World AIDS Day was first observed as a commemorative event on 01 December 1988 when Health Ministers from around the world met under the auspices of the World Health Organization and agreed on the concept of the day as creating an opportunity to pay special attention to as well as show solidarity for the global fight against HIV and AIDS.

The global theme for the World AIDS Day Campaign is Getting to Zero”. The theme seeks to encourage individuals and communities to have a non – discriminatory and non – judgemental access to adequate HIV prevention, treatment, care and support.

The global theme complements the three (03) phased South African WAD Theme “I am Responsible, We are Responsible and South Africa is taking Responsibility”, which was adopted by SANAC in 2009. During the 2011 WAD Campaign, the emphasis will be on South Africa is taking responsibility by providing universal access to HIV prevention, treatment, care and support.

Furthermore, South Africa will continuously strive to achieve zero HIV infections.

Government renewed its commitment to scale-up the Multi-Sectoral HIV and AIDS response in 2009. Subsequently, His Excellency President JG Zuma announced major policy shifts during the 2009 WAD.

These policy shifts demonstrated a renewed energy, commitment and stewardship of the current administration in tackling the scourge of HIV and AIDS

The integral part of the renewed Government commitment to the HIV and AIDS response was the launch of the Massive HCT Campaign under the leadership of SANAC on the 25th April 2011.

The Massive HCT Campaign is aimed at increasing the uptake of HCT through mobilizing sexually active individuals to take responsibility by knowing their status in order to be able to access comprehensive packages of care

Since the launch of the Massive HCT Campaign millions of South Africans have tested for HIV, screened for TB and other chronic conditions. The HCT Campaign has brought the needed impetus to mobilize communities to know their status in order to make informed choices about their lives going forward

During the 2011 WAD efforts will be made to continuously mobilize communities to test for HIV

Building-up to the 2011 WAD efforts will be strengthened to communicate the <350 CD4 Cell Count eligibility for ART to communities as announced by Deputy President on 12/08/2011

It is envisaged that the 2011 WAD Campaign will seek to achieve the following objectives:

1. Act as a launch pad for the National Strategic Plan on HIV and AIDS and TB (2012 – 2016);

2. Demonstrate policy in action through showcasing Government’s commitment in tackling poverty, health and social needs, etc ;

3. Intensify and sustain the provision of HIV Counselling and Testing (HCT) and health screening services for TB and other non-communicable diseases;

4. Promote greater public awareness and participation in accessing essential services provided by Government Departments and civil society sectors;

5. Provide a platform for Government Departments and civil society sectors to render essential services to communities; and

6. Encourage Greater Involvement of People Living with HIV (PLHIV) in addressing issues of stigma and discrimination.

WAD BUILD-UP ACTIVATIONS (21 – 27 November 2011)

Activities should include targeting hotspots with Door to Door Campaigns, Taxi Ranks, Shopping Malls Activations, Roadshows and Blitz Campaigns, etc

Identification of households and/or institutions to be visited by the Political Principals and civil society sectors

MARKETING OF THE WORLD AIDS DAY EVENT (21 – 27 November 2011)

This includes mounting Event Posters in strategic positions, distribution of Event flyers, placement of Event Public Service Announcements (PSAs), and Loud-Hailing

This includes erecting the necessary Infrastructure and finalizing the logistics

WORLD AIDS DAY EVENT (01 December 2011)

Activities will include Policy in Action, high-level Dialogue on the new NSP, Launch of the NSP (2012-2016), annual HIV and AIDS Address by Presidency, etc

Government Departments and partners will provide health and social services to communities
