Purpose of Course
This information sheet lays out the requirements that need to be met to satisfy CASA for the grant, under CASR Part 66, of an Aircraft Maintenance Engineer Licence (B1.1, B1.2, B1.3 or B1.4), as per 66.A.25 and 66.A.30 of the CASR Part 66 Manual of Standards dated May 2016 Candidates must undergo a Recognition of Prior Learning (RPL) assessment during the initial enrolment phase to ensure that appropriate units of competency are selected for the category/sub-category of licence being sought (e.g. fixed wing or rotary wing, gas-turbine engines or piston engines). The pathways consists of:
• common and technical stream units required at Certificate IV level in the aircraft maintenance stream;
• additional diploma level common and imported units that cover supervisor level OHS competency plus competencies required by CASA for the exercise of licence privileges; and
• Diploma level mechanical technical stream units covering basic electrical, advanced fault diagnosis and structural repair/modifications.
Target Group These pathways apply to:
• Qualified individuals (trade qualified, Certificate IV qualified, licensed aircraft engineers domestic and foreign) seeking the grant of a CASA B1 Aircraft Maintenance Engineer Licence covering the supervision, performance and certification of mechanical maintenance on both un-typed and type-rated aircraft and engines.

Assessment Method and Delivery Mode
CASR Part 66 The under-pinning theory is in line with the CASR Part 66 basic knowledge syllabus. The syllabus is modular in format with CASR Part 66 Multi-Choice-Question examinations as summative assessments as per 66.A.25 of the CASR Part 66 MOS. RPL towards the CASR Part 66 basic knowledge syllabus can only be given if candidates can evidence CAR31 CASA basics, CASR Part 66 Modules, EASA Member State Part 66 Modules, overseas licence holders that AA are approved to give credit from or, ADF Personnel that hold the relevant rank and maintenance authorisations. For units of competency that don’t align with Part 66 modules (e.g. MSAENV472B Implement and monitor environmentally sustainable work practices and MEA142 Manage self in the aviation maintenance environment), candidates will be assessed through online training courses with work-based assignments or, candidates have the opportunity to provide evidence of competence through the RPL process. Practical Competency Practical competency is initially determined through the process of RPL and unit accreditation. Any gaps in competency can be gained on-the-job via a competency journal-of-experience accompanied by evidence of the maintenance carried out.
Duration Varies. Post RPL Candidates can choose to self-study the training material and sit the required examinations/essays, or attend scheduled instructor led classes, or a combination of both.
Costing • $2,000 enrolment/RPL/Journal of Experience/certification fee
• The remaining costs for training material and CASR Part 66 examinations can only be determined by RPL and are therefore in addition to the above fee.
Pre-requisites for certification
As per 66.A.30 of the CASR Part 66 Manual of Standards (May 2016) – candidates need to prove a minimum of 3 years (B1.2 and B1.4) or 4 years (B1.1 and B1.3) working in category/sub-category with a minimum of 12 months of experience accumulated immediately before application of licence.
Outcome • An Australian Qualification Framework (AQF) Statement of Attainment for units of competency achieved,
or,
• For B1.1 and B1.3 only: Issuance of MEA50215 Diploma of Aeroskills (Mechanical) if the competencies meet the packaging requirements of the Aeroskills Training Package (this involves the candidate also satisfying unit of competency MEA148), and,
• CASR Part 147 Certificate of Recognition for CASR Part 66 basic knowledge examinations/essays passed at over 75%, and,
• CASA Form 465 submission once the full requirements of 66.A.25 and 66.A.30 of the CASR Part 66 Manual of Standards (May 2016) have been met.
