... to your February issue. We hope you’ve had a great January and have managed to avoid the dreaded flu-like colds that have been around. Blossom on the trees makes it feel like Spring is well on its way and having brought so much positive news about the Algarve in general last month, we are delighted that this month we are able to introduce four small businesses that are thriving here in the East Algarve. “Harmony”, a recently opened massage and beauty boutique will ensure all your pampering needs are taken care of, and “Essencia Tapas Bar” and “Restaurante Da Ana” will delight you with their appetising dishes. Robin Wilson brings us an inspirational way (like learning to ride a bike) to learn to play golf with his 'Amazing Golf'.Don’t forget, it's carnival month, and for the romantics out there, there's a fabulous Valentine’s Day idea from Monte Rei. Happy partying, have a great February!

Lone British birdwatcher

violently attacked near

Tavira

A seventy year old British man has been beaten and robbed in an assault that has shocked

the quiet Ria Formasa town of Santa Luzia near Tavira. The attack happened near the football ground and the victim was left in a serious condition.Able to stagger for help despite severe head injuries, the man was helped by nearby caravanners who called emergency services for help. The British man was able to tell police that he had been attacked by two men who had robbed and beaten him and stolen his carkeys. The victim explained that he was a resident in Spain and frequently visited the Tavira area, especially the Ria Formosa as he was a keen birdwatcher. The ambulance service took him to Faro hospital where he was said to be in a serious condition with a fractured skull was to be operated on.So

It’s time to kick up your heels, let your hair down and get into the swing of the mighty Carnival! Get your costumes and masks ready and have some fun!

On Friday 13th (yes, I know!) – the day before the official start – is when all the little ones parade through all the cities, towns and villages in their Carnival finery. At 10 am in Loulé and Quarteira there will be hundreds of kids from local junior schools and kindergartens taking part.Little painted faces will be strutting their stuff and having great fun, so pop out and give them a big hand.On Saturday the 14th (Valentine’s Day of all days!) is the official start of the Carnival and the Portuguese certainly know how to celebrate! The biggest and oldest parade is held in Loulé, and is very much like the Rio Carnival. The parade will begin at 3pm and then the parties start. Get ready! Loule’s parades will be repeated on the 15th and 17th as well. This year’s theme is: "Loulé, Cidade

Europeia do Desporto e Capital da Tradição Carnavalesca" - Loulé, the European City of Sports and Capital of the Carnival Tradition. There’s a €2 charge to view the parade on the main Avenida. More information is available from Loulé Câmera. But it’s not just Loulé that goes to town for Carnival: every city, town and village throughout the Algarve will be holding parades, masquerades and dances on these days, so check it out with your local Câmera or Freguesia and see what’s happening. On Monday the 16th starting at 9 pm is the Gala Ball, held in Nera which is situated in the industrial area of Loulé. The theme for the Ball is “Olympic Games and Ancient Greece”. You don’t have to dress for the theme but most people will. The ticket cost is €12 and can be bought at the door or in advance at Cine-Teatro Louletano, which is on the main Avenida José da Costa Mealha.Don’t forget to check your local area

to see if there are balls, dances or parties being held on this night. On Shrove Tuesday – the 17th (Pancake Day for some!) the final parade will be going through Loulé, Quarteira and many other towns too. This is the last day of the actual Carnival celebrations. However, it’s not over yet!Ash Wednesday falls on the 18th February. Quarteira hosts the Enterro do Entrudo. which means 'Shrove-Tide' and is the Carnival's symbic burial. It's very funny with lots of comedy and laughing, people actually parade along the streets doing ‘theatrical turns’ and playing pranks as they go on the streets, in shops and other public places. It’s all very light hearted and everyone has a good laugh. It’s Ash Wednesday and the Carnival is over and Lent has begun, so, in the evening, the coffin in which ‘the Carnival’ lies, gets buried or burnt until next year. You may find this ceremony being performed throughout the Algarve!

A problem that plagues about 50% of women of childbearing age are menstrual cramps.Menstrual cramps

(dysmenorrhea) are throbbing or cramping pains in the lower abdomen. Many women experience menstrual cramps just before and during their menstrual periods. For some women, the discomfort is merely annoying. For others, menstrual cramps can be severe enough to interfere with everyday activities for a few days every month.Menstrual cramps may be caused by identifiable problems, such as endometriosis ( a hormonal and immune system disease in which cells similar to that which line the uterus (endometrium) grow outside the uterine cavity), or uterine fibroids (a non-cancerous (benign) growth of the womb (uterus).Treating any underlying cause is key to reducing the pain. Menstrual cramps that aren't caused by an underlying condition tend to lessen with age and often improve once a woman has given birth. They can also be caused by a number of factors that range from normal vascular issues to hormonal changes. Some of the most common causes of painful uterine syndromes are:• Fluctuations in the natural hormone levels (oestrogen-progesterone) in

the second half of the female cycle; pituitary gland.• Lesions of the uterine tissue caused by fibriods as well as endometriosis.• Increase in local neurological activity (activity of the sympathetic nervous system),• Fear and anxiety,• Positional uterine dysfunction (flexions and twists of the uterus).• Lumbo pelvic structural dysfunction (hip joints).• Circulatory deficiency (impaired venous drainage, veins)Therefore, it is possible that painful pre menstrual pain may be caused by hormonal, nervous, lesions as well as simple bad posture. The uterus is supported or sustained by various structures such as muscles, fascia and ligaments that are surrounded by the specific bones of the pelvic region (lumbar spine, sacrum and iliac bones). If a patient suffers a relapse or tension in the perineum (pelvic floor) or any positional dysfunction of the bones in between this area, the probability is that a woman will have changes around the uterus that are considerable. A twist in the sacrum, a dysfunction of the iliac bones (pelvis), pubis or lumbar spine may cause a misalignment of the uterus, disrupting the normal menstrual cycle.Another important factor that often plays a role in patients with stomach

complaints lies in the autonomic nervous system which enables the uterus to remain in a state of pre stress this can intensify the contractions. The innervation originates from a latero-vertebral sympathetic ganglion, in this case from L3 (ovaries) and L5 (uterus), where any type of vertebral dysfunction in these levels may promote a more prominent sympathetic stimulation, thus generating painful contractions. The local circulation from the pelvic arteries and veins to the female genital tract is attached to the broad ligament, a structure that lives up to its name as it is quite wide, uniting the entire lateral side of the uterus with the lateral abdominal wall and the iliac bones. This way it becomes clear that an iliac dysfunction (pelvis) may have an effect on the uterus because in case of dysfunction this ligament may overstretch, leading to an alteration of its tonus and possibly impairing the vascular structures that pass through it.Taking into consideration that the pituitary gland is the "master" of this hormonal mechanism (*) it becomes clear that an alteration of the cranium may interfere with the process and that there are various factors that may impair any of the involved structures, such as scar tissue adhesion or problems in other segments that lead to an alteration of the mechanics of the structures

involved (**), thus impairing the uterine function. Thus, it is apparent that menstrual cramps cannot be considered normal and that they can indeed be properly treated with osteopathy, a treatment that is not simplistic and necessarily based on medication. Osteopathy aims at the proper evaluation and correction of the structures involved. These structures may be directly or indirectly related to the female reproductive system. Due to the scope of the problem the work of the osteopath must be well-proportioned, bringing vascular, nervous and functional integrity on the scene, as the symptoms may come from a local uterine dysfunction that may even result from a complex lesional system.Visit Fisioclube and get to know better this technique. This article has important information for dog owners on parasites that can adversely affect your dogs health, and suggests preventive

treatments. CANINE HEART WORM (DIROFILARIA)This deadly disease is a worm transmitted by a mosquito that ends up in the heart of dogs causing heart failure and death. The first line of defence, is to avoid the chance of your dog being bitten: keep indoors at night during the hot season (April to November) and apply a monthly or at least every three months preventive heartworm treatment that can either be pill, pippete or else a yearly injection.CANINE SAND FLY DISEASE (LEISHMANIA)

Sand fly disease known as leishmaniosis is caused by a parasite of the malaria family named Leishmania, it is a protozoan transmitted by the bite of an insect. In some dogs it triggers an immune reaction that can cause serious symptoms according to the predisposition of the dog. Symptoms most frequently seen are skin conditions and/or generalised multiple organ dysfunction involving the blood, spleen, liver and kidney. The first line of defence, is again to not let your dog get bitten: keep indoors at night during the fly season (April to November) and apply a repellent treatment either as a pippete or collar as frequently as according to the manufacturer. In this case there are “second line of defence” which involve the use of either a vaccine or a product to

enhance the immune system.TICK FEVER (RICKETTSIA, BABESIA, EHRLICHIA)There are many different pathogens involved in the disease we call tick fever, all have in common the vector that transmit the disease, hence the name we give it, tick fever. Tick infestation is prevented by using a pippete or collar that would repel and/or kill the ticks. Once infected the symptoms are not always clear but may include fever and anemia.INTESTINAL PARASITESYou should worm your pet every three months to make sure all intestinal parasites are eliminated. This is specially important if you have kids because these parasite have the ability to infest humans as well and although they do not reproduce in us, they can still do some harm.

Golf

PLAY

to LEARN GOLF

We are all individuals and so every golfer has their own individual way of playing and swinging the club!

With this in mind, does it make sense to learn the game according to one rule book? The Instinctive Golf methodology explores the

theory that effective learning happens with exploration in a Playing to learn approach.

We were delighted to be invited to Colina Verde by Robin Wilson where he practices an alternative

approach to coaching Golf. Very importantly, “coaching” rather than “teaching”! Robin explained how this enlightening and contemporary approach to golf will help all levels of golfer as all of us have an inbuilt capacity to learn. Robin, a PGA Pro since 1986, was born in Edinburgh and brought up in

Lisbon. After studying for his MBA in golf and country club management in Scotland, he was offered a position as golf director in the North of Portugal. Later during his time as a coach at the Cranfield Golf Academy in London Robin explained how he had been fortunate to meet USPGA 2013 Hall of fame Professional Michael Hebron at a seminar on the future of golf coaching where he explained that teaching golf in the past has been based on a 'how to' approach, 'looking outside ourselves

for answers, whilst self-discovery looks inwards to where long term learning is born'. Why should we look at learning in a different way? We watch the professionals and each of their swings is different, so can one teaching method based on one technique be the right way for everyone? Thousands of books and articles have been written on the golf swing and how to play better golf. We have access to more information from

Golf

the internet, tips, and instructional videos and CD’s are available and yet for many, the game remains elusive and frustrating…Why is that? Well it’s certainly not due to a lack of information…golf remains the most analyzed sport in the world. We know pretty much everything there is to know about swinging a golf club and yet 70% of club golfers still play with a slice!Robin explained, in step with every other motor skill we have learned, the most effective way to learn is by doing or playing. 'If I ask you to hammer a nail or kick a football, that task evokes a technique. If the outcome wasn’t

what you intended you try again, learn from the experience and adjust for the next time, but you probably wouldn’t even know you were doing it'. Robin wants to coach you into applying that subconscious learning process with your golf. Key to the Instinctive method of coaching is questioning! You are not given instructions or a ‘How to’ approach. You are asked "What do you think would happen if...", or "How would you...". You will find that the answers to many of the questions are already within you, and they must be drawn out!“Golf is played with a club head and

you must think in terms of what the club head does throughout the golf swing”…. (Jack Nicklaus)Golf is a game of shots, not swings, and if you think about it, the objective of the swing is to deliver the club head to the ball to create the desired outcome. It makes perfect sense to focus on what the club head is doing and controlling that. Robin explained “Good players control the ball better and that happens because they are aware of where the club head is in their swing.”We were lucky enough to spend an hour or so with Robin, during which time we tried a few exercises he

“Golf is played with a club head and you must think in terms of what the club head does throughout the golf swing” (Jack Nicklaus)

uses while coaching. We started by experimenting with ball control. If you imagine how you'd hit a tennis ball with top spin, or swerve a football, you realise that at the point of contact, the same thing is happening when you strike a golf ball. There are an infinite number of variables with these actions, and trying to teach them is near impossible, it really is something you have to experience from within yourself…FEEL! "Golfers should first and most importantly learn how the clubface and ball interact at impact. No one can play good golf until they know the many ways a ball can be

expected to react when struck in different ways". (Bobby Jones).Another great example is how many times you've heard 'keep you head still' when playing your shot. If you are aware of what is happening down at the business end, i.e. the point of contact between the club face and the ball, your body will have no reason to lift its head.Robin’s enthusiasm and commitment to this “playing to learn” approach is a breath of fresh air, and a genuine alternative to traditional teaching methods. As a mere novice it’s very encouraging and makes perfect sense that there should be a different

approach to being able to play the game well. Robin’s approach to coaching is summed up well by a quote from Fred Shoemaker (Extraordinary Golf, 1996). “Teaching Golf assumes something is missing in the student and the teacher has to provide it. Coaching assumes that the student’s ability is already there and only needs to be discovered and brought out”. Many thanks to Robin it was a pleasure to meet him. Essencia was re-opened by Pedro after some alterations in April 2013. For many years it had always been a favourite meeting place for

locals to enjoy a coffee and a snack and now, as well as the traditional menu, they offer new international light dishes and tapas. Originally born and brought up in Lisbon, Pedro explained that his family moved to Tavira six years ago. He studied here and worked in construction as well as restaurants in the area. His flair for both cooking and people inspired him to start his own small business. Now with the fantastic location, a minute’s walk from the monument in the centre of the town and his friendly welcoming personality, Essencia is a great place

where you can sit and relax in the sunny boulevard. Bringing homemade dishes together with refreshing combinations of fresh, local and international ingredients to create appetizing snacks, why not try a salmon toastie or a wonderful salad of feta cheese, honey and fresh fruit. There are

delicious quiche, bruschetta, dishes of the day, fish and vegetarian snacks as well as soup and toastie, all at great value for money.Essencia offers an international bar as well as an array of regular and specialist coffees, a great meeting point for a coffee and freshly baked pastry, light lunch or dinner.

Together with Matilda, Carolina and Susana, Essencia has brought a marvellous new menu and a place that locals and many international visitors can enjoy. “Visitors enjoy both our new menu as well as sampling the Portuguese tapas.” Pedro explained.Essencia is open every day except Sunday from 9am till late (closing earlier during the Winter).Very many thanks to Pedro, we wish him much continued success. Call Pedro on 925 437 969.

ANAA na started her professional

life in her late teens, as a waitress in a well known aparthotel near Tavira. She soon acquired an interest

in dishes created by the hotel's renowned chefs. Sneaking into the kitchen every time she could, she noted the tricks and tips used by the professionals she admired. At that time, Ana dreamed of having her own professional kitchen, but the time wasn’t right. It came together in 1988, when she opened a traditional

tavern, in Tavira’s countryside. There she experimented with the ingredients and flavours used by her former teachers. Over ten years, Ana acquired a natural touch and success in Algarve’s traditional gastronomy, even giving her name to the famous “Bacalhau da Ana” (cod fish, Ana’s style). In 1996, Ana found the perfect place for a new project in Moncarapacho. The structure had some problems, and after a complete rebuild, Ana opened her dream place in 1999 at 22, Praça

da República. Soon, with business growing, Ana realised that she needed help managing the place, and invited her daughter, Laura, to help. Laura brought a fresh twist to the place, having previously worked in a beach bar and restaurant. The “Da Ana” restaurant takes pride in traditional, exquisite meals, and wines from all the best Portuguese wine regions. The menu includes meat dishes, such as grilled lamb chops, lamb with chickpeas, and stewed chicken with vegetables,

We are delighted to re-introduce to you, “Restaurante Da Ana” in Moncarapacho, which has now completed a renovation of the family restaurant, thoroughly modernising the great space.

charcoal BBQ of Iberian pork, and much more. Amongst the sea food dishes, we suggest you ask what the 'Оpoque' dish is. Although they have the salmon with herbs, garlic octopus and “Bacalhau da Ana” throughout the entire year, the most exquisite dishes are prepared with the seasonal fish and shellfish. If you fancy a light meal, try the salads, special toasties or the “tapas”, finishing with a big bowl of ice-cream. Whether you want to sit and watch the world go by with a beer

on the esplanade, or have the full blown Portuguese dining experience in the restaurant, you will not be disappointed.Ana has now studied and taken courses at the Algarve Cuisine Academy and together with the new contemporary finish to the restaurant she is able to offer her clients the same fabulous home cooking with that extra flair. All the dishes are homemade and they offer dishes of the day. For example a quick lunch of homemade soup, Biffana and freshly

squeezed orange juice is just €3.95. Together with Luis, Laura and Carolina the family have enjoyed countless recommendations and see clients return time and time again. Groups bookings can be made and there are occasional music evenings. Check her facebook page 'Restaurante Da Ana'.Many thanks to Ana we look forward to visiting her again soon and we hope you have a chance to experience the “new look” with the finest homemade dishes.

Advice from property expert Robert Bijker from Land and Houses Algarve

When it comes to the desirability of property, it is all about location, location, location.

But for property prices in general, liquidity, liquidity, liquidity is just as important. This does not refer to how easy it is to trade in and out of property, but liquidity in the financial system. Money supply can either stimulate or slow down demand. Over the years the ECB has been very accommodative. Money supply (M3) grew steadily by 3.1% in 2014 and then accelerated to 3,6% in December 2014. The financial system is flush with liquidity; it just seems difficult to filter through to businesses and consumers. However, with banks slowly getting their balance sheets in order it is only a matter of time for this to change and for the broader economy to benefit. In addition, the ECB has announced the start of QE (quantitative easing) in March 2015. This program of asset purchases of at least Euro 1.1 trillion (Euro 60 billion per month) will run until at least September of 2016 and is intended to fight deflationary pressures and to stimulate economic growth. Again Mario Draghi lived up to his reputation as ‘Super’ Mario, as the program was larger than anticipated and could be open ended for as long as needed. The announcement of QE also contributed to a weakening

of the Euro which is beneficial for the export of goods and services. Overseas buyers of property in Portugal benefit too from a weak Euro. Buyers from the UK are especially keen to take advantage of the low property prices and the strong pound. The recent revaluation of the Swiss Franc versus the Euro

may have the same effect.A rising tide lifts all boats. The abundance of cheap and easy money from a loose monetary policy will benefit economic growth and employment. It also inflates prices of financial assets and could potentially lead to another economic bubble. With ultra low interest rates investors in search of a higher yield are accumulating riskier asset classes such as junk bonds and other exotic

investments. The property market is also benefiting from this. Yields in real estate are outstripping other assets such as bonds, giving a boost to the industry. Not only does a buy to let property generate a higher annual return but it can also be of use for family holidays. Over time there can be upside potential from price appreciation, which is something a saving account doesn’t offer.Recent changes to local lodging legislation have made investment in real estate even more attractive. The new legislation requires owners who rent out their property on a short term basis to holidaymakers to register at the local tax department as a business activity. The advantage of this so called ‘simplified regime’, is 85% of rental income is automatically considered as an expense and therefore exempt from income tax. In other words, you are only taxed on 15% of your invoiced rental income. There is a flat tax rate of 25% percent, which results in a final rate of 3.75% of total rental income.

I n most areas it is still possible to do dormant spraying of fruit trees until the 15th. After that date dilute the spray by 1/2. Spraying should only be done on a still day with the temperature

above 40 degrees F.You can still safely transplant Azaleas and other small shrubs as long as the flower buds haven't swelled or broken open.

Fertilize shrubs and trees if this wasn't done in February. Use an acid type rhododendron fertilizer to feed evergreens, conifers, broad leaf evergreens, Camellias, Rhododendrons and Azaleas.Use an all-purpose fertilizer to feed Roses and other deciduous trees and shrubs. If you use granular type fertilizers, be

sure to water it in thoroughly.Finish pruning fruit trees this month - before the buds swell!ANNUALS, PERENNIALS AND BULBS IN THE GARDENThere is often a strong temptation to start removing winter mulches if used from your flower beds.... WAIT!!! Pull the mulch off gradually as the plants show signs of new growth.

Spring in the garden

With Spring just around the corner, it is time to get serious and get the garden ready! The fickle weather of February and March makes it impossible to set exact dates and schedules

for planting, so proceed with caution!

The purpose of winter mulch is to act as a protector from sudden changes of temperature and chilling winds, so keep in mind that it is still cool. Acclimatize your plants by removing the mulch over a period of days, allowing the light and air to reach the new growth slowly. It is much better to remove the mulch a little later than to remove it to early.ROSES CAN BE PRUNED THIS MONTH. Severe pruning results in nicer long stemmed flowers and more compact bushes. Begin to spray roses for blackspot. Feed roses.SOW SEEDS OF SUMMER BLOOMING ANNUALS INDOORS.Seeds that were started indoors last month may be transplanted from the flats into peat pots and given dilute fertilizer. If you have a greenhouse, it is time to take cuttings of 'wintered over' plants such as Coleus, Geraniums and Chrysanthemums.Divide and transplant summer blooming perennials and fertilize established ones as soon as new growth appears.PLANT TENDER BULBS AND TUBERS LIKE GLADIOLAS, LILIES AND DAHLIAS.

You can continue planting additional bulbs every two weeks until mid June to ensure a continuous source of bloom.Prune Winter Jasmine after flowering. Cut Honeysuckle vines back to 3ft.Remove all spent blooms from bulbs, but leave the foliage in place.Fertilize any bulbs that have finished blooming with bone meal or bulb booster.Plant Primroses and Pansies.Pinch off tips of Sweet Pea seedlings and Chrysanthemums, when they are 4 inches tall.FRUIT AND VEGETABLE GARDENING.Take a little time to prepare the vegetable garden soil for planting. The addition of well-rotted manure, processed manure, peat moss or compost are good additives for building humus in the soil.Peas and Sweet Peas may be planted right now as well as perennial vegetables like Asparagus, Rhubarb, Horseradish and Artichokes. Eggplant, Brussels Sprout, Cauliflower, Celery, Leek, Onions, Radish seeds and early potatoes can be planted in the

garden about mid month.Spinach, Chard, Cabbage, Cauliflower, and other hardy vegetables can be seeded or set out late in the month.Plant Strawberries, Blueberries, Currants, Loganberries, Boysenberries, Grapes and fruit trees.Add some manure around your Rhubarb. Its time to start Tomatoes, Lettuce, and many other vegetable seeds indoors. Or you can plant out plug plants for an earlier crop.HOUSE PLANT CARE.House plants will react to longer days and brighter light at this time by putting out new growth. The end of this month is a good time to pinch them back to generate new growth and to thicken them. You can then begin fertilizing again with a dilute solution of soluble house plant food.Turn your houseplants a quarter turn each week to make sure all sides of the plant receive adequate light, and to keep the shape of the plant balanced.Mist or spray your houseplants to clean away the winters dust, prevent Spider Mites and add a little humidity.

Remain vigilante in watching for insects and pests. It is much easier to win a 'bug war' if you are aware of the infestation in it's early stages.ODDS AND ENDSThe most dreaded task of all is weeding, but it is one that really needs to be accomplished before the weeds have a chance to flower and go to seed. Remember once the weeds go to seed you can be fighting that weed seed for up to seven years or more. Most weeds can simply be pulled or cultivated out of the garden while they are young.Turn the compost pile, adding any course mulch which was removed from the garden to it.Keep an eye out for Aphids (spray off with water) and Cutworms (Cutworm Dust).Repair damaged areas of the lawn.... Dethatch, rake or aerate. Apply Dolomite Lime to sweeten the soil if needed. Most

lawns will need a spring feeding but if thatching or liming needs to be done, do those jobs first. If moss is a problem, a combination fertilizer and moss killer can be applied, to do both jobs in one easy application. Over-seeding can be done as the last step, after the lawn has been

fertilized.Test your soil for pH to see if any amendments are necessary. A general rule of thumb is to add 8.8kg. of lime per 9.29m2. of garden for every pH point below 6.5, or 0.5kg. of sulfur per 9.29m2. for every pH point above 7.5.

Sawdust, composted oak leaves, wood chips, peat moss, cottonseed meal, and leaf mold lower the pH while ashes of hardwoods, bone meal, crushed marble, and crushed oyster shells raise the pH.The best way to adjust pH is gradually, over several seasons.Febuary is a good time to note areas of poor drainage. If there are pools of water in your yard that do not drain. Fill in the low spot or scoop out a channel for the water to drain away.Repair any fencing, arbors, or trellis work that is weak or has broken over the winter... before you get too busy!

A scheme for new residents can provide substantial tax benefits, so much so you may discover that

Portugal is a tax haven for you. The Non-Habitual Resident (NHR) regime provides beneficial tax treatment for the first 10 years of residence. ELIGIBILITYTo qualify as a non-habitual resident you must:• Not have been tax resident in Portugal for any of the previous five years. • Meet the criteria to be tax resident here in the year of application and every year for the 10 year period. • Be approved by the Portuguese Tax Authorities.E M P L O Y M E N T INCOME EARNED IN PORTUGALIf your employment income is derived from a “high value added” activity, the tax rate for this income is 20%. This compares very well to the current top rate of income tax which is 48%.INCOME ARISING OUTSIDE PORTUGALThe regime provides for tax exemptions for foreign source income, provided certain conditions are met. Employment income from a foreign source may be exempt from tax in Portugal if it is taxed in the state of source under the rules of a double tax treaty, or, if no tax treaty exists, under domestic legislation and is not regarded as arising from a Portuguese source.Foreign pension income, for example from UK pension funds, is exempt

from Portuguese tax provided it is taxed in another country under the terms of the tax treaty, or is not regarded as Portuguese source income under domestic legislation. In practice, it may be excluded from taxation in both Portugal and the source country. With the new UK pensions freedom from April, this can provide advantageous opportunities. In general, other types of income

earned outside Portugal, such as investment income

(dividends, interest, capital gains, are exempt from tax here provided it may be taxed in the state of source under a tax treaty, or it may

be taxed under the terms of the OECD

Model Tax Convention and is not regarded as

arising in Portugal. This does not apply to income generated in a blacklisted tax haven (including Isle of Man, Channel Islands and Gibraltar). If you have funds in these jurisdictions you should look to move the capital to a more tax efficient location.OTHER TAX BENEFITS TO LIVING IN PORTUGALOutside of the NHR regime, Portugal can still provide tax advantages. There is no wealth tax here and the inheritance tax regime is relatively benign. Arrangements are available which allow you to enjoy extremely favourable tax treatment on your capital investments and pension income. While the non-habitual residents regime can offer significant tax benefits, it is complex and has pros and cons. It is important to take

professional, personalised advice to establish what would be most advantageous for you.The tax rates, scope and reliefs may change. Any statements concerning taxation are based upon our understanding of current taxation laws and practices which are subject to change. Managing your International payments

J anuary has been an interesting month for currency exchange. We started the year seeing the GBP/EUR around 1.27 and

then moved up to over the 1.32’s. The first news to affect the market was the Swiss National Bank’s decision to abolish the minimum exchange rate for the Swiss Franc to the Euro; this saw the Euro weaken and resulted in the GBP hitting a 6-year high against the Euro. GBP/EUR went up from 1.2850 to 1.31 in the interbank market in a matter of seconds; it was an extremely volatile move that caught out a lot of the market. We still saw the GBP struggle against the US dollar, with oil prices remaining low the US dollar remains strong, however, the GBP did manage to pull back slightly with the US employment figures being released, but then dropped back down again. The European Central Bank announced it was going to inject

money into the Eurozone until September 2016, which over time should boost the economy, this saw the rate jump up for the GBP from 1.30’s to the high 1.31’s in the interbank market. As we saw in January the rate can change in one day so quickly, at Premier FX we listen to your requirement and timescales - which means we can react to the market to secure the best rates at the right time for you.Registering with Premier FX is free, you can either contact us directly or visit our website to find out more information. The New Year brings a new budget and it’s time to make a brief analysis of the changes that may affect

you or your business, in terms of your IRS. INDIVIDUAL DECLARATIONS First of all, the government will from now on assume that all married people will deliver the tax return separately, something that was not possible until now in Portugal, despite being common in other countries. This option in many cases is not favourable to the tax-payer so it’s advisable to make a tax simulation prior to deciding whether the tax declaration should be submitted together or not. The IRS allowances are now only accepted if they have your NIF number on the invoice. You can start immediately asking for invoices, as part of these will be deducted on your IRS bill as below.FAMILY EXPENSES (clothing, grocery, fuel, etc.) 35% of each invoice, with a maximum of €250 per taxpayer (for single parents deduction is 45% up to €335)EDUCATIONAL EXPENSES 30%

of education expenses and training of any household member, with an overall limit of €800 per year. Books and textbooks are also deductible.HEALTH EXPENDITURE 15% of the costs of any household member to an overall limit of €1,000. The private health insurance premiums are from now on allowed to be included.HOME EXPENSES 15% of the interest on your mortgage, up to a maximum of €296 per year; or 15% of your rent up to € 502 per year. These amounts are higher in case of lower income.FOOD PENSION If you are divorced and pay a food pension, you can now deduct up to 20% of the pension without limit on your IRS.CHARGES WITH RETIREMENT (SENIOR) HOMES 25% of the cost, with a limit of €403.75 per year.VAT As per the previous years, all your invoices with hairdressers, car repair, restaurants and accommodation can be deducted on your IRS. This deduction is based on 15% of the VAT on each invoice, with a limit of €250.And who needs to submit a tax return? Everyone that is resident in

Portugal or being non-resident has an income from a Portuguese source, who has a pension or employment income from a Portuguese source that does not exceed €8.150. Please contact us if you are unsure whether you are resident or not for tax purposes and need to fill an IRS declaration.Although the majority of these measures will only be felt in 2016, when you submit your IRS for 2015, it’s important to take notice of these changes, so you don’t get caught by surprise. But please note that this is just a summary, there are many other alterations and some good news, for instance the retention on source for employment income of Portuguese source, will be lower this year. On another note, all landlords will necessarily have to be online and start declaring their rental receipts through the tax Portal, speak with us and we can help you with that.Last but not least; sole traders also have some significant changes in 2015, ie:Those on the simplified regime can deduct social security contributions, when these exceed 10% of their

All the latest sports news from Chris Wright.

Unpaid wages and threats of termination of contracts by players; three defeats in four games and relegation

a distinct possibility - these are desperate times for a club that only three seasons ago finished eighth in the Primeira Liga. Majority shareholder Igor Campedelli has stepped down from overall charge of the professional section of the club and appointed 24 year-old Américo Branco as Director of Football whilst manager Jorge Paixão continues as head coach. A statement issued by the club said, "We live in a difficult economic environment and if we make a comparison with last season, the Olhanense SAD income has decreased by about 90% but day-to-day expenditure still has to be met. We are however confident that we can rectify this situation soon, ensuring that not only are the daily expenses paid but that we also fulfil our other responsibilities and commitments including wage arrears”. The players are awaiting developments before referring the matter to the players union. The problems experienced by Olhanense are indicative of the financial problems facing many professional clubs in Portugal. One

former Olhanense player, Carlos Fernandes, has called in the Union to support his claim for payment of taxes that have been levied on travel and meal allowances that were not included in the tax return. Other ex-Olhanense players thought to be involved include Tavira born-and-bred Bruno Veríssimo, João Gonçalves, Nuno Piloto, Fernando Alexandre and Paulo Sérgio. According to the president of the Players Union, Joaquim Evangelista, this is not a unique situation. On the pitch the team continue to give their all, as was shown by the spirited 2-1 victory over high flying Oliveiriense with a double strike from ‘man-of-

the-match’ Mastriani. The young Uruguayan bagged his first after just five minutes and added the second before a dubious penalty allowed the visitors back into the game. Despite this home victory the away form gives much cause for concern. A 1-0 defeat at Tondela was followed by reversals in Lisbon (2-3) against Atlético and in Porto (1-2) against Leixões. These last two games saw the team snatch defeat from the jaws of victory! In both cases the home side scored twice in the last eight minutes to send Olhanense home pointless which leaves them just two points off the relegation zone.

youth when the first ever International Walking Football Tournament for the over 50s takes place

in Olhão on Saturday 21st February. The Cove Rapidly Ageing Pensioners (Farnborough, Hampshire) will be competing against the Soccer Olhanense Strollers for the John Mortimore Trophy. John Mortimore was born in Farnborough and went on to play 249 times for Chelsea between 1956 and 1965. In 1976 he became manager of Benfica where he won the Primeira Liga in 1977 and again ten years later; he was the José Mourinho of his era and is still held in great esteem by Benfica fans worldwide. John is now President of Southampton FC and was delighted and honoured to have the event named after him. The weekend, which is being supported by financial management group Blevins Franks, will also include a Presentation Dinner on the Saturday evening and a FootGolf Competition on the Sunday morning.

F ar too many golfers are taught to swing the clubhead as if there was not going to be an impact at all, and that their hands were not going to be asked to take a considerable

shock. They ignore this fact and fully expect the ball to fly far and straight because they are doing a beautiful golf swing. Style is a help, but it is only part of the golf game. Never forget that the most beautiful swing in the world is only as effecive as the strength of the fingers to hang on at impact. Millions of golfers including professionals, do not want to admit this - They're wrong!
