about them so they will know how many employees each business has, how long the business has been running. once they get that list they will be calling the businesses to make an appointment to meet with them. Then

the plan is for them to go into the businesses and do like a mystery shopper type thing so that they can pretend to be a customer to get an idea of what is being done well and what could be improved upon with regard to customer service. Then they will contact the owners or managers of the businesses, speak with them about customer service training, and see if they can come on-site and spend some time working with the staff to provide better customer service, to come up with ideas that will work for each business because every business is different.

“They would work with employees whenever the business is open. Then before the end of their term they will prepare a customer service training manual all the local businesses can use in house.”

Hoey emphasized the project is meant to be constructive, positive, and assistive to business in the Sioux Lookout area.

StatementsMunicipal Treasurer

Henry Wall explained the audited financial statements look at the business of the municipality over the course of a year and compare that business to years past. He also said the audited financial statements are part of the series of checks and balance in place to ensure fraud does not take place within the system.

The audited financial statements also compliment the newly minted asset management plan of the municipalities which looks at how the town will support it’s approximately $50 million in assets, everything from roads, to buildings to vehicles.

The audited financial statements found that costs stayed pretty close to those incurred in 2012, with the expectations of policing costs going up and money coming in from the province going down.

in terms of long term debt, Sioux Lookout is sitting at about $15.7 million, well below its $45 million limit.

overall Yurkiw said Sioux Lookout is in a very strong financial position.

Municipal Office Building Loan Renewal

Council approved and authorized the Treasurer to renew the long-term loan agreement with

BMo Bank of Montreal for the Municipal Office Building.

on May 31the Municipal Office Building loan with BMo came up for renewal. as at May 31 the outstanding balance on the loan was $868,117.60.

Treasurer Henry Wall states in his report to council, “Based on the proposed rates, it is recommended that the Municipality enter into an extension agreement with a five year fixed rate at 2.78 per cent and with an amortization period of 16 years… renewing the loan with BMo will provide the Municipality with a very competitive interest rate and will result in savings of

$8,052.72 per year over the next five years.”

Resolution of Support – Phase II Funding

Lookout connects over 30,000 people in 29 remote northern First Nations communities to a state-of-the-art hospital and related health care, social, government and education services. The area has been on major growth curve with $250 million in capital projects recently completed, including a new state-of-the-art hospital, heritage railway station redevelopment, downtown revitalization, MNR fire management centre, airport expansion and an increased serviced residential, commercial and industrial land. These projects were completed under the Economic Development Strategic Plan 2009-2014. The Municipality of Sioux Lookout is embracing

the increased growth and development. This spring Keewatin Patricia District School Board announced it will be building a new state-of-the-art $30 million secondary school, the Municipality confirmed it is proceeding with a $12.5 million expansion of its Municipal airport; and the recent development in the ring of Fire has led to discussions with the Province on an East-West transportation corridor, for which the terminus will be located at the junction of Hwy 599 and the Sioux Lookout Highway 72. in preparation beyond 2014, the Municipality’s Economic Development Department, in partnership with the Sioux Lookout Economic Development Commission, needs to undertake a process to develop a new 2015-2020 Strategic Plan inclusive of a Growth Plan in order

to manage the increased pressure for development in the community to continue to support the Far North communities.”

Five-Year Energy PlanCouncil approved

the Five Year Energy Management Plan for the Municipality of Sioux Lookout as attached to the CBo/Facilities Manager’s report dated June 18, 2014.

ontario regulation 397/11 (made under the Green Energy act, 2009) came into effect January 1, 2012 and requires all municipalities in ontario to report on their annual energy consumption and create a Five Year Energy Management Plan.

Sioux Lookout’s five year plan provides direction on reducing energy consumption rates such as transitioning to LED light fixtures and creating a culture of awareness among staff.

Taxicab Fare Increase Request

Council authorized an amendment to Schedule “B” – Schedule of Fares to By-law No. 54-08, Being a By-law to Provide for the Licensing and regulating of Taxicabs and Limousine operations within the Municipality of Sioux Lookout, as amended, as attached to the Cemeteries & Licensing Coordinator’s report dated June 18, 2014; and further that taxi fare increases become effective July 15, 2014.

Emergency Services Fees & Charges

Municipal Clerk Mary MacKenzie explains in her report, “over the last five years Sioux Lookout

Fire Services (Hall 1 and Hall 2) has responded to a number of avoidable false alarms calls. although the majority of these calls were a result of the new Hospital and the new Hostel opening, it was felt that a service fee should be put in place to avoid these types of incidents in the future, and to recover some of the cost associated with those false calls for service… The Emergency Services Fees and Charges By-law will now allow the Emergency Services Department to recover the cost for responding to Nuisance False alarm calls, False alarms as a result of work being performed on the alarms systems, responding to persons activating a pull alarm station or damaging a sprinkler head to the same address in any calendar year, motor vehicles accidents and other assistance as set out in the Schedule to By-Jaw No. 32- 14.

Fees and charges listed are based on amounts required to cover costs and comparable to similar costs in the region (Dryden, Kenora, etc.).”

roadways on both sides of the CN railway tracks and is looking for feedback from the public on this matter.

Deputy Clerk, Culture and Communications Manager Brian MacKinnon said, “The purpose behind this is to address a longstanding issue that arose from this Highway Traffic act where aTVs were permitted on roadways north of the CN main line, but not south. Because our community is essentially bisected by the main line it created an odd situation where if you lived north of the tracks you were golden and if you lived south of the tracks, well sort of tough luck kind of thing. The intent is to remedy that situation as well as to put some other measures in place to address public safety such as looking at speed limits. Council will be looking for feedback from the public on a: are they supportive of changing the by-law to enable aTVs on roadways south of the tracks and B: to get people’s feedback on the proposed rules and regulations for operating aTVs. Council authorized the passing of Bylaw No. 46-14, Being a By-law to authorize the Mayor and the Clerk to Execute an agreement Between The Corporation of the Municipality of Sioux Lookout and Drayton Disposal Services for the Provision of residential recycling Collection, Processing and Market, and to rescind By-law No. 10-14; and further Council directed staff to decline the grant offered by Stewardship ontario and Waste Diversion ontario to receive Funds under the Continuous improvement Fund (CiF) for the purchase of a recycling Truck.

remainder of Lot 5, range 3, remainder of Lot 1 & 2 on Plan Kr

720 (213 Drayton road) to Linden Budd Libler and to authorize the Mayor and the Clerk to Execute the Transfer.

The passing of this by-law will give Bud Libler the frontage he needs on Drayton road to create two to three new lots on that road.

The lots would front on Drayton road and be serviced with private sewer and water.

He said plans are in the works for a new medical clinic on the hospital property as well as to one day locate a 96 bed long-term care facility on the property.He requested the municipality rezone the 30-metre buffer surrounding the Sioux Lookout Meno Ya Win Health Centre property from open Space to institutional to

permit immediate and future development on the property.

COMMUNITY WELLNESS FACILITATOR

POSITION SUMMARY

The Community W ellness Facilitator is responsible to travel to Northwestern Ontario First Nation

Communities to deliver workshops to communities and families.

The Community W ellness Facilitator is responsible for developing culturally appropriate resource

materials. These materials are designed to provide First Nation communities and families with the

skills and tools required to deal with the challenges involved in living in remote communities in

Northwestern Ontario.

This position will be based in Sioux Lookout ON, serving communities within the Equay-wuk

(Women's Group) catchment area.

QUALIFICATIONS

1. Appropriate educational qualifications to manage the tasks and responsibilities of the position;

2. Must be willing and able to travel to Northwestern Ontario First Nation communities;

3. Demonstrated experience and skills in working with First Nation people;

4. Cross-cultural awareness and sensitivity to First Nation issues and values;

5. Able to produce culturally based resource materials for First Nation women and their families;

6. Prepare quarterly, mid-year and final reports including financial statement to the funding agency;

7. Experience in planning and facilitating workshops;

8. Must be self motivated and able to work without supervision;

9. Excellent oral and written communication skills in English;

10. Must be able to maintain confidentiality;

11. Ability to communicate in one or more First Nation dialects of the Sioux Lookout area would be an

asset;

12. Administrative skills such a computer, electronic communication and report writing.

13. Current Criminal Records check with a Vulnerable Persons check.

14. Valid Ontario driver’s licence would be an asset.

A nomination must be signed by the candidate and may be filed in person or by an agent on any day in the year as of January 1, 2014, and anytime, during regular business hours, up to and including September 11, 2014, or on September 12, 2014 (Nomination Day), between the hours of 9:00 a.m. and 2:00 p.m. The prescribed nomination filing fee of $200 for mayoral candidates and $100 for other candidates (cash, debit card, money order, or certified cheque) must accompany the nomination form (credit card payments will not be accepted). A nomination must be certified by the Assistant Returning Officer or the Clerk/Returning Officer before such person becomes a certified candidate for the office to which he or she is nominated. Forms without an original signature will not be accepted.

In the event there is an insufficient number of certified candidates to fill all positions, nominations will be reopened for the vacant positions only on Wednesday, September 17, 2014, between the hours of 9:00 a.m. and 2:00 p.m.

In accordance with Sec. 33.1 of the Municipal Elections Act, potential candidates should refer to Sec. 80 (1) and (2) and Sec. 90 (1-5) of the Act regarding penalties for failure to comply with provisions in the Act relating to election campaign finances.

Assault Peace OfficerDestiny Tait, 20, Sioux Lookout, pleaded guilty to assaulting a peace officer. She was given a 30 day conditional sentence and was ordered to report, keep the peace and be of good behavior, stay in the province of ontario, not change her name or address without checking with her probation officer, obey a curfew, attend counseling, perform community service, and abstain from

the purchase, possession or consumption of alcohol or other intoxicating substances. This is to be followed by 18 months probation during which she is ordered to report, keep the peace and be of good behavior, attend counseling, attend school and apply herself diligently or seek and maintain employment, perform community service, write a letter of apology to the victim, and for two months

abstain from the purchase, possession or consumption of alcohol or other intoxicating substances.

AssaultNathan Kejick, 31, pleaded guilty to two counts of assault. on one count he was sentenced to 14 days custody and was given credit for one day in pre-trial detention. He was also ordered to provide police with a DNa blood sample. on the other charge he was given a 60 day conditional sentence and was ordered to report, keep the peace and be of good behavior, seek and maintain employment, abstain from the purchase, possession or consumption of alcohol,

and have no contact with the victim unless through a third party, not to leave the province of ontario, and to notify probation services before changing his name or address.

YOUTH COURT

Breach of Undertakinga 17-year-old male young offender pleaded guilty, through his lawyer, to breaching his undertaking by failing to obey a curfew. He was given an absolute discharge.

JULY 8, 2014

Assault Peace OfficerTodd iserhoff, 25, Thunder Bay, pleaded guilty to assaulting a

peace officer. He was sentenced to 10 days custody and was given credit for 12 days in pre-trial detention.

Breach of RecognizanceLeona Quoquat, 20, pleaded guilty to breaching her recognizance by failing to abstain from the purchase, possession or consumption of alcohol. She was sentenced to three days custody and was given credit for 12 days in pre-trial detention.

AssaultJared Binguis pleaded guilty to assault. a pre-sentence report was ordered and the matter will return to court on September 9.

Shawn Fiddler pleaded guilty to assault and breaching his probation by being in the presence of someone under 16 years of age without a responsible adult present. on the assault charge he was given a suspended sentence and was put on probation for three years. He was ordered to report, keep the peace and be of good behavior, attend counseling, obey a curfew, and abstain from the purchase, possession or consumption of alcohol. He was also given a three year weapons prohibition. on the breach charge he received the same sentence to be served

Evelyn Bayda (nee Armstrong) of Thunder

Bay, Ontario passed away peacefully at the TB Regional Hospital on Saturday, July 5, 2014 after a courageous battle with cancer and heart disease. Evelyn was born on March 22, 1937. Paul Bayda married the Tec Voc Freshie Queen on June 1, 1957 and made their homestead in various locations across Canada. Evelyn thoroughly enjoyed her career as a Real

Estate Agent spanning over 40 years and took great care with all of her clients over the years. She enjoyed travelling, visiting family and friends, bocce ball tournaments, knitting, baking and her weekly perogy making sessions with her daughter Shirlee. Evelyn did everything that she could for her family and friends in their time of need. Anyone who knew Evelyn knows how truly genuine she really was. Evelyn was very family

oriented and kept a close eye on everyone. The casinos across Canada and the US will sadly miss her as she loved visiting the various casinos playing bingo and slots. Evelyn will be lovingly remembered by her husband Paul; children Diane Samuel (Monty), Shirlee Bayda-Clace (Clayton), Gayle Hoey (Denny), Sharon Gulyas (Jeff), Kelly Bayda-Presutto (Joe); grandchildren Courtney, Meagan (Jesse), Brittany,

Stephanie, Austen, Tiffany, Mandy, Kristen, Alexander, Tristan, Thomas, Nicholas; great grandchildren Aiden, Bentley, Christian. Evelyn is also survived by brother Jack; sisters Marion, Pat; many nieces, nephews and friends. She was predeceased by her parents Robert and Elizabeth; sisters Maude, Hester, Dorothy, Betty; brothers Donny, Howard and Jimmy. Evelyn was strong and courageous in her health challenges and was

able to remain at home. A special thank you to CCAC Coordinator Linda who made sure all of mom’s needs were met and of course to her husband Paul who looked after her ongoing difficult regimen of daily care. Cremation has taken place and a Celebration of Life will be held at Assiniboia Downs at a later date which will be advertised.

Norman, age 83, passed away July 2nd at Deer

Lodge Centre in Winnipeg, Manitoba. Norman was born May 30, 1931 in Biggar, Saskatchewan. He was predeceased by his wife Mary, infant daughter Deborah, his parents Henry and Florence Otto and sister Dorothy. Norman is survived by his daughters Dallas of South Carolina and Sharon (Conrad) of Anola, Manitoba; his brother (Bunny) Bernard

( Hazel); grandchildren Randy (Emily), Scott (Alexandria), Morgan (Loretta) and great grandchildren Wyatt, Raquel, Camille and Jackson.

Funeral Services were held at the Sioux Lookout Funeral Home on Monday July 7, 2014 at 10:00 a.m. with Pastor Darryl Hartwig officiating. Interment followed in Northway Cemetery. If friends so desire,

donations may be made to the Northern Cancer Research Foundation or Charity of Choice through the Sioux Lookout Funeral Home, Box 1449, Sioux Lookout Ontario P8T 1B9.

The family would like to extend their sincere thanks to the staff at Deer Lake Lodge Centre, The Sioux Lookout Funeral Home and all who were a support to us. Thank you again.

Horsing around Children and their parents came out to Cedar Bay the morning of July 3 to meet Cedar Bay’s mini-horses.

Young children learned a bit about leading and grooming mini horses Ollie and Nugget and painted them in a rainbow of colours.

Children then had an opportunity to be led on a short ride.
