Meeting MinutesFinger Lakes Region, SCCA General Membership Meeting Minutes

December 4, 2012

Location: Murph’s Irondequoit Pub, 705 Titus Ave., Irondequoit, NY 14617

Regional Executive Mike Toombs called the meeting to order at 8:10 p.m.

The following is arranged by topic and may not be in chronological order.

The November general membership meeting minutes were approved on a motion by Fran McAllister, seconded by Lew Giesy.

Activities – Mary HartmanThe Finger Lakes Region Yearend

banquet is scheduled for Saturday Jan. 12 at the Green Lantern Inn in Fairport. Mary needs a head count, so let her know if you will be attending. More details can be found in Top End and atwww.flr-scca.comunder upcomingevents.

If you have a rotating trophy awarded at last year’s banquet, be sure to get it to Dave Ciufo.

If you have any suggestions on who should be given any of the awards, let a board member know. The awards will be finalizedattheDec.18boardmeeting.

Barb Lissow worked the US Gran Prix on the Course of the Americas she has photos, newsletters and stories. Mary plans to ask her to present at the February meeting.

If you have ideas, suggestions, etc. for a program, let Mary know.

Membership Report – Mike BrunnerThe region currently has 426

members, a decrease of eight from the November count.

Eighteen members and guests a t tended the Solo and genera l membership meetings.

A memorial service was held last Saturday for longtime region member, Carol DeSeyn.

New Business – John Walsh, Area 10 representative on the SCCA Board of Directors

Insurance costs for 2013 will be about 20% less all across the programs. Thanks to theinsurancecommitteeforfindinga new carrier. Also, insurance does not need to be pre-paid.

A “Barriers to Entry” committee is working on ways to make it easier to get into SCCA road racing. A more controlled race environment similar to vintage events with 13-13 rules, not requiring medical or license is to be offered. It will be wheel to wheel racing with a greater level of instruction. This is a path to race licensing different from the school path.

John commented that the various ISC tracks (Watkins Glen, Daytona, etc.) do not all operate under the same rules. The regions running at Watkins Glen need to have discussions with them on how the events will be run.

OnceagainIfindmyselfunder thegun trying to get my column to Carl before it is too late. I seem to have a lot of things going on this month and getting this done in time got missed. Sorry Carl.

Marsha and I went to the Mohawk Hudson year-end banquet the second weekend of December. It was fun to go to a banquet and see how other regions do things. Their Solo chair gave out the championship awards and the special year-end awards. The races were honored with year-end championship awards and each race driver at the banquet was given a T-shirt. They also held their elections for next year, not unlike ours there was no opposition and the slate passed without opposition.

While at the MoHud banquet Tom Campbell gave me all of the minutes of the NEDiv Council going back to 1981. I started looking at them the other night (I know I should have been writing this) and it was an interesting read. Much like today, there were some issues in the division.

The NEDiv race schedule can be found on our website. I’m sure that there are going to be some changes to the schedule as it currently stands and there are going to be major changes next year. If you are interested in the future of racing you should keep an eye on things in SportsCar.

Speaking of SportsCar, what a change! The cover itself jumps out at you.

The Rally season is getting started and I would be remiss in not mentioning it. I know the season is once again going to be a good one. Now if the weather would only cooperate. I know there are some people out there who would disagree, but I thought last winter sucked – to put it bluntly. If it’s going to be winter, it might as well snow and be cold, who remembers the warm non-snowy winter, I don’t know about you but I remember the snow storms and the cold weather, not the lack of snow.

Our banquet is right around the corner. I hope to see you all there, it always a fun time and I know you’ll regret not being there.

Until next month …..Mike

Old BusinessThe survey on the bottom of the

ballot asking for input on the general membership meeting was presented to the board of directors. The week and day of the week have not been set. Also, a site needs to be named. We are still looking, if you have any ideas let Mike Toombs know. If we do move, notice will be in Top End and on the web site with enough lead time to insure that everyone knows of the new date and place.

The January general membership meeting will be at Murph’s on Jan. 8.

Mike Toombs was elected as NEDiv Council Chair.

Race Report – Mike ToombsThe Northeast Division schedule is

out. Copies have been sent to Carl and MaryAnne so events should be in Top End and onwww.flr-scca.com.Therewill be three Majors in NEDiv, six in the Eastern Conference. The Eastern conference is made up of NEDiv and the Southeast Division. The three NEDiv Majors are at Summit Point, New Jersey and ours at Watkins Glen. All are doubles. Sebring, Atlanta and VIR are the SEDiv Majors. All six will be used to name a Conference championship.

We have three races in 2013.

Westward Ho! 2013Our Nelson Ledges race is scheduled

for June 22 and 23. Lew Giesy will be race chair for this event and Wilma will be registrar.

Glen Major 2013The last Major in the Eastern

Conference is our event at Watkins Glen on July 5, 6 and 7. Chris DeMinco and Elizabeth Thiel will chair this event; Mike Toombs will be the registrar.

Fun One 2013The Fun One will run Sept. 14 and 15.

A race chair has not been named; Marsha Toombs will be the registrar.

Rally Report “Dust off the Cobwebs” was run on

Dec. 1 as a shakedown in preparation for

the Finger Lakes Region’s Winter Rally Series. The six teams that participated enjoyed the event. A report and results will be printed in the January issue of Top End. Alan Smith noted that the rally would have been challenging if there had been snow. He found the pace, without snow, to be somewhat challenging.

The 2012 RoadRally and RallyCross Holiday Party and Awards presentation will be held Dec. 22 at Cheap Charlie’s inBloomfield.DetailscanbefoundinTop End and on the web site. You should pre-register. This will allow “Santa” to prepare gifts.

Rally Cross – Chris BucknamTheNov.18RallyCrosswasthefirst

time Chris had a chance to “spectate” at one of the region’s RallyCross events. Sixteen competitors ran. The change from frost covered ground to muddy conditions required that the course be changed during the day. Tony Zanni has done a nice job of running the event and making it a fun, laid back time.

STPR® - Alan SmithThe Wellsboro Winter Rally will not

be run this year. STPR 2013 organization is underway. Alan has the route planned.

Winter SeriesThe Winter Rally Series kicks off

with Alan Smith’s “The Long Way Home” on Jan. 5, followed in two weeks by Gary Thomas’ “Ithaca Rally.” Jamie Hayslip will be writing a rally as will JohnWerner.Thefifthrallyisstillintheworks. Frank Beyer’s WINTR rally does not meet the requirements for our series.

Fliersforthefirstfeweventsareonthe web and printed in Top End.

Solo Report – Jeff ColegroveThe Solo picnic was held on Nov. 18.

Tasty food, a bit of bench racing, some beer.Wedidfinishtheseasonintheholeby about $2000.

Year-end awards have been decided and will be presented at the Jan. 12 banquet.

Treasurer’s Report – Elizabeth ThielAll bills submitted to the region have

been paid. Expenses for the Solo picnic and the Dec. 1 RoadRally were paid. Income from the rally has been received.

The current checking account balance was reported. The books for 2012 will be closed in a few weeks. After that the books will be given to the accountant forpreparationofourtaxfiling.Becauseweareanot-for-profit,thetaxesarenotdue until May.

Mike commented that Race and Solo lost money in 2012. Rally made a few dollars. At the rate of loss experienced this year, we would go bankrupt in several years. Therefore we need to rethink our income and expenses.

Financial statements are available for review from Elizabeth.

The treasurer’s report was accepted on a motion by Dave Avery, seconded by Chris Bucknam.

The meeting was adjourned at 9:13 p. m. on a motion by Dave Ciufo, seconded by Mike Brunner.

Respectfully submitted,Carl F. Dresie, Secretary

Old BusinessCarl distributed a summary of the

results for the general membership meeting survey. The second Wednesday of the month received the most “votes.” A site for the membership meeting needs tobedefined.Thiswillbebroughttothegeneral membership at the December meeting.

The board meeting may remain the last Tuesday of the month, but may change at the discretion of the board. The site for the board meetings may not change.

Race ReportA divisional race committee has been

formed. They are looking at creating a divisional race series starting in 2014, possibly with only one event at any one track.

Increased track rental costs and reduced entries have put the racing events at risk. The situation was discussed among the board members prior to the meeting and continued during the treasurer’s report and in the race report.

The Glen Region needs to be brought into this discussion.

FLR NewsMembership News and Information

The status of the Oneida, Syracuse and Adirondack race tracks were discussed. The New York Safety Track (Oneida) is 2.1 miles long with 18 turns.

MotorsportReg is changing the plan we use for registration. A free plan is available if payment is not made through them. That plan can be used for elections, reservations, etc.

The Glen Region offered to buy wireless scales for use by Tech.

Rally Report “Dust off the Cobwebs” will run Dec.

1. First car off for the approximately 130 competitive mile event will be 4:01 p.m. The event has been pre-checked. There are three short unpaved sections.

The Rally awards and Christmas party is Dec. 22 at Cheap Charlie’s in Bloomfield.

Solo Report Mike will discuss the Solo issues with

Tom Weaver.

A tentative Solo schedule needs to be available for the Rochester Auto Show.

The So lo p rogram may use MotorsportReg for pre-registration next year. This could increase entries due to wider exposure to our events.

Top End – Carl DresieThe December issue hit the mail

stream today (Nov. 27). Delivery by the US Postal Service is expected to have delays due to the high mail load during the holiday season.

Treasurer’s Report – Elizabeth ThielThe Profit and Loss by Class for

January 1 through November 27 was distributed for review.

Several bills paid today are not included in the statement. Approximately $12k will come out of the checking account.

A Fun One entry deposit was mistakenly entered twice. When corrected, the Fun One shows a loss. Unexpected expenditures are part of the Fun One loss.

The Solo program shows a loss.

All region bills have been paid.

We need to rethink expenditures. We need to continue the discussion with race chairs, etc. on cost control.

The treasurer’s report was accepted on a motion by Mary, seconded by Chris.

The meeting was adjourned at 9:20 p.m. on a motion by Elizabeth, seconded by Dave.

Respectfully submitted, Carl F. Dresie, Secretary

Street address, phone numbers and e-mail addresses for new members and new street address for members that have moved can be obtained from the membership chair, the Top End editor and/or the Regional Executive. They are not published in widely accessible issues for personal security reasons. (Ed.)

Letters and other informationPit to car communications

A letter to the editor in SportsCar stated that the VHF FM radios that racers use for pit-car communication mustbemodified.Asof12/31/12 theFCC is requiring the radios have their band width reduced. A local shop that can do this is :Licciardi Radio Service, 992 Carter St., Rochester, NY 14621. The cost will be $25.00 per radio.

Top End issuesThere are two issues impacting Top

End.

First, due to the heavy holiday mail traffic hard copy delivery has been delayed for a week or more. The online version(www.flr-scca.com/TopEnd)isavailable a week or more prior to the next meeting.

Second, the cost of printing and mailing each issue is over $600 per month. Suggestions on how to reduce that cost should be given to the board of directors. One idea is to not mail hard copy to those with an active e-mail address.

The Green Lantern Inn has been a landmark in the Rochester New York area for over 125 years. Originally built as a private residence, the Inn was converted to a boarding house, a tavern, a full service restaurant and is presently a banquet facility.

The Deland House, now known as the Green Lantern Inn was designed by Mr. John Thomas and is in the style of a French chateau. Started in 1875 and occupied in 1876, it is considered to be the best local example of high second empire ar-chitecture.

National NewsCRB Releases New GT-2 Classifications and Adjustments for 2013TOPEKA, Kan. (Dec. 7, 2012) -- In an effort to strengthen the GT2 class, the SCCA Club Racing Board announced the classification ofTrans-AmSeriesClass 2 cars as well as many former Super Touring® Over cars.

To accomplish this, the current GT-2 spec lines have been revised for 2013. These changes came after more than a year of study by the GT Advisory Committee and by an ad hoc group of GT drivers, builders and car owners.

The new spec lines include revised weights and restrictors for existing GT-2 cars.

Ex-STO cars may be prepared to the 2012 STO rules, with the exception that tires are free in GT-2 within the STO wheelsizes.Specificationsforthesecarsare now included in the race memo and mayvaryfrom2012STOspecifications.

Trans-Am 2 cars may run in GT2 under TA2 rules and published spec lines, with the exception that tires are free in GT-2 within the TA2 wheel sizes. Regional GTA class cars may run in GT-2, but must make the changes necessary to comply with the TA2 rules.

The CRB apologizes for the late notice of the change, but the opportunity to embrace these cars became available as a result of a cascading set of rule changesfromtheTouringreclassificationthat was just completed.

Please go to http://www.scca.com/clubracing/content.cfm?cid=44472 to view the race memo that will include the new spec lines for all the GT-2 cars. The memo is available directly here: http://scca.cdn.racersites.com/prod/assets/RM%2012-10.pdf.

2013 Runoffs Qualifications Announced

For an easy-to-read graphical representation of the qualification process go to http://www.scca.com/assets/13-runoffs-qualifications2.pdfTOPEKA, Kan. (December 4, 2012) – Sports Car Club of America announced today the qualification criteria for the50th SCCA National Championship Runoffs®, set for Road America Sept. 16-22, 2013.

Thequalificationprocessis largelyunchanged from 2012, with paths through the Divisional Points, National Points and now the U.S. Majors Tour. Additionally, as the Runoffs’ Golden Anniversary, all former Champions are invited to participate in the event.

As was the case in 2012, to qualify through either Divisional or National point standings, a drivermust finishfour SafeRacer National Racing Series races (regular National or U.S. Majors Tour events included), with a minimum of two starts within their Division of Record. Once the participation criteria are met, at least one of the following performance criteria is required:

- Finish in the top three of their class in their Divisional Championship.

- Finish in the top half of the coast-to-coast, National Point Standings within their class during 2013.

- Reach or exceed a minimum number of points for a given class in the National Point Standings (listed below), set by the top half of the 2012 National Point Standings.

Through the U.S. Majors Tour, any driver participating in three different Majors events in the same class (turning awheelinanofficialsession)willearnan invitation in that class. This criteria was used in 2012 for the Majors pilot program in what has become the Mid-States Conference.

A special invitation will be extended to any past SCCA National Champion

to return to the 50th running of the Runoffs, provided that they qualify for a National license. Any past Runoffs National Champion may enter one class at the 2013 Runoffs without meeting the participation or performance criteria.

“Not only will we crown our annual National Champions at the 2013 Runoffs, but we will celebrate 50 years of one of the great motorsports events in America,” SCCA President & CEO Jeff Dahnert said. “As part of that celebration, we invite any of our past Champions to return to battle today’s best amateur racing drivers. You only have one 50th birthday, and we want to make sure that the event be as spectacular as the racing on the track.”

Rally Meeting NotesDecember 11, 201296 Church Street, Victor, NY

These notes are grouped by subject, not in chronological order.

The following six RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Ben Gilmore, Jamie Hayslip, Tom Langdon and Alan Smith.

The January general membership meeting has been moved to the 8th. The January rally meeting will be moved to Jan. 15.

RallyCrossThe December RallyCross will be

this coming Saturday at Perry’s Park.

The results of the Nov. 18 RallyCross will be printed in the January issue of Top End.

Rally Yearend PartyAlan is taking reservations for the

Dec. 22 rally party.

STPR®

The Wellsboro Winter Rally will not be run this year, for two reasons. The new ownership of Rally America is sorting through insurance and sanction issues. Also, entries the past two years have barely covered expenses.

Committee meetings for the 2013 running of STPR will be scheduled.

Greg Lester has expressed an interest in writing the charity rally run on the Friday of STPR weekend. The charity rally will be sanctioned and conducted as a social rally. Many of the roads

in the area have been upgraded to accommodatethetrucktrafficassociatedwith fracking.

Summer and Fall Rally Series“Dust off the Cobwebs,” the Dec.

1 shakedown event had six teams competing. Dan and Anna Thiel left the OMP early so that they could man the first checkpoint.AlanSmith andEricHobron then worked the last checkpoint before the break. Rallymaster Carl Dresie, with the help of Ben Gilmore worked the last checkpoint, allowing Alan and Eric to start scoring the event. Results and a report will be printed in the January issue of Top End.

Winter Rally SeriesThe WINTR series proposed by

Frank Beyer may be run as an invitation-only event for the winners of preceding winter rallies. The exclusion of a Novice class and the possibility of it being a long event does not meet the needs of the Finger Lakes Region’s Winter Rally Series.

John Werner will be contacted regarding moving his event to Feb. 2 from the March date. That will leave the only series rally without a named rallymaster as the last of the series. This allows for more time to name a rallymaster and to write the rally.

Rick Barnes would like route information several days before an event. This gives him time to enter the route into a GPS system making course closing easier.

The general instructions for the 2013 Winter Rally Series have been completed.Theonlysignificantchangeis to the factors for B speeds in the Limited and Stock classes, going from 1.1 to1.13. Series fees will be the same as last year, $35 per members, and $40 for guests.

JamieHaysliphascreatedaflyerforthe Feb. 16 rally. It will be published in Top End and put up on the web-site.

Winter Series trophies will be glasses with series information silk screened onto the glass. The size may be graduated between classes. A number of other trophies were mentioned including window stickers. Suggestions are welcome. It was noted that printed labels may not withstand washing.

Miscellaneous Discussions When an experienced rally team

leaves the OMP at 4:30, not 4:31, the following teams begin to question their out time and the setting on their clock. But, one should realize that even an experienced team can make a mistake, even for the second time in several years. Also, following an experienced rally team can be a problem, as they may notleaveontimeorfollowtheofficialrally route.

Rally Safety Steward Licenses have been issued to several of the region’s rallyists.

The rally box needs to be cleaned out and restocked.

Tom’s retirement date is projected to be this coming March.

Jamie related that care should be taken when stepping onto the edge of the road, especially when the weather has been at or above freezing. Sometimes the result is being waste deep in cold water. Sometimes the planets just don’t align.

Automobile problems discussed included “The Prince of Darkness,” failure prone Saab air conditioning brackets, vehicle speed signal wiring points and the quirks of Ford Escort GT’s.

The meet ing was devoid of any discussion of wiener dogs and submarines. Very unusual!

Let’s go Winter RallyingBy Gretchen Kriesen

“Did you have fun?” This question is sprinkled over the RoadRallygroupas theypour into thebreakor thefinallocation, often while griping about a turn that was missed, a Time Allowance (TA) that was miscalculated, or a particularly gnarly section of dirt, gravel, or maddening twists. Having fun…it’s good to be reminded of the point of these rallies.

So why go out there, in the middle of winter and drive around for seven hours on back “roads” (and at times, “road” is used in its loosest interpretation possible), obsessing about each turn and each second, about where the next checkpoint will be, and why your handbrake is sticking and how that will ruin the rally for you? From the outside, it seems like a lot of frustration. From the outside it would. From the outside it did.

And then I was drafted, a last-minute effort for Jamie to compete this season. Jamie sits in the driver’s seat with a lot of experience. I’m in the navigator’s seat with impaired math skills, a short attention span, a tendency for motion sickness, and a nasty habit of saying “left” when I mean “right.” To make matters even more stressful for Jamie, I’m his wife. From what I understand, rallying spouses are few and far betweenlikely;duetothestressoffindingyourway, quicklybut accurately, in the snow, in the dark, on roads that are often unpavedandintheconfinesofacarwhichshrinkswitheachpassing mile and curt remark.

With that said, allow me to describe the emotional stages one will experience as a Rally participant.

INSECURITY: Will I royally mess this up?

NAUSEA: Will I puke in this car? How many Dramamine can one take in seven hours?

EXHAUSTION: If I close my eyes for a second, I’ll be fine. ZZZZZZZZzzzzzzzzzzzz

PANIC: Where’s the road? Did we miss the road? Should we take a TA?

FRUSTRATION: How can we still be off?

ANNOYANCE: This is your fault.

HAPPINESS: We are doing well!

BLISS: We are winning!

ANGER: We are losing!

RATIONALIZATION: Our windshield wipers weren’t working well.

ARROGANCE: We are amazing!

HUMILITY: Have you seen Alan and Eric’s score?

But it’s not just about the exciting emotional experience described above that should draw you in. No, my friends, rallying offers you one-of-a-kind adventures that will make you a better person, a better driver, and result in world-wide fame and fortune, stunning good looks, the jealousy of some, the awe of many, and a god-like status. (Results may vary.) (Significantly.)

So, here are The Top Ten Reasons Why You Should Go Rallying (Preferably with the Finger Lakes Region, SCCA.)

10. Be smarter! Road rallying increases your eye-hand-foot coordination, math abilities, powers of concentration, sense of direction, and determination.

9. Navigators: Work on your trust issues! As a navigator, you will have to take it on faith that what may seem like reckless, out-of-control, idiotic driving is actually the result of your partner’s driving prowess.

8. Drivers: Work on your poker face! When your driving is reckless, out-of-control, and idiotic, a straight face will convince your partner that you are the driving expert you lied and told him you were.

7. Beat Alan and Eric (the perennial favorites)! It has been done. It could be done again. It could be done by you.

6. Test the limits of your marriage! Want to know just how much you love each other? Rally together. Remember, what is screamed in the car, stays in the car. And hopefully that’s not your daily driver.

5. Visit new and interesting places! Even if you won’t be able to see anything but the road, and even then only the ten feet ahead of you.

4. Buy a ham! Learn about the secret grocery store deep in the southern tier that sells good half-hams at can’t-be-passed-up prices!

3. Execute Extreme Quality Testing on Your Car! Hear your carmakenewandexcitingnoises, andremembertofinishfirstyoumustfirstfinish.

2. Learn why someone can be irate over a fraction of second! Learn also how a small mistake can be brought up year after year as the reason why a season went awry and the title slipped out of your hands.

1. Have Fun! Even I got hooked. So, come join the fun.

“Dust off the Cobwebs” Results

Dust off the Cobwebs, Dec. 1, 2012By Carl F. Dresie, Rallymaster

Late afternoon on Saturday, Dec. 1, twelve adventurous individuals left Charlie Riedel’s in Canandaigua in teams of two for MacGregor’s in Canandaigua. A trip of just over 1 ½ miles, thatshouldtakelessthanfiveminutesifyoumakethelights. But, with the help of eight others under the guidance ofawanderingsoul,thetriptook150milesandfiveandahalf hours.

Following a route that started out going north into Wayne County and meandering eastward then south into Seneca County the teams took a break at the PETRO truck stop at the intersection of Route 414 and the New York State Thruway. After refueling and taking a break to catch their breath, they started back westward, again meandering over a circuitous route toward MacGregor’s.

The goal of this rally was to offer an opportunity for the novice to gain experience in the format of the Finger Lakes Region’s Winter Rally Series; for the teams testing new equipment and/or procedures to work the bugs out and gain experience; for the experienced teams to get back into the swing of things. Alan and Eric again learned that leaving the OMP a minute early added 100 points to their score. Most learned that it is difficult to drive at the requested speedsover smooth and relatively straight paved roads. (There were three short sections of unpaved roads for those who believe the Winter Series should concentrate on dirt, not macadam.)

Without the help of the workers, the teams would not have been able to experience a TSD rally. Thanks to all who helped. Jerry Kerwin for pre-checking, making valuable suggestions, safetycheckingandworkingcheckpointsfiveandten.BenGilmore for keeping the rallymaster on the route as course opening car. Dan and Anna Thiel for working check point one before running the route. Chris Bucknam and Lew Giesy for working check points two and eight. Larry Wells and Paul

Walker for working check points three and seven. Rick Barnes and Jason Kostyshak for working check points four and nine. Alan Smith and Eric Hobron manned the last check point on thefirsthalfandscoredtheeventatthefinish.Finallyaspecialthanks to Ann for tolerating this lunacy.
