OBJECTIVES OF THE MEETING: 1.) Review and confirm current implementation status of QMS in WMO Member countries, considering the deadline of last 15 November 2012; 2.) Develop the necessary actions for: a.) addressing Members that failed to demonstrate a credible effort in implementing; b.) supporting Members in meeting the minimum requirements as agreed with ICAO, and are still seeking certification; and c.) identify necessary action for Members to maintain existing certification and compliance in a sustainable way, building on the evolving twinning/mentoring framework; and 3.) Consider the necessary steps to support other WMO Programmes and the Secretariat in developing and implementation QMS.

i) The Secretariat reported on QMS-related activities and workshops since the last meeting of the TT-QMS, such as:

• RA I (Focus on southern and Eastern Africa) training workshop in Zimbabwe;

• Training of trainers run by ICAO with participation from WMO;

• WMO Training workshop for RA II Members in Sri Lanka;

• WMO Governance in Aeronautical Meteorology workshop in Addis Ababa, Ethiopia (October 2012); and

• Visit by C/AEM of three countries in Asia (Bangladesh, Bhutan and Nepal).

It was agreed to review and assess the information received through the WMO QM Task Team under Agenda Item 4. ii) The Chair of the TT-QMS reported on an important QMS support project in RA V, which was facilitated by an AusAID – Bureau of Meteorology Public Sector Linkages Program, providing QMS Internal Auditor Training for SW Pacific Meteorological Services which started in November 2012.

This Project encompasses:

10 SW Pacific Met Services who provide aviation weather services: Cook Islands, Fiji, Niue, Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu and Vanuatu.

The aim of the activity was to assist counterpart organizations (PICs) to develop a QMS to meet the ICAO requirements to deliver their aviation weather services under a properly organized Quality Management System that should be in line with the ISO 9000 series of quality assurance standards, and in particular, the international ISO 9001:2008 Quality Management Standard.

To encourage all PICs to achieve third party certification of compliance with ISO 9001 through an external certification body approved by the Accreditation System of Australia and New Zealand (JAS-ANZ).

Stage 1 was to conduct a QMS Internal Auditor Training Workshop (5-day workshop) with the expected learning outcome to obtain a recognized qualification as an internal QMS auditor.

Stage 2 involves conducting practical real-time internal audits performed in Australia.

Action: A two page report, drafted by Bryan Boase, to be submitted to EC through Prof. Ostojski following the completion of stage 2 of the project.

Next, the group received a presentation by Ms Helen Tseros on on-line Resources.

Available to the team and external users. The WMO QM website and forum were reviewed and discussed. It was felt that the initial password protection of the site, which was intended to establish a list of contacts, had served its purpose but that with a maturing project, the site should become easier to be accessed to encourage its use by “late-comers” and those that were “frightened off” by the subscription process.

Action: Helen to facilitate the removal of the password protection from the WMO QM website. However, a message on the opening page will strongly encourage people to register so as to ensure they are notified of updates. iii)

At this point, Mr Albert Moloto (South Africa) gave a presentation on the progress in this important region. Mr Moloto reported on the challenges in approaching other countries concerning their compliance with the ICAO regulations. Offers of assistance have been given. However, funding of such dedicated support is an issue. Executive management of the South African Weather Service (SAWS) required transparent information on what was to be funded. An aviation met workshop was conducted in South Africa from 1 to 6 October 2012, facilitated by the UK Met Office and WMO. The main focus was to explain competency assessment. Participants developed competency assessment criteria and linkage with QMS.

Mrs Fatima Zahra Bensaid (Morocco) reported on a practical “twinning” experience which occurred in March 2012 with Australia. The audit was well accepted and emphasized the importance of the role of internal audits. Preparation for Morocco is well underway. Many countries in Africa have received ISO certification such as Yemen. The WMO Guide on for the Implementation of a Quality Management System for National Meteorological and Hydrological Services has been provided in Arabic. Some African countries have visited Morocco to see how they have implemented QM. Libya is also on track.

Mrs Olga Petrova (Russian Federation) gave a comprehensive review of workshops and training activities undertaken by Roshyromet in collaboration with the St. Petersburg State University on QMS and Competence Assessments. Details of her presentations can be found on the website.

Mr Lim Ze Hui (Malaysia) reported on their efforts towards achieving the required AMP competency standards, and the Malaysian Meteorological Department is willing to work in twinning partnership with Brunei in their QMS implementation if required.

Prof. Mieczyslaw Ostojski (Second Vice President to WMO, Permanent Representative of Poland with WMO, and TT-QMS Focal Point in EC) reported for Europe (Central and South) that QMS is being widely implemented. Some countries, particularly in the East and South-East part of the region, are experiencing difficulties due to political instabilities and sensitivities. Poland is prepared to provide assistance in these situations.

Mr Arnaldo Omar -Chile - reported that a visit from Bureau Veritas has been conducted including maintaining training for Observations including aeronautics. All international airports have been audited and have received certification. Chile had undertaken some country visits in the region to assess the situation and possibility to provide assistance and expertise. In particular, Paraguay is preparing for implantation. The Chile Met service visited Paraguay for one week to assist them with their QMS.

Mr Geofrid Chikojo (United Republic of Tanzania) provided the following information:

The United Republic of Tanzania is in frequent contact with countries in the East/Southern African region. It was reported that Malawi have not begun implementing QMS due to the loss of some key staff and the Seychelles have expressed that they would like to visit Tanzania to study and adapt elements of the successful QMS implementation there. An aeronautical competency training workshop was held.

It was reported that communication and lack of response were significant challenges. Kenya and Uganda are currently doing well implementing their QMS.

Mr Gerold Flezter (Austria) (refer to report from Prof. Mieczyslaw Ostojski). It was reported that Albania has undertaken 1401 certification.

Mr Choy Boon Leung (Hong Kong, China) reported on their current competency assessment focus and attempt to offer expertise and assistance to Members of the region. Mr Choy reported that despite significant efforts, the level of response at PR level it is fairly disappointing, with a low level of feedback. In some countries, there may be significant language barriers and it was felt that countries nearby may be more suitable to offer assistance.

QMS implementation in mainland China was still not considered completed, the focus seems to provide and improve services, but “formal QMS implementation” could be a second priority. Macao, China has implemented QMS and China has assisted, Air Traffic control is enforcing the implementation through SMS (Safety Management System).

In terms of Competence assessment, the group felt that there was a need to address the question on the “authority” of the persons/institutions who/that makes the assessment.

Action: To recognize the Aeronautical competency framework as part of the QMS effort. There remain some open issues on the underlying Standards (e.g., national competencies, qualifications for Observers) for which contact needs to be established with the Expert Team on Education, Training and Competency (ET-ETC).

5. Establish a “triage-like” grouping of WMO Members in terms of their QM status following the lapse of the November 2012 deadline that is based on those Members: i. yet to provide evidence of implementing a

QM approach for the delivery of aviation weather services;

ii. that have developed a basic QM approach in line with the WMO/ICAO “Gentlemen’s agreement” on minimum requirements;

iii. that have a mature QMS and have achieved certification of compliance to ISO 9001, will require maintenance of the certificate and are active / potential twinning partners.

5 a. (Refer to table attached). 5 b. The “Gentlemen’s agreement” on the minimum requirements is based on a “properly organized quality management system” as stated in Recommendation 2.2.2 ICAO Annex 3. It was agreed that the “conformity assessment tool” designed by the BoM QM Team could be used to assess conformity with the above requirement. Action: Convert the BoM Conformity Assessment Tool into a generic template for use by WMO Members. Its existence will be notified on the WMO QM Forum and website.

There was some concern expressed from the group in relation to the qualifications underpinning competences of observers from an auditor’s perspective, particularly in relation to the Met Authority. Action: Raise the WMO QM-TT's concern at the lack of formal qualification requirements underpinning the competence framework for aeronautical met observers.

7. Interaction between QMS and Cost Recovery Resource estimates for the preparation of a Cost Recovery system and budget

The Expert Team on Governance and Partnership (ET-GP) could provide guidance from work that has already been done in this area. There needs to be a link between QMS and cost recovery, promoting the use of QMS elements such as process descriptions, staffing tables, user requirements and organigrams to underpin cost breakdowns, and evidence of user focus, evaluation and verification of products to support cost recovery. Action: Create a link to the CAeM Expert Team on Governance and Partnership from the WMO QM website in view of the linkage between QMS and Cost Recovery.

It was stated that guidance material should accompany the WMO Guide for the Implementation of a Quality Management System for National Meteorological and Hydrological Services on:

a) customer requirements;

b) verification/validation; and

c) competencies. It was considered that positive dialogue with focal points on how to work with partner agencies was necessary particularly with the technical commissions. Action: Identify additional guidance material to be included as appendices to the QM Guide for specific application areas such as: a.) "defining user requirements"; b.) "verification"; and c.) "competence". Identification of the additional guidance will be sourced from the Technical Commission QM focal points. The group was informed that Mario Lenitz from Austro Control has published a guidance document (in German) on ISO 19011, and Gerold would inquire about the possibility (and cost?) of obtaining rights to use or translate this publication for WMO Members. Action: Expand the availability of guidance material on ISO 19011 to enhance auditor skills. Mario Lenitz from Austro Control has published a guidance document in German – investigate the possible translation of this into the six WMO working languages for publication (repeat, consider revising). •

10. Development of future work programme for the Task Team considering: a.) applicability of methodology and guidance to all WMO programme areas (including the Global Framework for Climate Services GFCS)

10 a.) Work is currently being done in the Marine area. Marine Weather Services in the Australian Bureau of Meteorology is scheduled to undergo their second stage audit on 26 March 2013. A “lessons learnt” paper will follow. The group was aware that we need to start looking more broadly at areas such as Disaster Risk Reduction (DRR) and Global Framework on Climate Services (GFCS) and expressed its support for the Secretariat to implement QM. Action: WMO TT-QMSS to broaden the scope of its focus and activities to include other areas apart from aviation in its deliberations. For example: marine, DRR, public, agriculture, etc. (GFCS??)

10. Development of future work programme for the Task Team considering (Continued): b.) application of principles, guidance and methodology for selected areas of the WMO Secretariat, cooperation with M & E

Present information to EC at the next Session in June 2014 (2013??) on the status of QM implementation. Prof. Ostojski will provide a report on behalf of the QMTT. Action: Provide a brief paper on the status of the WMO Quality Management Task Team for EC. Provide dot points for Prof. Ostojski together with the WMO QMTT Action Log. It was considered that contact with Permanent Representatives, highlighting the importance of their support for QM, should be emphasized for EC-66 and Congress 17 (Cg-17). The group received a briefing by Neville Koop, Secretariat of the Pacific Regional Environment Programme (SPREP), on training events sponsored by Finland. Two main functions were covered by this Project: 1. Capacity building and furthering the QM currently in place; and, 2. Delivery of climate services to rural communities. The work program covers QM under activity 1.1 - budget of 185,883.50 Euros. A Pacific Meteorological Council (PMC) meeting will be held in Nadi, Fiji, from 1 to 5 July 2013. It is anticipated that the Finnish Meteorological Institute (FMI), Ms Mary Power (WMO) and Henry Taiki (WMO Office for the South-West Pacific) will be in attendance. It was important to note how to assist PICs to cost recover.
