1 Executive Summary

This deliverable presents the Cockpit Dissemination Report 1st version. The

document forms part of WP6 Dissemination and Exploitation of the Cockpit

project.

The scope of this report is to give a thorough overview of all dissemination tools

and activities which has been prepared and carried out by the Cockpit partners

with the aim to raise awareness and disseminate the project results during the

last reporting period from M13 until M24.

Within this period major project developments were achieved such as the

finalization of the 1st integrated Cockpit ICT toolkit and the start of the 1st piloting

cycle. Therefore, in coordination with this overall project progression and

supporting this important stage of the project, the project partners attempted to

prepare and carry out the dissemination tools and activities accordingly.

The main areas addressed concern the update (or new creation) of the tools and

activities the partners have used in order to enhance the project dissemination. A

considerable set of new dissemination tools was prepared during this last

reporting period, especially the creation of detailed and very informative new

Cockpit video material can be pointed out within this context. Additionally, it

needs to be stressed that during the last year, the project partners put special

effort in project related publications (either as papers in conferences or scientific

publications) as well as in presenting Cockpit in project related events.

The section on dissemination tools and activities finalises with an overview

summary of the activities carried out in order to present these efforts at one

glance. Besides, the document provides a set of success criteria which were

established in Deliverable D6.5 Dissemination Plan. This table presents various

quality and quantitative assurance parameters aiming at evaluating the impact of

the dissemination activities. The deliverable concludes with a brief overview of

the dissemination approach the project partners envision to adopt during the last

project year.

2 Introduction

The present document provides an overview of the dissemination tools and

activities created and performed by the Cockpit partners in order to disseminate

the project results during the second project year. This deliverable forms part of

Cockpit WP6 Dissemination and Exploitation.

The document is structured in four main sections. The first chapter presents in

detail all dissemination tools and activities the partners have relied on during this

last reporting period. According to the categorisation established in the

Dissemination Plan (D6.5), this chapter is divided into dissemination tools and

dissemination activities. Dissemination tools are understood to be the vehicles

used to transport the most important messages (i.e., the website, brochure ...)

while activities are considered to be the concrete actions by which these tools

could possibly be implemented (i.e, conferences, workshops, etc).. At this point it

is worth noting that this rather rigid distinction cannot always be carried out

strictly, it is considered to be rather an orientation in order to group the activities

in meaningful categories. Finalizing the third chapter, the document presents a

table comprising a brief overview of all tools and activities carried out. In order

to evaluate the actions that have been carried out, the document further provides

a table with diverse success criteria. These criteria are composed of a set of

quality and quantitative assurance parameters established within the first project

year, with the aim to measure the impact of the dissemination activities.

The last chapter outlines the envisioned dissemination approach the project

partners intend to adopt during the last project year.

3 Dissemination tools and activities

The following chapter presents dissemination tools that have been created and

dissemination activities which were carried out by the consortium during M13 and

M24 of the project lifetime. For more information on the dissemination tools and

activities during M1-M12, please see Deliverable D6.5 Dissemination Plan.

3.1 Dissemination tools

This section presents new dissemination prepared during the project second year.

Dissemination tools are understood to be any sort of means through which the

project main messages can be transmitted and communicated outside of the

consortium.

3.1.1 Cockpit brochure 2nd version (D6.4.2). Pilots

oriented.

This second version of the project’s brochure (submitted in Deliverable D6.4.2)

focuses particularly on the piloting activities which started in November 2011. The

main objective of the brochure is to provide comprehensive and fruitful

information about the intention and relevant dates of the piloting activities as well

as to raise awareness about these activities carried out at the three piloting sites.

Apart from this, the brochure forms part of a set of instruments trying to engage

users, in our case mainly citizens, in the piloting activities, i.e. to participate in

the piloting activities on the Cockpit Deliberation Platform.

The 2nd version of the Cockpit brochure was prepared within WP6 activities. This

task was completed during M19 of the project, prior to the beginning of the

piloting activities.

This new brochure was designed in four different languages in order to also raise

interest and encourage participation of local citizens in the three pilot sites:

3.1.2 Cockpit Press releases

In order to undertake a successful and efficient external written communication

with interested parties and to increase the public awareness and attention

regarding the development of the project, a first press release was prepared

during the course of this second project year. The main intention of this press

release was to raise awareness about the 1st piloting cycle and by this means also

to encourage citizens to take part in the Cockpit piloting.

All Cockpit press releases ought to maintain the following recommendations:

Header: Including Cockpit logo and full project name

Heading: Two lines maximum length summarizing the main intention of the

press release

Introductory paragraph: It is a short introduction about the content and main

objective of the press release (e.g. encouraging citizens to participate in the

Cockpit piloting…)

Body text: well-structured text possibly including a short project overview and

the main messages the press release wants to transmit. Information should be

divided into paragraphs under subtitles.

The press release was prepared

in four different versions:

English version presenting all

three pilot cases and the

services to be piloted in each

site (see Appendix A). This is

considered to be the general

version to be used for

dissemination by all partners

except the user partners.

The other three versions are

translated to local language

(Italian, Greek, Dutch). The

first part of these press

releases is a general part

and identical with the English

version, but in the second

part, the text focuses mainly

on the piloting activities, i.e.

the service chosen for the

piloting in each country.

The distribution of the first Cockpit press release will be supported by all partners,

especially the user partners are encouraged to disseminate this press release in

order to raise locally awareness about the ongoing piloting activities and to

involve citizens to participate in the pilots.

3.1.3 Cockpit Newsletter

The Cockpit newsletters offer an appropriate means to carry out direct proactive

communications to the targeted stakeholders, the European Commission,

researchers in eGov matters, potential interested Public Administrations,

Governmental authorities and the wide range of citizenship. The project’s

newsletters are being issued periodically, up to now every six months (for the

first two newsletters please be referred to D6.5 Dissemination Plan or

www.cockpit-project.eu).

The third issue (Appedix B. COCKPIT Newsletter 3rd issue) was sent in July 2011

and provides:

Short presentation of the project.

New Governance Model Video (Link to the website where the video is

allocated).

Information about the upcoming start of the Cockpit piloting activities in

the three pilot sites. Presentation of the public services to be piloted.

Opinion Mining techniques implemented in the project.

Consortium Papers published.

Social Networks where cockpit has presence (Facebook, LinkedIn, Twitter).

The fourth issue was sent by the end of M24 (December 2011). It mainly focuses

on the already started piloting activities and invites citizens to participate in the

pilots, also announcing that with their participation they will have the chance to

win a PC tablet.

The newsletters are downloadable for everybody from the Cockpit website. Apart

from this, the new versions are sent every six months to the Cockpit Special

Interest Group.

3.1.4 Cockpit Special Interest Group (SIG)

A Special Interest Group has been defined during the first year of the project in

order to create a specific audience with interested stakeholders for our

dissemination procedures (for more information please see D6.5 Dissemination

Plan).

This list has constantly been updated during the course of the second project

year. Current total number of members by the time of preparing this document

was 64.

3.1.5 Demonstration Prototype Toolkit Presentation

During the second half of the reporting period a new PowerPoint presentation has

been created which illustrates the complete functionality and potential of the 1st

integrated prototype of the COCKPIT toolkit.

40 slides that showcase in detail

all the processes involved from

the early phase of a public

service conceptualization up to

the generation of a simulated

version. This presentation has

been uploaded to the project’s

website and placed very visible

on the Cockpit homepage

where it can be downloaded by

everybody (more details under

2.2.7 Website).

3.1.6 Cockpit video material

Apart from the extensive prototype toolkit presentation, a set of six different

videos was prepared in order to support dissemination as well as training

activities. All videos are available for online streaming via YouTube, two of them

have been additionally uploaded to the Cockpit website.

3.1.7 Website

The Cockpit website is one of the project main dissemination tools which will be

updated on a regular basis. The current version of the Cockpit website follows the

project graphic identity and presents a project overview, including objectives,

project partners and the activities proposed within the project.

The website was launched in March 2010 and is subjected to constant

improvement and enhancement such as news, links, events, etc. The website

follows the EU recommendation regarding usability and accessibility and it has the

EU flag and the 7th Framework Program logos that drive the user to the official

websites. The address of the official project webpage is:

During the course of the project, the structure and especially the content of the

Cockpit web site has been subject to modification, basically new updates with

news, diagrams, graphic material, technical information, downloads, relevant

links, etc.

Concrete actions carried out on the project website:

Including direct accesses to the 3 pilot sites. Link indicating the pilot site

and language which is visually supported by 3 different flags of the piloting

countries.

Placing a banner of raffle advertisement. For incentivising the pilot

participation. (Tablet PC).

Uploading the “New Governance model” Video to the home page.

Uploading the “Demonstrator of the Cockpit toolkit” Video to the

homepage.

Updating the publications section, including information about new

publications since the last reporting period (see more information in

section 3.2.1 and 3.2.2 of this deliverable)

criteria established in order to estimate the impact of the dissemination actions.

Within the scope of the Cockpit website, two criteria were taken into account

while formulating these parameters: the number of visits and the average

duration of these visits. This data is presented in Figure 7 and 8.

3.1.7.2 Website performance data – duration of visits

During this reporting period, most visits lasted about 0-30 seconds. In general

terms, the average visit duration was 205 seconds.

3.1.8 Web 2.0 – Social Media

Cockpit has presence in three of the more meaningful social networks. Those are

LinkedIn, Facebook and Twitter, and the information posted is constantly updated

by members of the consortium, as well as other members that actively participate

in discussions, events announcements, development progressing, new features

(videos, presentations) and other dissemination activities.

3.1.8.1 LinkedIn

The Cockpit project created a group in the social network LinkedIn in the

beginning of the project. The link to this group is:

Currently, the Cockpit LinkedIn group has 71 members. Since February 2010 (26

members) until December 2011 the number of members has more than doubled.

3.1.8.2 Facebook

In July 2010 the Cockpit project has created a Cockpit Project page in Facebook.

Figure 12 presents the active users of the Cockpit Facebook page during this last

reporting period, since January 2011. The user graph is divided in daily, weekly

and monthly users, referring to 1-day, 7-day, 30-day counts of people who have

interacted with or viewed the Cockpit page since January 2011 until mid

December 2011. Most users were registered under the monthly users, with 40

monthly users registered on October 7th and November 24th 2011.

The figure below shows the number of times the Cockpit Facebook page was

viewed during approximately the last three months. According to the figure,

most views were registered on September 29th 2011, 10 visits. The information

on total tab views and external references indicate the number of times each of

the Cockpit Facebook tabs were viewed and the number of times people arriving

on the Cockpit Facebook site from a URL that is not part of facebook.com (both

within the timeframe of the last three months)1

3.1.8.3 Twitter

Cockpit has created and maintains an active account in Twitter (@cockpiteu).

The link to this page is: https://twitter.com/#!/cockpiteu

Through this account, Cockpit spreads its own news and important notifications,

as well as other news related to the project, to a broad audience which is

composed by members of various interest groups. Up to the presence, Cockpit

has tweeted 108 times and follows 106 other accounts. In addition, Cockpit has

75 followers. Most of these followers have a significant number of followers of

3.1.9 New Cockpit material for citizens’ engagement

A new set of dissemination material specifically tailored to the piloting sites was

produced during this reporting period. The materials’ purpose is to encourage

participation in the piloting activities and to raise awareness about the project.

The following material was produced:

3.1.9.1 T-Shirts

A total of 30 Cockpit T-Shirts with the logo of the project and a catchy phrase

were designed and ordered. Each piloting site received ten T-Shirts in their local

language with the intention to encourage people to participate in public service

design (“Design a public service with us”).

3.1.9.2 USB Pen Drive

Additionally, 200 Cockpit (4 Gigabytes) USB pen drives were order and were

distributed among the 3 piloting sites, the Project Coordinator and the

Dissemination Leader. The pen drives are an additional tool to raise awareness

about the project and can be spread out to our target audience in conferences,

workshops, and other relevant events. Each pen drive contains the Project

Presentation and all project public deliverables in digital format.

3.1.9.3 Draw of a PC-Tablet

A number of PC tables and MP3 players will be gifted to the nominated winners of

the Cockpit draw (following an open process of award prizes), as part of

incentives offered to the citizens that will be participating in the piloting phase of

the Cockpit project.

A banner announcing this draw was placed on the project homepage (see section

1.1.7 of this deliverable). The banner is linked to the Terms & Conditions of the

3.2 Dissemination activities

All partners take part in and carry out dissemination activities and by this means

contribute to draw maximum attention beyond the project consortium. The

partners represent the project when addressing external stakeholders,

researchers, governmental authorities and citizens.

Whereas the last chapter presented a set of dissemination tools (material, videos,

etc.) created, the following sections outline the dissemination activities carried

out during this reporting period.

1. Validating Service Value Propositions Regarding Stakeholder Preferences Paper accepted at International Workshop on Variability-intensive Systems Testing, Validation and Verification VAST 2011. Authors: Erik Wittern, Christian Zirpins.

Abstract: In service science, the design of services’ value propositions is a

major concern. A service’s value proposition needs to best possibly meet the

customers’ requirements and preferences. We envision an approach of

validating value propositions regarding stakeholder preferences. The

approach proposes the modelling of value propositions using Service Feature

Modelling. Stakeholder preferences are then collected based on the created

model. Finally, the model and the collected preferences are untidily evaluated

and optimizations are identified under consideration of potential adaptation

expenses.

2. Towards a Framework for Customizing Public Services

Abstract: Processes are the main constituents of public services and as such

demand correct and complete execution. Increasingly however, governments

feel the pressuring need to deliver public services more quickly and

personalized to the needs of local communities or citizens. This not only

jeopardizes their quality but also requires them to form teams that combine

deep technical and programming knowledge with business experts. It is the

aim of this research project to deliver a framework that allows non IT-experts

to customize prefabricated and generic processes by parameterizing them.

This customization revolves around reference guidelines that accommodate

multiple-viewpoints in a consistent manner.

Abstract: Cost and complexity are currently the most substantial obstacles

for designing and delivering services in the public sector. The traditional in-

house development and maintenance landscape of public services require

experts from diverse domains, various technologies and complex on-premise

infrastructure, etc. The high upfront cost and complexity impede the

4. A Selection and Prioritisation Framework for Collaborative Public

Abstract: The dawn of the new decade has proven to be more challenging

than expected, as technological developments and societal changes have

affected each other in a much unpredicted manner, due to the worldwide

economic crisis. On the one hand, this situation has propelled changes in the

whole socioeconomic system and on the other hand it called for more effective

and focused, yet less expensive, technological developments. Based on these

groundings, a new research domain has risen to the surface, called Policy

Modelling, which aims to reengage citizens and decision makers towards a

more open and collaborative governance schema. This paper, builds on the

knowledge springing out of an EC funded project in this specific domain, which

aims to establish a collaborative environment for reengineering public

services, and presents a methodology for selecting and prioritising services in

an effort to minimize the required effort and maximize the impact for the

initial phases of the reform of the public sector.

5. 4x4: The Fourth Generation of “Four-Stage” Models for e-Government 5th International Conference on Methodologies, Technologies and Tools enabling e-Government, 30 June - 1 July 201,1 Camerino, Italy. Author: Aljosa Pasic.

Abstract: Existing solutions for e-government base their mechanisms on

hard-coded versioning, user preferences or, in the best case, user models.

The paper presents the new generation of e-government solutions which will

take into account many other sources of user and context information: the

users’ opinion (Cockpit project), current location, online presence or level of

activity. The paper attempts to group the new generation of e-government

services around four stages (mainly not to spoil “traditional” selection of

exactly four stages): participative e-government, context-aware e-

government, e-government linked to physical world an finally, decoupling of

e-government service design, discovery, composition and delivery.

Abstract: The COCKPIT methodology for participatory service design was

developed for use in Europe under the assumption of existence of pervasive

broadband technology and widespread use of the internet and social

networking. This paper extends the COCKPIT methodology by adapting it to

the realities of emerging markets, where poverty, illiteracy, lack of

infrastructure, and widespread corruption alter the fundamental assumptions

of participatory service design. We include elements in the methodology

which promote information dissemination, transparency, and the role of non-

government organizations. The role played by the internet is replaced by low

cost information dissemination and requirements gathering using mobile

phones and accompanying technologies which empower the public in a

developing country.

7. Evaluating Public Service Delivery in Emerging Markets Proceedings of the IEEE International Conference on Service Operations and Logistics, and Informatics (SOLI), 2011, Beijing, China. Authors: Arun Sharma, G.R. Gangadharan, Krishna Kummamuru, Jyothi Somasekhara, Alan Hartman.

Abstract: In the recent past, the public sector has been under considerable

pressure to reform itself. Rising consumer expectations aided by

enhancements in social media, information and communication technologies

and demand for transparency have added pressure on public service agencies

to make the process more inclusive and participatory. Governments across

the world are therefore constantly trying to improve the quality and content

of services being delivered to their citizens. Transformation in public sector

delivery will not be sustainable and transitory unless the restructuring efforts

are linked to performance evaluation. Recent studies have identified gaping

holes in evaluating public service delivery via conventional approaches. In

this paper, we propose a novel framework in the form of a capability maturity

model to evaluate public service delivery. Our model maps the various factors

associated with a public service in order to determine its maturity level. In

order to assess the effectiveness of our proposed framework, we chose two

public services as case studies. As part of our case study, we analyzed the

maturity level and also proposed changes to improve these two public

services.

citizens. Such models have been also driven by the New Public Management

(NPM) movement, which contributed to increase the pressure on PA, of both

central governments and communities, to design more citizen-centric

accountability. A key-lever on which PA can act on to reach the above goals is

the use of WEB 2.0 technologies, which can enhance a fruitful collaboration

between citizens and PA, not only in an ex-post analysis, but also, and in

particular, in an ex-ante phase, letting the final users to contribute in the

design and implementation strategies of the services to be delivered. In order

to assess a Web 2.0 governance model for public service delivery, a Group

Model Building session has been conducted with a small group of

stakeholders’ representative. A preliminary findings of the GMB session

results in a feedback model which can be used as a vehicle to support public

decision makers in the design and implementation of new public services.

9. A Next Generation Governance Model for Public Service Delivery

political agenda, the current approach in the decision making process

regarding public service delivery suffers from various weak points hindering

citizens’ direct and indirect participation. This paper extends the existing

approach by introducing a high level Next Generation Model that infuses the

citizens’ opinions in various steps of the whole service design lifecycle

towards a more citizen centric process, outlining how future decision making

on public service delivery should function. The approach combines the

research areas of citizens’ opinion mining, service science management and

engineering and deliberative engagement of citizens, towards a model for

open governance, supporting both the decision makers and the citizens by

empowering the decision support mechanisms by infusing them with evidence

based data.

A Tool Suite to Model Service Variability and Resolve It Based on Stakeholder Preferences ICSOC 2011 - The Ninth International Conference on Service Oriented Computing - Demo Track, 5-8 December 2011, Paphos, Cyprus. Abstract. Modern information and communication technology creates new

possibilities to enable participative, collaborative service design. We present a

novel approach of integrating stakeholder preferences into service design.

Our approach is based on modeling multiple service configurations, thus

including variability into the service design. Stakeholders can evaluate value-

relevant service aspects on a web-based deliberation platform. Ultimately, all

stakeholder opinions are aggregated to hint the service engineer on the

preferred way to implement the service. In this demo we present our tool

suite to model services and their variability and the server that handles the

opinions stated on the deliberation platform.

3.2.4 Training activities

Prior to the piloting start, the supporting technological partners provided on-site

training sessions addressing the employees and the administrators of the three

Public Authorities involved in the piloting activities. Each session was presented

via ppt. slides and video material outlining the use of the COCKPIT Toolkit and

the concept of the proposed Governance Model. The training material and the on-

site sessions were hold in English language. These events have taken place as

3.2.5 Liaisons

The communication with relevant projects and initiatives is another dissemination

activity initiated in the first project year and carried on during this reporting

period.

Cockpit is currently interconnected with other 11 relevant projects (Crossroad,

Wegov, Ubipol, Positive Spaces, Padgets, Impact, Ocopomo, Net-Eucen, Rural

Inclusion, Sync-3, Fupol).

During this reporting period, the Cockpit partner have additionally started to

become a member of the community eGovPoliNet, a project that aims to build a

global multidisciplinary digital governance and policy modeling research and

practice community: http://www.policy-community.eu/

Apart from this, liaison activities with partners from the Ubipol project were

intensified. Representatives of UbiPol participated in the 5th Cockpit project

plenary meeting in Palermo, Italy, in September 2011. The partners of both

projects decided to exchange deliverables related to the mutual research in the

Opinion Mining field and to establish regular communication along the project

lifetimes.

6 Envisioned approach for the last project year

The dissemination approach of Cockpit during the last year will be put in place

aligning the following activities:

In the first place, the partners will continue their main dissemination activities as

they have successfully been doing up to now. The activities include preparing new

dissemination tools, as for example sending out two new issues of the Cockpit

newsletter to the Cockpit Special Interest Group and, if considered appropriate,

issue new dissemination tools such as press releases which report on the actual

status of the project. The upcoming project year will principally be in the focus of

the piloting activities, the first and the second piloting cycle. Therefore, it is

envisioned to put more emphasis on the dissemination efforts via the different

Cockpit social networks account (Facebook, Twitter, LinkedIn), especially with the

objective to draw attention and engage users in the piloting activities. In this

context, the partners will attempt to address citizens directly online and engage

them, e.g. via tweeds. Additionally, the partners will continue to present the

project findings in project related events, conferences and workshops, the video

material created during this last reporting period can be an adequate tool to

support the presentation of Cockpit.

Apart from these general dissemination activities, the partners will attempt to

create a robust plan to reach out to representatives of Public Administrations so

as to inform them about the added value of Cockpit. In order to align the Cockpit

dissemination approach along this objective, the partners will take into account a

myriad set of activities, as outlined in the following:

Encourage the user partners to publish and promote the project within the

scope of Public Administrations, such as:

o Post advertisings on the user partners’ web portals

o Include announcements (e.g. Cockpit press releases) in public

administrations media (foros, magazines,...)

o Raise awareness about the project within the scope of public

administrations networks, eventually at local, regional or national level

All partners will be encouraged to focus their dissemination especially on

creating impact within Public Administrations, this could include for example:

o Posting Cockpit advertisings, announcements, press releases in main

eGov portals (no restrictions whether it needs to be local, regional,

national or international level)

o Attempting to promote Cockpit to their Public Administration contacts

o Partners will be encouraged to present the project findings specifically

in project relevant events where it is most likely that Public

Administrations will be present.

Referring to this last point, it will be envisioned to include Cockpit in future Smart

Cities events. The Smart Cities events seemed to be very promising in terms of

creating impact on Public Administrations, since this thematic area currently

attracts high attention also among Public Administrations. During the last

reporting period, Cockpit was presented in the Smart City Expo World Congress in

Barcelona as an example of smart government embedded in the overall context

of smart cities. It will be intended to proceed with this approach. In line with the

above, it is foreseen to include Cockpit in the Atos IT in Cities campaign at global

level. The purpose of this campaign is to present Cockpit to possible clients which

are related to Public Administrations.

Finally, the project partners envision organizing a Cockpit workshop addressing

especially Public Administrations in order to raise awareness and create impact

among this target group. This task will be carried out either by taking advantage

of events expected to have considerable Public Administrations presence or to

organize a workshop by the project partners without the framework of a specific

event, if appropriate, eventually in cooperation with similar initiatives.

The main motivation for organising such a workshop is to celebrate a

dissemination activity specifically tailored to participants belonging to Public

Administrations informing them thoroughly about the project, its objectives, main

results, current piloting activities and added value which Cockpit stands for. The

partners attempt to address these objectives for example by showing a demo of

the Cockpit toolkit and placing specific emphasis on the strengths and

opportunities the Cockpit solution offers for Public Administrations within the

context of citizen engagement and empowerment.

It needs to be stressed that this activity is closely linked to the project

exploitation activity and it is therefore envisioned to carry it out in line with the

project’s exploitation efforts. The workshop will inform participants about the

potential of the Cockpit toolkit and how users (e.g. Public Administrations) can

benefit from the Cockpit tools. Additionally, the partners attempt to take

advantage from the workshop in terms of evaluation feedback, since participants

will be asked to fill in evaluation material (e.g. questionnaires) and contribute to

the overall feedback collection feeding the Cockpit improvement process.

7 Conclusions

According to the description of Work, the principal objective of this report was to

present all dissemination tools and activities prepared and carried out to

disseminate the project results. Therefore, the main part of this document

presents in detail the dissemination actions carried out by the partners during the

second project year. In the first place, the report presented the dissemination

tools prepared or updated according the project progress. Second, the document

provides detailed information about all dissemination activities (publications,

events,...) carried out by the Cockpit partners during the reporting period. A total

number of 63 single dissemination actions were reported in this document, this

number includes all type of different actions (tools and activities) such as project

related papers, presentations about the project, as well as new versions of

brochures or additional promotional material items, just to mention some.

It can be said that the actions carried out by the partners were diversified

reaching from preparing different new dissemination and promotional material for

users’ engagement to presenting Cockpit in a set of project related events

(especially eGovernment and SmartCities events).

Furthermore, the deliverable presented a table with success criteria as a set of

quality and quantity check parameters established in the Dissemination Plan D6.5

during the first project year. According to these parameters, it can be concluded

that the project has met all targeted parameters, in some cases even more than

met the requirements established a year ago. Just to name an example, the initial

success criteria stipulated by the Dissemination Plan indicated a total of 5-10

publications during the project lifetime. During the second year alone, the

partners published a total of 10 papers and 3 scientific publications.

The last section of this deliverables covers the envisioned dissemination approach

the projects partners attempt to adopt during the last project year. In this

context specific emphasis has been placed on the approach towards Public

Administrations as being a substantial target group of the project’s outcomes. The

report presented a series of actions to be carried out in order to focus especially

on this important target audience.
