Minutes of 11th meeting of Telecommunication, SCADA & Telemetry (TeST) Sub-
Committee
1. Confirmation of Minutes:
The minutes of 10th meeting of TeST sub-Committee held on 22.03.2017 were issued on
13.04.2017. Comments from UPPTCL were received. After discussion, as per request by UPPTCL,
following amendments to MOM of 10th TeST meeting is made in the minutes Item no 2.2.4 d and
3.3.6:
(i) Following sentence is added after last sentence at para (d) of item no. 2.2.4:
“Powergrid representative also informed that congestion, buffering or loop formation
may be the probable reasons and suggested that as a first step bandwidth may be
increased from existing 2MBPS and then latency issues, if persists may be examined
further.”
(ii) Following sentence is added after last sentence of Item no. 4.5.1:
“But UPPTCL asserted that difference between SEM & SCADA data of all the
mentioned points is more than 3% and the same may be reviewed and rectified at
NRLDC/POWERGRID end in view of commercial importance on the matter.”
With the above amendments the MOM was approved by the TeST sub-Committee.
2.1 OPGW installation under central and state sectors:
2.1 OPGW installation under Central and State sectors:
2.1.1 Latest status of OPGW installation progress under Central sector:
2.1.1.1 POWERGRID informed that out of 5203 Kms. of OPGW under Central sector, OPGW of 5085
Kms had been completed. The details of balance OPGW, which was on under - construction
lines are as under:
i) Abdullapur – Dehradun – 64.6/89 Kms (Balance 24.4 Kms.)- Expected to be completed by
Sept’ 2017
ii) Kishenpur – Dulhasti – 36/119 Kms (Balance 83 Kms.)-Expected by Sept’ 2017
iii) Uri-II to Uri-I line - 10Kms. (Deleted due to sever ROW)

2. Telecommunication related issues

2.1.1.2 Representative of POWERGRID, NR-II intimated that transmission line construction work of
Abdullapur-Dehradun and Kishenpur-Dulhasti lines was hampered due to sever ROW
problems. The completion of lines as well as OPGW laying is expected by Sept’ 2017.
2.1.1.3 Regarding, commissioning of Uri-I line, POWERGRID informed that equipment has been
installed and due to higher losses in OPGW between Kishenpur-Wanpoh link, Uri-I could not
be commissioned. OPGW rectification work is going on and most likely this link will be
commissioned by end of July, 2017. On enquiry by NRLDC regarding wideband link
availability of Uri – II, it was informed that one link for this station will be on PLCC and the
other link will be through NHPC network which is on BSNL network.
2.1.1.4 Replying to NHPC representative regarding status of OPGW for Parbati-III, POWERGRID
informed that during last NRPC meeting held on 02nd May,2017 OPGW connectivity for
Parbati-III had been approved under Reliable Communication Scheme for Northern Region.
However, POWERGRID had considered Parbati-III under SDGI package. FAT had been
completed for this OPGW and materials would be delivered by end of August’ 2017.
2.1.1.5 On enquiry of NRLDC for balance links which were approved in last RPC meeting,
POWERGRID informed that 5474 kms. of OPGW had been approved for which DPR was
under approval stage. It was informed that these links would be completed in next 3 years.
Member secretary, NRPC opined that important links should be completed on priority.
POWERGRID agreed on the same.
2.1.2 Latest status of OPGW installation progress under State sector:

2.1.2.2 Regarding Package –V following was deliberated:
(i) POWERGRID informed that OPGW on UPPTCL’s Muradnagar-Loni line could not be laid
due to severe ROW issues since One and half year. It was also informed that
POWEWRGRID had already informed to UPPTCL regarding this issue. POWERGRID
representative opined that OPGW work on this line may be deleted from main contract.
However, UPPTCL assured that they would make effort to resolve Right of Way (RoW)
issue. POWERGRID representative stated that if RoW issue is not resolved shortly then they
would be constrained to delete the work from scope and the material would be handed over to
UPPTCL. Member Secretary, NRPC advised UPPTCL that they should make all out efforts
to resolve the RoW issue at the earliest as communication links are necessary.
(ii) Regarding Noida (Sector 20) – Greater Noida 400 kV line under package -V, POWERGRID
representative informed that due to non-availability of shutdown for both the circuits of mono
pole tower, this link could not be completed. POWERGRID representative raised the issue of
non-availability of tower design drawings. He informed that in spite of repeated requests
UPPTCL could not provide the drawings. UPPTCL confirmed that drawing of mono pole
tower would be provided within a week’s time.
(iii) For Bamnauli-Ballabhgarh link, of DTL under package –V , it was informed that
POWERGRID was ready to do OPGW stringing on live line condition, however DTL denied
the permission till end of Aug,’2017 citing high load condition of Delhi and other line being
on ERS.
(iv) Kishenpur-New Wanpoh (Central Sector link-balance-37Kms): This is under construction
transmission line and OPGW would be completed with transmission line completion, Severe
ROW issues are involved in this line. Tentative target for line completion is Oct’2017.
(v) Equipment installation would be completed by Dec,17 for whole package.
2.1.2.3 Regarding Package-Ia, POWERGRID representative stated that this is only off-shore supply.
Installation package had been awarded by respective Region of POWERGRID i.e. New Delhi and
Jammu. POWERGRID informed that installation work for Northern Region-I was awarded to M/s
Metric but due to non-deployment of teams, work order had been terminated and new package was
under award stage. The OPGW installation would be completed by March, 2018. For NR-II links
also installation work would be completed by March, 2018. It was also informed that due to
ongoing paddy season in Punjab and increase in scope of work the implementation was delayed.
2.1.3 Status of OPGW connection at NHPC Power Stations
2.1.3.1 NHPC representative informed that there are two links (OPGW and PLCC) for data telemetry at
Dhauliganga Power Station. OPGW link of Dhauliganga Power Station had been down since
05.04.17 and telemetry was through PLCC only, which was intermittent in nature. Representative
of POWERGRID informed that OPGW was restored but due to non availability of redundant

gateway data was being transmitted through single channel i.e. through PLCC. POWERGRID
requested NHPC to arrange for redundant gateway, and till arrangement of other gateway NHPC
may switchover the Link from PLCC to OPGW. NHPC informed that shifting of Link at
Dhauliganga Power Station was done on Saturday by Tejas and the problem could not be resolved.
POWERGRID informed that they would rectify the issue by 15/07/2017.

2.1.3.2 Regarding OPGW connectivity of Dulhasti, it was informed by POWERGRID that out of 119
KMs., work of laying OPGW has been completed only for 36 KMs. It was also informed that
approximately 8.5 KMs of erection work in Dulhasti-Kishenpur transmission line-2 is left and the
delay in completing the same is due to ROW issue. The same would be completed by August 2017.
After completion of erection work of above line the balance work for laying of OPGW for 83 KMs
would also be completed.
2.1.3.3 It was further informed that OPGW connectivity for Bairasiul and Sewa-II station has been
completed and after terminal equipment supply, link would be commissioned by Sept’ 2017.
2.1.3.4 Representative of POWERGRID informed that OPGW connectivity of Parbati-II, and Parbati-III
etc. was approved in 34th NRPC meeting held on 02nd May 2017 and NIT work under progress.
2.1.4 OPGW connectivity to NR generating stations
2.1.4.1 NRLDC representative stated that implementation schedule of OPGW connectivity to following
generating stations, which was approved in NRPC may be intimated by POWERGRID:
i. Karcham HEP
ii. Jhajjhar TPS
iii. Sorang HEP
iv. Parbati-III HEP
Representative of POWERGRID informed that OPGW connectivity of above generating stations
was approved in 34th NRPC meeting held on 2nd May, 2017 and NIT work was in progress. It would
take around three years for completion.
2.1.4.2 Representative from NRLDC requested POWERGRID to prioritize OPGW for above generating
stations . POWERGRID agreed for the same and confirmed that above links would be done on
priority in the contract.
Regarding OPGW connectivity of Nathpa Jhakri representative of POWERGRID informed that
material had been despatched to site and OPGW connectivity would be completed by July 2017.
2.1.5 Optical fibre connectivity from SLDC, Dehradun to Rishikesh:
2.1.5.1 Representative of POWERGRID informed that issue of Optical fibre connectivity from SLDC
Dehradun to Rishikesh was discussed In 10th TeST meeting, wherein PTCUL was requested to
provide Six (06) fibers on their link from Dehradun to Rishikesh, so that it can be connected to
ULDC network at Rishikesh and SDH supplied by Tejas and EPABX can be commissioned. A

letter dated 13.04.2017 was issued to PTCUL by NRPC in this regard. Subsequently, the matter was
also discussed with SE, SLDC, PTCUL, who had agreed to share the communication link.
Representative of PTCUL was not present in this meeting. Representative of POWERGRID
proposed for a team visit to PTCUL, Dehradun to understand the constraints and resolve all
telemetry and communication related pending issues. After deliberation it was agreed that a team
consisting members from POWERGRID, NRLDC and NRPC secretariat would visit Dehradun to
resolve the issues.
2.1.6 Implementation of OPGW under Package-I (a)
2.1.6.1 HPSEB informed that Under package-I (a), OPGW of about 545.335 Km was to be laid on HPSEBL
transmission network and as per LOA work was to be completed by 31.03.2017. However, only 66
km. of OPGW against 545.335 Km. has been laid on HPSEBL transmission network. He further
stated that POWERGRID, NR-II, was requested to deploy more teams for expediting OPGW
stringing work. In response, NR-II vide e-mail dated 15.05.2017 has circulated the MOM held
between PGCIL & M/s Ten Dot Net cable Pvt. Ltd., according to which:
i. M/s Ten Dot assured that 01 gang will reach at site by 12.05.2017 for 132 kV Jutogh-Maliana
line and will be completed in the month of May, 2017.
ii. M/s Ten Dot assured to deploy 02 nos. more erection gangs for HPSEBL links by end of May,
2017.
2.1.6.2 HPSEBL representative stated that neither OPGW stringing work on 132 kV Jutogh-Maliana line
had started by the firm nor 02 nos. more erection gangs for HPSEBL links has been deployed by the
firm. He requested POWERGRID that firm may be directed to deploy more teams so that stringing
of OPGW could be finished by targeted schedule i.e. September, 2017.
2.1.6.3 POWERGRID representative informed that work would be completed by Dec,2017.
2.1.7 Installation of OLTE under Package - V & Package IV (a).
2.1.7.1 Representative of HPSEB informed that, Terminal equipment (SDH & PDH) was to be installed on
14 Nos. HPSEBL locations under package-V and DCPS & battery were to be installed on 08 nos.
locations.As per LoA work was to be completed by 31.03.2017. NR-II, PGCIL through e-mail
dated 26.12.2016 had intimated tentative schedule for completion of installation of OLTE & DCPS
as under:
i) SDH& PDH: FAT from 15.01.2017 to 19.01.2017. Material expected to reach site by
15.02.2017. Commissioning & SAT by 27.03.2017.
ii) DCPS & Battery: FAT from 20.02.2017 to 01.03.2017. Material expected to reach site by
12.03.2017. Commissioning & SAT by 31.03.2017.
HPSEBL representative requested POWERGRID to update the status.
POWERGRID NR-II representative informed that:
i) SDH & PDH: Factory acceptance test (FAT) in progress and supply would be completed

by, August 2017 and installation by September 2017.
ii) DCPS & Battery: work would be completed by December 2017.
2.1.7.2 HPSEBL representative stated that under Package IV (a), terminal equipment was to be
installed on 24 Nos. HPSEBL locations and DCPS & battery were to be installed on 18 Nos.
HPSEBL locations.
Representative of POWERGRID, NR-II, informed that work would be completed by
December 2017.
2.1.8 OPGW Requirement for UP:
2.1.8.2 POWERGRID representative informed following status for package –III a in UP:
i) AGRA-1------- AGRA_PG
ii) GRK-1------- GRK_PG iii) AZAM-1------GRK
2.1.8.3 Regarding OPGW for UPPTCL under Package-1a, awarded to M/s SDGI- offshore,
POWERGRID representative informed that supply for above lines has been completed.
Installation of OPGW on Agra-Agra link has also been completed, however installation of
OPGW on balance links will be completed by Dec’ 2017
2.1.8.4 Regarding OPGW for State Sector (Package-V) in UP awarded to M/s ZTT/ECI/Steel Product ,
POWERGRID representative informed following status:
i) Agra – Hathras –Harduaganj ----expected by July, 2017
ii) Muradnagar- Sahibabad- Noida Sector 62 - Noida Sector 20 - expected by July 2017
iii) Noida Sector 20 – Greater Noida 400 kV - expected by October, 2017
2.1.8.5 Further, POWERGRID requested UPPTCL to submit drawing of tower for Noida Sector 20 –
Greater Noida 400 kV section. UPPTCL confirmed they would submit the drawing within
week’s time.

2.1.9 Training program for STU personnel on OPGW related aspects:
2.1.9.1 SE, NRPC stated that in 8th TeST meeting POWERGRID agreed to arrange a training program
for STU personnel on OPGW related aspects so that they become familiar with O&M activities
of OPGW. It was also agreed that each STU would nominate 3 to 4 Engineers for the training.
The issue was further discussed in 35th TCC and 39th NRPC meeting held on 1st and 2nd May
2017, wherein, POWERGRID had agreed to organise the training on its own expenditure.
2.1.9.2 Representative of POWERGRID stated that it would be difficult to organise training during
rainy season, as field visit is also involved. He suggested that training would be organised in
last week of September, 2017.
2.1.9.3 The sub-committee advised POWERGRID to arrange training in last week of September,2017.

2.2 Communication issues
2.2.1 Communication plan for channel redundancy and to back-up NRLDC:
2.2.1.1 NRLDC representative informed that the provision of redundant communication was discussed in
8th and 10th TeST held on 26th July 2016, and 22nd March, 2017, respectively. However, redundant
data communication at NRLDC is yet to be completed. After testing, as on 31st May 2017, only 58
out of 116 NR stations were found with data redundancy.
2.2.1.2 Representative of NRLDC further stated that out of 115 RTUs 43 were working on redundant
channel , 48 alternate channel were not working and further 24 RTU were reporting on single
channel. It was also informed that co-operation of engineers from site is required for this activity
and in most of the days the availability of the site engineers were not ensured which had led to
unnecessary delay in testing the links. Representative of POWERGRID informed that they would
co-ordinate the activity along with the sites and complete the work by October 2017. He requested
all the utilities to provide alternate port.
2.2.1.3 The sub-Committee expressed concern about non-availability of redundant channel on different
path as any damage to fiber may affect both channel resulting communication failure. The sub-
Committee advised POWERGRID to take concrete steps to provide channel redundancy and submit
action plan by 31st July to complete the task.

2.2.2 Earthing issue at 220 kV Moga station
2.2.2.1 POWERGRID representative informed that Cards of Communication equipment got faulty/burnt at
220kV Moga station of PSTCL due to earthing issue in sub-station. Cards burnt at least six (06)
times in last one and half year, however no action was taken by PSTCL to replace or separate
earthing for communication equipment, even after repeated reminders to higher officials of PSTCL.
He further stated that POWERGRID would not deploy any vendor to this sub-station for
rectification /replacement of the cards without testing and installation of new earthing, as 5-6 cards
had already been replaced ,which have financial implications. He suggested that testing of earthing
may be done through third party (SAMEER - Govt. of India).
2.2.2.2 PSTCL informed that they were in process of awarding the work for replacement of earthing at
Moga Sub-station , which is expected to be completed by 31st July 2017. Members opined that
PSTCL should go for third party audit of the earthing also, as only the replacement of earthing may
not resolve the problem. PSTCL agreed for the same.

2.2.3 Implementation of Regulation on Communication :
2.2.3.1 Formation of guideline for calculation of “Availability of Communication System”
NRLDC representative informed that the regulation on communication was issued on 15th May,
2017 with an effective date of 1st July,2017. As per the regulation 7.3 (ii) “The RPC Secretariat
shall certify the availability of communication equipment for CTU, ISGS, RLDCs, NLDC, SLDCs
based on the data furnished by RLDC”
Further, as per regulation 7.3 .(i) “ NPC shall be responsible for issuance of the guidelines with the
approval of the Commission on “Availability of Communication System” in consultation with
RPCs, RLDCs, CTU, CEA and other stakeholders within a period of two months from the date of
notification of these regulations.”
RLDC needs to keep records of the communication outage based on requirements of the guidelines
to be decided by NPC and approved by Commission since 1st July, 2017.
Representative from NPC, CEA informed that a Committee was being formed to study the possible
criteria for availability calculation. It was informed that the draft guidelines would be ready in one
month time. It was deliberated that the planning criteria would also needs to be finalized, so as to
decide the availability criteria and hence needs to be done concurrently.

2.2.3.2 Issuance of Technical Standards for the communication system
NRLDC representative informed that as per regulation 7.1 (ii) “CEA shall formulate and notify
technical standards, cyber security requirements in accordance with the Cyber security Policy of the
Govt of India from time to time, protocol for the communication system for Power Sector within
the country including the grid integration with the grid of the neighboring countries.”
Further, guideline for interfacing requirements needs to be formulated within 60 days from the
issuance of the technical standards to be issued by CEA.
Representative from CEA informed that they are in the process of drafting technical standards.

2.2.3.2 Formulation of planning criteria for the communication system
As per regulation 7.1 (i) “CEA shall formulate communication planning criterion and guidelines for
development of reliable communication system for power system of India duly considering
requisite route redundancy ,capacity, as well as requirements of smart grid and cyber security.”
Representative from CEA informed that they are process of drafting planning criteria for the
communication system and will provide suitable input for availability calculation criteria.

2.2.4 UPPTCL Communication issues :

2.2.4.1 UPPTCL representative informed that supply & installation of FOTE equipment was to be done in
April,17 and commissioning was to be done by June,2017 for all UPPTCL links. But till the date of
meeting even supply of FOTE equipments was not completed. Due to this lot of problems were
faced in real time data availability from Agra 765 kV, Agra 400 kV, Agra 220 kV, Greater Noida,
Hathras Shamsabad etc. He stated that this was causing problem in real time calculation of correct
drawl from central sector resulting in financial loss on account of DSM charges.
Representative of POWERGRID informed that work would be completed by 31st July 2017.

2.2.4.2 UPPTCL representative informed that channel Routing Plan as per currently implemented
scheme was required for analyzing causes of non-reporting stations and channel redundancy
planning for smooth data reporting.

2.2.4.3 UPPTCL representative informed that as agreed in 10th TeST sub-committee meeting,
POWERGRID & NRLDC were to share weekly availability report generated through NMS for
various links provided on Tejas/ Fibre home networks but this was not started.
Representative of POWERGRID and NRLDC informed that there is no specific facility available in
the present NMS provided by the communication vendor as there was no such requirement in the
specification. NRLDC tried to generate such reports from the alarm signal generated. However, the
same could not be possible as the number of alarms were very high and also not very specific.
Member Secretary, NRPC requested NRLDC to provide the details for one day for further analysis,
which was agreed to.
After deliberation, it was decided that once the requirements for the availability criteria is finalized,
the same would be taken up with the vendor so that they can provided limited input as per
requirement for the availability calculation.

2.2.4.4 UPPTCL representative informed that share folder links between main NRLDC to Backup SLDC
was not working. Representative of NRLDC informed that he would look into the issue and
resolve at the earliest.

2.2.5 RVPNL communication issues
RVPNL representative informed following issues for necessary action by POWERGRID:
a) Configuration of additional VF channels (approx 100 nos.) at various MUX locations of
Rajasthan for up-coming RTUs.
b) Rectification of faults & repairing of faulty modules of 48 V HBL make DCPS installed at
SLDC, Heerapura.

Representative of POWERGRID requested RRVPNL to procure cards for their new requirements
as there was no scope for integration using existing cards. Further, POWERGRID informed that
faulty DCPS cards would be replaced by July, 2017 end.

2.3 RTU issues
2.3.1 Replacement of old S900 RTUs:
2.3.1.1 SE, NRPC stated that the issue regarding replacement of existing S 900 RTUs installed under
ULDC Phase – I was discussed in the 8th , 9th (special) &10th Meetings of TeST Sub-Committee.
Accordingly a group was constituted for finalising RTU specifications and short listing of RTU
models. RTU specification was finalized by the group after incorporating comments and the same
had been made available on NRPC website.
2.3.1.2 He further informed that the issue was discussed in 35th TCC and 39th NRPC meeting held on 1st
and 2nd May 2017, wherein, it was decided that the group would not shortlist the models, instead it
would only prepare specifications keeping in view compatibility requirement of RTUs with
SCADA. It was also decided that necessary action may be taken by all the concerned utilities on
their own, without delay, to replace the S900 RTUs as per their technical specification and
requirement, while ensuring compatibility of the new RTUs with SIEMENS SCADA system. The
technical specifications of the RTU, finalised by the group, may be used as reference. Same was
conveyed by NRPC secretariat to all constituents, vide letter dated 26.05.2017.
2.3.1.3 The issues related to replacement of old S900 RTUs were deliberated. Many members including
that from Central Generating Stations and DTL requested POWERGRID to reconsider their request
to procure new RTUs on their behalf.
2.3.1.4 Representative of POWERGRID informed that POWERGRID was in the process of procuring new
RTUs for its own requirement and they may consider to include constituents’ requirement with the
approval by higher management, if the quantity of RTUs is substantial .
2.3.1.5 SE, NRPC requested members to tell their requirement. In the meeting the following requirement of
92 RTUs was informed by different constituents:
NHPC- 4, NTPC- 5. THDC-1, IPGCL- 1, SJVNL-1, BBMB-11 , DTL- 25, RVPNL-19*,
PSTCL-25* and HPSEBL – 9* (Total - 92 Nos.) (* Tentative, may confirm final quantities later)
2.3.1.6 The sub-committee advised all the members to convey their exact requirement to POWERGRID
within a week, failing which it would be construed that the utility does not want to get RTUs
procured through POWERGRID.

2.3.1.7 Representative of POWERGRID informed that he would put up proposal to POWERGRID higher
management and inform the status by 31st July, 2017.

2.3.2 ISSUE related to PDD, J&K:
2.3.2.1 GPRS connectivity for RTU installed under J&K PDD:
Representative of POWERGRID informed that, POWERGRID had placed an order for GPRS
based system for 20 nos. of RTUs at Jammu SLDC in May, 2015 on request of J&K PDD.
However, broadband connection with static IP at SLDC, Jammu and 20 nos. of data enabled SIM
cards for RTU sites was to be arranged by J&K PDD to enable data reporting of these RTUs at
Gladani SLDC as a standby channel. This work was still pending since more than 2 years. In view
of non-availability of SIM cards and Static IP, the system could not be commissioned. He informed
that POWERGRID was going to short close the contract.
The sub-Committee noted that representative of J&K did not attended the meeting.
2.3.2.2 Non-Availability of space for replacement of existing RTU in J&K region :
Representative of POWERGRID informed that replacement of existing 13 nos. of RTU installed
during ULDC Phase-I was in process. However, due to non-availability of space at these sub-
stations, vendor was not able to install these RTUs due to space. Materials were supplied more than
a year back and installation was still pending in Srinagar & Jammu Region. He stated that PDD,
J&K should ensure the availability of space for installation of new RTUs at these stations.
The sub-Committee noted that representative of J&K did not attended the meeting.
SE, NRPC informed that the RTU issues in J&K had already been brought to the knowledge of
J&K higher authorities for necessary action.
The sub-Committee advised NRPC secretariat to take up the issue with PDD, J&K and action plan
for arrangement of static IP and SIM Cards as well as for providing space for RTUs may be
intimated to POWERGRID by PDD, J&K.

2.3.3 RTU & AMC related issues of HPSEBL
2.3.3.1 Representative of HPSEBL stated that modalities may be finalized for interfacing of additional
bays, which are not included in the BOQ, with the SIEMENS RTU. He added that POWERGRID
had informed that rate contract for interfacing additional bays would be finalized by them in due
course of time but the same was still awaited.
2.3.3.2 He further stated that as per the Article 5 1.2 (iii) ( c) of Maintenance Contract, integration of new
equipment (RTU, Workstations, Printers, Switch, Router, ICCP connection etc.) with Main and
Backup Control Centre System is included in the maintenance contract, whereas same has been
shown excluded in the AMC Contract. The relevant extract is reproduced as under:
“Integration of new equipment (RTU, Workstations, Printers, Switch, Router, ICCP
connection etc.) with Main and Backup Control Centre System” is included in the
maintenance contract.”
2.3.3.3 In reply for all above issues POWERGRID representative confirmed that scope includes integration
of additional ICCP link and RTU/SAS on payment basis as indicated in the AMC contract. It was
also clarified that any additional item for which separate LOA is being placed, should include the
AMC price also, in case, it is desired so. It was also confirmed that price of RTU integration is
available in AMC contract.

2.3.4 Signing of side letter to MoU for AMC:
Representative of POWERGRID informed that Side letter for MoU for AMC contract (RTU
maintenance, etc) had been send to Constituents as per discussion in last meeting. However, MoU
was not signed by most of the constituents.
Representative of POWERGRID requested all members to send the signed copies at the earliest.
Members informed that they are in process of approval and would send signed copies by month
end.

2.4. AMC Issues of SIEMENS RTUs installed under ULDC- 2 related to DTL :
2.4.1 DTL representative stated that additional bays are required to be integrated in the RTUs of M/s
Siemens at Mehrauli, Patparganj and Wazirabad Substations ( installed under ULDC#2), however
no rates are available in the existing contracts. It was also stated that no rates are available in the
existing Contracts for procurement of RTU database software for the Siemens make RTUs
installed at Mehrauli, Patparganj and Wazirabad Substations ( installed under ULDC- 2).
2.4.2 Representative of POWERGRID informed that the SCADA vendor was requested to furnish the
rate for additional bay integration as per the request received from the Constituents and the same
would be intimated as and when received from the vendor. On query by DTL regarding availability
of price of RTU database in the present contract, it was informed that the same was not included in
the contract as the installation was in the scope of the vendor. Hence, in case the same is required
by any Constituent, the tool needs to be procured separately. The price of the same would be
communicated to Constituents on receipt of the same from Vendor.
2.4.3 The sub-committee advised POWERGFRID to follow up with the Vendor and provide the rates at
the earliest.

2.5 Role of POWERGRID in Resolution of Contractual issues with M/s Siemens:
2.5.1 Representative of DTL informed that the responsibility for implementation of ULDC#2 project in
all SLDC’s lies with POWERGRID, in which various Contracts were signed between M/s
SIEMENS and PGCIL/POSOCO/SLDCs. However, all the contracts are interlinked, such that
breach of any contract makes the Contractor liable for damages under other Contracts also.
Recently, while calculating the percentage availability of system for making payment to Siemens,
difference in the understanding of method of calculations ( as detailed out in Volume II , Technical
Specifications) emerged between Siemens and DTL, for which POWERGRID’s representative was
requested to attend a meeting along with Siemens. POWERGRID intimated that POWERGRID
had no specific role in AMC contract, which is signed between M/s Siemens and Constituents.

2.5.2 He added that on the contrary, POWERGRID issued a letter to Siemens on 09.05.17 stating that
the Defect liability period had been completed on 31.03.17 and AMC for all SLDC’s system started
from 01.04.17.
2.5.3 He stated that all the Specifications/ T&C’s have been made by POWERGRID as such, it would not
be possible to enforce the T&C of Maintenance Contract (Third Contract) without the involvement
of POWERGRID.
2.5.4 Representative of POWERGRID informed that SCADA system is in operation from 1st Jan, 2016
after successful completion of SAT . There are no pending SAT variances at DTL and AMC
contract is between DTL and Siemens w.e.f. 01.04.2017 . He stated that day to day maintenance
issues should to be resolved by the Constituents themselves. However, POWERGRID would co-
ordinate for any clarification regarding AMC issues/scope and any pending issues of
implementation phase.
2.6 Disposal of old and obsolete SCADA equipment of ULDC Phase - I.
2.6.1 Representative of BBMB informed that in the 10th Meeting of TeST, it was informed by
POWERGRID that the recovery of charges against the ULDC-I package was expected to be
completed by July,17, after which constituents can dispose of the equipment. It was agreed that
POWERGRID would issue letters to constituents indicating the exact date after which the disposal
action could be initiated by the Constituents.
2.6.2 Representative of POWERGRID informed that the matter has been taken up internally with the
commercial department regarding processing of the residual value after depreciation and the
response is expected to be received within the target period and confirmed that they would issue
the letter by 31st July 2017.

3.1 Operational issues in EMS / SCADA system
3.1.1 Calculation of actual drawal in SCADA
3.1.1.1 Representative of NRLDC informed that the error checking for the tie lines were discussed during
the last TeST meetings. It was decided to compare the SEM and SCADA data for each points and
points for which % age errors are more than 3% will be reported for correction. It was observed that
except UP & HVPNL, no report was available for discrepancy and hence it was presumed that there
was no error found at least in the tie lines on which drawal calculations are being done.
3.0 Issues in Unified Load Dispatch & Communication
scheme of NR (Phase-II):

3.1.1.2 NRLDC representative informed that the mismatch of the reported UP lines were being looked into.
He informed that one of the point i.e Bagpat ICT has been resolved. The problem of ICT #3 of
Allahabad is being analysed further. Regarding issues in Mainpuri –Parichchha line at Mainpuri
end and in Kanpur-Orai line at Kanpur end it was informed by POWERGRID that it would be
resolved by July end.

3.1.1.3 Regarding issue at Abdullapur ICT3 POWERGRID representative informed that it would be
resolved by July end. Regarding the issue at Fatehabad, it was informed that POWERGRID would
take action .

3.1.1.4 Representatives of PSTCL and RVPNL informed that there no abnormal error was found in their
system.
3.1.1.5 The sub-committee advised all constituents to verify actual drawal w.r.t. SEM data and inform
discrepancy, if any.
3.1.2 Manual replacement of calcheck data at UP SLDC end
3.1.2.1 Representative of UPPTCL informed that as per earlier decision manual replacement of data in
SCADA was to be done by NRLDC, in case of failure of RTU/SAS/Communication system of
Central sector entities. But the same is not being ensured properly. He added that manual
replacement of calcheck data at SLDC end is also a challenge as many of the POWERGRID
stations are unmanned and therefore obtaining adequate value for replacement is arduous & time
consuming. To overcome such recurrent problems a mechanism needs to be developed for timely
acknowledgment, quick response & speedy resolution to these issues.
3.1.2.2 Representative of NRLDC informed that continuous manual replacement of data in real time is a
laborious process and unwarranted. Utilities should ensure 100 percent telemetry from all stations
to minimize the manual data replacement.
3.1.2.3 The sub-Committee advised all the concerned utilities to ensure reliable telemetry.
3.1.3 Monitoring of UFR, DF/DT and SPS feeder in SCADA:
3.1.3.1 Representative of NRLDC informed that Hon’ble Central Electricity Regulatory Commission
(CERC), order dated 23rd December 2013 in petition no 221/MP/2012 had ordered as follows:
“(c) UFRs and df/dt relays also be mapped on the SCADA system of each state so that they can be
monitored from SLDC/NRLDC.
(d) All STUs and SLDCs to map/network the UFR and df/dt on their SCADA system.”
3.1.3.2 Members of all SLDCs present in this meeting informed that Mapping of UFR and DF/DT on
SCADA was completed. But non availability of display is due to some telemetry issues.
Representatives of PTCUL and J&K not attended this meeting.
3.1.3.3 NRLDC informed that Uttarakhand, is yet to send the displays. NRLDC requested Uttarakhand to
submit the schedule for availability of displays .

3.1.3.4 TeST sub-committee advised members to furnish the details regarding availability of telemetry of
all the feeders on which the UFR and DF/DT relay had been provided, if not, the schedule for
implementation of telemetry for the same.

3.2 Networking issues of SCADA in UP :
3.2.1 UPPTCL representative informed that the issue of connectivity of Sub- LDCs (Panki, Moradabad,
Modipuram) with SLDC Lucknow was discussed in 10th Test Sub committee meeting. In 83rd
MRM it was informed by POWERGRID that new Tejas equipments had been installed at all Sub-
LDCs except Sultanpur & Varanasi. POWERGRID suggested that all sub- LDCs to SLDC/Backup
SLDC Connectivity of Remote Consoles & Terminal Servers may be shifted to Tejas. As per
POWERGRID suggestion shifting of Sub-LDC Panki, Moradabad, Modipuram & SLDC Lucknow
data on Tejas was tried by team of, Siemens, Tejas & UPPTCL Engineer between 29-05-2017 to
01-06-2017.But performance of SCADA system on Tejas was worse than through Fibre
home/MRO Tech. Networking issues of SCADA during simultaneous reporting of RTUs to Main
& Backup SLDC was still unresolved.
3.2.2 POWERGRID representative informed that the matter had again been taken up
with the communication and SCADA vendor and issues were expected to be resolved the problem
by 15th July 2017.

3.3 Availability of data regarding new element Charging :
System for dissemination of information regarding commissioning details of charging of new
element, above 132 kV, on real time basis, to all STUs/SLDCs/RLDCs through SCADA system
needs to be established.
Member Secretary NRPC explained the importance of availability of information regarding
charging of any new station to all constituents in the region and requested members to take
necessary action for display of information on real time basis
3.4 SCADA Issues raised by State SLDCs
3.4.1 Pending SCADA Issues of BBMB
3.4.1.1 Implementation of Multisite Configuration:
BBMB representative stated that the implementation of Multisite Configuration between BBMB,
SLDC and PSTCL, SLDC was pending due to non-availability of communication links.
In this meeting Representative of POWERGRID requested BBMB to give the links requirements
and they would co-ordinate for implementation of Multisite as per approved design.

3.4.1.2 Database Synchronisation:

Representative of BBMB informed that in 8th Test meeting, the difficulties being faced during
database modification and synchronization process was deliberated and to overcome these problems
some proposals were suggested, but none of them have been implemented so far. Lot of problems
are being faced in maintaining the availability of real time data at BBMB, SLDC in the absence of
proper database synchronization procedure. He mentioned that the issue was discussed in detail in
the 10th meeting of TeST and after detailed deliberations it emerged that there were several similar
issue, which needs proper coordination with concerned vendors. It was decided that a meeting
would be arranged at NRPC, New Delhi with all the concerned vendors of ULDC scheme and the
concerned State utilities to discuss and resolve the issues.
Representative of NRLDC informed that database synchronization activity was being done on
monthly basis. This only includes synchronization of domain data. However, ICCP and TNA
database is to be maintained individually by each control centers. NRLDC would share the ICCP
database before database synchronization to facilitate ICCP configuration by Constituents.
Members agreed for the same.
3.4.1.3 Running of State Estimator:
BBMB representative informed that despite 100 % telemetry, BBMB was facing problems in
keeping the State Estimator running due to Database Synchronization issues. He mentioned that
BBMB has 100% telemetry of all its stations and all the circuit breakers and isolators are wired and
reporting. However, on account of power system changes in other constituents, the TNA model is
updated by respective constituent in their own database but the same is not propagated to other
constituents.
The matter was discussed in various meetings, but issue remained unresolved. After detailed
deliberations, it was decided that training of one week duration would be arranged at each
constituent location, so that utilities are able to resolve issues in running state estimator.
BBMB representative, further requested that the underlying problems relating to database up-dation
and maintenance of TNA Model may also be resolved in consultation with M/s SIEMENS during
training so that the State Estimator can function smoothly.
It was informed that in its last meeting, NRPC had approved the training on state estimator.
However, the training could not be arranged as some of the members were of the opinion that data
synchronization issues should be resolved before training. But, M/s SIEMENS had conveyed that
updation of entire data base & synchronization can not be taken up during training due to paucity
of time. This activity is to be done by the utility himself, M/s SIEMENS may only help utilities in
carrying out this activity. It was clarified that without telemetry and updated data, running of state
estimator can not be ensured even after training.
Representative of NRLDC informed that database synchronization activity is being done by them at
NRLDC on monthly basis. This only includes synchronization of domain data. However, ICCP and
TNA database is to be maintained individually by each control centers. The State Estimator model
needs to be tuned by the constituents based on the availability of the telemetered data. It was also
clarified that the addition of stations in the network, which was prepared at the time of SAT, needs

to be done by the constituents.
After detailed deliberation representatives of all the SLDCs present in the meeting had agreed that
training should be arranged at the earliest. All the SLDCs would endeavor to resolve the issues
related to data base updation.

3.4.1.4 Adoption of IPv6 on SCADA IT Network:
BBMB representative informed that in the 36th USMG Meeting held on 18.02.2014, it was brought
out by BBMB that the ministry of Communication & Information Technology, Government of
India had circulated the IPv6 Deployment Roadmap to all the Central Government
Ministry/Department/State/UTs to facilitate them in the task. He added that all the Government
Organizations were advised to follow a phased transition approach depending on the complexity
and the IPv6 readiness of their current networks and systems. Accordingly, it was suggested that the
SCADA/EMS System, which was under procurement at that time, may be got configured on IPv6.
He suggested that since the commissioning of new SCADA/EMS System has been completed,
POWERGRID may implement the roadmap for transition of SCADA/EMS IT System from IPv4 to
IPv6, which is to be completed by Dec., 2017.
Representative of POWERGRID informed that equipment in ULDC- II is compatible to IPV6 but
since most of existing network is in IPv4, it was integrated with IPv4. He opined that since
downward compatibility is not available in IPV6 , migration to IPv6 may be difficult till all
connected network migrates from IPv4 to IPv6.
The sub-Committee advised POWERGRID to take up the matter with the vendor and apprise the
sub-committee about the outcome.

3.4.1.5 Preparation of Cyber Security Policy and Cyber Crisis Management Plan for SCADA/EMS
System
BBMB representative informed that various references were being received from CEA and NHPC
(Nodal agency appointed by Ministry of Power for ensuring compliance related to Cyber Security
in Power Sector) to prepare the Cyber Security Policy at the earliest. He suggested that Cyber
Security Policy and Cyber Crisis Management Plan in respect of the SCADA/EMS System installed
under ULDC Phase – 2 needs to be prepared and got implemented at the earliest.
Chief Engineer, IT,CEA informed that formation of separate CERT for system operation was under
process. He added that this CERT would co-ordinate for Cyber security requirement of power
system control centers. The system operation CERT, would examine the SCADA/EMS, IT as well
as telecom network from Cyber Security point of view. He suggested that all the concerned
agencies involved in system operation should prepare their own Cyber Security Policy and Cyber
Crisis Management Plan. It was also informed that a workshop would be organized by CEA for
Northern Region Constituents. It was also informed that a Task force was being formed which
would include designated CISOs of the Constituents to finalize standards and implementation of
Cyber Policy.

3.4.2 SCADA Issues of H.P.
3.4.2.1 HPSEBL informed that SOE’s of the following Sub-Stations were not being generated in
the SCADA:
i) 220kv Sub-station Jeori
ii) 132kv Sub-station Darlaghat
iii) Malana HEP
iv) 132kv Sub-station Palampur
v) Phozal HEP
Representative of POWERGRID informed that in co-ordination with SCADA vendor the issue
would be resolved by 31st July 2017.

3.4.3 Issues of PSTCL:
3.4.3.1 Representative of PSTCL informed regarding non-functioning of multisite functionality. He
informed that data was being transferred through ICCP and requested POWERGRID to take up the
matter with M/s SIEMENS for its early solution.
Representative of POWERGRID informed that visit by SIEMENS would be arranged to resolve the
issue and POWERGRID would co-ordinate for implementation of Multisite as per approved design.

3.4.3.2 Third party Security audit of SCADA/EMS:
PSTCL representative informed that Third Party Security audit of SCADA/EMS planned for the
month of May, 2017 was still pending. He requested POWERGRID to take up the matter with M/s
Siemens for conducting the same.
Representative of POWERGRID informed that third party audit was conducted in October, 2016
for the last year and for this year audit would be conducted in October, 2017.
PSTCL representative stated that schedule for EMS training at SLDC Patiala was still awaited.
The deliberation on this issue is covered under item no 3.4.1.3 &3.5
3.4.4 Pending SCADA issues of UPPTCL
3.4.4.1 UPPTCL informed the following major problems to be resolved by M/s SIEMENS:
i. Testing of Multisite functionalities including complete switchover of Main& Backup SLDC.
ii. Switchover to NMS 2 is not taking place since shifting of Main SLDC from Shakti Bhawan to New
SLDC building at Gomti nagar.
iii. Commissioning of PDS is due.
iv. Functioning of EMS is pending in OTS & its consoles.
v. Non-submission of analysis reports of various incidents.
vi. Frequent Core Dump on various servers at main & backup SLDCs.

vii. Action on various problems written in defect register from Nov’16 to April’ 17 are still pending.
Even timely acknowledgement of problems written in defect register is not done by Siemens site

viii. Non-attending of various issues reported since November’16 to February’17.
ix. Automatic transfer of historical data from Main to Backup SLDC & vice versa is not taking place
after restoration of Multisite even if the failure is for short duration. Process of manual transfer
given by M/s Siemens is also not useful for transfer of large data.
x. Proper procedure has not been developed by M/s Siemens for registering / lodging complaints.
During meeting with Siemens on 23-05-2017, it was informed that it is in implementation stage at
NRLDC and will be ready for other constituents within 15-20 days but it is still pending.
xi. Site engineers of Siemens often do not get ample & timely support form Back office team.
Moreover, there are not sufficient manpower at back office to give timely support to site engineers
due to which problems remain pending for long time.
xii. Events/messages recorded at Main & Backup SLDC are not matching even when multisite
communication link is available.
xiii. SOE of same day taken on different dates shows number of discrepancies. SOE of Main SLDC for
30-04-2017 taken on 1st, 2nd and 3rd May’17 has been emailed to Siemens on 03-05-2017 but
response/action from Siemens is still pending.
xiv. Archive message of same day taken on different dates are also different. This issue has also been
raised during 83rd MRM but Siemens response is still awaited.
xv. When suspected data is replaced in SCADA, the status of same shows O.k in eDNA report instead
of replaced status. This issue was raised in 10th TeST meeting as well as in 83rd MRM but problem
is still unresolved.
xvi. Historical Data (Values as well as message) for data before 20-04-2017 is unavailable at backup
SLDC Modipuram.
xvii. Transfer of Historical data on Tape and its replay at Main/Backup SLDC is still pending/not
demonstrated by Siemens.
xviii. Following problems of backup SLDC reported to Siemens several times are still unattended.
xix. Non Working of DG set in Auto Mode
xx. Non Working of Insight Power Management software on UPS console.
xxi. Replacement of damaged doors of server racks and E-shape table.
xxii. Maintenance of defective Router at Sub-LDC Panki, Terminal Server at Lko.
xxiii. Following EMS Application are not running since beginning and no support has been provided by
Siemens in running these applications.
a) Security Analysis
b) Security Dispatch
c) Transmission Corridor Monitoring
d) Load Forecasting
Representative of POWERGRID informed that POWERGRID is continuously coordinating with
M/s SIEMENS to resolve all SAT related pending issues. He requested UPPTCL to directly take up
the AMC related issues with M/s SIEMENS. POWERGRID informed that representative of
SIEMENS was requested to attend all UP pending issues and submit their report by 31.07.2017.
UPPTCL representative discussed the issues with representative of M/s SIEMENS Subsequently,
UPPTCL informed the status, according to which most of the above issues have been attended by

SIEMENS and closed. For EMS applications issues (sr. no xxiii a, b ,c & d) Representative of
SIEMENS informed that same will be resolved during proposed EMS training at SLDC Lucknow.
3.4.5 Delay in Database Synchronization between Constituents:
Representative of UPPTCL informed following database synchronization issues:
a) Problems in Synchronization of Network map had been observed every time and Network map
display was not in synchronism with NRLDC.
b) Synchronization with NRLDC/Constituents was to be done regularly on monthly basis.
POWERGRID informed that representative of SIEMENS was requested to attend all UP pending
issues and submit their report by 31.07.2017.
3.4.6 Time mismatch observed in SOE
Representative of RVPNL informed about time mismatch, observed in SOE generated in the
SCADA system for incidence of complete outage of Kawai-Kalisindh-Chhabra complex in
Rajasthan on 20th May-2017 (20.06 Hrs.) for 765 KV GSS Phagi and 765 KV GSS Anta.
After deliberations on this issue, representatives of NRLDC suggested RRVPNL to check
time synchronization of the gateway and inform the status. RVPNL agreed to check time
synchronization of the gateway.

3.4.7 Issues of HVPNL
3.4.7.1 Website: HVPNL representative informed that Haryana SLDC website name is
www.haryanasldc.org, but it opens up with the domain namewww.haryanasldc.org/Corporate UI
.He added that M/s. Siemens may be asked that ‘Corporate UI’ should not be required with the
domain name, so that website could be accessed with its domain name www.haryanasldc.org. He
mentioned that the issue was discussed in the MRM dated 23.05.17, wherein, NRLDC had assured
to coordinate & got resolved the issue, but the problem could not be resolved.
Representative of POWERGRID agreed to take up this issue with M/s. SIEMENS and get it
resolved by 31st July 2017.

3.4.7.2 Wrong status depiction in eDNA: HVPNL representative stated that when suspected data is
replaced in SCADA the status of the same is shown OK in eDNA report instead of the ‘Replaced’
status. M/s. Siemens is required to rectify the same. The issue was discussed in MRM dated
23.05.17, wherein it was informed that M/s Siemens would resolve the issue with in a week's time.
But, its resolution was still pending.
Representative of POWERGRID agreed to take up this issue with SIEMENS and get it resolved by
31st July 2017.

3.4.7.3 EMS Training: HVPNL representative requested to provide the schedule of EMS training.
Deliberation on this issue is covered under item No. 3.4.1.3 & 3.5
3.4.7.4 Database Synchronization: HVPNL representative stated that the incremental ICCP data base
should be provided along with domain data while database synchronization on monthly basis, so
that changes with respect to the other constituents could become available with every database
modifications.
This issue was covered under item 3.4.1.2.
3.4.7.5 Survey off of equipment installed under ULDC PH-I: HVPNL representative stated that
POWERGRID may update the status of petition filed in CERC regarding complete transfer of
assets to the constituent States after recovery of total cost and survey-off procedure for Equipment
installed under ULDC Phase-I.
Deliberations on this issue is covered under item 2.6.
3.4.7.6 EMS tuning: HVPNL representative informed that a Junior Engineer from SCADA-EMS Divn.,
HVPNL, Panipat was deputed to NRLDC for a week-time to have hands-on session regarding EMS
tuning activity. Thereafter, continued EMS tuning activity is being carried out at SLDC System.
But in the event of some problems being faced or having any misconceptions, there was no help /
support available from M/s. Siemens Engineers deployed at SLDC, Panipat as they were not
conversant with the EMS functionality of the system. He requested that an appropriate arrangement
in this regard be made or Engineers at SLDC be made conversant with EMS functionality so that
inclusive benefits of the system features could be harnessed.
Representative of POWERGRID agreed to take up this issue with M/s SIEMENS.

3.5 EMS Training by SIEMENS at NR SLDCs:
SE, NRPC informed that M/s SIEMENS had submitted following prerequisite/conditions to start
training at SLDCs, which would include modules on EMS modelling in IMM, State Estimator,
Dispatcher Power Flow, Security Analysis and Network Parameter Adoption:
1. Complete Data base modeling should be available in TNA in parallel with SCADA.
2. State Estimator and Dispatcher Power Flow should be running.
3. No network tuning will be done during this training session.
4. Training will be Siemens system oriented i.e. theory behind the modules is planned in training
5. The above training will be conducted in 5 days. If additional days are required for any activities
related to training, same will be charged extra.
6. Training will be provided at each constituent’s location and training time will be from 9:00Hrs to
17:00Hrs.

SE, NRPC requested all SLDCs to express their views regarding the acceptance of
prerequisite/conditions, to start the training at the earliest. Some of the members expressed concern
about the prerequisite. However, after detailed deliberations representatives of all SLDCs present in
the meeting agreed for the prerequisite and expressed their consent to start the training at the
earliest.

4.1 Present Status of Telemetry :
4.1.1 Non-Availability / Reliability of Telemetry
4.1.1.1 Representative of NRLDC informed that, even though the telemetry integration is ensured before
charging the new element, the reliability of telemetry is not at all ensured at the new stations at 400
kV integrated in the system. The reliability of telemetry of the following stations is very poor ,
which includes some stations ,where telemetry is not reliable since its integration:

4.1.1.2 NRLDC representative shared the availability of the telemetry for the central sector station and
informed that the telemetry of above stations is highly intermittent causing problem in day to day
grid operation. He requested all the members to look into the matter and resolve the issues at the
earliest.
4.1.1.3 Member secretary, NRPC requested concerned Utilities to take immediate necessary action to
provide reliable telemetry from all stations.
4.1.1.4 The sub-Committee expressed concern about unreliable telemetry, which is detrimental to safe and
economic operation of the grid. It was also emphasized that non-availability of telemetry is non-
compliance of regulatory provisions. The sub-committee advised all the concerned utilities to take
immediate steps for ensuring reliable telemetry at their respective sub-station/generating stations.
Concerned utilities for providing reliable telemetry at the above mentioned stations were advised to
submit action taken report by 31st July,2017 NRPC Secretariat & NRLDC.

4.1.2 The problem in the RTU / SAS gateway :
4.1.2.1 Representative of NRLDC informed that redundant ports were not available in the following
stations even though the communication had been provided , resulting in non-availability of real
time data in case of one channel failure:

4.1.2.2 Member secretary NRPC requested concerned Utilities to take immediate necessary action for
restoration / provision of the port for reliable communication and submit action taken report to
NRPC Secretariat & NRLDC. Concerned utilities assured that they would look into the issue and
resolve at the earliest.

4.1.3 Telemetry of digital status :
4.1.3.1 Representative of NRLDC informed that there is no improvement of digital telemetry status even
after regular follow up by NRLDC in previous TeST meetings. He made a presentation in this
regard. He mentioned that in 10th TeST Sub-committee meeting it was decided that the constituent
would furnish the availability status of 220 kV and above stations and improvement there of. But
the same was not furnished.
4.1.3.2 The sub-committee advised all the members to furnish the latest status of digital data telemetry of
all the 220 kV and above stations in NR and requested members to submit action plan, for 100%
availability of telemetry in Northern Region, to NRPC Secretariat and NRLDC.

4.1.4 ICCP communication between PTCUL and NRLDC
4.1.4.1 Representative of NRLDC informed that ICCP communication link between PTCUL and NRLDC
is highly non-reliable and there is outage of days together. Till time Fibre optic connectivity is
established alternate channel may be arranged by PTCUL at the earliest.
4.1.4.2 Representative of PTCUL was not present in this meeting. Representative of POWERGRID
proposed that a team comprising members from NRPC Secretariat, NRLDC and POWERGRID
may visit to PTCUL, Dehradun to understand the constraints and resolve all telemetry and
communication related pending issues. SE, NRPC agreed to take up the matter with PTCUL.

4.2 Telemetry issues of UPPTCL :
4.2.1 UPPTCL representative informed that there had been co-ordination issues with POWERGRID in
reference to calcheck data accessed from POWERGRID sub-stations. The errors/inaccuracies

observed in telemetry data obtained from sub-stations of POWERGRID persisted for long, although
regular requests were made to address the same.
He added that the inaccuracy/ mismatch (in SCADA Vs SEM) for the following calcheck points of
UP State was reported in past months but problems at POWERGRID ends were not resolved.
i) 400 /220 kV Allahabad PG ICT -III
ii) 400 /220 kV Bhagpat PG ICT –I
iii) 400 kV Mainpuri PG- Parichha
iv) 400 kV Kanpur PG -Orai
4.2.2 He proposed that a nodal officer from POWERGRID may be nominated for better co-ordination.
POWERGRID agreed to arrange local coordinator to resolve the problems.

4.2.3 Regarding non-availability/inaccuracy in real time SCADA data with SEM at 400 kV Madhura
sub-station UPPTCL requested NRLDC to resolve the problem.
NRLDC assured to look into the issues related to SCADA data mismatch with SEM and restore
accuracy of telemetry data.

5.1 URTDSM Project Status:
5.1.1 Representative of POWERGRID informed that materials for PDC for 8 out of 9 nos. of SLDC
control centres had been received at site. He added that FAT for balance control centres i.e. NLDC,
NRLDC and J&K PDD was under progress and by July end materials would be delivered at site.
5.1.2 POWERGRID representative requested all the Constituents to ensure space for installation of
Servers in SLDC control rooms and to ensure availability of manpower to implement the Project
before target date, Dec, 2017.
5.1.3 Members present in this meeting agreed for the same.
5.2 Constraints in URTDSM project:
5.2.1 Representative of POWERGRID informed that there was issues in allowing shutdown required for
CT/PT termination at various station under URTDSM Project.
He added that POWERGRID was installing PMUs at various sub-stations of central and state
sector. For commissioning of PMUs at site, CT/PT and DI termination was required for existing CR
panels. CT/PT termination for most of the stations had been done in live line condition. However,
some of the stations specially generating units of NTPC and UPRVUNL were insisting for
shutdown for CT/PT termination.
5. Unified Real Time Dynamic State Measurement (URTDSM) Scheme.

After discussion with NRLDC for shutdown, vendor had been deployed 4 times at Obra-BTPS and
3 times at Singrauli station, however at last moment shutdown could not be allowed citing grid
related issues. Consequently, Vendor was very reluctant to visit again at site citing shutdown issues
and commissioning also hampered due to this. He informed that in each sub-station 30-30 min.
shutdown is needed for each of the feeder for CT/PT connections.
POWERGRID requested NTPC and UPPTCL to co-ordinate for the outages. Both constituents
agreed for the same.

5.2.2 Space for installation of PDS / PDC at SLDC Dehradun at PTCUL:
Representative of POWERGRID informed that PTCUL did not provide space for installation of
PDS / PDC at SLDC Dehradun. PDS Materials were dispatched to Dehradun in Feb,16. However,
PTCUL officials did not take delivery of PDS materials even the matter was discussed during 7th
TeST meeting, now PDS is temporarily stored at Dehradun sub-station of POWERGRID and FAT
for PDC is going on and PDC would be dispatched in July, 2017. He added that PTCUL may
ensure space for PDC at site.
It was noted that PTCUL representative was not present in the meeting.The sub-committee advised
NRPC Secretariat to take up the matter with PTCUL.

The sub-Committee advised all the concerned utilities for co-operation in implementation of
URTDSM project in time.
5.3 Latest update on URTDSM:
5.3.1 Representative of PSTCL informed that, URTDSM project for supply/installation/commissioning of
3 no. PMUs was scheduled to be completed by Mar/April 2017,as per original schedule conveyed
by POWERGRID and accordingly the same was conveyed to Punjab State Electricity Regulatory
Commission (PSERC). But works were not completed at SLDC control centre, Ablowal. He added
that as per latest updates received from POWERGRID, FAT for PDC was scheduled on 10.04.2017
but, as mentioned above, control centre activities were still pending. He requested POWERGRID to
provide latest status of this project, so that PSERC may be intimated about the same.
5.3.2 POWERGRID representative informed that URTDSM control centre hardware had been received at
site and installation work would commence shortly. Commissioning is planned by Sept, 2017.
5.4 URTDSM Communication issues:
5.4.1 UPPTCL requested POWERGRID to provide details of communication routes & availability status
and connectivity to servers at SLDC Lko., so that monitoring of communication routes may be done
and bottleneck, if any, may be removed before commissioning of URTDSM project as PMUs at
some location in UP had been installed.
5.4.2 Representative of POWERGRID informed that they would provide the communication route and
port details as required by UPPTCL by 15th July’ 2017.

5.5 BBMB URTDSM ISSUES:
5.5.1 BBMB representative informed that in the 10th meeting of TeST, POWERGRID representative
informed that FAT of PDC was scheduled in April, 17 and the delivery was expected to be done in
May, 2017. However, no equipment was received at BBMB SLDC, so far. It was also brought out
that the URTDSM equipment cannot be installed at BBMB SLDC, until the commissioning of new
UPS to be supplied at BBMB SLDC is completed.
5.5.2 BBMB requested POWERGRID to provide activity wise PERT chart of all the activities to be
carried out at BBMB SLDC under URTDSM Project so that the activities can be planned properly.
5.5.3 POWERGRID representative informed that L2 schedule provided earlier to all constituents was not
revised till that date. He added that Progress had been updated in each TeST meeting. He informed
that all PMUs under BBMB had been commissioned and PDC had been delivered . UPS would be
supplied by Sep,17 as per the commissioning target, which is Sept, 2017 . He further informed that
for the completion with SAVT target is Dec, 2017.
Additional Agenda:
A1. Status of action taken
A1.1 SE, NRPC stated that all the members were requested to submit status on the action points identified
in 10th TeST sub-Committee meeting. But only POWERGRID had intimated the status. He
requested that status may be submitted by 31.07.2017.The list of action points along with the time
line and name of concerned utility is enclosed at Annexure-II.
A2. Presentation by Vendors on Latest Developments in SCADA and Communication equipment
A 2.1 Presentation was made by ABB, GE, Motorola (MB control) and Synergy Systems and members
were apprised about the latest developments in SCADA and Communication equipment.
T1: Table Agenda by PSTCL:
1. PSTCL representative informed that Nokia Mux was phasing out. He requested for suitable
replacement to ensure healthy Communication System especially at 220kV Barnala and 220kV
Malerkotla, as no SDH is installed there, besides 220kV Lalton Kalan, 220kV Gobindgarh-1,
220kV Jamsher.
POWERGRID representative informed that replacement was not possible. He suggested that
PSTCL should take action for replacement.
2. PSTCL representative informed that 4 Nos. Battery Chargers and associated Dry Battery were
required at sites- Malerkotla, Barnala, Gobindgarh-1 and Jagraon as these stations have Lead Acid
Batteries which were installed by PGCIL during the up gradation/replacement of Microwave

Towers with OPGW system and the same were being used for OPGW till date. Now these need
replacement with Dry type VRLA Batteries as these equipments have outlived their useful lives.
POWERGRID representative informed that replacement of batteries is the responsibility of PSTCL
and requested PSTCL to take necessary action .
3. PSTCL representative informed that data transmission from 400kV Nakodar was very critical as it
is inter-state LILO point, 400kV data from Talwandi Sabo being a generator is also a crucial one
along with 400kV Muktsar data, too. Hence provision may be made so that data for afore-
mentioned 3 Nos. sub-stations may directly respond to SLDC Ablowal via 400kV Moga sub-station
instead of present data route which is being followed via 220 kV Moga.
POWERGRID representative agreed on the same and informed that they will explore the options to
consider PSTCL proposal for necessary action.
4. PSTCL informed that in order to minimise frequent tripping/burning of PDH cards at 220KV S/Stn.
Moga, separate earthing of carrier room of said S/Station. was being carried out. Planning & Design
was complete. Tenders would be opened on 10.07.2017 and work order would be issued. Separate
earthing of carrier room is likely to be completed before 31.07.2017.
This issue was covered under item 2.2.2.
5. PSTCL representative informed that names of 5 officers were conveyed to NRPC. He requested
that training may be imparted to them.
This issue was covered under item 3.5.
