“The congestion is not going to get better, infact it is going to get worse.”These were the words of senior inspector

Cedric Cornelius, head of traffic in Kuils Ri-ver.Cornelius was speaking at a community

meeting in Highbury, Kuils River last week.Other guest speakers at themeeting inclu-

ded PR councillor Raelene Arendse, theKuils River police, a security company offi-cial and property agent.The meeting on Thursday night was orga-

nised by the Highbury Foundation and heldat the Kuils River Technical High School.Several issues were discussed, but the oneon top of the agenda was traffic congestion.The meeting saw most disgruntled

Highbury residents complain of the currentstate of madness plaguing the area’s roadsduring peak hour traffic.Peter Meissenheimer, a resident in

Highbury for 26 years said: “Traffic is heavi-ly congested despite the fact that the majori-ty of the people in the area use trains – andmost of the times the trains are not on time.”Cornelius, tried to explain the current si-

tuation and the way forward.

“The reality is that development in thearea has grown tremendously but that theinfrastructure hasnot kept upwith the deve-lopment.He said the biggest problem for traffic offi-

cials at the moment is the project currentlyunderway near the Zevenwacht Mall.“This is not a city-run project, but a pro-

vincial government project. Once this is do-ne there will be improvement,” Corneliussaid.He added the traffic department is cur-

rently looking at a number of ways to ad-dress the congestion.

These are the priority crimesnewly appointed Kleinvlei station comman-der, Colonel Vernon Bester, has set hissights on.In an interview with TygerBurger lastweek, the 47-year-old Bester, who was at thehead of the station in 2006, said he plans tochange the criminal environment currentlyplaguing Eerste River.“It is clear the criminal environment haschanged in comparison with the previousyears,” Bester said.Bester, who had been in office for threeweeks now, said drugs, gangs and gang vio-lence are things he wishes to root out.“We have a gang strategy that will be im-plemented.“Our primary focuswill be tomobilise thecommunity and to establish a multi sectortask team of which all organisations such asthe department of health, justice, social de-velopment, education and trade and indus-try, aswell as community safety and theCityof Cape Town will form part of.“This process will be driven by the CPF,and will be focused on initiatives and activi-ties for the youth.”He said there are guidelines for ensuringa safer environment for the Eerste Rivercommunity. These, he said, include encou-

raging healthy family relations-hips within communities, as wellas having a good relationshipwith one’s neighbours.“Themajority of crimes that arereported to the station presentlyare crimes that are related to ac-quaintance crime,” he said. Thishe explains, refers to people in adomestic relationship orneighbours and friends that areresponsible for the crime commit-ted. Inmost cases crimes are com-mitted by people who know eachother.Apart from ridding the commu-nity of crime, Bester also plans oncleaning up the police service internally.One of the challenges he currently facesat the station and hopes to address speedilyis absenteeism. “Whether you are an admi-nistrative or operationalworker, we still ha-ve a duty to account for the community weserve,” Bester said.Bester said hewants to change the currentperspective the community has towards thepolice – the perception that police are cor-rupt and ineffective.Another challenge he faces is the lack ofresources and manpower. “It is an undenia-ble fact that the police are low on numbersand that iswhyweneed the community poli-ce forum to strengthen the partnership; tobuild a bridge between the police and the

community at large.”Bester said the police will also invite com-munity organisations to help buildneighbourhood watch structures or streetcommittees in order for the community toassist the police in crime prevention.Bester, who started his career as a policeofficer in 1986 at the Elsies River police stati-on, hasworkedat several stations duringhis28 year career. These include working forthe organised crime division and the Kraai-fontein and Mitchells Plain police stations.“Themotto we have adopted at the stationis to be hard on criminals and to have a softapproach with law abiding citizens.“It is great being back. I have a lot of unfi-nished business in the area,” Bester said.

From ‘druggie zero’, Craiggoes to being rehab heroMICHELLE LINNERT

“Former” and “heroin addict” rarelygo together. Yet Craig O’Brienmastered this feat. Now, after nu-

merous stints in prisonand learning thehu-mility of homelessness, he runs a home forrecovering addicts in Kraaifontein.Craig attended The Settlers High and

grew up in Boston. His story is not unlikemany others heard before: the almost 50-ye-ar-old comes from a good, conservative ho-me, he says. “But I’ve always been very in-quisitive”.This, coupled with a rebellious and self-

proclaimed “naughty” nature, saw Craigstart his drug experimentation with dagga.

Always in troubleHe tells a captivating story of how he was

constantly in trouble at school, expelled,and later became a military conscript be-

cause his father “knew a Corporal at theCastle”.All hewanted to dowas become an air ste-

ward. Or do art, “but my dad wouldn’t letme”.When Craig was done with his military

term, he started working at his father’s in-dustrial laundry company by day, andmoonlighting as a nightclub manager bynight. Then his drug career progressed to“taking cocaine on weekends”.He met his wife, Storm “and fell madly in

love”. They were married in 1990. Then theincident that sparked Craig’s accelerateddownward spiral happened.His friend shot his wife.It was an accident, but the hollow point

bullet tore through Storm’s arm and sto-mach. “The doctors had to shave her hip toput bone in her arm,” he tells. “They hadto cut through her belly button; to this dayshe has a thick scar up her arm and herthumbs work a bit funny.”

Storm tried heroin to dullthe pain.“Stupidly, I got her the stuff.

Then I started using.”He tells how “chasing the

dragon” eventually turned in-to injecting intravenouslywhile he could still afford hishabit. But then he was retren-ched. “I was going for inter-views, being told I’m too whi-te, too old. I started eating intomy savings, they got depleted;eventually we started to pawnthings.

Life of crime“I was beginning to hate my

life now. My life was thisdrug.” With no job and no mo-ney to support his habit, heturned to crime – seriousfraud and shoplifting.“The cycle goes on and on.

It eventually caught up withme.”Craig was in and out of pri-

son, cheating his way out ofhouse arrest at the Durbanvil-le police station by setting upfraudulent companies in his

late mother-in-law’s name.All the while his wife was still using. And

lying. “An addict blends the lie with thetruth. To this day I hate liars.”When hewent toGoodwood Prison the se-

cond timearound, hemethouseFatherRod-ney Pringle, who introduced Craig to a newspiritual journey. “I couldn’t handle thehappy-to-do fake pastors inmy cell – I knewthey were rapists,” he says.He came out of jail earlier than expected.

He didn’t know “Mr Zumawas going to giveus all amnesty,” Craig laughs. Stormhad ta-ken a lover, albeit with his own blessing.Craig eventually ended up at The Haven

night shelter in Bellville. His life was chan-ged. He eventually became clean by avoi-ding drug dealers around the shelter.Tucked safely under the wings of mana-

ger SharonMalan, he progressed from cookto supervisor. Craig soon realised he had aknack for working with troubled youngs-ters, especially addicts. His heart and earsseemed to be just the right receptacle to ab-sorb their troubles.

Passion to helpA job opening came up with the people

from the social development organisationMetro Evangelical Services, or MES.“Sharon urged me to go for the inter-

view,” he said. Although he had no faiththat he would get the job as manager ofMES’s new facility for second phase recove-ring addicts in Kraaifontein, Craig got acall-back the same afternoon.Says Ilse Els, manager ofMES: “Craig im-

pressed us during his interview with hispassion to help dependent people. He has avery sober outlookon life andhumilitywithregards to his own success story. We are re-ally happy to have him as part of our team.”Sharonagrees. “Craig’s is anamazing sto-

ry. What a journey – we are really proud ofhim and know he has what it takes to makethis new home a success.”Storm is still on the streets and their

daughter is soon to be married to a “verygoodman –more than any father could everask for”, says Craig.And althoughhis aspiration to become an

air steward never panned out, Craig says:“I am lucky enough to end up doing exactlywhat I love – this is my calling.”

the Josui Kaikan dojo where the two train,said he is proud of their achievements.The championship takes place from 19

A year-old baby was discovered amongstbushes in Eerste River, even while fire-fighters were busy extinguishing flames inthe area.Wilfred Solomons-Johannes, acting head

at the City of Cape Town’s Disaster Operati-onsCentre, said the babywas discovered onFriday 5 December while emergency per-sonnel was busy working.He said a fire inPuffer Street, DevonPark

was reported at 16:34. The area is located op-posite the Old Apostolic Church.He said a fire crew was dispatched from

the Mfuleni fire station.“At 17:09 the fire engine and crew arrived

on scene and reported a large area of scatte-red fires. The emergency personnel imme-diately commenced with fire suppressionusing bush beaters and spades,” he said.At 17:23 the firefighters found an uniden-

tified baby approximately 12 months old inthe bush – unharmed.“The baby was handed over to the South

African police,” he said.The police opened an inquest docket re-

garding the occurrence of the fire as wellas the abandonment of the infant, Solo-mons-Johannes said.The fire was extinguished at 17:59.

Mfuleni police have warned people to bealert to thieves robbing them of their hard-earned cash.In a statement last week the police said

people – especially those who collect theirstokvel money – should refrain from carry-ing large amounts of cash when travelling.Stokvel contributions refers tomoney sa-

ved over a period of time by a group of peo-ple in some communities.“Weappeal to the community to please al-

low thebanks to transfer themoney into theaccounts of the stokvel members.“Each person knows howmuch he or she

should get. There are stokvels that have go-ne that route and now they are free frombeing targets of opportunity-seeking crimi-nals,”Mfuleni police spokespersonCaptainNomathemba Muavha said.The warning came days after a woman

who was disembarking a taxi near the poli-ce station was nearly robbed of thousandsof rand.On Monday 1 December the police heard

the cries of a woman outside the police sta-

tion as she disembarked from the taxi. Shereported there were people who wanted torob her of her money.“The woman had about R350 000 in her

possession, money saved as part of theirstokvel,” Muavha said.The police responded to the cries.“They saw the taxi being driven away at

a high speed. “The police gave chase. Thetaxi was later abandoned by the suspects,”Muavha explained.The owner of the taxi, according toMuav-

ha, reported that the vehicle was hijacked.A 31-year-old suspect was later arrested

in connection with the crime. He had a fire-arm in his possession.In a crime awareness pamphlet distribu-

ted by the provincial police earlier thismonth, people were warned to always con-ceal cash and their wallets. They were alsowarned to not count money in the public;to do withdrawals at the back discreetlyand make use of the private bulk tellerswhen it is a large amount. They are warnedto arrange securitywhen transporting cashfor the purpose of stokvel and when distri-buting the cash to participating members.

Kuils River police were called out to the Ze-venwacht Mall last week when a client ata bank apparently started “performing,screaming and shouting”.

The man, who is allegedly a mental pa-tient, entered Absa Bank in the morning ofWednesday 3 December, said centre mana-gement.

The indivudual caused some panicamongst bank personnel when he startedshouting.

Karla Linder, centre manager, said inresponse to a media query that the incidentwas not an attempted armed robbery “butrather a customer who was unstable at thetime”.

“It was later established that the custo-mer had medication in his possession aswell as notices indicating that he had been

to doctors,” she said.“Our security team, centre management

and local Kuilsriver police assisted in theprocess of helping him back to safety.”

Linder said the customer was not armedor a danger to anyone.

“All was then resolved and business wentback to normal,” she said.

In a telephonic interview Linder saidwhile inside the bank the man was “shou-ting and performing.”

“He came into the branch and started per-forming a little bit which made everyoneuneasy, we realised it was someone whoneeded help, and assisted.”

The police transported the man to a hos-pital.

No criminal case was opened against theindividual.

“It was just someone who needed help toget to safety, which we did. There were noissues other than that,” Linder said.

Despite a decrease in housebreaking inHighbury, it continues to remain abig concern, the Kuils River police

say.Speaking at a community meeting last

week, police spokesperson Captain Isaacvan Niekerk said apart from housebreak-ing, robberies in the area is also a worryingfactor, especially at the local railway sta-tion.

Van Niekerk was addressing a group ofresidents at a meeting organised by theHighbury Foundation. The meeting cov-ered a range of issues currently plaguingthe suburb.

“We have established that there aregroups involved in housebreaking,” VanNiekerk said.

He said inoneof the incidents thewindowfrom a home was carefully removed andthieves stole what they could get theirhands on. Meanwhile, in other incidentsthieves use crowbars to gain access tohomes.

“We have identified five different groups.Our detectives work in cooperation with se-curity services and we have managed to ar-rest all five of these groups,” he explained.

One of these groups was a crow bar gangof whom one of the members is currentlyserving a 12 year jail sentence and anothersix years.

“When they were arrested we discoveredthey were linked to 43 other cases reportedacross the province.

“They are behind bars now,” VanNiekerk said.

He said housebreaking cases are regard-ed as a priority.

“It is the main crime in the area. Whenwemakearrestswemust scrutinise the sus-pects and question them and this is an in-struction from the station commander.

“We need to know what they had forbreakfast; we also need to oppose bail as faras possible,” Van Niekerk said.

As people across the country are left in thedark due to scheduled load shedding, theCity of CapeTown is determined to success-fully and speedily implement energy sav-ing measures.

It aims to start with its internal energyefficiency programme, which has alreadyfitted 1 378 traffic signals with LED lights,a council statement reads.This saves about9 317 megawatt hours and 9 224 tonnes incarbon emissions annually.

It aims to eventually save 16 445 mega-watt hours per year and 16 281 tonnes in to-tal carbon emissions. The retrofittingproject also saw 41 500 incandescent andhalogen lamps in robots being replaced byLEDs at cost of R23m; a total of R11m is be-ing saved.

“About 26% of council buildings have al-so been part of the retrofitting project atR26m, while smart electricity meters arebeing installed at 90 city administrativebuildings,” says mayoral committee mem-ber for energy, environmental and spatialplanning, Johan van der Merwe.

Furthermore, 25 210 street lights havebeen replaced with energy efficient streetlights. The city also has a successful resi-dential energy savings programme. The best way to deal with the Eskom crisisis to set up a full-scale judicial commissionof inquiry to find out what went wrong andhow to fix it.

This is according to Cape Chamber ofCommerce and Industry president JanineMyburgh.

“We are getting so many conflicting sto-ries, allegations and denials, that the onlyway to find the truth is to hand the job toa judge assisted by independent technicaland managerial experts,” says Myburgh.

She says Minister of Public EnterprisesLynne Brown has “inherited an ongoingdisaster and she will not be getting manystraight answers from those involved. Weneed to get to the bottom of the mess be-cause there are important lessons to learnand apply to some of the other failing statebusinesses.”

An inquiry would also be the best way tohold decision makers accountable.

Myburgh says the first step should be tostop the voluntary retrenchment process.She says its the worst way to reduce num-bers.

“Itwill ensure that some of the best quali-fied – but most frustrated – staff take thepackage and go. This will bleed Eskom ofthe skilled hands and minds it desperatelyneeds.”

Peter Haylett, chairperson of the Cham-ber’s Industrial Focus Portfolio Commit-tee, says among the things to be investigat-ed were:

. The neglect of essential maintenancework.

. Eskom’s coal purchases and coal trans-port.

. Eskom’s extensive use of labour bro-kers and the hugemark-up on the staff theysupplied.

. The construction and other contractsfor the new power stations.

. Eskom’s rejection of the Mmamabulapower station in Botswana which wouldhave provided cheap power and furtheredregional cooperation.

. Eskom’s refusal to consider offers toprovide gas power stations.

. And the massive golden handshakesfor Eskom’s failed executives.

He says a commission of inquiry shouldalso look into political interference and therejection of the views of technical expertson the Koeberg steam generator contract.

The local singer has achieved considera-ble success with his newest album, Aries,and even has a song, “Quality Time” chart-ing on Heart 104.9 fm’s top 30.Brilynn named the album after his own

star sign, saying that he often looks to starswhen it comes to interacting with others.Not that he believes in astrology whole-

heartedly, but he does like the idea of whatit represents.The music itself is a combination of soul,

R ‘n B and hip-hop with a touch of rock. “Iwrite a lot about personal experience andthings I feel the world needs, and mainlythat’s love. I don’t think there’s anythingbetter to sing about.”Brilynn wrote, produced and composed

most of the songs on Aries himself, and it’shis first album to have a charting single.He started out as a rapper, and being

drawn to the “meanings behindwords”, dab-bled in poetry.“I actually wanted to publish a poetry

book, but I was the only person at that stagewho didn’t know that people don’t reallyread poetry books here,” he says, referringto South Africa.So poetry became rap and rap became

singing, and Brilynn decided there was nopoint in attempting a music career if hewasn’t going to put everything into it.He left his retail management job about

four years ago, and has been living out hispassion since.“Music is something that’s in you, it

drives you,” he says. “When you need to doyour school work, but youwant tomakemu-sic, that’s when you know you’re an addict.”When he isn’t working on his own music,

he runs Crazy World Productions, a record-ing business, and is the brain behind the

After chasing down the 92 run target setby WPCC with only two wickets down andsome eight overs to spare, the PeninsulaCricket Academy joined the 200 run club byposting an attacking 201/4 in its 20 oversagainst Fish Hoek HS before rain resultedin the match having to be replayed.

Motorsport enthusiasts at Killar-ney who braved the wind andheat this weekend, were able to

enjoy an excellent final round of thePower Series sponsored by WingfieldMotors, aswell as the first leg of the newAfrican Endurance Series.The first Formula Libre race was par-

ticularly exciting asRegAnderson (For-mula GTi Swift), came from the back ofthe grid to almost snatch victory fromRassie Erasmus (Ray), as they crossedthe line. The disappointment was 15year old Joshua Dolinschek having tosettle for 10th place after qualifying anexcellent third in his debutmain circuitevent. The second race was a “kykweer” as Anderson once again justfailed to catch Erasmus – this time bya slender seven tenths of a second.ElroyVice was third, while the young Dolin-schek recovered to finish fourth.
