1. Background

This document provide guidelines for the RCA National Representatives (NRs) to designate suitable and capable RCA Web Administrator (RWA) in each Government Parties (GPs) to co-manage RCA information, documents and communication via RCA web service, together with the RCARO Web Service Administrator, in order to utilize the benefits of online communication.

3. Purpose and Scope

The purpose of this guideline document is to provide information on roles and responsibilities, academic qualification and required entry level of experience and competencies of RWA to be considered by NRs in the designation of RWA in each GP. The guideline is to be applied in the context of RCA and RCA RO Web Services.

4. Roles and Responsibilities of RWA

4.1. RWA shall act as the Liaison Officer between its GP’s respective NR and RCA RO Web Service Administrator in relation to management of RCA Web Service including technical and network operation of RCARO Web Service system.

4.2. RWA shall provide assistance and technical support in managing accessibility to the RCA Web Service, by

a. Providing better id and password management at each respective GP.

b. Managing user accounts and access rights within each respective GP.

4.3. RWA shall provide assistance and technical support in managing RCA content/information/document including

a. Assisting respective NR and counterparts for downloading of RCA content if and when requested.

b. Uploading and updating of RCA content of relevance to their respective GP.

c. Classifying RCA content in consultation with respective NR.

d. Ensuring the quality of RCA content provided to RCA Web Service in consultation with respective NR.

5. Qualification of RWA

The designated RWA of each GP shall fulfil the following pre-requisites:

5.1. Academic Qualification and Language Proficiencya. Must possess appropriate certification in Computer Science,

Information Technology (IT), Information Management or related fields.

b. Good command of the English language in writing, speaking and communication.

5.2. Entry Level of Experience and Competencya. Must possess appropriate IT Skills with at least two (2) years of

experience in web administration and content management.b. Good understanding of RCA web service through appropriate

training.c. Good and appropriate communication skill.d. Good understanding in nuclear and radiation technology with at

least two (2) years of working experience in related organization.

6. TOR of RCARO in Relation to the Designation

and Functioning of the RWA

In order to enable RWA in each GP to function effectively in co-managing the RCA RO Web Services, RCA and/or RCA RO shall provide the following facilities and assistance to the RWA:

6.1. Provide appropriate accessibility to RWA for co-managing the RCA Web Service.

6.2.Provide appropriate training to RWA in order to achieve the prerequisite as defined in para 5.2b.

6.3.Provide regular refreshment training for RWA of each GPs to ensure the competency is up to date with the RCA Web service technology change.

6.4.Ensure that the final content is appropriate to the context of RCA under the guidance of RCA FP and NR.

6.5.Consult with RCA FP and respective NR to verify any dispute in the content and/or its classification.

7. TOR of NR in Ensuring the Implementation of the RWA Mechanism in Each GP In order to assist RWA in each GP, ensure an effective management and

maintain a high level of quality for the content of RCA Web Services, it is highly recommended that NR in each GP take the following actions:

7.1.Designate a person from respective GP to act as the RWA in compliance with this guideline.

7.2.Establish appropriate mechanism for providing quality and up to date content to RWA for subsequent provision to the RCA RO Web Services.

7.3. Provide guidance to RWA for classifications of RCA information or documents.

7.4.Assist RWA in settling any disputes that may arise in the content and/or classifications of content in the RCA Web Services, in consultation with RCA RO and RCA FP.
