NOTE TO THE DELEGATES

The General Conference goes Paper Smart —a step further

In light of the benefits (reduction of costs and footprint on the environment) of the paper smart approach introduced last year, the Secretariat is going one step further this year by introducing the Quick Response (QR) codes. QR codes are two-dimensional barcodes which can be read using smartphones and other QR reading devices. The back cover of this Journal contains the QR codes set for the 58th General Conference, providing instant access to statements, documents, resolutions, the GC home page, live streaming, the Annual Report and GovAtom.

A daily summary of meetings of the Plenary and the Committee of the Whole will be made available online in all languages at the end of each day of the Conference.

In addition, a daily schedule of events will be made available in English, both online and in printed form, at the Information Desks and Documents Counters; all events will also be displayed on the monitors throughout the M and C buildings.

The Secretariat appeals to delegates who wish to table draft resolutions to do so as soon as possible, as this will greatly expedite the conduct of business, especially in the Committee of the Whole.

Treaty Event The Secretariat is organizing a Treaty Event aimed at promoting universal adherence to the multilateral treaties related to nuclear safety, security and liability for nuclear damage for which the Agency is depositary. Experts from the UK will present the UK’s experience in the design, financing, legal and technical aspects of constructing nuclear new build. The event will be chaired by Professor Robin Grimes, Chief Scientific Advisor to the Foreign and Commonwealth Office, and a nuclear energy specialist.

Activities on Radioactive Waste Management,

Decommissioning and Remediation

Women in All Things Nuclear — The Way Forward

The importance of nuclear science and technology is undebatable, but the lack of women experts working in these areas is a serious void that Member States, international organizations and the nuclear industry recognize as a gap. Therefore, this event will provide a roundtable to discuss the roles and opportunities women have in the nuclear field, and address the issues in the areas of law, regulation, science, technology, diplomacy and management. This event is hosted by the IAEA Department of Management in partnership with the Vienna Center for Disarmament and Non-Proliferation (VCDNP) and the IAEA chapter of Women in Nuclear (WiN), the International Network of Emerging Nuclear Specialists (INENS), the Permanent Missions of France and of the United Kingdom. Senior representatives from the United Nations, the IAEA and other international organizations, as well as senior officials from Member States will attend as special guests.

The purpose of this event, which is organized jointly with the Permanent Mission of Morocco, is to present the ConvEx-3 exercise held by the IEC from 20 to 21 November 2013. The presentation will focus on the ConvEx-3 exercise preparations, scenario, follow-up meetings and reports on the exercise, including findings and conclusions.

Global Approach

This side event will discuss the importance of a strong nuclearsecurity culture, which can significantly increase the effectiveness of the security of nuclear and radioactive material and associated facilities and activities including transport. During the event, participants will be briefed on the current activities and future plans of the Agency to support an enhancement of nuclear security culture worldwide. Examples of practical steps taken by some Member States to enhance nuclear security culture at their facilities, including self-assessment trials, will also be provided.

Reducing Unnecessary Diagnostic Imaging in

Medicine through Awareness,

Appropriateness and Audit — the Agency’s AAA

Approach

This side event will present the Agency’s AAA Approach (awareness, appropriateness and audit) to reduce unnecessary diagnostic imaging in medicine. It will discuss the extent to which the exposure of patients to radiation has increased in recent times. The benefits of diagnostic medical exposures are not in doubt as they contribute greatly to the care and management of patients, but in some countries, the population’s dose from medical exposures now rivals that from the natural background.

This side event will give an overview of ten years of international cooperation with the IAEA in the field of medical management of radiation accidents, under the umbrella of the Convention onAssistance in the Case of a Nuclear Accident or Radiological Emergency. A particular focus will be on actions undertaken over the past two years to create a capacity building network involving France and South American countries and on possible ways forward to develop this network.



AFRA Panel Discussion

This event will celebrate the 25th anniversary of the African Regional Co-operative Agreement for Research, Development and Training Related to Nuclear Science and Technology (AFRA) which is implemented under the auspices of the Agency.



Current Construction Status of the

Multipurpose Fast Research Reactor (MBIR)

Hosted by the Russian Federation, this event will portray Rosatom’s vision for the development of scientific and technical cooperation in the framework of the MBIR International Research Centre. This event will be chaired by Mr Vyacheslav Pershukov, Deputy Director General, Rosatom, and Mr Alexander Tuzov, Director, Technology Development Division, Rosatom.

This side event will feature, inter alia, keynote speakers from Contracting Parties to the CSC and other nuclear liability conventions talking about their experience with regard to creating a global nuclear liability regime

Integrating the 2016 Nuclear Security, Industry and Knowledge Summits

At the March 2014 Nuclear Security Summit (NSS), 58 world leaders convened in the Netherlands to demonstrate their commitment to improving nuclear security and its governance. Concurrent with the NSS, leaders of industry participated in an official side event called the Nuclear Industry Summit (NIS) to discuss the contributions industry can make to enhancing nuclear security. Another official side event — the Nuclear Knowledge Summit (NKS) — brought together nuclear experts from around the world to discuss the academic and non-governmental perspective. The NKS was organized in close coordination with the NIS, and cross-linked events and speakers.

The next NSS is expected to take place in 2016 and to be hosted by US President Obama. Experts representing the policy community, industry and non-governmental organizations will hold a panel discussion to exchange views and discuss priorities for the 2016 Summits.

International Day for the Total Elimination of

Nuclear Weapons

The Latin America and the Caribbean Group (GRULAC) invite delegations to this side event to commemorate the International Day for the Total Elimination of Nuclear Weapons.

The countries of the Latin America and the Caribbean region, which established the first nuclear-weapon-free zone in a densely populated area, have decided to mark this important date, established by United National General Assembly resolution A/RES/68/32, as a the follow-up to the 2013 high-level meeting of the General Assembly on nuclear disarmament.

What’s New in Power Reactor Technologies, Cogeneration, and the Fuel Cycle Back End?

This event will highlight the technological advances in light and heavy water reactors, small and medium sized reactors (SMRs), gas-cooled reactors and fast reactors. It will present technologicaladvances that can help solve industrial energy needs and complement solar/wind power, desalination, petrochemical applications and the development of oil sands. It will also showcase tools developed under the International Project on Innovative Nuclear Reactors and Fuel Cycles (INPRO) forevaluating the status, prospects, benefits and risks of innovative nuclear technologies, and will present legal and institutional issues related to the back end of the fuel cycle and to transportable SMRs.



Western European Nuclear Regulators

Association (WENRA): Celebrating 15 Years of

Nuclear Safety Harmonization in Europe

This side event will discuss WENRA’s achievements in the harmonization of nuclear safety in Europe from 1999 until today. In particular, it will highlight WENRA’s work in the successfulelaboration of common safety reference levels (SRLs) for existing nuclear power plants (NPPs) and safety objectives for new NPPs in Europe. In particular the updated SRLs, taking into account thelessons learned from the Fukushima Daiichi accident, will be presented. The event will also focus on the publication of various up to date reports in the field of waste and decommissioning. The event will start with a presentation and will be followed by a panel discussion with WENRA’s Chair and Vice-Chairs.



Contributing to Better Nutrition in Children through Partnership

and Collaboration

This side event, co-hosted by the Departments of Nuclear Sciences and Applications and Technical Cooperation, will share information on how the Agency contributes to global efforts to reduce child malnutrition. It will present information on the use of stable isotopes in nutrition and emphasize the importance of partnerships in the development of effective and sustainable nutrition programmes.

High Temperature Gas Cooled Reactor

Technology

Medical Radioisotopes including Molybdenum-

99: Challenges in Production and Supply, Crisis Management and

Mitigation Efforts

This side event, which is organized by the Department of Nuclear Sciences and Applications with the participation of the Department of Nuclear Energy, will highlight the challenges faced in the sustained global supply of medical radioisotopes such as molybdenum-99 (Mo-99) and the efforts undertaken by various stakeholders, including the Agency, to mitigate the supply crisis, including the exploration of alternate technologies and products. Invited guest speakers will make presentations on the Peaceful Uses Initiative-supported project “Supporting the Global Deployment of Mo-99 Production Capacity for Nuclear Medicine Applications without the Use of HEU” and on the coordinated research project “Accelerator-based Alternatives to Non-HEU production of Mo-99/Tc-99m”, as well as on positron emission tomography radiopharmaceuticals labelled with fluorine-18 and gallium-68 as alternatives to technetium-99m (Tc-99m) based radiopharmaceuticals, and on the emerging theragnostic approach with a focus on copper-64.

On Wednesday, 24 September, the visit will feature the Seibersdorf laboratories of the Department of Nuclear Sciences and Applications.

On Thursday, 25 September, the visit will feature the Nuclear Material Laboratory of the Department of Safeguards.

Registration: by 12.00 noon on Tuesday, 23 September, at the Information Desk, M building entrance, ground floor.

Due to security and logistics concerns visitors will have to use the transport means provided by the Agency. The number of places available is limited to 58.

Assembly point for the visitors is the Information Desk at the entrance to M building, at 8.50 a.m. on each day. The visitors will return to the VIC each day at approximately 1.00 p.m.
