BRIEF OVERVIEW OF THE NETWORK

The Janyryk National Network (hereinafter referred to as the "Network") was formed in

2010 on the initiative of ARDI, with financial and technical support from ICCO

Cooperation/Kerk in Actie.

Turdubu (Tamara) Kanaevna was elected the first chairperson of the network –

chairperson of ARDI, who led the Network up to 1 July 2015, during this time the Network

had developed a strategy, Regulations, there were established three committees:

Committee for Network Capacity Development of Fundraising, Committee for Legal Affairs

and External Relations, Committee for Monitoring and Evaluation. At the regular meeting

of the Network held from 28 June to 1 July 2015, the Committees were renamed: Legal

Committee for Advocacy and Lobby, Committee for Network Capacity Development and

Fundraising, Committee for Information Policy.

All network members took part in the development of documents and programs of the

network. Currently, the network consists of 32 organizations.

ICCO Cooperation/Kerk in Actie has played an important role in the

creation and its development of the network as well as in the

implementation of the first project by providing financial and technical

assistance.

On 28June - 1 July 2015 at the regular meeting of the network Sadykova Jyldyz

Seyitbekovna, head of the NGO "Hand in Hand" was elected a chairperson.

HISTORY OF THE CREATION OF THE NETWORK

In 2006 ICCO Cooperation/Kerk in Actie decided to introduce a model of

multilateral cooperation in all programs implemented in Central Asia.

Thus, in 2008 the project HealthProm (United Kingdom) implemented with financial

support from Big Lottery Fund became the basis for creating a program platform with

the involvement of local NGOs and parent associations working with disabled children,

HealthProm project was implemented in partnership with NGO "Association of Parents

of Children with Disabilities", Bishkek and NGO "Shoola Kol", Bokonbaevo, Issyk-Kul

region.

As part of the project in 2011 there was held an international conference on the

rights of children with disabilities and their parents, where NGO "Association of Parents

of Children with Disabilities" made a presentation on the creation of the first joint

informal network of organizations working for the protection of the rights of children

with disabilities and their families, rehabilitation, education, socialization, employment,

moral and psychological support, the main purpose of which was to work together to

achieve the above goals.

In 2011 and 2012 started an intensive process of creating a program platform and a

strategic planning process for the platform, in 2012 there were identified, developed and

approved Regulations and Strategy of the Janyryk network for 2013-2015 with the

financial support from ICCO Cooperation/Kerk in Actie, thanks to which started the

process of activation, training and consolidation of organizations, members of the

Janyryk network.

In 2013 there was launched the first network project implemented by three

organizations - NGO "Association of Parents of Children with Disabilities" in Bishkek,

NGO "Nur-Bala" in Talas and PF "Family for every child" in Osh and 10 Day Care

Centers for children with disabilities in all 7 regions of Kyrgyzstan. The main objective of

the project was to improve the provision of social services provided by Day

Rehabilitation Centers for children with disabilities and their families. According to the

results of the project the set objectives were achieved, namely in accordance with the

Decree of the Government of the Kyrgyz Republic No.381 dated 8 July 2014 "On

approving state minimum social standards of social services provided to persons with

disabilities, including children, in semi stationary organizations and social service

institutions" the state minimum social standards of social services provided to persons

institutions were taken to approval, which proves the strong collaboration of the

Ministry of Labor and Social Protection of the Kyrgyz Republic with members of the

Janyryk network. Also, there were developed methodical and didactic materials,

provisions on the activities of DCC and provision on the approbation of the above

standards. These results were achieved in the framework of the Memorandum of

Cooperation signed between NGO "Association of Parents of Children with Disabilities"

and the Ministry of Social Protection of the Kyrgyz Republic.

FRUITFUL COOPERATION OF THE MINISTRY OF SOCIAL DEVELOPMENT

OF THE KYRGYZ REPUBLIC WITH THE NETWORK 3

Jumabekova Turdubu Kanaevna, Chairperson of the Network received a letter No.

/61/18 dated 08.01.2013 from the MSD KR saying that "in 2013 the MSD will continue to

support the rights and legitimate interests of persons with disabilities and will rely on close

cooperation with the Network led by you".

The first issue of the newsletter of the Network, Bazarbaev Kudaibergen, Minister of

Social Development of the Kyrgyz Republic. "Dear parents of children with disabilities, dear

initiators and organizers of the Janyryk National Network, let me, first of all,

congratulate everyone with the start of the good deed. It is important to realize that with

joint efforts and constructive cooperation we can solve many problems, encourage society

to look at the lives of children with disabilities and their families from a different, more

human, point of view, see and appreciate the life of every child, especially those in difficult

situation. On 6 March this year we signed an Agreement on Mutual Cooperation between

our organizations and plan to unite the experiences of parents who face daily challenges to

improve the health and development of children with disabilities and experts of our

Ministry for the development and improvement of the system of providing rehabilitation

assistance in supporting our children to become full members of society, as well to help

those parents who have not abandoned their children, who continue to love them and care

for them. I think it is no coincidence that one of the leaders of Janyryl National Network is

Tamara Jumabekova, who represents all parents-members of the network. Tamara

Kanaevna has proven with her life, her work, love and care for children that our children

can achieve good results in life, work for the good of society as a whole and just be happy

with their families".

As for the first project of the Network "Empowering parents of children with

disabilities", in partnership with the MSD KR, ARDI Bishkek, PF "Family for every child" in

Osh and NGO "Nur-Bala" in Talas, implemented with financial and technical support from

ICCO Cooperation/Kerk in Actie, ARDI has committed itself to develop standards, carry

out activities for their adopting, implementing and testing. Colleagues from PF "Family for

every child" and NGO "Nur-Bala" performed the following project activities: transferring

RCs and DCCs to the balance of local budgets, training and working with governments and

parents, etc. in southern Kyrgyzstan and in Talas region.

Change in societal attitudes towards children with disabilities is a long process and

one project cannot achieve complete positive change, it needs years and continuous

activities in this area.

The work to create a positive image of disability and change existing

stereotypes was carried out at all stages of the project.

GOAL OF THE PROJECT

Standards to guarantee the access of children with disabilities and their parents to

quality habilitation and rehabilitation services on the basis of day care centers

(hereinafter referred to as the "standards") funded from the state budget are developed

and approved in Kyrgyzstan by 2015;

OBJECTIVES OF THE PROJECT

To develop together with the state agencies common standards for the provision of

services for children with disabilities in day care centers;

1. Change the public attitude toward children with disabilities and increase the

capacity of parents;

2. Ensure sustainability of day care centers through funding from the state budget.

BENEFICIARIES OF THE PROJECT:

- Children with disabilities;

- Parents (families) of children with disabilities;

- Staff of day care centers for children with disabilities.

EXPECTED PROJECT RESULTS

1. Standards for the provision of habilitation and rehabilitation services at DCC

and mechanisms of their implementation are developed;

2. Stakeholder capacity in promotion of developed standards at all decision-

making levels is increased;

3. Governments at the national and local levels provide financial support for the

functioning of RCs and DCCs.

1. Conduct of a baseline study to review the situation before starting to

implement the project and after its completion, in order to achieve a

qualitative analysis of the results of the project.

ARDI announced a tender among experts to conduct a baseline study and after

receipt of offers there was chosen Dzhakubova N.I., who had experience in the field of

disability and met the requirements of the tender.

Outcome 1. Independent expert Dzhakubova N.I. held Situational analysis of

Children's Day Care Centers under the project.

As part of the project there was planned to analyze the existing NLAs related to the

operation of centers providing habilitation and rehabilitation services. Seinep Dyikanbaeva,

developer-lawyer of ARDI worked on the analysis. "Analysis of normative legal acts

focusing on social services and standards".

Outcome 2. The existing NLAs related to the operation of centers providing habilitation

and rehabilitation services were analyzed.

The project began in October 2013, at that time close working with the MSD KR started. In

order to achieve effective implementation of the project and its effectiveness on

07.03.2014 there was signed an agreement of understanding between the MSD KR and

NGO ARDI. On the basis of this agreement, there were started works on the development

of standards, their adoption at the legislative level and testing.

Outcome 3. On 07.03.2014 there was signed an agreement between the MSD KR and

the Network represented by ARDI.

According to the procedures, the agreement is signed with the legal entity rather

than with an informal Network.

Due to the fact that the standards were adopted at an earlier date, there was no need

in the meetings with committees of the JK KR, deputies and other representatives of the

state bodies, as well as in the conduct of public hearings. All the work was carried out with

the MSD KR.

2. NETWORK MEMBERS CAPACITY BUILDING ACTIVITIES, TRAININGS

ON LEGAL ISSUES, LOBBYING AND ADVOCACY FOR PARENTS OF

CHILDREN WITH DISABILITIES

There were conducted trainings on the rights for parents of children with disabilities at

the IMC ARDI. Training developer: Seinep Dyikanbaeva, lawyer of ARDI (trainer). The

number of planned participants: 25 persons, participated 54 persons.

Training goal: to train participants to protect the rights that will allow parents to defend

the rights of children with disabilities and their own rights in practice.

Outcome 1. Training participants gained practical skills to protect the rights of the

child and their own rights, received legal advice on matters of interest, namely benefits,

allowance, treatment, social services, education, etc.

Subsequently, some of the participants of the workshop turned to ARDI for legal,

consulting and other assistance.

STANDARD-RELATED ACTIVITIES

There were held working meetings to develop draft standards, with the conclusion of

the involved experts and the MSD KR.

Primary outcome. Standards were adopted by Decree No. 381 of the Government

of the Kyrgyz Republic, Bishkek on 8 July 2014 "On approving state minimum social

standards of social services provided to persons with disabilities, including children, in

semi-permanent organizations and social service institutions". On the basis of the

minimum standards there was developed the draft guidance manual "Regulation on testing

the minimum standards of social services".

"Regulation on testing the minimum standards of social services" was developed on

the adopted standards.

The expert cards for the selection of social institutions to conduct testing, the form of a plan

for testing, the expert assessment of compliance of material and technical resources as

required by minimum standards and other materials are attached to the guidance manual.

NATIONAL ROUNDTABLES

28.03.2014. Held a national roundtable to discuss "Standards of social services for

children with disabilities" in hotel "Dostuk".

Purpose: Improve the quality of services provided by non-governmental day care centers

through the introduction of minimum quality standards.

12.02.2015. National roundtable on the implementation of state minimum social

standards of social services provided for persons with disabilities, including children, in

semi-permanent organizations and social service institutions, through testing.

Purpose: Implement minimum standards of social services through the cooperation of

state agencies and social service centers.

Discussion of a working group with the participation of parents of children

with disabilities (testing)

09.06.-11.06.2014. Held training "Institutional and legislative framework for the

operation of DCCs. The training was conducted for 40 persons. It was suggested to develop

some additional provisions for non-diversified semi-permanent organizations, for example,

semi-permanent organizations working with children with autism.

FINAL STANDARD-RELATED EVENTS

At the beginning of March 2014 ARDI with invited expert Tatyana Arhipova in

conjunction with the MSD KR developed and proposed its draft minimum standards of

social services.

In accordance with the objectives of the project there was developed a model

regulation on semi-permanent services for children with disabilities. The regulation was

developed in two versions: an abridged and full version. The abridged version was based on

the model designed by the MSD KR for hospitals. The full version is more detailed and

covers all aspects of semi-permanent organizations. These two versions were proposed for

consideration and making additions to members of the Network. All additions and changes

were taken into account and introduced in the Regulation.

Outcome 1. It was decided to focus on the full version of the Regulation. The

Regulation was presented and discussed at the training on testing minimum standards.

3. TESTING AND PILOTING OF STANDARDS

29.12.2014. A representative of the MSD KR and ARDI held in Bishkek a review

workshop on piloting state minimum social standards of social services.

Outcome 1. ARDI organized testing in 4 organizations, including ARDI. Piloting

was held in the Center of early intervention and rehabilitation of children with special

needs, RC "Ornok" in Karakol, Issyk-Kul region (26-28.07.2015), RC "Kadam" in

Naryn, Naryn non-governmental organization of parents to protect and support

children (NOORZPD).

(29-31.07.2015), DCC under NGO "Dream of Child" in Leninskoe village, Alamudun

district, Chui region (06.08.2015) and IMC ARDI Bishkek (05.08.2015).

4. MOBILIZATION AND ORGANIZATION OF PARENTS

Training experts of IMC ARDI4 01-02.04.2014

There were held workshops in Belovodsk Psychoneurologic Dispensary (BPNDI) on

the theme "Social adaptation and rehabilitation of children with disabilities". The workshop

was held by Torobekova Saltanat, educator of ARDI, and was attended by 20 persons,

including specialists of BPNDI, parents and students.

Challenges: Many experts and parents had no idea about the methods of training and

development of children with disabilities. There was a presentation of the activities of IMC

ARDI, talks about the methods of working with children, demonstration of educational

toys, teaching aids and books made using the BoardMaker software.

Outcome 1. The workshop was held successfully. Experts, parents and students were very

interested in ARDI methodology. Member of the Republican Psycho-Medical and

Pedagogical Consultation (PMPC), Tatiana Romanova noted that the teaching methodology

of IMC ARDI - a curative education. Students and some parents received contact details of

IMC ARDI in to visit it in the future.

On 25 June 2014 in Naryn conducted training "Development and education of children

with disabilities aged 3 to 10" under the project of the Network. Trainer: educators of IMC

ARDI Torobekova S.D., Chylpakova S.U. There were 16 persons from among the parents of

children with disabilities.

On 26 June 2014 IMC ARDI held one-day training on legal issues, methods for training

and development of children with disabilities aged 3 to 10 in Karakol in NGO Union of

Disabled "Ravenstvo".

Training objective: Increase the capacity of parents on rights; attract

professionals and parents to correctional and educational process.

Outcome: Training held by ARDI specialists facilitated the opening of the Center.

Thus, on 03.12.1014 NGO "Ravenstvo" opened the RC to work with children with

disabilities titled "Center of early intervention and rehabilitation of children with special

needs "Ornok" in Karakol, Issyk-Kul region.

21-22.10.2013. There was held training for parents of children with disabilities.

Trainers: Tamara Balkibekova, Torobekova Saltanat and Chylpakova Svetlana.

Participants: Parents of children with disabilities.

Objectives:

Identify the problems and needs of children with disabilities;

Provide information about the medical and social model of disability and show the

difference between them;

Demonstrate the work with children with disabilities and their parents based on

experience of ARDI and other foreign countries.

04.07.2014. NGO "Dream of Child" held a roundtable in the framework of the

partnership project "Sustainability of DCC for children with disabilities", implemented with

financial support from ICCO Cooperation/Kerk in Actie and Kelechek HealthProm project

"Support of children with disabilities" (currently PF "Kelechek plus") with the financial

support from Big Lottery.

Roundtable objective: Discussion of issues of sustainable development and

institutionalization of the Day Care Center "Dream of Child".

The roundtable participants were informed about the beginning of the activities of NGO

"Dream of Child, the opening of a day care center in the framework of project of PF

"Kelechek HealthProm" (now PF "Kelechek plus") with the financial support from Big

Lottery.

The next step should be strengthening of the center through the support of local authorities

and government agencies, as maintaining a day care center is not a one-time work, but

constant and consistent work.

Also, the issue of space for the center was voiced, at this time the center is located in rented

premises, which requires a constant search for funding.

There was sent a letter to the deputies of the local government requesting to allocate

premises for the Center and its partial financing.

The network is looking for opportunities to maintain DCCs and RCs included in the

Network for the development of alternative services in the field.

28.08. 2014. At 10:00 am in Leninskoe village, Chui region the NGO "Dream of

Child" and ARDI conducted an inclusive event "Wider Circle" aimed at integrating and

adapting children with disabilities at an early age and opening of the inclusive development

center.

This event was moderated by Seinep Dyikanbaeva from ARDI. "She told about the

problems that exist in our country. It is important to solve these problems only through

joint efforts" - Tamara Balkibekova.

The event was attended by the deputies of the local Kenesh, the leading expert of the

plenipotentiary representative of the Government of the Kyrgyz Republic.

EXCHANGE VISITS (from 01.07.2014 to 31.12.2014)5.

01.07.2014. ARDI visited the RC of NGO "Hand in Hand", which is specialized in

the training and development of children with autism. The building is very large and

comfortable. About 20 children are trained at the center. Parents of children with

disabilities work at the center, the center attracts many volunteers from the United States

and Japan. Head - Sydykova Jyldyz . The center was opened 2 years ago.

14.02.2014. The purpose of the visit by a mobilizer S. Torobekova is to monitor

activities of the centers of NGO "Shoola-Kol" and "Ravenstvo" in Karakol.

NGO "Shoola-Kol" is a human rights organization. One of the areas is the assistance in the

creation of associations of parents of children with disabilities. The organization works on

early intervention.

The head of NGO "Shoola-Kol" Antonina Lee, Bokonbaev village, Ton district, Issyk-Kul

region.

15.02.14. Karakol, NGO "Ravenstvo", Union of the Disabled of the Issyk-Kul region,

the organization is working in various fields, the main aim is to improve the lives of people

with disabilities, promote and protect the rights and interests of people with disabilities,

head Kazakunova Gulmira.

STUDY TOUR TO RUSSIA

27-30.10.2014. There was organized a study tour "Study of the implementation of

standards of social semi-permanent institutions of the Russian Federation".

Venue: Moscow, Russian Federation.

Participants: MSD KR, deputy heads of district administrations, specialists of municipal

departments of education, members of the project team.

Purpose of the study tour: to study the experience of implementation of standards of

social services in semi-permanent institutions of the Russian Federation.

INFORMATION AND ADVOCACY EVENTS

03.12.2014. The representatives of the Network took part in the talk show "Oi

Ordo" on PTRC devoted to the 3rd of December - the International Day of Persons with

Disabilities jointly with UNDP Kyrgyzstan and the Network on the ratification of the

Convention on the Rights of Persons with Disabilities) adopted by General Assembly

resolution 61/106 dated 13 December 2006. (Link to view the talk show

state agencies and leaders of organizations on disability.

15.04.2014. There was held talk show "Oi Ordo" in the Kyrgyz language with the

participation of the Network. The event was held in conjunction with UNDP, with the

participation of state bodies and leaders of organizations on disability.

16.04.2014. Meeting with Niyazalieva N.A. on the ratification of the Convention,

ARDI represented by T.K. Jumabekova, Seinep Dyikanbaeva, NGO "Hand in Hand"

represented by Sadykova J.S. and Zheengul Zhaichinova, PF "Kelechek-HelthProm" on

establishing a working group on the ratification of the UN Convention on the Rights of

Persons with Disabilities, also there were sent letters to various government institutions

on this issue, together with UNDP Kyrgyzstan and the Network.

20.04.2014. There was held a press conference on the ratification of the

Convention.

11.12.2014. There was held a shooting at NBT in talk show "Theme" with Aleksandr

Shakhnazarov "On pay for the care of children with disabilities", representatives

of ARDI took part, and after the shooting ARDI had the idea to produce a TV program

on the successes of people with disabilities, it was important to reflect not only

problems but also achievements. They aimed to show that people with disabilities might

benefit and if supported by families they grew, formed personalities unhindered by

disability, even when faced with difficulties they made progress. If we create the

conditions to ratify the Convention there will be more successful individuals with

disabilities.

RATIFICATION ACTIVITIES "RATIFY THE UN CONVENTION ON THE

RIGHTS OF PERSONS WITH DISABILITY"

Even before the implementation of the first project of the Network there were held

activities to lobby the ratification of the Convention, members of the Network organized

and participated in various activities on the subject.

Below is a quote from a letter /61/18 dated 08.01.2013.

"To address the issue of ratification of the Convention on the Rights of Persons with

Disabilities, the Government of the Kyrgyz Republic adopted a Decree No. 324-p dated

29.07.2011 "On establishing an interagency working group on the comprehensive study

of the advisability of joining of the Kyrgyz Republic to the Convention on the Rights of

Persons with Disabilities adopted by the General Assembly of the United Nations on 13

December 2006 (UNGA)".

- Adopted a Decree of the Government of the Kyrgyz Republic No. 422-p dated

16.09.2011 "On approving the Convention on the Rights of Persons with Disabilities

adopted by the UN General Assembly on 13.12.2006”;

- Received a certified copy of the Convention on the Rights of Persons with Disabilities

signed by the President of the Kyrgyz Republic Otunbaeva R.I. dated 21.09.2011 in New

York City at the 66th session of the UNGA.

– Adopted a Decree of the Government of the Kyrgyz Republic No. 273-p dated

15.06.2012 "On the composition of the interagency committee and the interagency

working group to develop a draft set of measures to ensure the rights and improve the

quality of life of disabled in Kyrgyzstan for 2013-2018" – hereinafter the set of

measures.

- As a result of three meetings the interagency commission and the interagency working

group developed a draft set of measures;

- A draft set of measures (ref.No.6/7229 dated 20.12.2012) submitted to the interagency

commission".

The Network in conjunction with the PF "Legal assistance to the disabled" and the

network for the protection of the rights of persons with disabilities in KR organized a

social event - a festive flash mob "Give children a future" within the activity "Ratify

the UN Convention on the Rights of Persons with Disabilities", which was held

on 16 April from 12:00 to 14:00 in front of the Jogorku Kenesh in Chui Avenue.

Purpose of the event: Pay attention to the importance of ratifying the Convention.

The event was attended by 300 participants, including government representatives and

deputies. At the end of the flash mob the Jogorku Kenesh was handed over 5000

signatures of citizens for the ratification of the Convention. This event was organized

around the country.

There were sent 8 letters to the Jogorku Kenesh and the Government of the Kyrgyz

Republic.

There were collected more than 5000 (five thousand) signatures for ratification of the

Convention.

On the basis of these events there was established a working group after the meeting

held on 28.04.2015 with Niyazalieva Damira Abaskanovna at that time served as Vice

Prime Minister of the Kyrgyz Republic, followed by a letter from ARDI No. 31 dated

06.05.2015. According to a letter No. /61/18 dated 08.01.2013 received from the MSD

KR.

FOOT MARCH "LIFE WITHOUT BARRIERS"

12.09.2015. There was held an event named "Life without barriers". The event was

organized by NGO "Ravenstvo", Issyk-Kul region, JICA and the Network in Bishkek. The

social event was aimed at raising public awareness about the problems of people with

disabilities. This event was held in the format of the foot march in the streets of the capital

city. This format was chosen for the event to show the unavailability of the existing

infrastructure of cities in the country, including transport and social facilities for people

with disabilities, which was often overlooked in the planning of infrastructure

development. This issue concerns not only 160 thousand citizens of the republic with

disabilities, but also a wider range of the population such as the elderly, pregnant women,

people with weight problems, mothers with children, etc.

One solution is the ratification of the Convention signed on 21 September 2011, but not yet

ratified by our country. Ratification of the Convention is one of the objectives of the

Network and this event is one of the steps necessary in the lobby of the initiative.

The march was attended by over 300 people, including from the regions of the Kyrgyz

Republic, in the framework of the campaign there were held flash mob, cultural events

organized by people with disabilities. After the end of the foot march there was held an

open lecture at the Kyrgyz State University named after I.Arabaev devoted to the

stereotypes and discrimination.

PAYMENT FOR PARENTS CARING FOR CHILDREN WITH DISABILITIES

ARDI for 20 years of its operation raised the issue of payment for parents

caring for children with disabilities, especially with severe disabilities. Over the past 5 years

there was a breakthrough: there were collected signatures of parents, held discussions and

in 2013 there was established a working group that developed the draft Regulation headed

by the Ministry of Labour and Social Development of the Kyrgyz Republic, and work in this

direction continues. Thus, in accordance with a letter /61/18 dated 08.01.2013 received

from the MSD KR there was adopted a decree of the MSD KR No. 4 dated 21.12.2012 on the

establishment of an interagency working group to develop a system of payment for persons

caring for children with disabilities with a mechanism provided to ensure the health and

pension insurance.

The decision of the interagency working group (ref. No.6/6086 dated 11.10.2012) was sent

to the leadership of the Government of the Kyrgyz Republic.

As a result there was received an order from the Government of the Kyrgyz Republic for the

development of the relevant draft resolution of the Government of the Kyrgyz Republic

with the approval of the decision of the interagency working group on payment.

ARDI and the Network continue to work in this direction in close cooperation with the

MLSD KR.

ISSUE OF E-NEWSLETTER

The Network issued an electronic newsletter. The purpose of the newsletter: To

inform the Network members, parents of children with disabilities, partners on the

activities of the project, to cover the situation in the field of working with children with

disabilities.

The format has been changed, it is issued not quarterly but monthly. In total issued f 18

newsletters, originally it was planned by the project to issue 9 newsletters.

MEETINGS OF THE PROJECT TEAM

Training for specialists of RCs and DCCs for the northern regions of the

Kyrgyz Republic on the application and familiarization with the contents of

the Guidance manual and capacity building of center staff working with

children with disabilities

The training consisted of two parts: theoretical and practical. The theoretical part

use of the knowledge and skills obtained in the theoretical part. This part of the work was

carried out through group work, followed by presentation of developments.

diagnosis of emotional and personal sphere of children, their attitude to their

parents and society.

2. Practical work: diagnosing emotional and personal sphere of children using the

methods of observation, conversation, method of images and testing material.

3. Psycho-correctional work with children. Mini-lectures, presentations on psycho-

correctional work of a psychologist in a day care center.

Session - Working with parents.

1. The participants got acquainted with psycho-correction techniques and methods of

interaction of parents with children with disabilities.

2. Self-regulation training. Breathing exercises.

3. Presentation: "Features of psychological training for parents".

4. Practical work: developing the program of work with parents.

Conclusions: 1. The goals and objectives of

the training were successfully achieved and

assessed by the participants as excellent.

Effective methods and techniques used by

trainers contributed to achieving the objectives

of the training.

2. Materials of guidelines to standards were

welcomed and appreciated.

3. Materials of the guidance manual were

evaluated as necessary and useful when

working with children and parents in DCC.

3. Participants asked to provide training in

practical skills of psychological, speech therapy work with children with disabilities.

4. The centers’ staff should be trained to work with completing the documentation,

introduction of reporting, developing educational and correctional programs.

FINAL ROUNDTABLE ON THE RESULTS OF THE PROJECT

16.12.2015. There was held a national roundtable of the first network project

"Empowering parents of children with disabilities" as part of the Network project in

partnership with the MLSD KR, ARDI Bishkek, PF "Family for every child" in Osh and

NGO "Nur Bala" in Talas, implemented with financial and technical support from ICCO

Cooperation/Kerk in Actie, held on 16 December 2015 in Dostuk Hotel, Bishkek, Kyrgyz

Republic from 9:30 to 14:00.

Turdubu Jumabekova from ARDI told about the purpose of the final roundtable and

thanked her colleagues for the fruitful work, in particular the Ministry of Labour and Social

Development of the Kyrgyz Republic, PF "Family for every child" in Osh, NGO "Nur Bala"

and ICCO Cooperation/Kerk in Actie and all those people who were involved in the project

activities. Without this, it would be impossible to achieve these results.

Deputy Minister of Labour and Social Development of the Kyrgyz Republic Polotova

J.A. noted the importance and efficiency of the work with the Network and the

effectiveness of the work done under the project, and invited all the participants of the final

roundtable for active discussion and provision of recommendations, which were made not

only by the members of the Network, but also by representatives of government agencies,

local governments from all regions of the country. Thus, during the discussion of results

achieved there were presented valuable recommendations for future work.

ARDI shared information on project activities as part of which there were conducted a

baseline survey and a mid-term evaluation of the project by independent experts Ibraeva

N.I. and Suyunalieva B.Sh. who were selected on a competitive basis, national roundtables,

discussions on the development of minimum social standards, training on the rights for

parents of children with disabilities in all regions of Kyrgyzstan, training on the use of

standards, their testing in day care centers and rehabilitation centers - members of the

Network, as well as exchange visits and work to mobilize and activate parents and non-

governmental organizations - members of the Network.

Tatyana Arhipova, ARDI expert presented the results of testing of the developed and

adopted social standards.

Alieva Ainura, psychologist of PF "Institute of Childhood" presented the results of the

development of guidelines to the state minimum social standards of social services

provided to persons with disabilities, including children, in semi-permanent organizations

and social service institutions, approved by the Government Decree No. 381 dated 8 July

2014, Bishkek.

Zeinep Eshmuratova from "Family for every child" informed about the successful

transfer of existing DCCs and RCs to the balance of the local budget, thanks to the

successful partnership with the representatives of state structures in the southern region, in

total 5 DCCs out of 6 DCCs were transferred to the balance of the local budget within the

framework of the project, covering 280 children. These are DCC Ariet, DCC Kurulchak,

DCC Nur, DCC Buchur and DCC Sezim, as well as there were carried out works on the

creation of NGOs and DCCs locally.

Nurkyz Sartalieva from NGO "Nur Bala" shared the experience of working with children

with disabilities in Talas region, in particular ensuring sustainability of day rehabilitation

centers for disabled children, achieving sustainability of DCC "Nur Bala" by transferring

into the education system through the successful working with local authorities.

the roundtable participants to the Prime Minister of the Kyrgyz Republic, Speaker of the

Training objective: To form a comprehensive understanding in the participants of the

formation of the budget of organizations and projects and to consider the basic methods for

the development of financial guidelines.

Participants: representatives of partner organizations of the Janyryk network in Chui

region (NGO "Dream of Child"), Naryn region (NOORZPD, NGO "Ak-Bayrak") and Bishkek

(NGO "Moving Forward").

Participants gained the following knowledge:

The main approaches to the process of planning and developing different types of

budgets and their use.

The concept of budget and budgeting process.

The most common cost items and examples of measurement units.

Features of the budgets of projects financed by several donors and allocation of

overhead costs to several projects.

Basic concepts of financial policies and procedures.

The content of the financial guidelines

During the training there were considered the main approaches to the process of

budgeting in NGOs and the process of budgeting in the preparation of projects. What is a

comprehensive system of budgeting and how it can be used to improve the efficiency of

management of the organization in order to achieve higher financial and economic results.

There were studied international budgeting practices, the main stages of the planning and

budgeting process. In the practical part of the workshop participants assessed (self-

diagnosis) current budgeting systems in order to understand what shall be corrected and

improved in it, as well as to decide on the restructuring plan of the current system of

budgeting in their organizations.

The workshop also provided additional information for those organizations that already

had experience in budgeting process. As part of the training there were considered the

methods of rational distribution of the administrative costs by donors or grantors and the

system of effective usage of items of administrative costs for the full use of funds.

Participants were informed about the necessity of accumulation and use of membership

contributions from founders, parents of children attending DCCs to directly support the

activities of DCCs, the participants were asked about the taxation of these contributions

and their correct use.

RCs in all regions of the Kyrgyz Republic - members of the Janyryk network, in

total 10 Centres.

CONCLUSION

The project has been evaluated by independent local experts and an expert from the

Netherlands. Evaluation of the project has been positive, but the most important thing is

the achievement of the set goal and implementation of all planned objectives and expected

results, especially the timing of the standards adoption ahead of schedule and reduction of

activities to lobby the standards that allowed for additional activities described in this

report - this is an indicator of successful interaction of the Network with public authorities,

in particular with the Ministry of Labour and Social Development (MLSD) of the Kyrgyz

Republic.

Of course a single project cannot solve the problems in the provision of alternative

social services, but it's safe to say that the foundations are laid, and the initiative will be

continued by the Network and the MLSD KR.

ARDI, in turn, continues the initiated work in its activities.
