“Change is in the air” Summer gives way to fall, the weather changes, days draw shorter, and a new season of maintenance arrives at Ashland Parks & Recreation.

This year during the budget process, the Ashland Parks and Recreation Commission identified many park areas requiring attention. Some of the projects were the result of use and others a result of age. They ranged from replacing playground equipment at Garfield Park to repaving parking lots and fixing broken concrete sidewalks damaged by time, weather and tree roots.

Also included in this year’s work plan was the rebuilding of two greens at Oak Knoll Golf Course and three significant historical projects for the preservation of our past: Lithia Park rehabilitations of the Enders Shelter, Perozzi Fountain and the entrance bridge leading in to the playground area. These projects will be challenging and may require additional community support to fully meet target goals.

During the process of developing their project list, the Commission saw two primary criteria rise to the top: safety issues and extending the lifespan of park amenities. Most of the projects will accomplish both goals. One of the most significant safety-related projects, as identified by the Commission, was the resurfacing of the Calle Guanajuato, which they aim to achieve during fiscal year 2012-2013.

We are dedicated to rehabilitating our valuable parks system and protecting the investments of the citizens of Ashland. We hope to achieve our goals with minimal impacts to user groups. Periodic park project updates, often providing progress on Commission goals, can be found on the City of Ashland Web site at www.ashland.or.us.

Refund Policy• If a participant cancels a registration at least one

week (7 days) prior to the start of a program, a full refund will be given minus a $10 processing fee per transaction, or a full credit toward a future program (whatever the registrant prefers).

• If a participant cancels less than one week (7 days) prior to start of program, a full credit will be given. No cash refunds will be issued less than one week prior to class. The supervisor in charge will have the authority to take appropriate action and make every reasonable effort to satisfy the customer.

• No cash refunds will be issued for classes costing $10 or less, but a full credit will be issued.

• Refunds/credits will not be issued for unattended classes or events.

• If an event or program is cancelled or changed by Ashland Parks & Recreation, a full credit or refund will be issued. The Ashland Parks & Recreation De-partment reserves the right to cancel any activity due to insufficient enrollment or other reasons.

The Ashland Senior ProgramThe goal of the Senior Program is to provide a support system to the older residents of Ashland, helping them live more independently and continue as contributing members of the community. The following are services provided through the Senior Program:• Information and Referral: referrals to local and regional

resources for seniors• Senior Food Box Program: provides delivery of a nutri-

tional food box on a quarterly basis to homebound seniors• Outreach and Advocacy: assessment and assistance in

guiding clients to appropriate services when needed• Health-Related Activities: POLST/Advanced Directives

assistance, blood pressure testing, foot care clinics, and other health services as available

• Educational Activities: seminars and workshops on topics of interest to seniors

• Senior Utility Discount: screening for a discount on City utility bills for income-qualified persons age 65 or older, or qualified disabled persons age 60 or older

The Senior CenterThe Senior Program administers a variety of recreational and social activities at the Senior Center. The center also serves lunch, by donation, through the Food & Friends Program for seniors age 60 and older from 11:30 am to 12:30 pm, Monday through Friday. Meals on Wheels home delivery is also available. Ongoing activities offered at the Senior Center include:

Volunteer Profile

The Ashland Senior Center The Senior Center, located in Hunter Park at 1699 Homes Avenue, is open Monday through Friday, 8:30 am to 3:30 pm. For more information or to request a newsletter, please call the Ashland Senior Program at 541-488-5342.

Lynn has been an avid volunteer for the Food & Friends lunch program at the Senior Center for nearly five years. She brings a special kindness and a smile that lights up the room. Lynn also volunteers with her church and, along with her husband Roy, visits homebound friends of the Senior Program. She shares much of herself and we delight in hearing stories about her beautiful

grandchildren. Her cheerful and caring disposition is such an important part of the Senior Center.

Free Bus Punch Cards/Valley Lift Vouchers

There are a limited number of free bus punch cards and Valley Lift vouchers available to se-niors, age 62 and older. Punch cards are not transferable and apply to regular bus use only.

Fall is a favorite season to appreciate the outdoors and be mindful of changes occurring in nature. Here are some ways you can help care for the environment.

leaf recycling: Please keep leaves out of the landfill & the storm drains. Leaves collected in Ashland Parks are composted for amending flower and shrub beds, which you too can do at home. Or you can take advantage of the Free Leaf Drop-Off program offered by Recology Ashland Sanitary Service on three Sundays this fall: November 11, December 2 & 16. Bring your leaves to the Ashland Recycle Center on Water St between 9:00 am and 4:00 pm. Call 541-482-1471 for more information.

Checking Irrigation: With lower temperatures and shorter days, you can save water by reducing your irrigation. Modify your controller schedule and turn it off when the rains begin. The City of Ashland Water Conservation Division offers free on-site sprinkler system evaluations to assist customers in saving water and money while maintaining healthy and attractive landscapes. Call 541-552-2062 to schedule your appointment.

rounding up Plastic: Want to get rid of those old patio chairs without sending them to the landfill? Jackson County Recycling Partnership will again host two drop-off locations: Jackson County Expo in Central Point and Ashland National Guard Armory in Ashland on October 19 & 20 from 9:00 am to 4:00 pm for $5 a car or pick-up load for numerous types of plastic, including grocery bags, cereal and chip bags, to-go containers, lawn furniture, toys, nursery pots, CDs, buckets and more. Plastic MUST BE PRE-SORTED into 3 categories: soft plastic, hard plastic and nursery plastic. For more information please visit www.jcrecycle.org.

THE ORGANIZATIONThe Ashland Parks Foundation, established in 1995 under the laws of the State of Oregon as a nonprofit corporation, is recognized by the U.S. Department of Treasury, Internal Rev-enue Service as a 501(c)(3) tax-exempt benefit foundation. It is administered by a five-member board of Ashland residents.

WAYS TO GIVEGifts to the Foundation can be tailored to your own financial position and will usually have tax advantages. The Founda-tion is grateful for gifts of any amount. The Foundation’s legal counsel is available to work with prospective donors.

About North Mountain Park & The Nature Center — Hours & Overview• North Mountain Park is open sunrise to sunset, year-round • Nature Center is open Monday—Friday | 8:30 am—4:30 pm

The North Mountain Park Nature Center is located next to Bear Creek at 620 N Mountain Ave in Ashland. The Nature Center offers a variety of programs and interpretive exhibits that teach about local natural and cultural history and sustainable living. Help support the North Mountain Park Natural Area and Community Programs by purchasing an engraved brick to be installed in a walkway around the North Mountain Park Nature Center. Discovery Kits Help You Explore the Park! Discover aquatic insects, learn the secret behavior of birds, become a geologist for the day, or explore owl pellets. Discov-ery Kits are ideal for children ages 6 – 11 and accompanying adults. Kits may be checked out for a $3 fee for up to 2 hours during the Nature Center’s hours of operation. Make a day of it – bring a picnic lunch, check out a Discovery Kit, and take time to enjoy the park.

Rent the Pavilion for Special Events! The pavilion at North Mountain Park is available for private special events such as birthday parties, receptions, meetings, picnics, and family gatherings. The fee is $55 for 4 hours and a $75 refundable security deposit is required upon booking. Please call 541-488-5340 to make reservations.

Build Your Body This adapted program is for youth AND adults with developmen-tal, intellectual or physical disabilities. Work one-on-one with the instructor, Serena Hoke, in a small group or sign up with a friend (or two)! While promoting a healthy lifestyle, this class aims to create an activity program that is fun, while addressing your fitness goals. We can lift weights, go swimming, take a hike, play basketball or work with hand-eye coordination and reflexes. The options are almost unlimited! Designated Outdoor Reservable SitesThere are several reservable sites to choose from, including rustic natural areas with picnic tables and barbecues for groups of up to 250 people as well as small and large green lawns for more intimate or formal gatherings. Formal facility reservations available May through September only.

Indoor Reservable FacilitiesThe Community Center and Pioneer Hall are indoor facilities avail-able to rent for events such as weddings, receptions, birthday parties, meetings, and conferences. Fees and deposits are required.

Reservations and Use PermitsReservations and Use Permits are required for all outdoor special events, including but not limited to walkathons, concerts, festivals, and weddings. Parks Commission approval is required for some special event requests.

It’s Easy to Reserve in Lithia Park! You can make a formal reservation with a debit/credit card by call-ing 541-488-5340. To pay with a check or cash, visit the Ashland Parks & Recreation office located at 340 S Pioneer Street. There is a refundable security deposit for any formal reservation. The wed-ding package is $400–$1150 depending on your needs. For other events, such as picnics, birthday parties and family reunions, fees vary from $55–$75 per 4-hour time block depending on the location.

Plants of the rogue Valley for homeschoolers Ages 5 to 8

In this outdoor program, students will explore and use a variety of plants as they engage in an exploration of the Park’s gardens and natural areas. They will also have a chance to harvest seed as they learn about seed dispersal and germination. Finally, through outdoor games, students will learn about the role of native plants in supporting local wildlife. Volunteer Profile Susan Dallas, Ashland resident for nearly 40 years, answered the call for help in maintaining our pesticide-free parks. She took part in our first volunteer clean-up at Scenic Park in Janu-ary of 2011. Since then Susan has been a regular at over 15 neighborhood park “work parties” throughout Ashland.

“It’s a privilege to live here knowing our parks are free of pesticides. Picking weeds is a small way of giving back for all of the years of enjoy-ment my family has had playing in our parks. Our weekend work parties are fun, all working together for a common goal. Come out and join us sometime!”

On Saturday, October 6, from 11:00 am to 4:00 pm, the Bear Creek Salmon Festival returns to its roots by putting salmon back in the spotlight by using the original event name: Bear Creek Salmon Festival. The 8th Annual festival, which takes place the first Saturday every October, will acknowledge recent improvements to salmon habitat in our region and shed light on watershed awareness. Participants of this free event will enjoy a variety of fun outdoor activities such as fly or spin-casting, exploring Bear Creek, listening to Native American drumming and story-telling, and learning how to become better stewards of local streams. Contact & Creative Movement Improvisation

Participants will be guided through semi-structured and structured movement routines in order to co-create movement in real time. Improvisation will be investigated as a way to generate, translate and play with what we imagine, sense and perceive in order to draw awareness to body choices and patterns as material for composition. Holiday Pie Making Basics Pumpkin, apple, peach and berry pies… any way you slice it, fresh pie is a treat! During this pie-making workshop, you will learn how to make a fresh, flaky pie crust from scratch in about the same amount of time it takes to read the ingredients on the package of a frozen pie shell. You will also learn how to create delicious pies using fresh and frozen ingredients. Plus, you will even take home your own ready to bake mouth-watering creation. Date and time to be determined.

KidVenture Preschool Is your child between the ages of 3 and 5 (child must be 3 by May 1, 2012) and in need of some beginning enrichment in preparation for Kindergarten? KidVenture Preschool provides an enriching, fun, safe and caring learning environment for preschool students. The KidVenture program offers playful and creative learning activities to enhance your child’s imagination while providing skills that will be needed for Kindergarten.

KidVenture has two sessions: morning preschool from 9:00 am to 12:00 pm and afternoon preschool from 1:00 pm to 4:00 pm. Cost is $125 per month and runs from September 5, 2012 to June 6, 2013. A registration fee of $30 is required but will be waived if signing up for automatic payments. The Ashland Parks & Recreation DepartmentThe Ashland Parks & Recreation Department is overseen by a five-member elected Parks Commission. The goal of the Parks Commission is to provide and promote recreational opportunities and to preserve and maintain public lands.

The department has three divisions:• The Parks Division operates, maintains, constructs, and plans parks and recreational facilities within the system.

It also develops new parks and administers open space areas.

• The Recreation Division provides recreation activities for people of all ages.

General Park Rules & RegulationsPark hours — dawn to dusk

Alcohol/narcotics — Not permitted in any Parks-managed property

Smoking — Not permitted in any Ashland park.

Amplification — A reservation is required for any amplified sound and is only allowed in Lithia Bandshell.

Fires & Barbecues — Fires may be built only in designated fire rings or in barbecue stands raised off the ground. Please do not leave a fire unattended or depart before extinguishing any fire.

Camping — Not allowed in any Ashland park.

dogs — Except for service animals, dogs are only allowed in dog-friendly park areas. To view a map of dog-friendly parks in Ashland, visit www.ashland.or.us/dogfriendly.

Firearms — The use of firearms, fireworks and explosives are not permitted in any Ashland park.

Horses/exotic Animals — Not permitted in any Ashland park.

Vending — No selling or soliciting is allowed in any Ashland park.

Facility RentalsThe Ashland Parks & Recreation Department has three indoor facilities suitable for many types of events: the Community Center, Pioneer Hall and the Ashland Senior Center. All facilities have chairs and tables available. Alcohol is allowed with a fee of $150 (except at the Ashland Senior Center). Fees, capacity, and availability vary for each facility. Call 541-488-5340 for information on all rentable facilities.

Lithia Park BandshellEvents involving a performance or amplification may take place only at the Bandshell. The noise level must not exceed 75 db when monitored from a point directly across from the bandshell on the park-side of Granite Street. Maximum performance time is 1.5 hours, and all performances and activities must conclude by 8:00 pm. Formal reservations of the facility available May through September only.

Park & Facility Refund PolicyCustomers receive a full refund with a one-week notice, or if inclement weather prevents use of a reserved area.

Ashland Community Skate Park1. All participants are required to wear protective head gear while using the Skate Park.2. Skateboard and Rollerblade activities have priority over bicycle activities.3. Use the Skate Park at your own risk.4. Do not use the facility when the skate surface is wet.

Ashland Community GardensThe Ashland Parks Department is currently managing four community gardens: Ashland Creek Park on Hersey Street, Scenic Park, Clay Street Park and Garden Way Park.
