NOTICE INVITING QUOTATION Sealed Quotations along with I.P.O. of Rs.20.00 (Rupees twenty) only (non-refundable) drawn in favour of the “Director, ASTE Council, Guwahati” for the under mentioned work, are hereby invited in two-bid system (Techno- commercial & Financial) from Govt. Registered, experienced & financially sound Electrical Contractor(s) having valid electrical license issued by the competent authority of the Govt. of Assam for different type of Electrical works. The sealed tenders from the Tenderer/Bidders will be received up to 2:00 pm on 19/03/2013. The tenders will be opened on the same day at 2:30 pm in presence of bidders or their authorized representatives. If the day happens to be a holiday the next working day will be treated as tender opening day. Assam Terms and Conditions: 1. Tender should be submitted in two parts/bids, viz Techno- commercial Bid and Financial Bid. Each

bid should be sealed in separate envelope clearly mentioning a) “Techno – Commercial Bid” and Name of the Bidder/Firm with address and b) “Financial Bid” and Name of the Bidder/Firm with address. The envelope containing Financial

bid will be opened only for those contractors who are found technically qualified as per condition of NIQ.

c) Both the envelope shall then be inserted in a bigger envelope duly super-scribed with “Quotation for Electrical Works at ABRC” alongwith the name and address of the Bidder/Firm.

2. The Techno-Commercial Bid should contain the following documents i) Contractor’s registration : a) Self attested up to date (renewed) contractor’s registration certificate from competent

Licensing authority of Govt. of Assam for different type of Electrical works. b) Up to date photocopy of Electrical Supervisory license (ESL) issued by the Licensing authority,

Govt. of Assam. ii) IPO of Rs. 20.00 in favour of Director , ASTE Council, Guwahati is to be enclosed. iii) Earnest Money Deposit (EMD): The Quotation must be accompanied with earnest money to be

deposited in the form of Bank Draft from any Nationalised or Scheduled Bank of India in favour of “Director, ASTE Council” payable at Guwahati. The earnest money of the unsuccessful bidders will be released after finalisation of the tenders on receipt of claims from the concerned bidder regarding the same. The EMD of the successful bidder will be released after successful commissioning and testing of the installation. The EMD is liable to be forfeited in case of non-execution of contract/ work order.

iv) Work Experience: Experience Certificate (EC) issued by an officer not below the rank of executive Engineer in executing similar works under Govt./semi Govt. Department(s) during the last financial year along with the work-order and completion certificate of the work.

v) TIN/Assam VAT registration: Self attested photocopy of current /renewed TIN/Assam VAT registration certificate (VRC)

vi) PAN No.: Self attested photocopy of PAN card. 3. The Financial Bid should contain the rates. The bidders should quote their rates both in figures and

in words distinctly. Tenders with over written figures or words will be rejected. 4. Rates should be quoted inclusive of all applicable taxes, duties and transportation etc. and

applicable taxes will be deducted at source against which, necessary tax deduction certificate will be issued as and when required.

5. Intending tenderers/bidders must quote there rates on the prescribed format/document only. All the pages of the document have to be duly signed with seal at the bottom of the page.

6. Contractors have to quote their rates for all works. Part tender will not be accepted and incomplete tender will be rejected.

7. The completed bid document is to be dropped in the Tender Box available at the office of the Assam Science Technology and Environment Council, Bigyan Bhawan, GS Road, Guwahati-781005 on or before 2:00 PM of 19/03/2013.

8. The work is to be done to the full satisfaction of the Officer In-charge & Engineer In-charge. 9. The brands or make of the construction materials supplied/installed by the contractor as mentioned

in the specification of items has to be ISI approved and with conformity to the specification and satisfaction to the Engineer In-charge. Sub standard materials will not be allowed to be used in any circumstances.

10. No extra payment for carrying of materials will be allowed from the Council. 11. All tools and plants are to be supplied by the contractor himself. 12. All works must be completed within 3 (three) months from the date of issue of the final Work

Order. 13. In case of selected bidder, Security deposit of Rs. 24,300.00 (10% of Estimated Cost) which includes

the Earnest Money will be released after 6 months from the date of completion of the entire work. 14. The selected party will have to sign in F-2 Form before issue of Final Work Order. 15. Tender of any bidder not accompanied with proper earnest money and incomplete tender, non

submission of requisite documents (Self attested) as listed above or in any form shall be summarily rejected.

16. The tender notice may be seen from the website www.astec.gov.in. Tender document can be obtained from the Office of ASTE Council.

17. If any, holidays / strike falls during the notified days, the process will be continued on next working day.

18. The Director, ASTE Council reserves the right to reject all offers without assigning any reason thereof or accept any one which may be considered advantageous to this Council. ASTEC also reserve the right to change any or all of the provisions of the NIQ. Such changes will be intimated to all the bidders.

Supplying and installation of metal enclosed wall/floor mountedfront operated cubical type switch gear panel suitable forindoor installation conforming to IS: 8623 (Part I & II). Panelshould be made of sheet steel and thickness not less than2mm and structural steel having light section. The panel shallbe completely dust tight and vermin proof and shall be paintedwith anti corrosive and anti condensation type two coats ofprimer and two coats of paint. All wiring shall be PVC insulatedand PVC sheathed of 1100 volt grade of required size.
