Meeting MinutesFinger Lakes Region, SCCA General Membership Meeting Minutes
On January 18th I went to Watkins Glen and try to learn more about the Winter Rally Series. When I arrived at Burger King I asked if there was anything I could do to help. I was asked to ride along with John Kastenhuber who was driving the course opening car. I had no idea what I was agreeing to but said okay. I don’t believe I was much help but now understand why a second person was desirable. I got quite an education about rallying and would like to thank John for patiently answering my endless questions.
The rally had 18 cars enter, 16 finished.Ofthetwowhodidnotfinish,one was due to an encounter with a deer and the other a carsick navigator. I was very impressed with the event’s organization. John and Gary logged many miles and hours to set up the approximately 175 mile course.
I had opted to see what winter rallying was about on this day for two reasons, the temperature that day was
not in the single digits and no snow storm was predicted. My no snow storm reason was a minor disappointment for the participants. These guys are crazy. John kept telling me that he wished that there had been more snow and how much better that would have made it. He was saying this as we slid around cornersandfishtaileduphills.Hewasproud that he only had to use his four wheel drive twice. I want to point out another misconception I had. I thought most people would be in four wheel drive trucks or SUVs. The car of choice was a Subaru.
One participant was stopped by a not too congenial sheriff and got a ticket for a snow covered license plate when no other violation could be found. Everyonefiguredaresidentmusthavecomplained when 18 cars came down a road that probably had not had that many cars come down it all week. In all it was quite an experience and I am glad I went.
I want to thank John Kastenhuber and Gary Thomas for putting on a great event. I do not think I am quite ready to take on a rally. Riding with John I had a map and was still totally lost. If I had been a participant I believe I would have won poorest on rally hands down. The rally ended at Manos Diner in Ithaca where participants and workers traded war stories and had something to eat while the awards were determined. AlanSmithtookfirstplaceoverallandthe competition was close. The next winter rally is February 22, put on by Karl Haltiner and has probably already take place as you read this. The one after that is March 8, hosted by Kurt Theil.
On an unrelated issue, I would to thank Marcus Kroll for his talk about his Chump Car experience at the February membership meeting. It was very enlightening and hefieldedmany questions. The Fireside Inn has worked out well. The food is good. I recommend the Nachos, but don’t try to eat them alone.

Marcus discussed the difference between the various series.
The Optima Batteries Chump Series is different from LeMons in that it is more serious, and has experienced significant speed creep.
Races range from 8 hours to 37 hours in length.
Races are held at world class tracks, such as Road Atlanta, Lime Rock, Sebring, Daytona, Watkins Glen, and Laguna Seca.
For 2014, standard cars are Spec E30s, Spec Miatas, and Spec 944s along with various other oddball cars interpreting the rules to gain a competitive advantage.
Teams are divided into Democracies or Dictatorships
There are some top teams competing, such as Riley, Bimmerworld, and TLM
Local cars include Adrienne and Roy (of Targa Newfoundland fame), The Little Speed Shop and Berg Racing.
The racing is fun because of the variety, yetthereissignificantparityinthecars.
It’s hard to beat the value of the seat time in any other kind of racing.

Finger Lakes Region 2013 Awards Banquet, Jan. 25, 2014Opening Remarks – Mike Toombs
We better get going so that we can get out of here before midnight, if everybody is OK with that. I’m not guaranteeing that the roads will be plowed. It’s a long drive to our house so Marsha and I want to get going. It took us fiveminutestogethere,evenwiththesnow.We live just on the other side of 390 so it’s really not a big deal.
I’m the Master of Ceremonies to-night; there are no programs for tonight. It is also my last function as the Regional Executive for the Finger Lakes Region.
There is something I want to read to you telling you about how I got to be here. Back in the early 80’s I was going to college in Auburn, got friendly with some staff (in other words we were going out drinking a lot). One of the staff and her husband were Paddock Marshalls for the Glen Region. At that time the Paddock Marshalls were a fairly large group, twenty to thirty people. So I started working the races in 1981. Then again in 1982 and made the mistake of asking Marsha out. So we got married in 1983. I had one year of college left at RIT, so we moved up here. We wound up staying here so we transferred out membership from the Southern New York Region to the Finger Lakes Region in 1984. I started autocrossing that year. Marsha and I decided that the best way to get to know people was to start doing stuff. That winter we worked a rally for John McArthur. Since then there has only been one season when I didn’t work a rally. This past year was the 30th for autocrossing. One year there was a need for someone to be the worker organizer for the Camel Continental. That is how I got elected to the board of directors. I have been on the board for sixteen years total. Positions have been Activities Director, Assistant RE and RE for a total of eight years. I can honestly say thatthefirstyearasRE,andIknowCharlieprobably understands this, I was scared. (It becomeseasierafter fourorfiveyears.)Sothat’s how I ended up being here.
Now for my opening remarks. When I went to start this speech I
started by looking at what I said in the past. Everything I have said in the past still applies this year; it still takes a lot of people to keep

this organization running. There still are no unimportant people when it comes to putting on our events. From the tech crew making sure the cars are safe; to the rally safety steward pre-checking the road rally, every job is still an important part of the club.
We are lucky to have a region that has four very active groups; race, Solo, RoadRally and RallyCross. This past year we put on three races, Westward Ho!, the BF Goodrich Finger Lakes Super Tour and The Fun One. I need to thank the chairs for each event – Lew Giesy for chairing Westward Ho!, Chris De Minco and Elizabeth Thiel for the BF Goodrich Finger Lakes Super Tour and Gary Lippert for chairing The Fun One. This year’s Westward Ho! was a success which makes all the work of Lew and everyone else in the region worthwhile. I can honestly say we’ve run Westward Ho! for ten years and we had a surplus this year fortheveryfirsttimeever.Icouldtalkaboutthe Super Tour for the next hour and not do it justice. This race took more work and more sweat than any race I have seen in the past. Elizabeth did a lot, Chris did a lot, let’s hope thatthenationalofficehaslearnedsomethingand make it easier for a region to put on this event in the future.
I would like to make one comment before I continue. Marsha and I go to every SCCA race at Watkins Glen and help out. It’s not because we don’t have other things to do. It takes more than any one region to put on a race and if we don’t help out other regions, how can we expect their help. Along the same lines, I will always be disappointed that there is not more integration between the different factions of our region. There are some people who either work or compete in different areas, but not as many as I would like to see.
The Solo program continued to put on
eight quality events. Tom Weaver took over the active program and pushed it forward with support from a countless number of other people. The chairs for each event spent hours designing and setting up courses, so that people would continue to come out, compete and have fun.
The past two years we have not put on a Street Survival School. I continue to be a strong proponent of these schools and hopefully we can help some young drivers live to be old drivers. We need to maintain our commitment and continue running these events.
The RoadRally program put on their usual night rallies once again. Tom Langdon did a finejobofnotchairingtherallyprogramforanother year. Every year I’ve said I will be RE againifyoucan’tfindsomeoneelsetodothejob,thisyearIfinallysaidIwon’tdoitagain.Tom and Deb have done the same, saying we will do it if nobody else well, so ends the search. As well as the biweekly Saturday night rallies during January and February there were a couple of other rallies for a little extra fun. The rally event chairs spend a lot of time laying out the rallies, checking out the mileages and check point locations, so that everyone running the rally can have fun. The one thing I found out by working rallies is that there are always plenty of stories to come out of each event.
Tony Zanni is continuing his stellar chairmanship of the RallyCross program. We also owe thanks to Bruce Perry for continuing to allow us to put on events on his property.
STPR®LLCcontinuestobeefficientlyrunby the three managers, Lew Giesy, Meridith Croucher and Alan Smith. Each year they strive to make STPR a bigger and better event. They will be running the Waste Management Winter Rally again this year.
There are also people who are in the background helping keep the region running. Carl Dresie spends a lot of time putting together Top End every month. I have always felt, and continue to feel that a monthly newsletter is very important, and we continue to put out what I believe is one of the better ones. MaryAnne Shults has passed the web master job on to Mike Stutzman. For now MaryAnne will continue to keep all of our other social media up to date. The solo board, the rally board and the club racing board (chaired by Fran McAllister) are always there to make sure each program continues to run well.

The coming year is looking great. After six continuous years as Regional Executive and eight total, I have turned over the reins to Charlie Tanck. I’m sure that everyone will be around to support Charlie and the region. I will still be around as a member of the board of directors and a member of the Solo board and will continue to support the region wherever necessary.

So as I sat in my seat, I realized where I went wrong. Sometime around August I said, “Ifyoucan’tfindaSolochair,Iwilldoit.”It sounds like there is a long history of that sort of thing. I am happy that Marcus Kroll is taking some of the duties, such as negotiating with RIT, etc.
I also realize that whenever I come to a banquet I will have to come up here and talk. That happened to me last year.
OK, I don’t have lots of long stories, so hopefully we will get home sooner.

coming in and out of the Novice class. But this year’s rookie had a pretty tough car to come in and start doing things like autocrossing. But he did a really good job with it. That’s all I’m going to say, let’s recognize Blair Anderson.
For “Most Improved Driver of the Year” this competitor has been coming out for a while, but this year she just broke through becoming so much faster. I would like everybody to congratulate Aretta Stillman.
And now we have “Solo Driver of the Year.” He had a very good year. I was at there at the ProSolo in DC this year where he took home a win. Let’s congratulate Chris Morton.
Mike Toombs – There is one Solo award that I have the pleasure of giving out. When I was trying to arrange for a new Solo chairman for 2014 I didn’t purposely ask this person because he does a lot. He did a spectacular job of running registration in 2013, but he must have missed the meeting, left the room or ? The “Outstanding Solo Contributor of the Year” goes to Shaun Hallam.
The difference between the next presenter and Shaun is that the next presenter knew he
was giving out the awards before he got here, he just didn’t know what he had to say. He was given what to say as he walked in the door. The next awards are the Road Racing awards. 2013 Road Racing Awards – Dave Ciufo
I got handed these notes from Fran McAllister who usually gives these awards out. So I’m going to work off of his notes so if you don’t like anything here, blame Fran.
It says here “joke.” Fran didn’t leave the joke. (Did you hear about Lucas, they came out withavacuumcleaner–itwasthefirstthingthey ever made that didn’t suck.)
Thefirstawardwehaveisfor“Mechanicof the Year.” Awarded each year to a member in good standing of SCCA who has worked without financial gain as a primarymotive.This was originally the AAMCO Transmission Trophy started by Fran McAllister. This year’s “Mechanic of the Year is very unique to say the least. Pretend that I am Fran speaking. He is willing to help almost anyone do almost anything whether he knows them or not. If you
need someone to help pick up a race car you purchased anywhere in the US, he will say, “When are we leaving?” One weekend he put fivehundredmilesonhistrucksearchingfora part needed for a friend’s race car. Someone who is willing to work on a thousand dollar piece of junk called a race car or a half million dollar Audi. Another advantage of having this gentleman on your crew is that at the end of twelve hour race or a twenty minute sprint race at the end of the race he always has a generous supply of iced beer for the crew. Let’s recognize Marty Pitre.
The next award is the “Best New Driver,” the Roger Clouser Memorial Trophy, the rookie of the year road racing driver. Awarded to the
Finger Lakes Region driver who shows the greatestdegreeofpromiseduringhisfirstfullseason of competition. He shall also have been a credit to the Region at the race course. This is both a rotator and a keeper trophy. This year’s recipient – I kind of know this year’s recipient – competed in Spec Miata, the toughestclass inSCCAI think,finishedsixteenth in NYSRRC out of one hundred and three competitors and shows promise to be a great driver. He is aggressive, stays out of trouble – most of the time – and is a real gentleman. One of his accomplishments is afifth atNelsonLedgeswith a lap timeof1:19.13 compared to the fastest lap time of 1:18.20 – which I believe was mine. That was a third in class out of thirteen cars. At Watkins Glen, ninth out of twenty two with a lap time of 2:23 compared to a fastest of 2:20 this was followed at the Fun One with a ninth out of twenty eight. In these great performances he was always beaten by his father who says he is concerned that next year his son may beat him.Iamstilltryingtofigureoutexcusesfor

the day when that happens. This year’s rookie of the year is my son, Chris Ciufo.
“Most Improved Driver” Awarded to the Finger Lakes Region driver who has shown the greatest improvement during the season. Usually not awarded to a beginning driver. This year’s most improved driver is returning to competition after eleven years. His season was verysuccessfulscoringfifthoverallinaverytough ITA class out of thirty eight competitors in NYSRC. Some highlights include second place out of twenty at Mid-Ohio, third at Westward Ho!, third out of sixteen at the June sprintsattheGlenandfirstinclassattheFunOne. And an accomplishment he never stops bragging about is beating the best veteran drivers in the class, Chris DeMinco and Kurt Thiel. This year’s most improved driver is Scott McAllister.
“Driver of the Year” the John and Emily Castle Trophy Fran would probably read the history of the award, which is two pages on its own; I’m not going to do that. So we will go right to the award.
From Fran’s notes: Awarded to the Finger Lakes Region
driver who has compiled the most outstanding record in SCCA race participation. Caliber of races attended and competition in class are considered as well as record of success. Recipient shall have been a credit to the Region at the race course.
More about John: John became active in the early 60’s. He was a WWII veteran and was employed by Eastman Kodak. He was executive steward of NEDiv and SCCA director for Area 10. He chaired races and was active in the newsletter, writing a history of the region. John held every position the region had. In 1992 he was diagnosed with stomach cancer and shortly after his wife was diagnosed with cancer, they received treatment together. John was given the highest award possible by
SCCA, the Woolf Barnato Trophy. John Castle was a unique person. Gentle in demeanor but strong in accomplishment. Thoughtful when dealing with a problem then coming up with a useful solution. He was patient, knowledgeable in many areas, a pleasure to work and be with, at true gentleman and a man of great courage.
More about Emily: Emily was very active over a twenty year period. She won the Top End award in 1964 and 1965. She was an organizer of rallys. She was given the sportsmanship award. Emily was active in race Timing and Scoring.Emilywasthefirstwomantochaira National Race and insisted on being called the chairman. Her other activities included the Rochester Philharmonic, Strong Museum and thePenfieldCountryClub.
This year’s driver of the year is a past recipient of this award. He competes in another very tough class, Spec Racer Ford. First out of fortyfiveintheNorthEastDivision,hescoredtwo hundred and thirteen points in NYSRC, secondoverallinpoints.Hehadtoptenfinishesin ten events at three different tracks. He is always competitive and a good competitor. Let’s recognize Chris Pluta.

Now that we have talked about everything else. We had several events last year including the winter series which was reasonable successful, some more so than others. We had one event with only nine entries which means we had people winning that had never won before. We had great trophies last year thanks
to our RallyCross chairman, great if you need artwork in about three minutes. “That’s not absolutely true” – Tony Zanni. We also had a couple of daytime events after several requests for a daytime rally. Unfortunately some of the people requesting them must have been off that weekend. This year we are going to try it again, a lot of fun, you don’t beat cars to death on these summer events – winter events, I can’t guarantee a thing. The rule in our house is if the car isn’t paid for, we don’t rally it.
As far as rally goes, we have had a good time with two well attended events so far in 2014.Twentycarsforthefirstevent,withsomecars showing up that we haven’t seen in years. A Mini Cooper and naturally a ton of Subaru’s with one team driving a WRX instead of a Volvo. Some say that going from two wheel drive to four wheel drive in the winter rally series is like cheating. Hills are no longer a challenge.
On to our rally awards. “Outstanding Rally Contributor” The rally
board decided to honor a couple of people that havedonestuff.Thisfirstpersonaskedtodoa social event for a charity with the region providing the sanction, etc. The cost of a social rally is a bargain. The event was well received. It also introduces people to rallying. Then in the fall a destination rally to a winery (the rally ends before entering the establishment). call someone to set up the Christmas party. Alan Smith has always been there for us, so he is our second contributor of the year.
The last award is the “Rally Worker of the Year.” The person works the events and does other things for the rally program. Deb bringing donuts, coffee etc. is not the worker of the year. – This crowd is an unruly bunch! – This individual is always there, doing a safety check, checking the mileage, etc. Carl Dresie is our worker of the year.
RallyCross chairman, would you like to say anything?2013 RallyCross Awards – Tony Zanni
Just for a quick moment, I actually have to go to a wedding reception and that is why I haven’t taken my coat off. Our program has one more event to go in our championship (Feb. 8) so we have no awards to give out now.
Our “Most Improved Driver,” Darren Ohara started out in the Wagon of Doom after two events he bought a RS 2.5. He is now consistently now in the topfiveor six.TheWagon of Doom is a decrepit Outback Sport that Jim Perrin loaned us to grow the sport.
The championship is closely contested and won’tbefinalizeduntilafterthelastevent.
The “RallyCross Worker of the Year” is Jake Vallee. He is at the track every morning at 8 a.m. which takes a huge burden off of me.
Tom Langdon – The RallyCross program needs more people to step up and be a RallyCross Safety Steward. Two are needed if the he wants to compete.
Tony Zanni – Our program also has lunch available on site. This cuts the noon downtime allowingmorerunsandanearlierfinish.Ourprogramrunsthroughthefirstoftheyear,soweare like the NHL of the SCCA. Our “banquet” will be after the last event on February 8, location TBA.
Mike Toombs – Now we are down to the special awards. “Outstanding Worker of the Year”
I got this nomination from a member of the Glen Region. So this year’s worker of the year works Tech/Scrutineering and also competes. He has turned the inspection process intoaveryefficientoperation.Ifyoucomeinneeding an annual inspection, your car will get the inspection and your car is not leaving until it is legit. He has put a great crew together and when he is not there it really doesn’t matter because he has done such a good job of putting the crew together that there is always someone there to do the job. This year’s worker of the year is Bruce Perry.

“Top End Award” This award is usually chosen by the Top
End editorial staff, but they did not name an awardee for 2013. So the board of directors decided to name a recipient after looking at the specificationsfortheaward.Onenamestoodout. That is the editor of Top End. This year’s award winner is Carl Dresie.“Sportsmanship of the Year”
Unfortunately the recipient of the 2013 sportsmanship award is not here this evening. I would really like to thank him for what he did during the past season. As the RE I was personally concerned about every program and wanted to make sure that everything happened right. This person took over the Solo program thisyearandturneditintoafinelyruntool.Ifhe came out and his car wouldn’t run, he would spend the day working any job that needed to be done. He was more interested in making sure that everybody else had a good time than himself. So this year’s sportsmanship award goes to Tom Weaver.
Well as far as I know that is all we’ve got. I appreciate everybody for coming tonight. So thank you very much, I hope to see you around. I will be going to all of the events and hope to see you there.

The following five RoadRally and RallyCross enthusiasts were present; Rick Barnes, Carl Dresie, Jerry Kerwin, Tom Langdon and Alan Smith. Tony Zanni called in during the meeting. General Rally
Safety and insurance forms along with signed waivers and other administrative paperwork are to be kept for any post rally needs.
Check point out times should be based on the leg times for “C” speeds (plus three minutes) and rounded up to the next minute. Passage time to the end of any free zone given should be included on the checkpoint slips.

“Ithaca Winter Rally” Eighteen teams entered the second rally of the series. Results and articles will be in the March issue of Top End. Watkins Glen to Ithaca via Bath leads to a long, but fun rally.
“The Route of All EVO VI!” Karl Haltiner is rallymaster for the third event running on Feb. 22. Jerry Kerwin and Karl did the safety check for the rally. Workers are needed.
“Quick & Dirty” is scheduled for March 8. Carl will send Kurt Thiel a copy of the safety check-out form. Alan will give Kurt a copy of the EXCEL rally workbook if needed.

The Waste Management Winter Rally running Feb. 15 has seven entries at this time.Alanwasaddingthefinishingtouchesto the route instructions. Course bannering will start at 10 a.m. at Waste Management. Stage notes will not be available. A two pass recce will be offered. Two passes are required if recce is offered and stage notes are not available. Rally cars will be allowed during the recce runs.
Miscellaneous Discussions Alan Smith only needed a six and one-
half minute time allowance for the start of the meeting.
Kathy Monks has been released from the hospital after suffering a heart attack. After inserting a stent to correct a 100% blockage, she is feeling better than before herfirststroke.
Rick can explain the various limited slip and four wheel drive systems available. (The note taker has a vague grasp of what is being done, but not enough to write something understandable.)
Rick described a four post garage lift with casters that allow vehicles to be moved to a corner of the garage.

This is an evening- early night rally run at legal speeds.Entry fees are $35/car for SCCA members, $45/car for guests.
Series classes are Equipped, Limited, Stock, and Novice.Driver’s license, proof of insurance and a safety inspection are required to compete. Snow tires are recommended (all season tires may limit your speed group eligibility)

Since Gary and I work together, we often have discussion of rallying at work, not a punishable offense by any means, or the “government” work done after hours engraving mugs and using the printers. Prior to the event, I think Gary had the Cornell Doppler weather service posted at all times on the computer. We were hoping it wasn’t going to be a complete mud-fest. Friday night, Paul Batman and Matt Rhoads stayed the weekend in preparation for the event. “Boy, it would be real nice if we got some snow” was the topic of discussion, while I learned, among other things, how to make an ALFA to TIMEWISE VSS adapter. And so, the wish came true, about 4” inches fell overnight. Driving into Watkins Glen, Gary called and I told him “You got what you wished for”.
At the event, I still had a problem, I was working as course opening, and I still didn’t have a navigator. Gary introduced me to some guy named Charlie. Charlie
and I left Burger King to make our way to the OMP and Checkpoint one. Along the way, I found out that Charlie is none other than Charlie Tanck, the new Regional Executive (R.E.). He was an excellent navigator, and has great things in store for our region.
Onourwaytocheckpointfive,Inoticea certain “Forester” coming up on me hard, can you believe car one had caught up to me?SoCharlieandIstoppedandfiguredout how to cut him off at checkpoint six, with success.
At the halfway point, I found out that Karl Haltiner had hit a deer with his Subaru. Now this actually makes the second or third time he has hit a deer at our event. I asked people how they liked thefirsthalf,everyoneenjoyedthesnowon the roads and the challenge it presented.
During the second half, I managed to get ahead, and stay ahead of car one for the remainder of the night. Once back at Manos, I started scoring entries as they came in. I heard that one of the novice teams navigator had gotten carsick, and just went back to Manos, and another
team got completely lost, and then found themselves while completing the rally, and that Kurt Thiel found out the Jedi mind trick doesn’t work in a VW golf. We received excellent reviews of the event, with Alan Smith telling me “This is the hardest I’ve had to work driving in a long time”. This made me feel good, as he is my sworn enemy in equipped class.
I would like to thank all of the gracious volunteers, who came well out of their way to work checkpoints and sweep the event. Tom and Deb Langdon, Barbara Abrams, Bob Van Sice (who drove the entire rally, that’s impressive) and his son, Carl Dresie and Barb Lissow, Dave Avery and Sue Bossert, Mike and Marsha Toombs, and the RPI grad duo of Larry Wells and Johanna Primmer, and Rick Barnes and Jason Kostyshak, who enjoyed their leisurely drive along the southern tier and didn’t have to get out of the Mountaineer.
Scoring, took its usual hour or so to complete, along with a couple of minor adjustments in the end. We had seven novicesstart thenight,andsixfinished.

In third with 1609.3, were John Frame and Doug Weglicki, in second, with 506 were Jim Perrin and Lee McElhinney.Andfinishingfirst,runningwith the equipped group, were Jeff and Steve Coppola with an 82. Equipped was the most competitive class, with the top threeteamsfivepointsfromoneanother.Infifthplacewitha391,wereKurtThieland Russ Norton, in fourth place and 113 points Dan and Anna Thiel, in third with 81, were Eric Salminen and Dennis Blevins, in second place with a 77, Paul Batman and Matt Rhoads. There were three engineers in a car; an electrical engineer, a chemical engineer, and a Microsoft engineer.
Suddenly, the car stops running and they pull off to the side of the road wondering what could be wrong.
The electrical engineer suggests stripping down the electronics of the car and trying to trace where a fault may have occurred.
The chemical engineer, not knowing much about cars, suggests maybe the fuel is becoming emulsifiedandgettingblockedsomewhere.
The Microsoft engineer, not knowing much about anything, came up with a suggestion. “Why don’t we close all the windows, get out, get back in, and open all the windows and see if it works?”
