BOARD OF DEPARTMENT OF HUMAN SERVICES AGENDA:

Employment First


The Department Head Meeting was called to order at 8:30 AM hosted by Scott Stinnett,

Extension Office. The Pledge of Allegiance was recited. Those present were Scott Stinnett,

Collin Koop, Della Calhoon, Korena Laue, Tom Ridnour, Randy Gorton, Paula Weeks, Tony

Rodriguez, Pam Mills, Abbey Mills, Dave Hornung, Gary Koop, and Susan Corliss.

DEPARTMENT HEADS MEETING

Collin Koop – Grounds & Buildings – stated that they have started tearing out the floor

of the EMS room at the fairgrounds to add to the women’s restroom. The tech has installed one

of new water system for the jail bathrooms to provide training for the maintenance staff. They

will start installing one a week in the jail. It took about three hours on the first one and hope to

improve on that depending on how the 20 year old plumbing cooperates. Maintenance on these

units will be much easier. Ready for Christmas with all of the decorations up.

Della Calhoon – Emergency Manager – reported on the meetings that she has attended.

The All Hazard Mitigation Grant has been completed and ready for the Commissioners to sign.

Sheriff Ridnour has decided not to apply for equipment grants this year. There will be a special

meeting for First Responder safety on December 12 at 11 a.m. There were five RFP application

were turned in for All Hazard Mitigation Plan and the awarded contract will be announced soon.

The plan writer will be in Sterling at the Regional meeting on the December 17th. Tom Ridnour

and Della attended a NOAA meeting that introduced several new things on their website.

Korena Laue – Ambulance Department – shared that they are getting rigs ready for

inspection. There will be at least three people taking the Morgan Community College EMT

classes starting in January 2020. These individuals will be in contract with Kit Carson County

for tuition and books. It crews have been really busy.

Tom Ridnour – Sheriff – was quiet today and had nothing to report.

Randy Gorton – Landfill/Coroner – indicated that there will be a new process required

by the state which will have landfill staff screen a load and recorded what is in it. They will set

date and time at random to determine load that could end up being an individual or a commercial

truck load. The county should be under the 12,000 tons average this year.

Coroner Gorton asked the Board of County Commissioners and department heads to watch for

some possible legislation that would require individuals running for Coroner in Level-1 counties

to be AMBDI-Master certified or a forensic before running for the position. He feels that even

though they are trying to run the Bill for Level-1 counties at this time, the Bill during the

legislative process could be changed to include all county levels. This would not be feasible for

anyone running for the office of Coroner in the lower levels of counties due to the salaries would

not cover the expense of meeting the requirements to reach the AMBDI-Master level. ABMDI

would require around 600 hours of investigations and at least 40 hours of classroom education.

The closest ABMDI classes are either St. Louis or New Mexico

Paula Weeks – Admin – shared that they are finishing up the budget to be adopted on

Monday, December 16th. Department Heads have received draft budget and salaries for their

departments. Time is running close for any changes. Personnel policies were last updated ten

years ago. Updating policies has included some major changes and additional policies; these will

be listed on a changes sheet for employees but everyone is encouraged to review the policies

each year. Two additions are the Grievance Policy and work place violence. The Whistle Blower

policy was added last year; if someone suspects a criminal activity with a department, they

should be in contact with Jeff Cure to remain anonymous. There will be a lot reporting for the

$18,000 grant that is used to purchase equipment for the PSAP Grant for the tariff on 911.


Department Heads have received their Inventory list/report for end of the year. Reminder to that

the December 31st cash balance of petty cash is due to Paula for the auditor. Reorg will be on

Tuesday, January 14th. Strategic Planning will be discussed in February with each Department

Head providing items for their office. They will be upgrading the financial software to Tyler

Incode 9. Paula shared the award for Most Improved Gravel Pits that was received by Kit

Carson County. Dave Hornung stated a lot of work by many people were needed to make this

happen. The county had 32 pits and are down to 23; including closing several that had needed to

be closed for years.

Tony Rodriguez – Human Services – indicated that LEAP has started out very well

with Vicki Graff reaching out to shut-ins, advertising and conducting community meetings to

inform people about low income funds that are available during the winter months for heating.

TRAILS has had been a smooth transition to new system for tracking staff time in the different

programs.

Pam Mills – Treasurer – reported that the Tax Sale went well last month. They are

getting ready to get the tax roll out. The county is at 99.7% collected for the year. Everyone in

the office has been sick.

Abbey Mills – Assessor – attended the State Assessor Conference last week, which was

the same as CCI. There are three Supreme Court cases dealing with residential land being more

than where the house is located. The Assessors have proposed a resolution defining residential

land preparing for legislation in 2020. Walmart is disputing their assessed fees in 32 counties

based on the Dark Store Theory, assessed as a closed store, but Colorado is a value in use state.

Adams County did a good job in court and waiting on a decision while the other cases are held in

abatement. Short term rentals like AirB&B are going to be a problem - residential rate vs use

rate. They are working on the Tax roll and four mill levies have been turned in so far. 2019 is a

reappraisal year with an increase of 9,780 million from 2018; 2020 will only see changes as odd

years are when all items are reappraised.

Gary Koop – Commissioner District 1 – stated that not too much happening as

employees are burning up hours this month.

Dave Hornung – Commissioner District 3 – reminded Department Heads that there are

late fees are showing up again; some of this is because things are not being turned in on time.

The Board of County Commissioners approve accounts payable weekly and there should not be

an issue with late fees. The Board of County Commissioners have been working with Paula and

Jeff on policies to get these updated. Reviewed how we are doing and decided it was a good idea

to review the whole book. Oil and gas regulations may need to be set based from 2019

legislation. There are nine wells in our county but the underground pipelines that pay personal

property taxes may affect county revenue in the future. Road & Bridge in District 3 are burning

time off as well.

Susan Corliss – Clerk and Recorder – shared the 2020 Department Head Schedule.

Elections plans for the Presidential Primary have started. There will be elections in March, May,

June, and November next year. Reorg have been sent out to Department Heads for updates, many

have already been returned. Thank you for the quick and continuing response it really helps. They

are still looking for a staff member.

Scott Stinnett – Extension – stated that Fall is for reload and meetings. There will be only

nine clubs next year as Busy Bee could not meet the requirements to continue. The enrollment is

expected to be at 180 - 190 members. Scott has completed and is now certified in the My PI


National training for Youth and Community response teams in emergency preparedness supported

by the Colorado Department of Homeland Security. He is looking at offering training for youth 13-

18 and adults; including training from community members, like EMTs, fire fighters, etc. This

could be an addition for the Medical Reserve Group training that Dawn James provides. The

program is set up for "communities" rather than rural but adapting. Once a month meetings to

eventually meet the 25 - 40 hours to complete course. New extension agent search continues,

looking for 4-H Youth and Family Consumer Science, as interviews were not successful.

Advertising for the position is waiting for approval at CSU some of the process is there but have to

wait until after the first of the year now.

The Kit Carson County Department Head Meeting adjourned at 9:32 AM.

Next Department Head meeting is Tuesday, January 14, 2020, with Commissioner Cory

Wall, as the host for the Annual Reorganization of Kit Carson County.

BOARD OF HUMAN SERVICES - AGENDA

Employment First Contract

BOARD OF HUMAN SERVICES:

Dave Hornung moved to go into the Board of Human Services meeting at 10:01 AM,

seconded by Gary Koop. The motion carried.

DHS – EXPENDITURE REPORT TO THE BOARD

Tony Rodriguez presented the September 2019 Allocation Review for the

Department of Human Services.


Employment First Contract Cancelation

Tony Rodriguez explained the latest conversation with the state, Employment First

leadership, and Kit Carson County DHS staff. It has been determined to cancel the

Employment First Contract with the plan of turning the program back to Kit Carson County

instead of outsourcing.

Dave Hornung moved to approve the cancelation of Employment First Contract

effective December 31, 2019, seconded by Gary Koop. The motion was carried.

The Board of County Commissioners meeting reconvened at 10:26 AM with Della

Calhoon attending.

2020 EMPG-LEMS GRANT ACTIVITIES WORK PLAN

The Board of County Commissioners reviewed the 2020 EMPG-LEMS Annual Grant

Activities Work Plan prepared by Della Calhoon. This plan outlines activities, laws and

authorities, risk assessment, hazard mitigation plans and projects, emergency operations plans,

recover plans, training, exercises, incident management, communications, operations procedures,

mutual aid, resource management, facilities management, crisis communication and the staffing

pattern for calendar year 2020.

Dave Hornung moved to sign the 2020 EMPG-LEMS Annual Grant Activities Work Plan

with a staffing pattern for 2020 of $76,657.08 (noting that one half would be $38,328.54)

effective January 1, 2020 expiring December 31, 2020, seconded by Gary Koop. The motion was

carried.

JEFF CURE – COUNTY ATTORNEY

Jeff Cure stated that the Phase II Land Use Agreement, decommission plan and road use

agreement for Crossing Trails will be proceeding to the Planning Board this month. Update on

county road research and that he will be meeting with Cody Pettibone tomorrow.

The Board of County Commissioners meeting recessed at 12:00 PM for lunch.

The Board of County Commissioners reconvened for work session at 1:00 PM. Those

present were Gary Koop, Dave Hornung, Paula Weeks, and Susan Corliss.

GLEN MARCINIAK – VSO UPDATES

Glen Marciniak reported that things are going good. Felt good to help veterans that could

have been headed to being homeless. The Kit Carson County Health Service District has things

in place to provide services for VA; just have to make sure that the training gets down to the

front line of service for the proper coding. Audits are being conducted on the VSO Budgets.

Would like to see if there would be a way to support the Carousel Quilters with their Quilts for

Vets project. Forty-two quilts were presented to local veterans that were made especially for

them. Glen will work on a formal presentation to provide material for the project.


DENNIS KAAN – CSU EXTENSION MOU

Dennis Kaan and Scott Stinnett reviewed concerns with the Extension MOU and how it

would be affected if not all counties approved the MOU. This would not change the Extension

programs in the Golden Plains Area counties, as they are ran with their own budgets. The last MOU

was signed in 2005. Dave Hornung requested a copy to compare with the proposed MOU. The new

advertisement for the Kit Carson County 4-H Extension Agent will be for Youth Development,

Family Consumer Science, and Ag Education leaving out the livestock emphasis. The ad will be

approved in 2020 with interviews possibly in April. The selection committee has been decreased by

two members but anyone is welcome to attend the community interviews. Review of the agreement

for the Extension pickup and the one driven by Ron Meyer.

CONSENT AGENDA

The following items were reviewed by the Board of County Commissioners: Minutes of

November 27, 2019, and Accounts Payable for December 5th and 11th. December 5th Accounts

Payables were reviewed by Dave Hornung and Gary Koop.

Dave Hornung moved to approve minutes of November 27, 2019, and to pay the

Accounts Payables in the amount of $79,501.17 and December 5th in the amount of $91,035.12,


2020 FAIR CARNIVAL CONTRACT – CHANGES REQUESTED

Tabled to the next meeting for phone conference.

CONTRACT RENEWAL FOR BRENDA CONDREY

The Board of County Commissioners received the agreement for rate and amount of pay

for kitchen work for Brenda Condrey.

Dave Hornung moved to approve the Agreement with Brenda Condrey for kitchen work

in the jail at a rate of $28.13/hr. that will be limited to maximum of 65 hours per month in each

calendar month, any additional hours beyond the 65 hours per month must be approved in

advance by the Board of County Commissioners and the Sheriff, and there will be no annual

leave, sick leave, or holidays for duties as a kitchen worker, seconded by Gary Koop. The motion

was carried.

NEW ORANGE SHEET FORMS

Dave Hornung moved to approve the update Orange Sheets to include boxes for the

background and drug checks, and commissioners’ initials, seconded by Gary Koop. The motion

carried.

PERSONNEL ORANGE SHEETS – GRAMM

Dave Hornung moved to approve New Hire Orange Sheet for Deanna Gramm for the

Sheriff - Dispatch at $14.54 per hour for Step 250 and Grade 30 with annual wage of $30,250.00

as a Non-Exempt Full Time Employee with Benefits effective December 16, 2019, with a Trial

Period ending on June 16, 2020, pending successful background and drug screening, seconded

by Gary Koop. The motion carried.


PURCHASE ORDERS

Purchase Order #1049 – for 2020

Dave Hornung moved to approve the Purchase Order #1049 for the Sheriff Department to

Recreational Electrical Estimate #3593 for Trickfit Harness totaling $14,954.00 to be paid in

January 2020, seconded by Gary Koop. The motion carried.

NOVEMBER VETERANS REPORT

The VSO November Report was presented to the Board of County Commissioners to be

reviewed. There were 8 telephone calls, 4 office visits, 2 home visits, 2 community events, 3

correspondences received, 2 correspondences written, 1 21-22 CVA claim, 1 21-526EZ

entitlement, and 1 SF180 military record with a total of $1,075.00 in salary on the report.

motion was carried.

TREASURER – NOVEMBER REPORT

The Board of County Commissioners reviewed the November Treasurer’s Report from

County Treasurer Pam Mills.
